Delhi Police also made elaborate security arrangements at the IGI Airport for arrival/departure of the participants, media and other observers for these events. Security at the route and at bus shelters was also provided. Athlete protection also involved transformational security and securing the places of visits of the participants. This also involved covering the media briefings and visitor management and control at the stadium and the hotels. We also provided security during the practice sessions of the teams and the same level of security was extended to the participants as was done for the main event. Security arrangements were provided in such a manner that the events' operations were given a boost rather than proving to be otherwise. Elaborate traffic circulation plans were also put in place both at the stadia and at the places of stay. While some amount of discomfort to the general public was unavoidable we still managed the traffic and participant's movement was largely well regulated and inconvenience to the public was minimal. Effective traffic and spectator management also involved important police intervention both for facilitating the genuine ticket holders to easily gain access into the stadium and weed out the miscreants. Suitable Park and Ride and Pak and Walk facilities were created for general public. The arrangements and security planning were well appreciated by the participants and it was conveyed to us that the system put in place was as good as anywhere in the world. Dara Singh had started living in Delhi since 1990 along with his family and started working as a Halwai in the area of Sultanpuri. His father was three brothers. In the month of july 2007, Dara Singh had gone to his native Village to look after his land and property. The same was disliked by Chote Lal and he threatened Dara Singh to kill if he doesn’t leave the village and thus forced him to go back to Delhi. On that day, full of revenge, Dara Singh, came out of the village and planned murder of his uncle (Chacha) Chote Lal. He hired Mahesh to kill Chote Lal. He had paid him Rs 20,000/for the purpose. On the night of 21/22 july 2007, when it was a rainy day, Dara Singh along with Mahesh and one Mast Ram of the same village committed murder of Chote Lal, while he was sleeping at his home. They used to open fire at the time of commission of offences and also to make way for their escape, if found stuck in public. Nawab is their gang leader and all the stolen / robbed booty was later distributed amongst them by Nawab. The accused persons used to steal motor cycles and with those stolen motor cycles committed snatchings and robberies on selected targets. Another important modus operandi they adopted was that after snatching / stealing a bike they would use it for commission of crime and then would park it in a safe parking lot.
