PROPOSAL
SCHOOLS PARTNERSHIP
BETWEEN CENTRAL JAVA, INDONESIA – NEW SOUTH WALES, AUSTRALIA

1.
BACKGROUND
Education improvement both in quality and quantity has always been the
concern of the Government of Central Java-Province. Quality improvement in
education could be made through school partnership. Indonesian schools
projected to meet international standard are required to have school
partnership with schools from other countries. Indonesia and New South Wales
Australia have potential for school partnership.
Partnership in education sector between Indonesian and Australian
schools will not only for the sake of education improvement between the two
countries but also to support the awareness of being neighbour countries
citizens for the young generation of the two countries. The goal of the
educational partnership under the theme of Sister-Schools is to provide
opportunities to education sector in both countries in developing learning
resources in terms of science, social, art, sport and cultural education.
The school partnership programs are expected to be intensively carried
out by which international communication among principals, teachers and
students could occur. This will lead to the improvement of quality learning. It will
also create a learning community (both online and on site) among Indonesian
and australian students with a common interest.
A Memorandum of Understanding (MoU) of education partnership
between schools from Indonesia and Australia to build an education
cooperation need to be arranged. This MoU needs to be filled with collaborative
programs. We, therefore, propose the school partnership program between
schools in Central Java-Indonesia and schools in New South Wales-Australia.
2.
THE OBJECTIVES
The objectives of the school partnership program between schools in
Central Java–Indonesia and New South Wales-Australia are:
a. To develop collaboration among schools in Central Java, Indonesia and
New South Wales, Australia to be described in schools action plan;
b. To improve the quality of learning through collaborative learning;

To provide pathways for teachers to conduct (collaborative) research;
d. To share knowledge, culture, and other educational values
e. To support awareness of neighbour countries citizents.
3.
EXPLORATORY
PROGRAM
FOR
POSSIBLE
COLLABORATIVE
ACTIVITIES
To achieve the objectives above, it is necessary for both parties to meet
in a meeting program which will investigate the following possible things:
a. A visit program of education delegates from Central Java Indonesia to
schools in New South Wales Australia, to discuss the colaborative
learning or cooperation matters between schools and sign the agreement
under the theme of Sister Schools. This meeting or discussion will be
conducted in New South Wales Australia (places or schools to be
arranged).
b. To design Colaborative E_Learning under the theme of Sister-School
between teachers of junior high schools (Year 7 – 9);
c. To design teacher exchange program;
d. To design student exchange program, and;
e. To investigate other possible collaborative activities.
4.
PARTICIPANTS OF VISIT PROGRAM
To conduct schools meeting as described above, Indonesian delegates will
visit to New South Wales Australia which is planned in Year 2011 (months
and dates to be discussed and agreed by both parties). Indonesian delegates
will be around 12 persons which is composed of 2 authorities and 10 school
delegates (school principals/teachers).

BENEFITS AND EXPECTED OUTCOME
The benefit of the collaboration:

 For Participating schools:
Participating schools will have an enhanced achievement in managing
international collaboration. Schools with common interest can share best
practices in managing a holistic education system.
 For Participating principals/teachers:
Participating principals/teachers will learn from each other about designing
a collaborative learning, particularly in science, social science, math, art
and culture. They can share ideas about developing learning materials,
approaches in teaching, and control the learning progress of learners, and
even can make a collaborative research about the online collaborative
learning.
The expected outcome of the collaboration:

MoU signed between participating schools

Online collaborative learning occurs among teachers from participating
schools

Enhanced motivation of teachers and students in maintaining
collaboration and understanding different cultures and values

Experience of having collaboration both for principals, teachers,
students.
6.
BUDGETING
Indonesian delegates will cover for their own transportation, accommodation
and meals during the visit. We are expecting that there will be schools
participants organized from New South Wales Australia.
