President’s Letter
NCMA Boston Chapter,
I would like to take this opportunity to congratulate
you for investing the time and effort into your own
professionalism and career development. I truly
believe your investment in your future will reap great
benefits to you and the people that you may mentor.
My objective as President this year is to help you
attain the knowledge and networking opportunities
through workshops, seminars, and monthly meeting.
I am dedicated to make you successful because you
have decided to invest in your future by joining
NCMA. Also, I hope you will help the new
professionals around you grow in the career field.
You can be a positive role model for the new an
upcoming professionals.
We have planned a valuable 2005-2006 Program
Year. We plan to host a variety of interesting
speakers this year. We have tried to plan our
program year with inspiring lunch and dinner
speakers for your professional development. The
topics range from commercial contracting, ethics,
service contracts to the Hanscom Air Force Base
realignment. We have invited top executives from
top performing industries and respected Senior
Executive Service officials from the Department of
Defense. We are dedicated to bring you the best

we have invited or NCMA National Director, Neil
Couture to speak at our December meeting. Mr.
Couture will help you understand how you can
further enhance your professionalism and knowledge
in the field by having instant access to training
materials and seminars offered through NCMA. Mr.
David Barr, our Certification chair, will also present
a discussion help you better understand how the new
CPCM/CFCM/CCCM certification process works.
You also will be able to gain additional respect from
your employer and business colleagues by achieving
these prestigious certifications.
I would also like to welcome you to participate in our
NCMA Boston Chapter Committees. This is a
wonderful way to network and meet other successful
professionals in a variety of career fields. I would
like to personally thank Mr. John Nunziato, Director
of Contracts for the NC Wing at Hanscom Air Force
Base for volunteering me to chair a committee five
years ago. Thanks to NCMA, I have grown
professionally and personally and feel proud to have
been given the opportunity to help others enhance
their knowledge and professionalism. If you would

NOTICE: The Chapter will be starting a
new distribution system for all mailings using a
vendor that will send our Chapter Events by email and will also handling all registration via the
internet. The current work environment has
reduced the number of volunteers to a few
individuals who have been handling this task for
many years. Their available free time is limited.
It is important that we have your current e-mail
address. If you do not have e-mail access you will
receive notices by mail. This new system reduces
the mailings from over 500 to less than 40 pieces
of mail. This will save a considerable amount of
time and cost for the Chapter.

With many companies moving away from tradition
defined benefit pension plans, their issue may not be
prevalent in the future but any company with pension
costs must consider the impact of CAS 413 when
selling or buying a business.

Pension Costs
A number of companies have been in court
concerning pension costs related to operations that
were sold or closed. There are hundreds of millions
of dollars involved. The cases generally are the
result of Cost Accounting Standards issues. The
most recent case was General Motors Corp. v. United
States, Fed.Cl. No. 00-40C, dated June 28, 2005.

Numerous issues were involved but the key aspects
are that when GM sold Allison Gas Turbine in 1993,
the underfunded pension costs were about $250
million. This means that Gm was looking to recover
that amount from the Government under CAS 413.
Two defenses raised by the Government were that the
costs were not funded by GM as annual costs and
therefore were not recoverable years after the fact.
Second, GM signed a release of claims when the
contracts were closed out and so there is no funding
or entitlement by GM.

time extraordinary event and thus operated
independently of the company’s obligation to
properly allocate the costs on an annual basis.

With respect to the Limitation of Cost and Limitation
of Funds clauses, the Court stated that the
government’s reading of these clauses “would
subvert the requirements of CAS 413, which are
mandatory”.
Other cases involved large companies that had
overfunded plans and thus had to pay the government
the overfunded amounts. The issues in those cases
centered on what contracts were to be included in the
refund since the language of CAS 413 was changed.

Chapter Educational Assistance goes unclaimed!
There must be a member or two who are taking
education courses and are not being completely
reimbursed by their company. If you have any
educational expenses not reimbursed, than you’re
eligible for chapter assistance. Check out the
Chapter’s following Policy & Procedure. You should
take advantage of this opportunity.
Chapter Educational Assistance
Tuition Assistance is provided to several Chapter
members who are taking courses to improve their skills in
the contracts or related field and whose expenses are not
otherwise fully reimbursed. Of course, to receive the
assistance you must successfully complete the course to
receive the assistance funds from the Chapter.

