Welcome to tonight’s Mississippi Valley Conference game/event/match as our own

The Mississippi Valley Conference promotes good sportsmanship by student-athletes,
coaches, and spectators. Fans are expected to cheer for your own team and not against the
opponent. The use of negative or inappropriate cheers, chants, or comments against the
opponent, their school, fans, or the officials are not are not allowed and are grounds for
removal from the site of competition. Your cooperation with these guidelines will provide
and promote positive sportsmanship. We hope that you enjoy tonight’s event.

If a school is unable to host a conference meet or tournament, the school must find an alternate site and be
responsible for all costs.

GENERAL BY-LAWS
1. Admission: As approved by the Mississippi Valley Conference Principals on Feb 11, 2009, ticket prices will be:
Adults $4.00 and Students $3.00. Pre-sale may be arranged between schools for high profile games. A ticket price
increase may occur @ Veterans Memorial Field for football games beginning in the fall of 2009. It is acceptable to
also charge for lower level games. .
2. The Conference will issue fifty (50) courtesy passes to member schools, good for all conference athletic events.
These passes are to be used at the discretion of each school. All others not in possession of a pass should pay regular
admission except as otherwise provided in the By-Laws. Cheerleaders will be admitted in uniform.
3. In order to be recognized as a Conference Sport, four individual or coop schools must exist.
4. The home team coach is to call the results to all local media, including La Crosse Tribune, Channel 8, and Channel
19 immediately after the activity.

5. Competent individuals shall be responsible for the scoring, timekeeping and public announcing of varsity, junior
varsity, varsity-reserve and freshman games. (Some schools only announce varsity games) These people need to
remain impartial.
6. Except where Conference By-Laws conflict, the appropriate WIAA rules shall apply.
7. Conference schools are to advise students that the use of confetti, artificial noise makers (including wind-blown
instruments and drums), stamping of feet, etc., will not be tolerated by member schools. No inappropriate signs will
be allowed in playing areas. Violators will be dealt with at the discretion of the individual schools for outdoor
activities.
8. Coaches who feel that an official is not acceptable or needs improvement, must document reasons by letter to the
commissioner within two weeks of the contest. This letter must be co-signed by a coach and activities director. The
commissioner will notify the official within one week. If letters from three different schools are received on any one
official in a two year period, the official will not be rehired in the next contractual period.

9. The host school has the right to determine seating arrangements for crowd control at all conference contests.
Visitors shall abide by the arrangements.
10. The commissioner will send the names of the All-Conference teams of each sport to the media as soon as the
last conference team is eliminated from tournament play.
11. Starting time of all conference sports to be in by-laws.
12. School that hosts conference meet should have an administrator or designee in charge.
13. Home team wears LIGHT color unless specified in individual sport by-laws.
14. End of the season sports meetings will be facilitated by an Activities Director. All coaches are required to
participate in the voting process. If a coach refuses to vote, the facilitating AD will cast a vote. Minutes of these
meetings will be approved by the Activities Director prior to sending them to the principals.
15. Only conference approved awards will be issued as awards.
16. All sports “coach of the year” voting will be done by written ballot. Coaches are not permitted to vote for
themselves. Scoring as follows:
1st - three points
2nd - two points
3rd - one point
Voting forms will be distributed at meeting.
17. Pre-game Procedure. Normally used in men’s/women’s basketball, football, volleyball, & hockey.
A. Warm-up time (start 20 minutes) School song
B. Clock to 0:00 five minutes before game time; teams must be present. Read MVC PA announcement.
C. National Anthem/Pledge of Allegiance
D. Introductions by team or individual per school request. Starting lineups will be furnished by the visiting
school to the announcer prior to the game. (Exception – in football, the introduction may be team or
individual at coach’s request. Starter names to be furnished to the press box prior to the game.)
E. Start of game
Visiting schools should be made aware of any pre-game or half-time performances. Such performances should not
interfere with visiting team pre-game warm-up time or space.

