Old Delhi Railway Police have sought public help in identifying the following
bodies:-
1. A male age about 60/65 years, height about 5’3” shallow complexion, long

2. A male age about 25-30 years, height about 5’6” wheatish complexion, oval
face, wearing white & black liner shirt and black liner pant found on

A team of officers of Crime Branch led by Insp. Satyabir Singh and
consisting of SI Ram Niwas, SI P.C. Yadav, HC Yatinder, HC Parmod, Ct.
Yogender, Ct. Naresh and Ct. Devender under the supervision of ACP Krishan
Kumar and overall supervision of Addl. DCP/Crime Sanjay Bhatia have busted a
racket of black-marketing of IPL Tickets for the Tuesday match to be held on
10/04/2012 between Delhi Daredevils and Chennai Super Kings at the
Ferozshah Kotla Stadium. 2 persons have been arrested. 50 IPL tickets have
been recovered.
On 09/04/2012, on specific information a trap was laid near Ferozshah
Kotla Statium and 2 persons were apprehended. 50 tickets of various
denominations of IPL Match to be held on 10/04/2012 at Ferozshah Kotla
Stadium between Delhi Daredevils and Chennai Super Kings were recovered. It
was revealed that the racketeers were selling each IPL ticket at more than
double the actual value of the ticket. The arrested persons were identified as i)
Vijay Kumar Jha (aged 31 years) s/o Dev Krishan Jha r/o Sangam Vihar, Delhi
and ii) Mohd. Khalid (aged 25 years) s/o Gulam Mohd. r/o Som Bazar, Usman
Pur, Delhi.
Profile
1. Vinay Kumar Jha has studied upto 10th standard. He is a permanent
resident of Bihar and is presently unemployed. He earns his livelihood by
selling cinema tickets in black and now decided to sell IPL tickets in black
to earn quick money.
2. Mohd. Khalid has studied upto 12th standard. He has a small general
store in Usman Pur and to earn quick money he got involved in the selling
of IPL tickets at double the actual value.
Case under the appropriate sections of the law has been registered.

GANG OF BOOTLEGGERS BUSTED.
The staff of Police Station Moti Nagar, West District has busted a gang
of bootleggers. Three gang members have been arrested and 120 bottles of
illegal liquor were recovered which were packed 10- 10 bottles with Thermo
cool. This illegal liquor was to be supplied in Gujarat. The kingpin, Dhruv is a
technician in Indian Railway. He has supplied illegal liquors many times
earlier also.
NAME AND PROFILE OF ACCUSED PERSON
1- Dhruv Kumar S/o Shri ram Chhater R/o H.No. EL-34C, Railway Colony,
Sarai Rohilla, Delhi. Age- 40 yrs.
Occupation- Technician in Indian Railways.
2- Mukesh Kumar S/o Shri Pyare Lal R/o H.No. Jhuggi WZ-C-27, Sudershan
Park, Moti Nagar, Delhi. Age- 25 yrs,
3- Hukam Dev Kumar Dass S/o Biltu dass R/o Jhuggi WZ-27C, Sudershan
Park, Moti Nagar, Delhi. Age- 21 yrs.
INFORMATION AND OPERATION
An information regarding the supply of illegal liquor in the area of
Police Station- Moti Nagar, Delhi was received to Inspector Raj Kumar/SHO
Moti Nagar. SHO/Moti Nagar deployed sources to collect information and
strict vigil was being kept in the area. On 09/04/12, a specific information
relating to supply the illegal liquor at CFL packaging unit i.e WZ-27C,
Sudershan park, Moti Nagar, Delhi was received through secret informer.
On this information, a raiding party under the supervision of Shri J. K.
Sharma, ACP/Rajouri Garden under the leadership of Insp. Rajkumar/SHO
Moti Nagar consisting of ASI Maman Singh, HC Rishal, HC Randhir, HC
Narendra, Ct Surender and Ct Pankaj was constituted and a raid was
conducted at CFL Packaging Unit i.e WZ-27C, Sudershan Park and found 12
cartons packed with Thermo cool for delivery to Gujarat. On checking the
cartons the bottles of illegal liquor was found in place of CFLs. Total 120
bottles of illegal liquor were recovered. On this a case FIR No. 59/12 was
registered in Police Station- Moti Nagar, Delhi.
INTERROGATION AND MODUS OPERANDI
During interrogation Dhruv Kumar disclosed that he is a graduate from
Delhi University and employed in Indian Railway as a technician. Dhruv
Kumar also runs a CFL manufacturing factory in Sudershan Park, Delhi.
Dhruv Kumar wanted to earn more money in very short time to modify and
expand of this factory. He started to supply the illegal liquors in the same
packing of CFLs to dry states. Mukesh Kumar and Hukam Dev Dass belong
to a poor back ground and used to work in this factory. Dhruv lured both
workers that he will give more money if they will pack the illegal liquor in the
CFL Cartons with the help of Thermo cool so the both workers Mukesh Dev
and Hukam Dev Dass indulged in this crime.
Staff involved in the good work is being rewarded suitably.

