BE PREPARED. PLEASE SHARE THIS INFORMATION WITH YOUR SCOUTS/PARENTS
We send you this camporee update in the spirit of Scouting helpfulness so that your unit may BE
PREPARED for the excitement of the most historic weekend. More than two years of thoughtful
planning and consideration has gone into making this one of the largest 100th Anniversary
programs in a local council in the nation and at one of the nation’s most historically significant
locations…October 1-3, 2010 is built for your Scouts. It’s a great time to be a Scout!
Registration Options Made Easy: Participants must be registered and fully paid.
Star Spangled Celebration Registration Options #1 or #2:
Option #1 …So you're already registered. Great! Pay in full online by 5 p.m. on Sunday, August
29th. One packet for every registered member in your unit awaits you at check-on Friday evening
or Saturday morning. The packet will include shirts, patches, wristbands and programs with
maps for all. The wristbands must be worn at all times to enjoy the Star Spangled Celebration.
Keep in mind, like the shirt giveaways at Orioles and Ravens Games…one size fits all.
Option #2 …So you're recruiting new Scouts and leaders to your program and you still want to
visit for the day (Day Tripper), but you're not registered for the camporee. Great! Register and
pay in full online by 5 p.m. Wednesday, September 15th. It’s that simple. Your packet will have
wristbands and programs with maps for everyone in your unit that may be picked up at the
Registration Check-in on October 2nd. The shirts and patches for your unit will be delivered to
your November Roundtable.
Are there refunds? Individual or groups who cancel a reservation will receive NO refund of fees.
What’s the deal with the wristbands? As you know, we’re at a National Park with other park
visitors too. The wristband is your ticket to everything Star Spangled. Help us do a good job
planning for a great weekend for your Scouts. All participants and visitors to the Star Spangled
must be wearing the wristband.
Emergency Contact Numbers? All members should use the phone numbers of designated unit
leaders as the emergency number, which will be submitted to the respective Sub Camp
Headquarters upon check-in. All Day Trippers should use the Emergency phone numbers of their
respective unit leader at the Star Spangled Celebration. Any Sub Camp Headquarters is
designated as Emergency Contact location.
Where can I pick up my unit packet? Whether camping or visiting for the day (Day Tripper), Ft
McHenry camping or Latrobe Park camping…volunteers will be on hand to assist you at the
designated Registration point either at Fort McHenry or Latrobe Park.
What’s in my packet?... We are happy to report that each REGISTERED PARTICIPANT WILL

2010 BSA100th Anniversary Star Spangled Celebration collector’s patch (this is in
addition to the CU at the Fort Promotion Patch)
2010 BSA100th Anniversary Star Spangled Celebration T-shirt (one size fits all)
2010 BSA 100th Anniversary Star Spangled Celebration wristband (must be worn at all
times and is non-transferable please)
What does my fee pay for?...Your registration fees help pay for fees associated with our use of
Ft. McHenry and select city parks as well as event insurance, supplies, the weekend program
activities, Day Shows and the Star Spangled Saturday Evening Show.
Scout Uniform…Wear it if you got it! All participants are asked to wear their full Scout uniforms
at this very special weekend.
Do you have any VIP’s? Please feel free to invite your Chartered Partner’s Institution Head, your
Mayor, and your key community leader to visit your campsite or our VIP Reception on Saturday
morning (the Opening Ceremony is at 9:00 a.m. followed by the VIP Reception at 9:30 a.m.)We

Who may attend? Advance registration is required to attend! Absolutely no walk-ins are
permitted. NO visitors of any kind are permitted to attend.
Pack in and pack out your gear...Due to limited parking, each Troop will receive one cargo
vehicle pass to enter the Cargo Vehicle unloading area. Kindly note NO trailers will be permitted
either to enter or park in the camping area. No exceptions. Vehicles without passes will not be
admitted to the camping facility. No exceptions!
Vehicles not permitted …to enter campsites! All vehicles entering Ft McHenry or Latrobe Park
must have a parking pass. We follow the Guide to Safe Scouting. No exceptions. To ensure the
safety of participants and ease traffic congestion, the following vehicle plan has been developed.