A plate will be attached to the winning school’s specially designed wall board. Each school will furnish its own plate
and trophy, if desired.

Individual foil 8 1/2” x 11” which will bear conference logo, school logos, and room for printing individual’s name,
sport, and year.
1. A conference sport is one sponsored by four or more conference schools. Points are to be awarded on the basis of
the number of schools participating in the sport. For example, seven schools: 7, 6, 5, 4, 3, 2, 1.
2. To be awarded points, the team must complete the conference schedule for that sport. The activities directors will
decide in exceptional situations.
3. The conference statistician will compile the results of all the conference sports and awards each school its total
points. The school with the highest total will be awarded the All-Sports banner.

SPORTING BY-LAWS
CHEERLEADING
1. Crowd Control: The cheerleaders should take part of the responsibility for discouraging crowd actions
such as the use of noise makers, booing, and negative chants. If the cheerleaders are having problems in
controlling the crowd, the person in charge of crowd control should be notified.
2. Consideration for the fans:
A. Cheerleaders should not remain standing in front of the stands when not leading a cheer.
B. The WIAA rules state that the non-contestants are to stay a minimum of ten feet from wrestling
mats, this includes the cheerleaders. Equal space should be provided for all cheerleaders within the
constraints of this rule.
3. Operation:
A. The cheerleaders should use discretion in selecting cheers for time outs in order to allow the
opposing school to present a cheer.
B. The use of megaphones by cheerleaders and fans is not allowed for indoor contest.
C. Cheerleaders shall not initiate or lead cheers that are derogatory to the opposing team or school.
D. Stamping of feet or bleachers is not allowed.

SOCCER (BOYS/GIRLS)
1. Each coach is expected to keep his/her own team conference statistics.
They are as follows:

2. It is recommended that both varsity and varsity reserve games will be two (2) forty-minute periods with
a ten (10) minute half-time. Regular and post-season season games will play two ten (10) minute
overtime periods with post-season tournament to include a shoot-out. No overtime period for JV games.
3. Recommended that all sites have a 6 yard set-back barrier to separate fans from players and field.

The Conference Champion and standings will be determined according to the point total from dual
competition during the season. Three (3) pts for each win, one (1) pts for a tie, and zero (0) pts for a
loss.
5. Beginning in the fall of 2008, the season schedule will include a post-season progressive tournament.
Regular season points, 3 win, 1 tie, 0 loss, seeding tie-breaker, (1) head to head (2) Best point total in
games among tied teams (3) least goals allowed in all six games (3) coin flip. Conference champion
determined by regular season play. Tournament champion will be a separate award. All tournament
games to be played @ highest seed. Effective 2011, the girls season will be a round-robin schedule w/o
tournament format.
6. The National Federation rules and WIAA rules will be used for all games and equipment selection.
7. All-Conference selections, Coach, & Player of the Year at the Fall/Spring coaches meeting.

2. The varsity game will not start before 7:00 pm.
3. The conference championship shall be determined by the conference schedule.
4. A varsity level match will end when a team wins three (3) out of five (5) games. In all lower level
matches, all three games will be played to 25. (If time is an issue, the 3rd game @ the freshman level
will be adjusted to 15 points)
5. Warm-up time between the junior varsity and freshman match will be 4M/5M/5M
6. Rally scoring will occur at all levels.
7. Varsity teams may not take the floor prior to 6:40 p.m. for a 20 minute warm-up.
8. All-Conference selections, Coach of the Year, and Player of the Year selections will occur at the Fall
Coaches meeting.

