System Description. a. Function. The Communications Central, AN/TSQ-190 (V), commonly called the TROJAN Special Purpose Integrated Remote Intelligence Terminal (SPIRIT) II, supports the intelligence and electronic warfare (IEW) battlefield operating system when conducting multibased operations. It supports fast-paced, flexible Army operations by providing tactical commanders with mission critical, high capacity intelligence information via voice, facsimile, digital traffic, and secondary imagery. System operators, Military Occupational Specialties (MOS) 96B provide the supported commander with access to worldwide multiechelon tasking, reporting, and dissemination capabilities. The Modified Table of Organization and Equipment (MTOE) for Corps was approved in 1997 and the MTOEs for Division were approved in October 1997. Soldiers holding MOS 33W provide system maintenance. The Communications Central system fielding is complete. b. Configuration. The Communications Central extends TROJAN fixed station architecture to the tactical intelligence force structure in a mobile configuration. It has alternative communications capabilities down to brigade level (MSE, SIPERNET and JWICS LANs) and uses an onboard 10kw tunnel generator or existing external AC/DC power sources. Supporting components are: (1) A primary Heavy High Mobility Multipurpose Wheeled Vehicle (HHMMWV) shelter subsystem consisting of secure voice and data satellite communications processing and dissemination equipment integrated into a S-788/G shelter previously mounted on a M1097A1 (HHMMWV). The M1113, Expanded Capacity Vehicle (ECV) is now replacing the M1097A1. (2) The C/KU-Band satellite communications (SATCOM) mobile antenna platform for echelons corps and below and a Tri-Band SATCOM trailer for echelons above corps. (3) A spare equipment maintenance subsystem consisting of a second S-788/G shelter carried on an M1097A1 HHMMWV. The M1113, ECV is replacing the HHMMWV. c. First Unit Equipped Date for Communications Central. 4QFY94. 2. Target Audience. Training is required for all 96B(identified as operators of the system), and 33W who are assigned to units possessing Communications Central equipment and this training will be given at the System Architecture Course at Ft. Huachuca, AZ. Military Intelligence (MI) officers will receive a systems overview while attending the MI Captains’ Career Course (MICCC), MI Officer Basic Course (MIOBC), MI Officer Pre-command Course (MIOPC), and the Warrant Officer Basic Course (WOBC) at Fort Huachuca, AZ. The Marine Corps will receive training at the Systems Architecture Course (SAC). The 33W’s of the parent unit will be responsible for future maintenance of the Digital Tactical Operations Center (TOC) Feeds of the Communications Central equipment. 1 26 February 2001 3. Assumptions. a. Initial Unit Training. The New Equipment Training Team (NETT) conducted new Equipment Training (NET) throughout FY95 and was the primary method for initial unit training. b. Embedded Training. There is no ET and none is planned for the system. c. Collective Training. Collective training has been developed and is supported by a robust, high resolution, high fidelity, scenario driven exercises customized by CommunicationsElectronic Command (CECOM) and the USAIC&FH Simulation Center. d. Resources. (1) All necessary resources are available within the Intelligence Center to meet training requirements. These resources are the two (B Co, 304th MI BN) Communications Central systems and the Joint Deployable Intelligence Support System (JDISS) Plug and Play classroom located in Rowe Hall, which is funded by CECOM. (2) Funding is available from the material developer CECOM Intelligence Information War Directorate (I2WD), to upgrade the CD-ROM and develop a web based training package in order to support distance learning and Interactive Computer Based Training (ICBT) 3QFY00. (3) Funding is available from CECOM (I2WD) for the New Systems Training Office (NSTO) to participate in training development meetings, integrated logistic support management team meetings, in-process reviews, Doctrine And Tactics Training (DTT), and Instructor and Key Personnel Training (IKPT). (4) Resources available to USAIC&FH for resident training and distance learning include Army Correspondence Course Program (ACCP), Soldier’s Training Publications (STP), Army Training and Evaluation Program (ARTEP), and Combined Arms Training Strategy (CATS) training development. Courseware updates occur as needed and are funded by CECOM. e. Prerequisites. Soldiers must be identified by the unit as an Operator or Maintainer for the Communication Central system to attend training. They must possess a TS/SCI clearance and access to attend training. Also a prerequisite for the Maintainers course is the Operators course or equivalent (at a minimum, one year as an operator of the system). 