Ex SPARTAN HIKE 2015 (SH15) takes place in Serre Chevalier, France, during the period 11-21 Jan 15. SH15 is the Army Inter Unit Semi Final (A) for both the Army Alpine and Nordic Ski Championships and incorporates the Army Reserve Ski Championships. SH15 will be run in accordance with Ref A, which is subject to local amendment by the Race Committee. Separate Regular and Reserve prizes are awarded in most categories, but in the main prize categories there is no distinction made between Regular or Reserve units. Status 2. Alpine and Nordic skiing at Regional/District level such as SH15 is designated as Individual Military Training. It will however, be conducted in accordance with the Army Sports AGAI Vol 1 Ch 5, except where specific instructions detail otherwise. Ref B details the procedure for obtaining international and military authority and the eligibility to Public funding (CILOR, transport and allowances) for all skiing activity, including SH15. 3. Participants in formally recognised events within SH15 are considered to be ‘On Duty’ under the provision and guidance given in JSP 765 in respect of the Armed Forces Compensation Scheme. This does not include peripheral activities which do not meet the primary aims of SH15. 4. Ex RUCKSACK: Army Nordic Ski Championships which takes place 21 Jan - 6 Feb 15. Details available in: 2014DIN07-118. Authority / Clearance Procedures 6. Clearance for training overseas under the auspices of sport is detailed in Ref B; Team Captains are to be fully conversant with its contents and are to ensure that the procedures are adhered to. Any queries concerning its content should be directed to DTrg(A) SO1 PD on Andover Mil (94393) 6994. 7. Pre-SH15 Training. a. Both Alpine and Nordic skiing up to and including regional/district level (SH and PD) in the Army is classified as Individual Military Training. Ref B provides full details. b. Ski training may only be classified as Adventurous Training (AT) if it meets the rules laid down in AGAI 1 Chap 11. c. Training in Serre Chevalier prior to 11 Jan or after 21 Jan 15 is subject to these same rules and clearance procedures and is the sole responsibility of the unit concerned. 8. SH15 Clearance Procedures. The ASCB and AWSA grant authority for SH15 to take place; the Ex Controller applies for clearances for admin staff and officials only. All units/individuals attending SH15 are to apply for their own clearances as detailed in Ref B: a. Staff Clearance (SC). Units are to apply for SC to their respective Fmn HQ (Bde/Dist) – G7 PD. b. Diplomatic Clearance (DIPCLEAR). DIPCLEAR is to be requested from the appropriate Defence Section of all transit countries, crossed en route to and from France. For SH15 applications are to be made to the British Embassy Defence Section, Paris. c. Transit Clearance (TC). All teams and individuals (Alpine and Nordic) must obtain TC from UKMLS(E) to pass through BENELUX countries, and to enter France with weapons/ammunition. UKMLS(E) will provide the Road Movement Authorisation that permits British military personnel to transit BENELUX on duty; if not received 3 days before travel, you are to contact them for confirmation of authority. 9. Army Championships and Return to UK. Teams must make their plans for the period from after breakfast 21 Jan 15 until they return to barracks according to what they hope to achieve. Units are responsible for clearing their journey from SH15 to UK, or from SH15 to the Army Championships and then back to UK. The most effective way to do this is to apply for both and then confirm the final details with the Def Sects as soon as they are known. Details of eligibility for 2 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE the Army Championships are contained in Ref A. 10. Ex RUCKSACK 15 DIPCLEAR Procedures. Teams that hope to qualify for the Army Nordic Championships are to comply with Ref B and be fully conversant with the requirements of the Ex RUCKSACK DIN (Para 5c above). Team Sizes and Composition 11. Team sizes are as follows: a. Alpine - 4 per unit. Units may enter male, female or mixed teams. b. Nordic 6 per unit. Mixed teams are not permitted (except in the Military Patrol Race – see Ref A). 12. The rules for the eligibility and amalgamations of units and the eligibility and affiliations of individuals are detailed in AGAI Vol 1 Ch 5. All Regular Army and Reserve officers and soldiers on the established strength of a unit are eligible to represent it. The limits on the eligibility of Reserve personnel to participate in sport (at Chap 5, para 5.129) do not apply to SH. 13. Where a unit nominates more than one team for a race, these teams shall be called ‘A’ and ‘B’ teams etc. Only the ‘A’ team result shall count towards team trophies, although ‘B’ or Hors Concours (HC) team members are still eligible for individual prizes. ‘B’ team entries will only be accepted numbers permitting. 