FOOTBALL
1. The starting time for Varsity football games shall be 7:00p.m. Time and dates may be changed by
mutual agreement of the A.D.’s notifying the commissioner. Dressing facilities will be provided if
requested and should be available at 5:30p.m.
2. Junior Varsity and freshmen games will start at 5:30 p.m. (revised May 02,07) . This may be changed
by mutual consent of the A.D.’s. Junior Varsity games will be played at the opposite site of the Varsity
game on the following Monday. Freshmen games will be the opposite site of the Varsity game on the
preceding Thursday. The season-ending freshman games will be played on the Tuesday before the week
#9 game.
3. The home team is to wear dark-colored jerseys unless it is mutually agreed otherwise by the A.D.’s.
4. Length of Quarters: Varsity and JV - Twelve (12) minutes; Freshmen - Ten (10) minutes. JV can be
modified to 10 minutes by mutual agreement
5. The home school is to provide three people to work on the chains and down-marker at all levels of
football games. These people are to be provided with some distinctive clothing for identification.
6. Teams are to be off the field, between the 30 yards lines, fifteen minutes prior to game time. Bands are
to be off the field five minutes prior to the game.
7. Half-time will be 15 minutes with an extension up to 20 minutes for special events. An additional 3
minutes will be allowed for team warm-ups regardless of the length of the half-time.
8. Officials - Hiring of the officials will be done at the discretion of the Conference Commissioner with
annual evaluations by the coaches
9. The final league standings will determine MVC Champions.

1. The Mississippi Valley Conference championship will be determined by the results of the conference
meet.
2. There shall be four (4) races at the Conference Meet with no JV awards. However, recognition of the
top ten (10) JV finishers and team results should occur @ the varsity meet. Standard protocol to be used.

5. MVC meet host school is responsible to use a pace cart and trailer cart available.
6. MVC meet host school is responsible for course materials to assist runners. Pre-meet information (lineups) should be sent to the host school by Tuesday of the meet week.
7. MVC meet host school is responsible to have the course flagged and lined. Course Marshals should be
positioned @ strategic spots where cutting may occur.
8. Host school will be responsible for sending conference meet results to the conference commissioner and
to the media (results should be typed).
9. MVC meet host school shall use an automated timing system provided by the MVC. The MVC
Commissioner will coordinate and pay associated costs. Suggestion for host school to use place cards as
a back-up to timing system.
10. Results shall be available for distribution at the conclusion of the meet (recommended).
11. Host school shall have the option to re-schedule conference meet if adverse weather conditions persist.
12. All-Conference selections and Coach of the Year will be done at the Fall Coaches meeting.

GOLF (GIRLS)
1. Starting times will be determined by the host team and will start as late as possible on school days to
avoid loss of classroom time. Generally, starting times will be 1 PM for Wednesday meets and 2:30 PM
for other weekday meets.
2. Both regular season matches (9 holes) and the conference tournament (18 holes) will be used to crown a
team championship. Team points will be accumulated during regular season matches and at the
conference meet. When all points are added up after the conference tournament, the team having the
greatest number will be crowned as the conference champion.
3. Green fees, if assessed, will be paid by individual conference schools.
4. There will be a Conference Medalist/Player of the Year (top scorer), First Team (top five scorers), and
Second Team (next five scorers), Honorable Mention (based on coaches choice or the next six scorers):

Holmen (Drugans).
2. The final MVC meet would be held @ Drugans. Schools will use alphabetical rotation system to host.
3. Green fees, if assessed, will be paid by individual conference schools.
4. Meets will be shotgun format when possible.
6. MVC Championship will follow WIAA regional format.

1. Varsity Reserve and JV games shall start at 5:50 pm with 10 minute warm-ups and eight (8) minute
quarters. Dressing facilities are to be available at 5:30 pm. The Varsity game is to begin at 7:30 pm, or
twenty minutes after the VR game. The twenty minute warm-up period will be followed by
introductions and the National Anthem. The host school is to furnish warm-up basketballs for all games.

2. Mandatory Conference Basketball for both Boys & Girls games is a “Spalding Top Flight 1000
Advanced Moisture Management Ball.”
3. The home team is to wear light colored jerseys unless it is mutually agreed otherwise by the AD.’s.

