Purpose: To establish guidelines for the enforcement of traffic laws and for the maintenance of traffic records through the creation of an organizational component responsible for these functions. B. Policy: It is the responsibility of the Fort Pierce Police Department to provide total enforcement services to the public, including traffic law enforcement. Part of this responsibility includes the maintenance of traffic records in accordance with the requirements of the law as well as to facilitate the needs of the public. Procedures: C. Responsibilities: 1. Primary responsibility for traffic enforcement and related functions is assigned to Neighborhood Policing Bureau and include: a. Selected traffic law enforcement. b. Traffic accident homicide investigations. c. Radar operation pursuant to Policy # 61.110 Enforcement Policies & Traffic Law Violations. d. Traffic direction. All patrol officers are responsible for conducting traffic enforcement as part of their daily duties; however, the Neighborhood Policing Bureau Commander may assign officer as traffic enforcement specialist to enhance this function. 3. The Neighborhood Policing Bureau Commander may assign a patrol supervisor as traffic coordinator to oversee this function. 4. The objectives for the Neighborhood Policing Bureau specialized functions shall be quantitatively attainable and based upon current traffic records information. 5. The Traffic Unit’s Neighborhood Policing Bureau objectives shall be reviewed annually and an evaluation of progress toward the objectives prepared and forwarded to the Chief of Police by the Neighborhood Policing Bureau Commander. 6. Such objectives shall be sufficiently flexible to permit change where needed. During annual review, the objectives may be modified to address current traffic problems. 7. Ensure that officers are properly equipped to carry out duties (radar, video, THI kits, etc.). 8. Tow truck inspections and supervisor of tow rotation list and driver permits. 9. Speed trailer and message board deployment. D. Analysis and Deployment: The department shall analyze traffic crash and enforcement data with the objective of improving traffic safety through tactical and statistical deployment or resources. 1. Analysis: The Crime Analysis Unit shall conduct routine analyses of crash and enforcement data to identify patterns and trends that contribute to crashes and other public safety concerns. a. This analysis shall be presented to command staff on a quarterly basis. b. Analyses shall include: 1) Temporal analysis of crash times. 2) Geographic analysis of crash locations in identifying problem areas. 3) A historical comparison of crash volume. 4) Analysis of enforcement activity by volume and location. 2. Deployment: The Neighborhood Policing Bureau Commander shall be responsible for developing tactical and strategic responses to improve traffic safety based on analysis. Strategies that may be used include: a. Directed Enforcement. b. DUI Enforcement Operations. c. Driver Education Campaigns. d. Safety inspections or DUI road blocks in accordance with FSS 316.610 . e. Breathalyzer. Traffic Administration and Organization f. Date: 09/01/10 Page 3 61.100 Patrol vehicles as the situation dictates. E. Traffic Records System: 1. The Fort Pierce Police Department and the City Engineering Department, as well as county and state agencies, maintain a traffic records system which is capable of providing information in a timely and accurate manner to field personnel. 2. The Fort Pierce Police Department’s records system captures traffic data including: a. Traffic crash data [CFA 34.11a]. b. Traffic enforcement data [CFA 34.11b]. F. Processing, Maintenance and Distribution: 1. The Fort Pierce Police Department’s accident classification system is in conformance with the motor vehicle traffic accident program of the State of Florida. 2. Processing, maintenance and distribution of traffic records take place in the Records Division. 3. Traffic Accident Reports are filed numerically in the Records Division. 4. If a city vehicle is involved, copies are sent to: a. Risk Management, City Hall b. Foreman, City Garage 5. Non-accident and traffic related reports are entered into the in-house computer. The reports are then filed numerically in Records Division. 6. Parking citations are entered into the in-house computer. a. Copies are distributed pursuant to F.S.S. 316.650. b. Departmentally retained copies are stored numerically in the Records Unit. 7. Original accident and non-accident traffic reports are maintained in records for a period of up to five years. Thereafter, the documents are placed in storage. 8. Traffic records which are not exempt from public inspection pursuant to F.S.S. 119 are available to any person at a cost set by Florida Statutes. 9. Any traffic record may be released to criminal justice agencies for criminal justice purposes at no cost. G. Selection: Officers assigned to the traffic unit shall apply according to Policy # 16.200 Specialized Assignment. H.