THREE BURGLARS AND ONE JUVENILE ARRESTED
With the arrest of four burglars namely Mohit Mishra @ Raju, Inder
Khanna @ Ravi, Vinod Khanna and one juvenile, the staff of PS Ranhola,
West District has solved two cases of Burglary and house theft registered

INFORMATION/ OPERATION
To prevent house thefts and Burglaries in the area of PS Ranhola,
Delhi a team headed by SHO/Ranhola Insp. A.K. Singh along with SI Amit
Dutt, SI Ranbir, ASI Jai Singh, HC Gajender, No. 971/W, HC Randhir No.
2221/W, HC Subhash No. 436/W, HC Umed Singh 537/Crime, Const. Satbir
No. 1443/W, Const. Sukhbir No. 1016/W under close supervision of ACP/
Nangloi Sh. Rajkumar Bhardwaj was constituted. On secret information, the
said team arrested four burglars namely Mohit Mishra @ Raju, Inder Khanna
@ Ravi and Vinod Khanna and one Juvenile. Out of them two accused
persons have previous record and they are notorious Auto Lifters. Mohit and
Inder were released from jail a few weeks before. They disclosed that to
conceal their identity, they changed their residence at Vikas Nagar. They
also wanted to steal motor vehicles from the area of PS Ranhola but due to
alertness of Local police and massive patrolling in the area, they could not
succeed. So they changed their modus operandi and started committing
thefts. In the last 8-9 days they committed theft/burglary in two houses in
the area of PS Ranhola and distributed stolen articles amongst them. One LG
T.V., one LG fridge, one Gold chain, one Gold ring, 03 pair Silver Pajeb, 01
Silver Tagdi, 02 LPG Gas Cylinder, Some clothes, 02 Silver coins from the
possession of above three accused and their juvenile associate were
recovered. Hence all three accused were arrested and juvenile was
apprehended. The investigations of the cases are in progress.
Staff involved in good work is being rewarded suitably.

GANG OF NOTORIOUS AUTOLIFTER CUM SNATCHERS BUSTED
Special Staff, West District has busted a gang of autolifters cum
snatchers. Incidents of auto lifting and snatchings have been worked out.
Total three gang members have been arrested along with stolen
motorcycles. Gang leader Mahender has previously been arrested and is an
active criminal. He has been arrested along with his associates Rahul Kumar
and Hari Shankar Yadav @ Cheddi both notorious road robbers and an active
snatchers. The Gang was very much active in the area of West, South West,
South, North West District, Delhi and NCR. Total 2 stolen motorcycles, one
scooter Honda Eterno and one snatched gold chain were recovered from
them. They disclosed about commission of more than a dozen incidents of
snatching/auto thefts.