14. Additional competitors from units not entering teams may be accepted for both Alpine and Nordic disciplines on submission of previous results. Individual entries are normally only accepted for those with the known potential to progress to Army level. Entries 15. Entry Fee. The cut off date for entries was 3 Oct by which time all entries and fees should have been submitted using Annex A to Ref C. Entries received after this date may be accepted if numbers permit; no entry will be accepted without the entry fee. In the event of a unit or individual having to withdraw from the exercise this fee is non-refundable. Entry fees for SH15 are: a. Alpine. b. Team of 4 for all races. Individuals for all races. £100.00 £25.00 Nordic. Team of 6 for all races. Individuals for all races. £150.00 £25.00 16. Cancellation of Entry. In the event of a unit/individual having to cancel an entry for whatever reason, the Ex Controller is to be notified immediately; where possible this should be done by 3 Nov 14 in order for the exercise to obtain a refund of accommodation charges. A ‘no show’ at SH15 without prior notification will result in a bill being raised against the unit/individual concerned. Accommodation 17. Allocation and POC. Accommodation for SH15 is provided and paid for centrally by the Ex Controller. Competitor’s accommodation is allocated based on the information provided on the entry form; once received the Exercise Controller provides a list of registered teams to the resort POC who makes the reservations. Competitors accommodation for SH15 is provided for the period 1600hrs Sun 11 – 1000hrs Wed 21 Jan 15. Discounted rates for teams and visitors have been negotiated for SH15. Teams wishing to conduct pre-training in resort prior to SH15 will also receive discounted rates and will be allocated the same accommodation as for SH15, subject to unit funding. Early requests are important for planning and availability. All requests must be submitted by NLT 15 Dec 14; this includes teams that intend to arrive a night early, on Sat 10 Jan 15. Payments are due at the time of booking and are subject to availability. Early arrival requests are not permitted after 15 Dec 14. Alternatively, accommodation can be organised for teams with special requests according to individual unit requirements and budget. If you are likely to qualify for the Army Alpine Ski Championships (Ex LIONS CHALLENGE) you will also need to inform Daniela who can make arrangements for you to remain in the same accommodation if required. 19. Arrival Instructions. Units are to confirm their arrival plans with Daniela 7 days prior to arrival in order to receive accommodation details and arrival instructions. Arrivals before 11 Jan 15 will be organised by Daniela on an individual basis. Units arriving on registration day on 11 Jan 15 are to check in with Daniela at the race office in Villeneuve from 0900hrs to 1600hrs. Accommodation for SH15 has been organised to cater for standard team sizes (as per para 11) and includes free parking and waxing facilities. Larger teams may need to be split, but every effort will be made to ensure that apartments are close together. Teams will be accommodated in the most cost-efficient manner possible, but individuals will NOT be expected to share double beds. Due to the limitation of accommodation space, teams are urged to carefully consider the amount of equipment and material they bring, and pack as efficiently as possible. 20. Handover of Accommodation. Teams are responsible for the care and cleaning of their allocated apartments, including designated waxing areas, terraces and balconies. Following the initial registration check in with Daniela, teams are required to check in directly, with their designated accommodation provider within 48 hours of arrival; to organise a depart time for 21 Jan 15 and return the provided inventory/cleaning/maintenance checklist. Teams have the option to organise and pay the applicable final cleaning fee, directly, with their accommodation provider (in advance by 14 Jan 15). Be warned: Teams that do not pre-organise final cleaning arrangements may be subject to a cleaning fee + a supplement admin fee of €50.00, to cover any last minute cleaning that may be required by the accommodation provider. Teams are to leave credit card details on arrival which will be held to cover any damage or additional cleaning required; this information will be destroyed after apartments have been inspected and handed back to the accommodation staff. Note: inspections often do not occur until after teams have departed resort. Ski