Each registered unit will receive one cargo vehicle pass that will allow the unit to haul their
equipment to the Cargo Vehicle unloading area.
Parking passes for your other vehicles will be mailed to the unit leader (one pass for every
four registered participants).

These vehicles hauling passengers (and personal gear) will be routed to the parking area.
Each Scout should carry in their own personal gear from the parking area. Wagons or
other Scout powered carts are encouraged.
All vehicles must remain in that lot until 9:00 am Sunday morning, once they are parked
they are in dead storage. No exceptions, vehicle infractions will be handled by the local
authorities accordingly.
Please know that we very much appreciate your courtesy and your leadership to keep this
standard high!!!
No Trailers will be permitted… to go to the campsite. The towing vehicle must have a cargo
vehicle pass and proceed to cargo vehicle unloading area immediately. All cargo vehicles must
remain in that lot until 9:00 am Sunday morning. Scouts/Scouters must carry in and pack out all
gear to the campsite. No exceptions.
Special Need passes... Individuals with disabilities may apply for a "Special Needs Vehicle
Pass" to receive special assistance moving their gear to the troop campsite. A Scout is
trustworthy. You must request a "Special Needs Pass" application not later than Monday,
September 27th at 5pm by email to Manny Fonseca MFonseca@baltimorebsa.org
Traffic in and around the neighborhoods...We have met with the various city agencies and
neighborhood associations to let them know that BSA will stand tall being respectful of the
neighborhood. Further communication will address preferred travel routes and parking that is
reasonable and accommodating for you and your unit. Thank you for helping out here.
Carpoolers are our friends…your efforts to carpool, whether a Pack, Troop or Crew AND using
High Occupancy Passenger Vehicles will help us and help the camporee minimize the number of
vehicles where possible. Thank you for your thoughtful consideration and Scout Spirit in this
request.
Traffic at Ft McHenry and Latrobe Park…There will be no traffic after 9:00 pm on Friday until
10:00 am Sunday morning. (Exception: emergency traffic and support vehicles necessary to
support camporee operation, First Aid or other special needs). On Friday evening, cargo vehicle
traffic will be directed on a one-way basis. Your unit will be assigned a campsite in one of the
three Sub-Camps camping with units of your own district or region (Red Sub-Camp, White SubCamp or Blue Sub-Camp). When your vehicle arrives at camporee registration, you will be
forwarded to the parking area. From the parking area, your Scouts and leaders may pack gear to
your campsite in your Sub-Camp.
Preparation Tips for everyone in your Unit…



Buddy System…and the guidelines found in The Guide to Safe Scouting are the rules of
the Star Spangled Celebration and will be strictly enforced by the youth and adult leaders
in all Units.
Ft McHenry…is a national treasure. Please inform, educate and inspect that your Scouts
and leaders are respectful of the property and features. Any violations may be subject to
removal from the Star Spangled Celebration and removal of BSA membership.
Arriving Friday Night after 9:00 pm… is considered late. If you have parents delivering
Scouts after football games or other activities on Friday night, be sure to direct them to the
Registration area which will be open until 11:00 pm No cars will be admitted to the
parking area after 9:00 pm, so tell parents to take Scouts to the registration area. No one

will be permitted to enter any camping area as are the principles in the Guide to Safe
Scouting.
A word about Water and Trash…pack it in and pack it out also pertains to water and trash. Be
prepared by bringing enough potable water for your cooking and cleaning needs. Please do pack
your trash out with you.
Parking tips...To make your travel and parking more enjoyable follow these tips:


Arrive early or late as highest congestion will likely occur between 6:00 pm and 8:00 pm
on Friday.
Arrange to have gear brought to the cargo vehicle unloading area in a vehicle with a cargo
vehicle pass. No vehicles will be permitted in campsites. No exceptions.
Set up tips…Setting up your campsite made easier! Unit set up camp in this order:




Set-up dining fly first - put gear under it to protect from weather.
Set up tents – then move personal gear into tents. Lay out sleeping gear.
Set up cooking and eating area, secure water and fuel supply.
Remember NO fires of any kind are permitted.
Check-in on Friday… can make or break your weekend. Before your unit departs from your
home community, finalize the unit attendance roster for check-in, load all gear into the cargo
hauling vehicle and load Scouts into passenger vehicles.