INFORMATION/OPERATION
Information was received in the office of Special Staff West District
that one Mahender has organized a gang with his associates Rahul Kumar
and Hari Shankar Yadav@ Cheddi and are actively committing road
robberies and snatchings in the area of West, South-West, South, North
West District of Delhi and other parts of NCR on stolen vehicles. On this
information, sources were deployed and information was collected. On
09/04/2012, a specific information was received that Mahender , Rahul
Kumar and Hari Shankar Yadav@Cheddi
will come on a stolen Scooter
Honda Eterno at about 7.30 PM on Rama Road, Kirti Nagar, Delhi to
commit road robbery. On this information a raiding party under the
supervision of ACP Operation Cell and Insp. Special Staff Sh. Raj Kumar was
constituted comprising of SI Manoj Kumar, SI Charan Singh, HC Hattu Ram,
HC Moti Ram, HC Shashi Kant, HC Kirori, HC Suresh, Ct. Vinod, Ct Sunil, Ct.
Amarjeet, Ct. Rajbir, and Ct Sudama. A trap was laid near NCC Office, on
Rama Road, Kirti Nagar, Delhi. At about 7.30 PM three persons came on a
scooter. They were apprehended by the police party on the instance of
secret source. The scooter was being driven by Rahul Kumar S/o Sh. Anokhe
Lal, R/o H. No. 158, Block-7, Gali No. 11, Das Garden, Baprola, Delhi and
Hari Shankar Yadav @ Chedi S/o Sh. Ratipal Yadav R/o H. No. 131, Block-S,
Vikas Nagar, Delhi with Mahender S/o Sh. Lakhpat, R/o H. No. 100,
Gurunanak Market, Khayala, 830 DTC Bus Stand, Delhi were pillion riders.
On interrogation and verification, the scooter was found stolen from P.S.
Welcome, Delhi. All of them were arrested u/s 41.1(d) Cr.P.C. During
interrogation, they disclosed that they are involved in many incidents of road
robbery, snatching and autoliftings. On their instance two more stolen
motorcycles and one snatched gold chain were recovered.
INTERROGATION & MODUS OPERANDI
During interrogation Mahender, Rahul and Hari Shankar Yadav@
Cheddi disclosed that they all belong to poor economical background.
Mahender has previously been involved in 2 cases. He took to crime to meet
his daily expenses and lavish expenditure. He met local bad elements and
started committing house burglaries, road robberies and snatchings. In 2008
Mahender was first arrested in a case of theft in P.S. Nangloi, Delhi. He
came out from jail and along with his associates Manoj, Prempal,
Bhagwandas and Vijender and took crime as profession. He was again
arrested in 2009 at P.S. Rajinder Nagar, Delhi. Again after release from jail
he has been continuously indulging in crime. With the great and heavy
earnings, he is building a luxurious house in his native village. He used to
dispose the gold articles in Chandousi (U.P). His gang members have
recently been arrested in case FIR No. 35/12 u/s 411/382/34 IPC P.S. South
Campus, Delhi. He escaped arrest with his associate Bhagwan Das. After this
he activated his alternative gang with Rahul and Hari Shankar Yadav @
Cheddi. They all started committing road robberies by targeting people who
were walking alone in the late night hours. Rahul is an expert in making the
target unconscious by strangulating him. Rahul and Hari Shankar Yadav@
Cheddi are residents of Uttam Nagar and are notorious criminals. Rahul was
running his gang and was arrested in April 2007. Both Rahul and Hari
Shankar Yadav are good friends because they were sailing on the same boat
of addiction. Rahul Kumar and Hari Shankar Yadav @ Cheddi took to auto
lifting because it is very easy to steal a motorcycle and is also very easy to
dispose off by dismantling the parts. The parts can easily be sold off. They
used to search for motorcycles parked in lonely places or busy marriage
places/Banquet Halls and target a motorcycle which is in good condition
specifically from outside Delhi. Mahender is also fond of motorcycles and an
expert in starting motorcycle without keys. The gang used to commit
snatching on these motorcycles and whenever they smell that they can be
identified they leave the motorcycle in abandoned places. The gang disclosed
about commission of more than a dozen incidents of motorcycle thefts and
road robberies. Efforts are being made to recover more stolen bikes and to
arrest other gang members.
Staff involved in the good work is being rewarded suitably.