Passes 21. Alpine Lift Passes. All Alpine competitors are to obtain and pay for their own lift passes through Daniela Jouglard, in order to receive discounted lift passes. Teams, visitors and individuals skiing prior to, or after, SH15 will also benefit from discounted lift passes. Teams and individuals should note that they will only receive the SH15 lift pass discount, if accommodation for SH15 is provided and paid for centrally by the Ex Controller. In order to secure the discounted rate, lift passes are to be booked in advance by the following deadline: Teams Visitors Teams skiing after SH - 5 Jan 15 15 Jan 15 15 Jan 15 The cost of a 9 day ‘Serre Che’ ski pass will be €268.50, which is valid for the period 12-20 Jan 15. This pass includes the use of all slopes at; Villeneuve, Monêtier, Briancon and Chantemerle as the race programme may require teams to access any or all these sectors. Lift passes will be available for collection at the Race Office from 0900hrs-1600hrs 11 Jan 15, or organised on an individual basis if arriving for pre-training prior to SH15. Payment for discounted lift passes is by cash (€) on collection. Discounted Lift passes will not be issued, unless total cash payment is received at registration, organised through Daniela. Payment by bank transfer is possible for discounted lift pass orders before 15 Dec 14. Photographs are not required for ski passes. 4 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE 22. Nordic Loipe Passes. No charge is made for the use of the Nordic loipes during SH15. Loipe passes are mandatory for any period of use outside of SH15; any team caught using the loipes without passes will be banned by the resort from using them for the period of training. Teams can purchase these from the Tourist Office in Villeneuve on arrival; pricing is available at: http://www.serre-chevalier.com/hiver/ski-alpes/ski-nordique/ . Visitors 23. All unit visitors are responsible for their own accommodation and meals (In accordance with the current service regulations). Team Captains are to arrange their own visitor's (e.g. COs) accommodation and ensure that the race office is informed of the names and dates for each visitor. Daniela Jouglard can assist with discounted accommodations and organize visitors lift passes at discounted rates up until 12 Jan 15 if required. Administration Process 24. Classes of Competitors. A definition of competitors classes is at Annex B. Team Captains are to study this carefully before completing Annexes D and E. Units entering a Nordic team must include a Novice or a Junior skier in their ’A‘ team in at least one of the following races: Cross Country Relay, Biathlon Relay or Military Patrol Race. 25. Arrival Proforma. When booking in at the Race Office on 11 Jan the arrival proforma at Annex C is to be handed in fully completed. To help reduce delays to the booking in process an electronic copy of the arrival proforma is also available on the AWSA/SH webpage; where possible this should be completed in advance and sent by email to: spartanhike15@yahoo.co.uk . You are not to enter the Race Office on 11 Jan without first having completed this form. 26. Nordic Registration. Nordic team captains are to complete the combined Nordic Competitor Registration and Race Entry Form and forward it prior to arrival at SH15. Instructions for the completion of both forms are at Annex E. 27. Alpine Seeding. A copy of the seeding proforma is at Annex A which is available on the AWSA/SH website; this should be completed in advance (one for each competitor) and sent by email to: spartanhike15@yahoo.co.uk . It is important that this information is received early in order that the registration database can be developed by Chief of Timings and Calculations in advance of the championships. Seeding information will be updated when reporting to the Race Office, in consultation with the Chief of Race Alpine, between 0900-1500 hrs 11 Jan. Competitors without valid seeding information at the end of this period will be placed at the end of the start list for the first race. 28. Ex Email Address. The spartanhike15@yahoo.co.uk email address is set up to allow teams to confirm their details prior to arrival at SH15 which will greatly reduce the time spent at registration – use it. Forms should not be sent to this address prior to Dec 14. Movement 29. Fuel Cards. Unit teams, individuals and visitors are responsible for making their own movement arrangements to and from SH15. Euroshell and Aral fuel cards can be obtained via the unit MTO; Euroshell cards can, with authority, be used to pay for toll charges in France. Teams are to ensure that they are familiar with the locations of the re-fuelling points nearest to Serre Chevalier; at present the nearest garage to accept fuel cards is located in Briançon which is 10 minutes away from the Race Office. However, in the past local garages who have accepted fuel cards have closed down at short notice, therefore teams are advised to fill their tanks on route in Grenoble and then recce the local garage in Briançon on arrival. 