Remember, every vehicle entering the Ft. McHenry or Latrobe Park must have a pass.
OF COURSE, SCOUTS CAN HAUL PERSONAL GEAR TO THE CAMPSITE FROM THE
PARKING LOT.
Each unit will be issued 1 vehicle pass for hauling cargo or a Troop trailer to enter the
cargo vehicle unloading area. Only the cargo hauling vehicle displaying authorized cargo
vehicle pass will be admitted to this area.
Pull up to the Registration area either at Fort Mc Henry or Latrobe Park remaining in your
vehicles.
A Registration Staffer will acknowledge your Unit's arrival, verify your Unit's Tour Permit
and point out the parking area.
Where passenger vehicles will go? Immediately proceed to the parking area. Make sure your
Scouts know your Sub-camp area. Maps will be available.
Where the cargo hauling vehicle will go? Immediately proceed to the Cargo Vehicle Unloading
Area.
Find your campsite…Unit leaders must stop at your Sub-camp HQ. Staff will direct you to your
campsite and inform you about campsite boundaries, the location of latrines and water and other
details you’ll need for setting up.
Cargo vehicles… Each unit will receive one cargo vehicle pass. Drivers must proceed from the
Registration Area directly to the Cargo Vehicle unloading area. All gear must be carried by
Scouts/Scouters to the campsite from the unloading area. No exceptions.

Check-in with your Sub-Camp Headquarters— after you have unloaded, the unit leader should
return to your Sub-Camp Headquarters to register.
Do you know a Scouting Veteran and Old Timers for the Alumni Reception?…will be
especially recognized as a group during Saturday Opening Ceremonies at 9:00 am followed by a
brief reception and individual recognition for a lifetime of Scouting service at 9:30 am. Words of
appreciation will be offered by Baltimore Area Council Board Chair Barry Williams and
Endowment Chair John Jeppi. Special comments will be offered by Alvin Townley of Atlanta,
Georgia, Eagle Scout and Author of “Legacy of Honor” and “Spirit of Adventure, and Baden
Powell Living Historian Dr. Hal Yokum of Edmund, Oklahoma. RSVP to Scott Hanson at

Eagle Scout Reception...It is with pleasure and pride that all Eagle Scouts present are invited to
the Eagle Scout Reception at the Day Stage hosted by Star Spangled Chair Vic Bernson, BSA
100th Anniversary Chair Paul Madden and Baltimore Area Council Board Chair Barry Williams on
Saturday afternoon at 2:00 pm. Brief comments will be offered by former Defense Secretary
Donald Rumsfeld, an Eagle Scout himself as well as Robert Mazzuca, Chief Scout Executive of
the Boy Scouts of America. Eagle Scouts only please. Questions or concerns to Scott Hanson

Special Guests...and celebrities will be available on Saturday to meet your Scouts as is
reasonable. As of today, the following are confirmed to attend at least part of the Star Spangled

leave it better than we found it. Leave No Trace Camping please.
12:00 Noon BSA 100th Anniversary Star Spangled Celebration ends
A word about Saturday Program (Its Scouts First!)...Open 9:30 am to 4:30 pm Saturday. The
place to be Saturday to test your skills, learn new ones and just have fun. For the Star Spangled
Celebration there is literally more available to do in a week then there is time in your Saturday.
Don’t wait in a line…simply go to another program, exhibitor or demonstration ranging from static
displays to hands-on age appropriate activities for Scouts. Some exhibits provide alternate events
while Scouts are waiting to participate in some Saturday Program Areas.

