TERM OF REFERENCES
FOR
MANAGEMENT AND OPERATION
OF
GOLF CART FACILITY
A.
BACK GROUND:
Directorate of Regional, Environment Wing Capital Development Authority is intended
to outsource the management and operation of electric Golf Carts facility available at Daman-eKoh vie point and Rawal Lake view point a tourist place on mutually agreed %age share per
picket sale / per annum lump sum formula. Especially from the promising firms having requisite
and related experience in provision such services. The main purpose of this outsourcing is to
provide effective and efficient facility to local as well as foreign.
B.
ARRANGEMENTS:
The company should provide following services at Daman-e-Koh view point and Rawal
Lake view point under this TORs:
1.
The potential company shall operate the cart facility from 0800 to 2000 in routine days
while during weekends and special days the service shall be upto 2300.
2.
The potential company shall be responsible to check every cart prior to use each day to
confirm the proper operation of critical equipment including: Lighting-Headlights, taillights,
brake lights, turn signals flashing strobe light, Brakes/Parking Brake, Reflector & Signage,
Steering, Horn, Tire Inflation, Seats and other electrical parts to increase its efficiency.
3.
The potential company should be responsible to maintain or replace the part and repair
the cart as and when required from own Golf Cart workshop where qualified and experienced
staff and latest maintenance tools and equipments should be available for such services.
4.
The potential company should be responsible the service of Golf Carts as and when
required.
5.
In case the potential company have no such facilities under items B(3&4), in that case the
company should have an agreement with the well reputed workshop which have a sufficient
experience qualified staff in repair / maintenance / services of Golf Carts along with facilities.
6.
The potential company should be responsible for frequent check up as preventative
maintenance schedule, and in case of any problem should be responsible to take more extensive
check in workshop and to provide routine preventive maintenance after every 6 months as per
schedule by principle manufacturer.
7.
The potential company shall be responsible to take frequent preventive maintenance
check up in case electric golf cart is using / running under extreme conditions like: temperature
dusty / dirty areas, frequent starting / stopping or hauling loads that are near the manufacturer’s
maximum rating.
8.
The potential company shall be responsible and place an “out of service / order” on
electric golf cart in case of not operational and the key should be kept in the control of authorized
individual to prevent the use of the cart until repairs can be completed.
9.
The potential company shall be responsible to intimate the Deputy Director Forest well in
time in case of any situation arise under items B (4 to 10)..
C.
DRIVER
1.
The potential company will operate golf cart through own drivers.
2.
The potential company will provide approved design uniform to Golf Cart Drivers.
3.
The potential company must ask to wear approved designed uniform.
D.
STORAGE & BATTERY CHARGING
1.
The potential company shall be responsible to park the electric golf cart in garage which
is specifically constructed for these carts.
2.
The potential company shall be responsible to lock out the parking space when not in use.
3.
The potential company shall be responsible to check the battery fluid each day and refill
the batteries in case if found any deficiency in acidic water.
4.
The potential company should be responsible to charge the electric golf cart under proper
principal manufacturer guidelines / procedures i.e. plugged directly into a ground fault
interrupter receptacle. The use of extension cords in forbidden.
5.
The potential company shall be responsible to lock out the recharging outlet when not in
use.
6.
The potential company shall be responsible to replace the battery / ies in case
performance is not proper.
7.
The potential company shall be responsible to replace / repair of recharging outlet in case
of defective.
8.
The potential company shall be responsible to intimate the Deputy Director Forest in case
of any situation arise under item D(6&7).
E.
RESPONSIBILITIES OF THE COMPANY:
1.
The potential company shall not demand any additional cost for supervision during
necessary discharging the services as specified above obligations.
2.
The company shall be responsible for ensuring that all its employees performing the
services are physical fit, and have no communicable disease and are in good health in all respects
to perform duties.
3.
The Company shall act as independent contractor and accordingly shall be fully
responsible for any accident or injury to its personnel or caused by its personnel and agrees that
neither the CDA nor any of its personals shall be held liable for either of the above in any
manner.
4.
The company personals, shall not in any manner indulge in any unionism nor have any
linked activity with CDA employees.
5.
The company shall be responsible for recruitment, discipline and all other service matters
of company employees. However, CDA will not be responsible of any employee / company acts.
6.
The CDA may refuse to accept services from any of the company personals whose work
has been found unsatisfactory or not in the accordance with the requirements of this agreement.
7.
The process of recruiting, interviewing and hiring of personnel of company including
any action with respect to alleged discrimination of other employment practices are the sole
responsibility of company.
F.
RESTRICTION OF ASSIGNMENT / TAKE OVER:
1.
The company shall not assign or sub-contract any of its duties to any other company,
including but not limited to any benefit or interest herein or there under, any such assignment
this agreement forthwith.
2.
The Failure to Exercise powers and rights does not amount to a waiver of said power and
rights.
3.
In any case in which any of the powers and rights conferred upon the Regional
Directorate CDA by agreement with the potential company shall have become exercisable but
shall not have been exercised, this failure to do so shall not constitute waivers of these aforesaid
powers and rights and such powers and rights nevertheless are exercisable in the future.
G.
DISPUTES:
1.
In case of any question, disputes, controversies arising directly of consequent on this
TOR between the potential company / ies and CDA, the decision of the Chairman CDA shall be
final.
H.
PROPOSED EVALUATION CRITERIA FOR PRE-QUALIFICATION OF
OPERATOR COMPANY
1.
The potential Company must be registered with ICT authority.
2.
The potential Company must have minimum four year work experience in service sector.
3.
The potential Company must have Income Tax & NTN Certificate.
4.
The potential company must provide income tax return for last 3 years..
5.
The potential company must provide audit report of last three years carried out by
qualified Chartered Accountant including cash flow statement
6.
The potential company must provide client list of Government and Semi Government
organization.
7.
The potential company must show its existence of Islamabad based company office and
other facilities locally available which would be required during management and
operation of golf cart service.
8.
The Company should preferably be ISO 9001:2000 Certified.
