Purpose & General Guidelines: These guidelines set forth the requirements and processes for utilizing
volunteers to administer county functions for the 4hOnline Enrollment System. They should be used by 4-H
youth development staff to provide training to adult volunteers prior to granting access to 4hOnline with access
to the records of others.
The 4-H Youth Development Program (4-H YDP) has a history of strong volunteer service. Volunteers have
helped coordinate the 4-H enrollment process for many years. The California State 4-H YDP office realizes that
counties may need to rely on adult volunteers to co-administer the 4hOnline Enrollment System. Set below are
guidelines that should be read and agreed to by volunteers who have been authorized to co-administer
enrollment.

For the purposes of these guidelines, 4hOnline Volunteer Enrollment Coordinator - Level 2 (County)
(VEC-C) will refer to anyone not considered a paid staff member assigned to the 4-H Youth
Development Program who is granted access to the 4-hOnline system beyond their own family level and
has been granted authority by the County Director to approve youth members therefore changing their
status from Pending to Active.

The VEC-C must be certified as a VEC - Level 1 prior to being certified for Level 2. The guidelines for
VEC - Level 1 must be signed and attached to this document.

Acceptance of policies & certification:
Persons willfully violating any of the guidelines will be reviewed on a case-by-case basis. Consequences of
violating the guidelines may include:
 Suspension of access to 4hOnline
 Review and limitation of volunteer appointment and/or member status
 Termination of volunteer appointment