4. Training Constraints. Due to the immediate need for the Communications Central during Desert Storm, numerous requirement documents, including the system Manpower and Personnel Requirements Integration (MANPRINT) management plan, the cost and operational effectiveness analysis, and the training test support package were waived. (Reference message from Headquarters DA, date time group 1517202Z Jun 93). Because these documents were waived, at that time, no official training constraints were identified. 2 26 February 2001 5. Training Concept (AC/RC). The USAIC&FH is the proponent for all Communications Central training. The Combined Arms Training Strategy (CATS) for training this system is both resident and non-resident instruction that takes full advantage of the communication functionality that the Communications Central has to offer. Programs of instruction will concentrate on teaching the skills needed to operate and maintain the Communications Central and will incorporate distance learning technologies to the greatest extent possible. Each course will provide an orientation brief detailing the integration of the Communications Central for a better understanding towards a common operating picture (COP) of the battlefield and systems information flow into the Digital TOC. Instructors will be required to attend the Instructional Design Instructors Course (IDIC) to enhance web based Plug and Play (PNP) instruction. Task analysis and individual and collective development will be preformed using the Automated Systems Approach to Training (ASAT) database software provided as government furnished materials. The use of interactive multimedia instruction and interactive web-based courseware is required. Methods of instruction available for trainers will include the use of operational software, video teleconferencing, Interactive Computer Based Training (ICBT) material, The Intelink Trojan Home Pages (SIPRNET www.trojan.army.smil.mil and JWICS www.trojan.ic.gov), positional handbooks, and doctrinal literature. Emphasis will be given to Noncommissioned officers and enlisted personnel with the requisite knowledge and skills to manage Communications Central responsibilities. Courseware developed for institutional training was also used as a basis to develop the system’s training package at Communications Central equipped units to enhance and sustain individual and crew skills. Doctrine and Tactics Training (DTT) was developed and presented to units at the time of fielding. DTT will be given during the institutional courses, as an overview of Communications Central. No Reserve Components have the Communications Central systems, thus no special training is required. Reserve and National Guard personnel will receive the same training as active duty while attending institutional training. 6. Training Strategy. a. New Equipment Training (NET)(WARMOD). Initial (WARMOD) and subsequent training for gaining units was conducted by the New Equipment Training Team (NETT) supplied by 111th MI Brigade, Fort Huachuca, AZ and the U. S. Army CECOM Intelligence Materiel Management Center, Vint Hill Farms Station, Warrenton, VA. The Program Manager (PM) developed all pertinent training material for the NETT. Gaining units received two weeks of operator training and one week of maintainer training from the NETT (prerequisite for the Maintainers course is the Operators course or, at a minimum, one year as an operator of the system). NET for the Tri-band antenna was given by the U.S. Army CECOM Intelligence and Information Warfare Directorate TROJAN Branch. b. Individual Training (Warrior). Officers and Warrant Officers receive a system introduction while attending MICCC, MIOBC, WOBC, and the MI Pre-command Course. The Enlisted Institutional training was established in a four-phase plan: 3 26 February 2001 Phase One. Selected units requiring training during phase I received training from CECOM. This training was provided via a Mobile Training Team (MTT). Phase One lasted through September 1999. Phase Two. Institutional training for 96B and 33W started October 1999 New Systems Training Office (NSTO) personnel augmented the 304th MI BN instructors for the first three courses. Continuous Learning will conduct Communications Central "Train-the-Trainer" courses once per quarter until an institutional course is developed 1QFY01. This three-week course will consist of a two-week Operators block and an additional week of Maintainer-only training. The DTT package will be provided at the institution and incorporated into the course. Phase Two is expected to last through fiscal year 2001. Phase Three. Training and Doctrine Command (TRADOC) established a Systems Architecture Course expected to begin instruction the 1QFY01. Phase