30. Winter Fuel. Extreme cold weather has, in the past, caused problems with diesel fuel. Local diesel has a cold weather additive; teams are advised to arrive in the area (Grenoble) with an almost empty tank and fill up immediately. 5 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE 31. Ferry Bookings. Units may take advantage of the ASCB discounted ferry scheme; details are available on the ASCB website: Army Sport Control Board. Teams aspiring to qualify for Ex RUCKSACK should be aware that is mandatory to have Winter Tyres when driving in wintry conditions in Germany; full details are available in 2011DIN06-004. Where possible, units are advised to apply for winter tyres to be fitted wherever they are going to be on alpine roads. 33. Breathalyzer kits. French law requires all drivers to carry breathalyzer kits while in France; full details can be found in JSP 800-Vol 5. Equipment 34. Military Equipment. No military vehicles or equipment, except that required for the Military Patrol Race, is allowed at SH15. All units entering a Nordic team for SH15 are to compete in the Military Patrol Race in accordance with the requirements at Annex F. 35. Skiing Equipment. Regular Army units are normally eligible for a standard Welfare equipment grant every three years for both Nordic and Alpine teams; details are in LFSO 3206, Annex B Paras 15-17. Weapon and Ammunition Security and Safety 36. SA80s. Teams are required to bring SA80s for use in the Mil Patrol Race. These are to be fitted with iron sights and .22 conversion kits; 5.56mm working parts are to be removed and left in unit armouries. 37. Movement of Weapons. The SH weapons and ammunition security and movement instruction is at Annex G. 38. Storage of Weapons. A centralised storage facility will be provided at SH15 for SA80s only which will be available 11-21 Jan 15; outside of this period units will be responsible for securing their own SA80s. Refs D and E mandate the Sy requirements for both SA80s and Biathlon weapons; Team Captains are to be fully conversant with these requirements and comply with them fully. 39. Ammunition and Targets. Units are to provide their own .22 ammunition, except for the Military Patrol Race. A limited supply of paper targets is available at SH, although units should bring their own (Target Bullseye 50m: NSN 6920-99-931-7795). 40. .22 Conversion Kits. Demands for .22 conversion kits are to be placed through the unit QMs department using NSN 1005-99-967-7144. A maximum of 6 conversion kits will be issued per unit team (1 x male and 1 x female). 41. SH Biathlon Range. Instructions for the use of the SH15 Biathlon Range are at Annex H. These are considered to be the minimum regulations compatible with centrally supervised biathlon training and racing; all firers are to be accustomed to these procedures. For their own team training, Team Captains should conduct a risk assessment in accordance with the regulations at Ref F (when on an MOD Range), or Ref G, and will be held accountable to justify any departure from them in the event of any incident. 42. Biathlon Weapon Handling Test (BWHT). Each firer on SH15 is to have passed the stated in Ref G within the previous 12 months. Team Captains are to certify that this has been achieved on arrival at SH15. It is recommended that this also be recorded on the firer’s personal unit documentation. 43. Biathlon Rifle Trainer (BRT) Courses 14. Nordic teams are to have at least one qualified or authorised Range Safety Supervisor at SH15. Ref H provides full details concerning the BRT 6 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE courses. These courses are integral to the Biathlon Safe System of Training and provide familiarisation and safety training using the ‘Anschutz’ Biathlon weapon system. All SH Nordic Team Captains are to attend one of the four courses held in Oct, unless it is not possible due to essential/operational reasons. If the Team Captain is unavailable it is recommended that the Team 2IC be made available to attend. 