1. Welcome and Introductions
Everyone provided input on their Committee participation expectations. Discussed the P3S
Committee Public Outreach Subcommittee and the similarities and differences with this
Public Education Committee. Catherine gave update on P3S website (http://cwea.org/p3s/);
changes approved on 6/13 should be completed by early September.
2. Review agenda
No comments on agenda.
3. Minutes and Action items
NA – No prior minutes. Catherine provided overview of her actions-to-date in support of the
committee, these included:
 Establishing the conference call number to be used for next 6 months
 Confirming the committee’s $500 budget
 Updating the committee’s Standing Rules and submitting to External Relations
Committee (MER) for review and Board for approval.
 Establishing Board Liaison, Connie Leonard
 Laying groundwork for evolving Local Section Newsletter Award to be allencompassing, Local Section Education Outreach Award.

4. Board Status Report
From: Connie Leonard
CWEA is upgrading the Association Management System used for tracking membership,
certifications, etc. This is a significant effort and as such, the Board is being cautious in
taking on additional efforts or special projects until the transition to the new system is
complete.
June 30, 2012 State Board Meeting will set the program of work and budget for the coming
fiscal year. A pre-meeting workshop on June 29th will provide additional time for vetting topics
and proposed work elements.
5. Activities
Mission Statement: Reviewed and discussed.
ACTION ITEM: CATHERINE TO REMOVE REFERENCE TO “BOARD OF GOVERNORS” AND CHANGE TO
“BOARD OF DIRECTORS.
Standing Rules (redline version available here). Overview at meeting included:
- Rotation of positions/chairs was changed from once every 2 years to once a
year.
- Addition of pre-existing Small and Large Budget Public Communication
Program Awards to Objectives
- Addition of pre-existing Film Festival to Objectives
- Changed Local Section Newsletter Award to Local Section Outreach Award
to recognize local sections for their outreach efforts (to encourage the use
and improvement of local section websites, blogs, etc.)
- Motion: Motion was made by Dianne Lee (second by Susan Hiestand) to
establish a position for “Past Chair” – Passed by Majority
ACTION ITEM : CATHERINE TO FINALIZE REVISED STANDING RULES AND SUBMIT TO STATE
BOARD FOR ACCEPTANCE .
6. Proposed Activities
Conferences:
Objective: 2.1. Coordinate public education related programs with the program committees of the
annual and regional conferences. Need Session Chairs, Speakers, Moderators, and Room Monitors.

Objective: 2.2. Plan and organize other seminars, meetings, and informational resources to
promote the mission of the committee.
Probably won’t host workshops this year, but next year is an option. Topics for consideration
include:
 Social Media
 Communicating with “Resistant” Audiences
 Prop 218: Rates and Outreach

Objective: 2.3. Review local section public education person of the year award nominations and
select the statewide award recipient.
Objective: 2.4. Promote and review large and small budget public education program of the year
award submittals and select the statewide award recipient(s).

the statewide award recipient(s).

Catherine did outreach to local section as part of her efforts to re-establish the committee
and response was low.
Possible outreach via Section Presidents is another option to consider
Building communication links with other State committees may yield opportunities to partner
on public education efforts