Four. The development of ICBT program. The ICBT program will be developed for operators and unit-level maintainers. The ICBT program will be based on task and skill analysis. The programs will be designed so training is accessible through computer diskette, CDROM, and the World Wide Web. The programs will provide a management system for tracking the students’ progression through lessons, exercises, and evaluations and downloading the student records. The Intelligence Center will use distance learning technology, a web based method, to the maximum extent possible. Each course will provide an orientation brief detailing the integration of the Communications Central for a better understanding towards a COP of the battlefield and systems information flow into the Digital TOC. c. Unit Sustainment Training (Warfighter). (1) The NETT provided initial training to units during fielding of the system. Prior to the completion of the NET, the NETT provided the unit with the training package for on-the-job training and sustainment training. These training packages included programs of instruction (POI), lesson plans (LPs), student guides, technical manuals (TMs), system user guides, system critical task lists, and a Doctrine and Tactics Training (DTT) package. These products provided the knowledge required for doctrine and Training, Techniques, and Procedures (TTP) for operators through senior commanders. In addition to the Digitized Training Support Package (DTSP), Training Test Support Package (TTSP), and the NETT and/or training developer provided structured DTT to the fielded units. (2) Unit sustainment training is supplemented by a CD-ROM, “Trojan Spirit II-Interactive Support System”. This CD is windows based and incorporates training that ranges from system component descriptions to interactive signal flows. The CD has been upgraded to include setup and tear down procedures, as well as those tasks that are considered critical to the operation of the system. The CD is a comprehensive training package and is web based (completed 10 FEB 98 and funded by CECOM). Training will be conducted in accordance with the Army Training 4 26 February 2001 and Evaluation Program (ARTEP), mission training plans, unit mission essential task lists, and the Military Intelligence Combat Assessment Tables (MICAT) program. (3) Live force-on-force (FOF) exercises have been conducted to validate the ability of units to employ the Communications Central within the force and to support sustainment training, ARTEP, and mission rehearsal needs. d. Doctrine and Tactics Training (DTT). The USAIC&FH, NSTO developed a complete and comprehensive DTT package to be integrated into all officer courses and be presented during NET by either NETT or NSTO personnel. This training provided personnel with detailed knowledge of the Communications Central to allow them to effectively incorporate this new capability into unit operational plans. The DTT includes concepts of operation(s), mission planning, how information provided by Communication Central enhances the commanders decision cycle, how the new information it provided is integrated into current process/systems, and system employment, capabilities, and limitations of the Communications Central on the battlefield. 7. Training Products. The CD-ROM and Trojan Homepage are the training aids for the system. Distance Learning will be responsible for developing ICBT products. All critical collective and individual tasks are supported by the CD-ROM (see annex C). a. Embedded Training. Presently there is no Embedded Training (ET) for the system. There are limited help screens and menus that reside within the specifically related software on the workstation. However when the Communications Central tailored embedded training capability is created, a surrogate training package such as ICBT will be used (see pg.3 -Individual Training). Any future ET products will comply with the Embedded Training Concept in DRAFT TRADOC Pamphlet 350-70-XX and will be Distributed Interactive Simulation (DIS), High Level Architecture (HLA), and Video Teleconference (VTC), compliant/compatible in accordance with IEEE 1278-1993 and NATO Standardization Agreement (STANAG) 1278. b. Distance Learning. Under the distance learning concept the Communications Central is trained using a combination of a CD-ROM training package/job-aid and the TROJAN HomePage. Also, in the future the training is required to be web based. The CD-ROM complies with TRADOC Regulation 350-70, TRADOC Pamphlet 350-70-2, and Army Regulation 25-1. (1) The surrogate training package CD-ROM upgrade includes the following topics: (a) Setup and teardown procedures. (b) Satellite theory and signal flow. (c) The two power sources and how they are used, common faults, and heat signatures. (d) Common troubleshooting errors and solutions. 