WRESTLING
1. The Conference Championship will be determined by the conference schedule.
2. Freshmen/JV and Varsity Reserve wrestling matches shall start at 6:15p.m.unless A.Ds’/coaches
mutually agree to start at a later time.
3. Weigh-in will be according to WIAA and National Federation Rules. Weigh-in time for both varsity
and JV will be at 5:30p.m.
4. Athletes are not to shake hands with the opposing coach after individual matches.

conference dual match @ that weight. Coaches subsequently vote with ties requiring a revote. This
process would continue for each weight class through 285 weight class.
C. When an athlete is selected to receive any award, he cannot be nominated in another weight class.

GYMNASTICS
1. Starting times – 4:45 gym opens for stretching. 5:25 Gym floor is cleared. 5:30 First warm-up
rotation to March-In. 5:45 March-In begins. 6 pm Competition begins.
2. The meets are run in quad format. Junior Varsity and Varsity will run concurrently.
(Example: Vault and Bars would be the first two Varsity events; Beam and Floor would be the first two
JV events; All 4 teams would be competing on one of the levels.)
3. Computer scoring is required. Competition order is determined by the coach.
4. All Conference Selection for first team, second team, and one for honorable mention for each of
the five events are based on the average of their highest three individual scores at the MVC
competitions. (5 first team/5 second team/1 HM…… Bars. Beam, Floor, Vault, All-Around. 15
HM including 5 by criteria and 10 additional (2 per school)
5. Each team will receive 2 additional honorable mentions at Coaches discretion.
6. Conference Championship will be determined by points. Each team is awarded points based on their
finish in each quadrangular.

TENNIS (BOYS/GIRLS)
1. Matches will be four singles and three doubles. Crossovers will not be allowed.
2. Matches will start at 4:30 pm unless time change is mutually agreed upon by competing schools.
3. All matches consist of best 2 out of 3 sets with regular scoring. In case of inclement weather, coaches
may agree upon no ad scoring or playing a 10 game pro set.
4. Dual Meet Scoring: Each match at the dual meet will be worth one point. The maximum points a team
can earn is 7 points. The maximum number of points a team can score in the dual meet season is 42
points.
5. Coaches shall exchange written lineups for both singles and doubles before start of play.
6. Coaches must play players in their properly ranked positions. (Mutually accepted reason may change
rankings.)
7. Should a school be short players for a match, the players or team shall play in positions according to
their ability. The team not having a player available for a given position shall forfeit. The order of the
forfeit will be Singles: No. 4, No. 3, No. 2, No. 1 and Doubles: No. 3, No. 2., No. 1.
8. In case of the absence of top-ranked players, the following procedures should be used:
All lower-ranked players move up one rank and substitute fills the vacancy on the bottom of the
rankings. (Appropriate penalty to occur for violation of this policy)
9. In case of darkness or inclement weather, the coaches may mutually agree to terminate the match or
change the format.
10. The home coach shall act as the official match referee and shall decide on all matters pertaining to the
match. (When necessary, players shall ask for a ruling.)
11. Conference Champion: Determined by the results of the conference dual match points and points
earned at the Conference Tournament. In case of a tie, there will be co-champions.
12. Conference Tournament Format: Conference consists of:
A. 4 singles and 3 doubles per team. Players shall not cross over.
B. There will be 4 singles flights and 3 doubles flights. No. 1’s will play No. 1’s, No. 2’s will play
No. 2’s.
C. Coaches must play their own players at positions they have earned. Any change of players to
gain an unfair advantage is not acceptable. (WIAA format on substitutions after seeding)
D. There will be a round robin consolation bracket with champ earning 1 point. If there are the full
three players in a flight, an 8 game pro-set will be used for scoring. If there are two players in a
flight, standard best 2 out of 3 sets with regular scoring will be used.

E. Scoring: The champion at each flight will receive 6 points.

If a team were to win all flights, they would earn 42 points.