44. Biathlon Rifles. All units entering Nordic teams are to compete in all Biathlon races and the Patrol Race. Details of the pool of .22 Anschutz Biathlon rifles, including the bidding procedure are contained in Refs C and E. Passports 45. Passports are mandatory to enter France for all personnel attending SH15. Medical 46. Military medical cover is not available during SH15; local facilities are to be used at unit/individual expense. Each competitor and visitor is to take the European Health Insurance Card (EHIC), which will assist in keeping costs to a minimum and is often a prerequisite for insurance cover in Europe. Advice concerning the EHIC should be sought from the unit RAO. The mandatory insurance cover (see para 47 below) is to be used in the event of illness or injury. In the event of an injury to any official, visitor, competitor, or third party, the Race Office is to be informed. Insurance 47. Competitors and visitors are responsible for arranging their own medical and 3rd Party insurance, which is mandatory for everyone attending SH15. Insurance cover for officials will be provided by the Ex Controller. Proof of insurance for all competitors will be required at registration. Insurance must cover racing for all competitors, including Biathlon for Nordic competitors; details are to be recorded on the Arrival Proforma at Annex C. A representative for Towergate Wilsons will be available at the SH TCs’ briefing. Duty Holding 48. Ex SPARTAN HIKE is a Winter Sport activity and Duty Holding is to be conducted in accordance with current direction1. Responsibilities (a) GOC FTC is ODH for Ex SPARTAN HIKE. (b) Comd 1 ISR Bde is to provide Oversight for the Exercise. (c) The Event Organiser is to provide clear direction on the safe conduct and governance with clear lines and communications in order to meet the Army's obligations under HASAW 74. He is also responsible for ensuring that there is a duty of care to bring all inherent risks to Tolerable and ALARP and is to provide evidence that the event is compliant with the ASCB regulations. (d) The COs of those personnel taking part remain the DDH for their soldiers. Having conducted due diligence, the DDH is to authorise "On Duty" participation of their soldiers on Unit Part One Orders. If the DDH has any concern regarding the risk management for the event, further assurance is to be sought from the Event Organiser. 1 FRAGO 01 TO OPO 14/002 – THE ARMY’S APPROACH TO ‘RISK TO LIFE’ SPORT AND ADVENTUROUS TRAINING 7 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE Safety 49. Approved class A ski racing helmets are compulsory for all alpine races and Downhill training. Downhill helmets may be used for all races, but slalom helmets may only be used for slalom. Be aware: many recreational ski helmets are not approved for racing. Accident and Incident Reporting 50. Responsibilities. It is the responsibility of individuals and units to report all accidents and incidents in accordance with the instructions provided below. All accidents and incidents at SH are to be reported to the Race Office. The Race Office Staff is available to assist with this process and will provide the necessary forms and resources required. Individuals should be aware that failure to follow this process may invalidate any subsequent claims that may arise. 51. Army Incident Notification Cell (AINC). All accidents and incidents involving military personnel, civilians and contracted civilian staff are to be reported to AINC, in accordance with Ref I. In relation to SH and any other WS Activity it applies to all injuries including: climatic and sporting injuries and injuries as a result of both on and off duty road traffic accidents. AINC operates a 24/7/365 service and can be contacted using any of the following: a. Telephone: To 96770-3661 (24 HOURS) or (+44) 03067 70 3661. Once in resort Team Captains’ meetings occur at 1800hrs daily, attendance at which is mandatory. Alpine and Nordic TCs’ meetings are located separately as follows: Alpine TCs’ meeting – ‘Le Chazelay’, Villeneuve. Nordic TCs’ meeting – Swimming Pool Complex, Villeneuve. Race Office 8 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE 54. The Race Office is situated on the first floor of the main complex adjoining the Office du Tourisme, Villeneuve. This is signposted from the main RN91 from Grenoble to Briançon. It is possible for the RN91 to be closed after periods of heavy snow at the Col du Lautaret (approx 15km North West of Villeneuve). Information services about this pass are available on (0033) 492 244 444 and at http://www.grenoble-montagne.com/modules/smartsection3/item.php?itemid=1. The telephone and fax numbers of the Race Office are not normally available until registration day. The Ex Controller’s mobile phone number will be (0044) 7825 202389; this will be open from 9 Jan and is the best form of contact until the Race Office number is available. The Race Office will be open at the following times: 11 Jan 15 11-20 Jan 15 21 Jan 15 0800-1800hrs (Teams must book in by 1500hrs). 0800-1800hrs daily. 