5 26 February 2001 (e) JDISS workstation operations and procedures. Some of the capabilities that are included in the JDISS software being trained are: (i) Bulletin boards to post any and all information provided by the TROJAN SPIRIT II operators and subject matter experts at the Intelligence Center. This bulletin board will be maintained by Continuous Learning at the Intelligence Center. (ii) Chat lines to share information between operators and subject matter experts at the Intelligence Center. (iii) White boards to illustrate and enhance teaching points. (iv) E-mail capability. (v) Video teleconferencing capability. (f) Preventive maintenance checks and services (PMCS) procedures for the Primary HHMMWV Shelter (PHS), spare equipment and maintenance shelter (SEM), and mobile antenna platform (MAP). (g) TROJAN bandwidth available upon demand (TBAUD) procedures. (h) Circuit activation procedures. (i) Operation of the Video Intelligence Enhanced Workstation System (VIEWS). (j) Video teleconferencing and video forwarding system. (k) The CD-ROM is platform independent (HTML based). (2) The TROJAN Homepage provides the operators the most current information that is available on the system. It is also a method/medium for them to contact other operators and the subject matter experts at the Intelligence Center for answers to their questions and information concerning, concepts of operation(s), mission planning, how information provided by Communication Central enhances the commanders decision cycle, how the new information it provided is integrated into current process/systems, and system employment, capabilities, and limitations of the Communications Central on the battlefield. 8. Training Support. a. Training Test Support Package (TTSP). On 19 October 1992, a joint working group determined that the TTSP would be waived for this system. No future tests are anticipated for this system. 6 26 February 2001 b. Facilities. The course will utilize the existing ten positions in the JDISS Plug and Play classroom in Rowe Hall and the fixed site behind Rowe Hall. For Distant learning, units will require access to the web and/or VTC facilities. c. Ammunition. None d. Interactive Courseware (ICW). ICW will support Communications Central institutional and sustainment training. (Funding, updates, and developments will be executed by CECOM.) e. Support Personnel. Support personnel are needed to convert and/or customize command and staff products, reference databases and message sets produced by the National Simulation Center, the Intelligence Center, and those imported from other Simulation Centers (SIMCENTERs). The support team will be responsible for coordinating the necessary communications support/interfaces between the SIMCENTERs and subscribers. f. New Equipment Training (NET). The Intelligence Electronic Warfare Directorate (IEWD) is responsible for the NETT. They coordinated and conducted all NET requirements for the Communications Central fielding. Fieldings were performed by CECOM. g. Resident/Institutional Training. Communications Central training has been incorporated into all officer and warrant officer courses and is included in the ASAS Master Analyst Course. In (FY2002) Communication Central training will be incorporated into the Systems Architecture course. (1) Equipment for Training. At a minimum, two Communications Central, AN/TSQ-190 (V), located at USAIC&FH, are required for training. Maintenance is funded by CECOM. (2) Institutional Training. The MOS 96B Initial Entry Training (IET) can not support the increased training required for the Communications Central. Communications Central training will be taught in the System Architecture Course in 1QFY02. (3) Sustainment Training. The existing CD-ROM provides limited operator proficiency training. In its current form it is not an all-inclusive sustainment product. Sustainment training for NSTO/Training Developers is funded through CECOM. This directly applies to Training Developers attending Integrated Process Teams (IPTs) and In Progress Reviews (IPRs). 9. Post Fielding Training Effectiveness Analysis (PFTEA). A PFTEA is required to validate institutional and sustainment training to ensure mission requirements are met. When funding permits, evaluation assistance will be given from the Intelligence Center’s Office of the Registrar in the form of on-site surveys and follow-up reporting feedback from gaining units will be used to complete a PFTEA. Such information will be provided to CECOM, the Directorate of Materials, Directorate of Combat Developments, at the Intelligence Center. Communications Central systems are a subject area that has Army-wide impact. The TDY funds are required for training development for the Communications Central, its modifications, and product improvements.