 TWO DESPERATE AUTO-LIFTERS ARRESTED
 TEN STOLEN VEHICLES RECOVERED AND 8 CASES OF M.V. THEFT
WORKED OUT
With the arrest of two autolifters namely Ravi @ Kake (23 years) s/o
late Vijay Singh Chauhan R/o F- 38, Jawahar Park, Khanpur, New Delhi and
Sudhir Kumar Singh @ Tinku s/o Krishan Mohan Singh, staff of PS Neb
Sarai, South District have recovered 10 stolen vehicles and worked out 8
cases of auto lifting.
BRIEF FACTS :
On 07.04.12, a team of PS Neb Sarai during patrolling at Devli Road
stopped one motor cyclist for checking who was identified as Ravi @ Kake s/o
late Vijay Singh Chauhan R/o F- 38, Jawahar Park, Khanpur, New Delhi. He was
asked to produce the documents of motorcycle but he could not produce any
document. On verification, the said motor cycle was found stolen from the area
of PS Ambedkar Nagar. Subsequently, accused Ravi @ Kale was arrested and
put on sustained interrogation.
INTERROGATION :
During interrogation, accused confessed to have stolen various vehicles
along with his associates namely Sudhir @ Tinku and Surender. In order to
recover all the stolen vehicles, a police team consisting of SI Manmeet, SI
Rakesh Kumar, SI Surender, ASI Suresh, HC Ashok 1522/SD, HC Bhawar Lal
3131/SD, Ct Vikas 2181 /SD, Ct Jai Kumar No. 2888/SD, Ct Mukesh 960/SD, Ct
Umesh 1726/SD, Ct Ritesh 1758/SD and Ct Rajesh 1512/SD was formed under
the leadership of Inspr. Jarnail Singh, SHO Neb Sarai and overall supervision of
Sh. Rajender Singh, ACP Mehrauli. The members of team also apprehended coaccused Sudhir @ Tinku at the instance of accused Ravi and recovered one knife
from his possession. At the instance of accused persons, one stolen Santro Car
and 8 motor cycles were also recovered, which they had concealed in the thick
bushes of hilly area of Sangam Vihar and at a vacant plot near the house of
absconding accused Surender in Meetha Pur, Delhi.
Accused also disclosed that they are habitual of consuming liquor
and ganja and under its influence, they commit auto lifting in the
residential areas and market places during night. Accused Surender
always carries a master key with him and he is expert in opening the
lock of motor cycles. After stealing a motor cycle, they use the same in
committing more auto lifting and mobile snatching. All the stolen
vehicles are disposed off by absconding accused Surender and every
member is paid Rs. 3000/- to 4000/- for each motor cycle. Further
investigation is on to apprehend absconding Surender and recover more
stolen vehicles.

PROFILE OF ACCUSED PERSONS :
1. Accused Ravi @ Kake (23 years) is a school dropout. He is married and
has one daughter. He is habitual of consuming liquor and ganja. He
works as casual waiter. He is previously involved in case FIR No. 92/11
u/s 379/411 IPC PS New Ashok Nagar.
2. Accused Sudhir Kumar Singh @ Tinku (30 years) is a school dropout. He
is married and has 3 children. Earlier, he was having and running a
Tavera Car but due to his evil habits and bad company, he sold the same.

ORDER
1.
Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle,
Scooters and Cars in Delhi through dealers engaged in this profession.
2.
And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the
columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of
vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority.
This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of
vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district
transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers
through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission
of various type of crime like robbery etc. and may be used even in terrorist activities.

And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers
or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for
the in investigation agencies to identify the criminals involved in such crimes
5.
And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and
purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles
through them and it is felt that immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of
1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated
09/09/2010, I Mohinder Singh, do hereby make this written order that all such Vehicle dealers who deal in sale and
purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division
S.J.Enclave, Delhi shall :a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.
b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of
transaction.
c) Affix photographs of the seller and purchaser on the register.
d) Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence etc. as
well as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when
required.
e) Inform the nearby police station if the seller or buyer is found suspicious.
These orders shall come into force with effect from 9.4.2012 and shall remain in force for a period of 60
days upto 07.06.2012 (both days inclusive) unless withdrawn earlier.
Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who
contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.