13. Host school for the Conference Meet will determine meet location with host team responsible for
arrangements.
14. It is a Conference requirement for either a Coach or representative from each school be present for
the tournament seeding meeting.
15. Coaches contact with players must follow WIAA tournament regulations.
16. All-Conference, Coach of the Year and Player(s) of the Year selections at the Fall/Spring Coaches
meeting. Note: Player of the Year selections may include a Doubles Team or a singles player.

SOFTBALL
1. Single games begin at 4:30 pm unless a mutually agreed upon scheduled time change
2. For all lower level games, no new inning can start after 1 hour 45 minutes from the start of the game.
Exception - tie game. Start time should be noted in both scorebooks.
3. The 10-run rule will be in effect after 5 complete innings. Games may continue with mutual agreement.
4. Coaches are asked to bring updated rosters with jersey numbers, positions, etc. for pre-game meeting.
5. Make-up games may be scheduled on Saturday’s if no other dates are available.
6. The All-Conference teams shall consist of a First Team, a Second Team, and Honorable Mention.
7. All-Conference Team, Coach of the Year, Player and Pitcher of the year (separate awards) selections at
the Spring Coaches meeting.

1. Single games will begin at 4:30 pm unless a mutually agreed upon time change.
2. There is a two (2) hour time limit for all lower level games. However, a JV game can be less than 2
hours due to facility issues. Free substitution permitted for JV games effective 2012 season.
3. Coaches are asked to bring updated rosters with jersey numbers, positions, etc. for pre-game meeting.
Coaches are also asked to exchange both conference and non-conference records at pre-game meeting.
4. Make-up games may be scheduled on Saturday’s if no other dates are available.
5. Baseball - Diamond D-1.
6. WIAA pitching rules apply. The pitcher could pitch both games against the same opponent in single
games.
7. Seniors are permitted to participate on a varsity reserve team.
8. The All-Conference teams shall consist of a First Team, Second Team, and Honorable Mention.
9. All-Conference Coach of the Year, Player and Pitcher of the Year (separate awards) selections at the
Spring Coaches meeting.

TRACK & FIELD (BOYS/GIRLS)
1. Recommended starting time for the MVC meet will be 3:30 pm field events and 4:00 pm running
events.
A. Meet mgr has option to change direction of the event based on wind factor
B. For Tuesday V meet, Thursday to be used as a rain date.
C. For Thursday JV meet, Friday to be used as a rain date
D. Meet order is 100 high hurdles followed by 100m dash and finals.
2. The conference championship will be awarded to the team scoring the most points at the MVC meet.
3. All field events will go directly from trials to finals during the conference meet.
4. The host school will do the seeding for the conference meet. Entry sheet must include athlete grade
level.
5. There will be two official starters and one field event official for the conference meet. The host school
will provide the meet workers.
6. Host school can pick site of conference meet if they decide not to have the meet at own school.
7. Fully automated timing will be used at the conference meet.
8. All-Conference selections are determined by results at the conference meet. (1st, 2nd, 3rd) Selections
for the following awards will take place at the Spring Coaches Meeting.

9. The rotation for field events will be determined by the WIAA regional format for that year. .
10. The meet manager will be responsible to run the coaches meeting. Mtg will include identifying all
scratches and replacements that are allowed @ the Conference Meet. They include athlete injury,
suspension, illness……but NOT for competitive advantage.
11. The MVC Conference meet will follow WIAA Tournament series rules to ensure that ll 6 relay
team members must be listed and cannot be changed exception injury, suspension or illness.

1. Start time for all games will be 7 pm unless mutual agreement by competing schools.
2. It will be the responsibility of the home team to notify the press and media after the game.
3. The team with the best league record will be the league champion
4. The all conference selection will consist of a first team of three forwards, two defensemen, and one
goalie; a second team of three forwards, two defensemen, one goalie and 10 honorable mention.

5. Displays humility upon winning, grace when losing and doing both with dignity