Boston University's Metropolitan College
New! Metropolitan College Partnership with The
Defense Acquisition University (DAU)
In the near future, BU hopes to expand its relationship with
NCMA for its CFCM, CCCM, CPCM certifications by offering
course waivers for these certifications in its Master of Science
in Project Management.
Metropolitan College (MET) is one of the seventeen
schools and colleges that make up Boston University. It is
a fully accredited, highly ranked institution whose purpose
is to serve the educational needs of working professionals.
Metropolitan College offers opportunities for education,
career advancement, and personal fulfillment to thousands
of adults who might not otherwise have the chance to take
courses or earn degrees while maintaining their full- or
part-time employment. BU’s Metropolitan College is well
known for its exceptional programs and convenient study
venues - from the Boston campus to military facilities,

Metropolitan College, in partnership with the DAU, now
offers military personnel and their dependents, as well as
DoD employees’ four new programs from which to
choose:

Beginning this fall, Boston University’s Metropolitan
College will offer two new online educational
opportunities for those who have successfully completed
selected Defense Acquisition University (DAU) courses.
These two programs - a Graduate Certificate or Master of
Science in Project Management – are of special interest to
military personnel and employees of DoD contractors due
to their focus on contract, program and financial
management. The online format allows DAU students
outside of the greater Boston area to take advantage of
Boston University’s excellent academic reputation via a
convenient distance-learning format. Online courses are
offered three semesters per year (fall, spring, summer)
with 2 courses available each semester. The two courses
run consecutively, with a new course beginning every
seven weeks.
One course waiver per degree program is available to

Three new on-base educational opportunities, at Hanscom
AFB, MA, will be available through Metropolitan College
for those who have successfully completed Defense
Acquisition University (DAU) courses. These programs a Graduate Certificate in Project Management, a Graduate
Certificate for Acquisition Managers or Master of Science
in Business Administration – are particularly relevant to
military professionals charged with project, acquisition,
and other administrative responsibilities. These

programs are available in a classroom-based format
on military bases or at the offices of DoD contractors. The
on-base format provides a convenient study venue to
military personnel and civilians, as well as DoD
contractors. On-base courses are offered three semesters
per year (fall, spring, summer) with up to 2 courses
available each semester.
One course waiver per degree program is available to
those who have taken certain DAU courses.
Graduate Certificate in Project Management (4
courses)
The Graduate Certificate in Project Management is
designed for those who want to combine graduate level
theory with the skills needed to earn PMP® project
management competencies.
Note: this certificate program is also available online – see
above.
Graduate Certificate for Acquisition Managers (4
courses)
The Graduate Certificate for Acquisition Management
Professionals is comprised of four courses that integrate
key content in contracting management, program
management, financial management and negotiation skills.
Master of Science in Business Administration (10 courses)
The Master of Science in Business Administration degree,
also referred to as MSBA, emphasizes the basic tools and
disciplines common in all administrative and managerial
contexts, providing the student with solid academic
training in the general skills of management. The program
complements the specialized professional skills that
students may have acquired through formal education
and/or work experience.
The Boston Chapter of NCMA plans to implement an
active certification program for the 2005-2006 calendar
year. Already some chapter members have expressed an
interest in organizing a study group, one of the proven
means to preparing for the certification exams.
Independent study is also an option. The chapter has also
purchased some of the study materials to offer savings to
its members.
The certification program has undergone significant
changes since 2002, including a defined contract
management body of knowledge (CMBOK), and a more
flexible and accessible means for taking exams through
the Thomson Prometric Testing Centers. Exams are now
multiple choice rather than essay. Certifications have
been revised to include the following designations:
Certified Commercial Contracts Manager (CCCM),
Certified Federal Contracts Manager (CFCM), and
Certified Professional Contracts Manager (CPCM). These
changes are intended to better serve the membership.
NCMA’s designations are seen as a standardized
“hallmark of excellence” across the contract

What does the NCMA mean to me?

A way to getting professional, affordable education, to
networking and sharing of knowledge and information
throughout the industry, and to building friendships, all
right here in my own backyard.
Like most members of NCMA who come to the
association through word of mouth and encouragement by
their colleagues, my entrance was no different – my office
buddy at the time, Captain Mike Lubrano, told me even
when I was a Cooperative Education Student that I should
join NCMA if I was going to stay in contracting. I’m glad
that I took his advice. While life and positions have
changed over time for me, as well as others, NCMA has
always worked to create an environment for continual
learning about the profession.
NATIONAL EDUCATION SEMINAR
CONTRACT NEGOTIATIONS
This highly interactive one-day seminar covers the
skills, tools, and best practices of contract
negotiations for both buyers and sellers. The
seminar is intended for everyone involved in
planning, conducting, and documenting contract
negotiations, in both the public and private
business sectors. The seminar includes: case
studies, individual and team exercises, and
lecture/discussions, all designed to help each
individual improve their contract negotiations
skills.
Every attendee will receive a copy of the BestSelling – Gregory A. Garrett’s newest book
“Contract Negotiations: Skills, Tools, and best
Practices.”

Additionally, the Contract Management magazine and
Contract Journal have become invaluable tools for me to
keep current and to learn new techniques that my current
job duties might not provide me. The NCMA workshops,
also and especially like the Boston Chapter’s Annual
March Workshop, have remained a great source of
information and networking with others in the acquisition
field. Without a doubt in my opinion, having been to
several workshops for other organizations over the years, I
would say that the Boston Chapter’s March Workshop is
one of the best (if not the best) in the country. And what’s
more, the folks that teach at the March Workshop are not
only the icons of the acquisition world both in industry
and government, but they are the real practitioners who do
government and commercial acquisitions every day. They
are the experts in the field and they are willing to share
their knowledge. How much better can you get? That’s
what NCMA means to me.