0800-1000hrs only. Postal Arrangements 55. There is no facility for receiving mail on SH15. In the event of an emergency such as a vital piece of equipment being required from UK, the Team Captain is to make specific arrangements with the Race Office Staff. Discipline 56. General. All officials and competitors will be under command of Ex Director SH15, or his appointed deputy, for the duration of the event. 57. Responsibilities. The highest standards of personal behaviour, discipline and courtesy towards the local inhabitants are expected. Those who choose to ignore this will be returned to UK immediately under arrangements made by team captains; this may well involve the return of the whole team. 58. End of Season Administration. Team captains are reminded of their responsibility to ensure that all instructions regarding SH are complied with and are to pay particular attention to the following: a. Return of Biathlon Rifles and Bill Payment. Rifles are not to be returned to ARA Bisley; regardless of where they were issued; all rifles are to be returned to DSG Donnington via the unit QMs department by NLT 31 Mar 15. There are no exceptions to this requirement. Any bills for deficiencies / damages will be raised and issued through the Mil system. Unit teams are strongly advised to take out equipment insurance to cover any bills that may arise. b. Unit Post Exercise Report (PXR). On return to unit all Team Captains are to produce a detailed PXR. Not only is this required to obtain funding, but it is essential for passing on information and instructions in preparation for the following season. This information must be well circulated via the unit CoC to ensure that all follow up action is carried out. c. Return of SH Trophies. Trophies issued at SH15 are to be signed for by the recipient and taken back to the unit QMs dept where they are to be brought onto account. All trophies are to be returned engraved and it’s original packaging to the Ex Controller by NLT 28 Aug 15; failure to do this will result in a bill for the full replacement cost being issued to the unit / individual. Funding 59. Public Funds. The expenditure of Public Funds on Winter Sport/Activity (WSA) is subject to the Land Forces Commitment Control Regime (2CR). For accounting purposes units are to 9 OFFICIAL - SENSITIVE OFFICIAL - SENSITIVE ensure that they complete the 2CR process in accordance with the requirements of their respective HLB. 60. Cash In Lieu Of Rations (CILOR). The rules and procedures relating to CILOR are fully covered in JSP 456 Vol 2 Ch 7. 61. Non Public Funding. There are various sources of Non Public funding for which teams may use in preparation for SH15. These include the ASL (below), Army Central Fund (‘Nuffield Trust’) and the Berlin Infantry Brigade Memorial Trust Fund (BIBMTF). Further information is available on the ASCB website: www.armysportcontrolboard.org . 62. Lottery Funds. Units may apply for an Army Sports Lottery (ASL) Winter Sports Grant of £100 per person towards the cost of participation in SH and any authorised Winter Sport/Winter Activity training held in Europe. Applications are to be made retrospectively, accompanied by a PXR, by units in a single application for all members of the ASL in all of their Winter Sports teams; the maximum number of athletes is 12 of each gender in each Alpine and Nordic team. Only one grant per season will be made to each ASL member. Individuals are not members of the ASL until the first payment has been received through JPA; this can take 6-8 weeks after applying for membership. Full details are available via 2013DIN10-003. 63. Army Winter Sports Association (AWSA). Funding to stage SH15 is allocated by the AWSA. As all personnel competing at SH are required to be AWSA members, the SH15 entry fee includes the membership fee (£15 pp), which will be transferred directly by the Ex Controller to the AWSA. Competitors who are already members and pay by Direct Debit will be refunded on proof of DD Membership when booking in at SH15. In the event of a unit or individual having to withdraw from the exercise this fee is non-refundable. 64. Allowances and Personal Administration. The following is to be brought to the attention of all personnel attending SH15: a. Individuals intending to claim allowances are to comply with the requirements of JSP 752. To ensure that the correct claims are made, teams and individuals should consult their pay staff; when doing so it should be made clear that SH15 is an Individual Military Training exercise not Sport (as per para 2). b. Team Captains and all individuals including visitors are to ensure that their movements are notified to unit admin staff so that their location is properly tracked on JPA. This is vital for casualty reporting procedures. Summary of Action 65.