First Aid Emergency Procedures…a complete First Aid station organized and operating by the
Maryland Defense Force complete with qualified First Aid team will be on hand at the Star
Spangled Celebration located in Ft. McHenry and Latrobe Park at all times. All serious injuries or
illnesses need to be reported to First Aid team. If necessary, the team will transport to a local
hospital. No Scout should be taken out of camp for medical reasons without contacting the First
Aid station team. Each troop must bring a First Aid kit to handle minor injuries. All prescription
medications used by scouts must be in possession of and dispensed by a unit adult leader.
Security... is provided for common areas, during the day and night. It is up to all of us to keep an
eye open for problems and report them to Camporee Security or Sub-Camp Headquarters as
soon as possible. Each Sub-Camp Headquarters has a portable radio for staff use 24 hours a
day. Security problems should be reported to the Sub-Camp Headquarters. Alert them to any
security or medical emergency. During the daylight hours each Sub-Camp and unit should
maintain its own security by always having an adult at the campsite. Unit leaders are responsible
for keeping their scouts in the facility, OUT OF THE WATER, AND OTHER AREAS NOT USED
FOR THE CAMPOREE.
Safety and Sanitation...Guidelines for all participants. With the large number of people attending
the Star Spangled Celebration, the following safety rules will apply:









NO FIRES OF ANY KIND ARE PERMITTED. THIS INCLUDES NO GRILLS.
All propane stoves must be attended while in use.
Units are required to bring the following items: At least four fire buckets; 1
rake, trash bags
for garbage.
No liquid fuel lanterns, candles or open flames in tents.
All fuels must be stored under control of an adult (See BSA lfuel policy).
All water areas are off limits except time being used for events. Adult unit leaders must
supervise their Scouts near water.
It is recommended that units pack in enough water for their cooking needs throughout the
weekend.
ALL grey water must be dumped in the grey water containers at the instruction of the SubCamp Chiefs. NO grey water may be dumped on the ground (NO exceptions).
Please bring trash bags and pack out trash. Practice no impact camping.

Please do not leave any trash (special concern must be placed on the fields and parking
areas).
Please do not burn any trash.
Portable toilets are provided. Please keep them clean.
Scout Shop and Food Vendors…are located at Ft. McHenry. Souvenirs, snacks and a limited
supply of Scout items will be available at the trading post. Open Friday 6:00 pm to 10:00 pm and
Saturday 9:00 am to 10:00 pm.
Saturday Evening Program... Mobilization begins at 7:00 pm Saturday in Sub camps. Follow
directions for lining up from staff. All participants are asked to wear your Scout Class A Uniforms.
The Saturday Evening Program start time is 8:00 pm. Units line up in Sub-Camps and march to
the Saturday Evening Program area. The mobilization plan will be released on Friday evening.
Adults must remain with your Scouts and be responsible for their behavior. Make sure flashlights
are kept off during the Saturday evening Program. Laser pointers are not permitted and will be
confiscated (in fact, the offending person will be asked to leave the Saturday Evening Program
Area). Bring plastic tarps to sit on – no chairs allowed.
Check-out on Sunday made easy…All units are asked to follow "Leave No Trace" camping
guidelines. Campsites must be clean enough for the facility Superintendent of Grounds to be able
to cut grass without having to get off tractors and remove objects. Garbage bags at evening
show.






All units must police their campsite and dispose of bagged trash properly in the dumpsters.
No trash of any kind is to be left. Pack it out. Dispose at home.
Sub-Camp staff will inspect campsites before releasing units. Inspections begin at 9:30 a.m.
Alert the staff at Sub-Camp Headquarters when you’re ready for inspection.
IMPORTANT —No cargo vehicles will leave the Cargo Vehicle Parking Area after they enter
on Friday until Sunday morning because all internal roads will be closed. Make sure that your
cargo vehicle drivers are aware of this. We apologize for any inconvenience this may cause
but, with thousands of participants on the camporee site, all internal camp roads will be
closed to ensure safety.
