Job Description
Learning and Development Advisor
Position Purpose
To enhance the skills of staff, caregivers, volunteers, family members, people with an
intellectual disability and others through the development and delivery of effective
training and other learning and development initiatives in accordance with identified
need, training plans, and customer feedback. Provision of additional support to ensure
transference of learning to the work environment and supporting managers and staff
with learning and development strategies and advice. Provide support for formal
qualifications through the Centre for Learning, including training, resource
development and assessment. Assist IHC to become a learning organisation.

Key Responsibilities and Performance Measures
Human Resources Team Member
To participate as an effective member of the HR team contributing fully to
team activities and projects.
Performance Measures
a) The team works effectively as a unit with members supporting one another
to achieve team objectives
b) The Learning and Development Advisor is regarded as a credible and
effective resource that adds value through the quality of their output
c) The Learning and Development Advisor upholds the professional image of
the HR team and fully contributes to the successful outcomes of the HR
business plan
Learning and Development
To provide learning and development opportunities for all staff and other
stakeholders which meet the requirements of IHC.
Performance Measures
a) The Learning and Development Advisor is regarded as a credible and
effective resource that adds value through the quality of their output
b) The range and effectiveness of development initiatives
c) Feedback from learners that their practice reflects the intended learning,
and enhances service quality
d) Measurable impact on staff retention, and an increase in staff satisfaction
e) An increase in the cost benefit ratio for development activities within IHC
f) Number of successful completions of qualifications
To provide specialist advice on learning and development activities.
Performance Measures
a) Support and coaching, including co-tutoring is provided to managers, staff
and people with an intellectual disability to ensure local training is
delivered to a consistently high standard
b) The Learning and Development Advisor is regarded as a credible and
effective resource that adds value through the quality of their output
c) Managers are provided with timely and high quality advice and tools to
assist with needs analysis and specialist development situations
d) Innovative and effective strategies are developed to deal with a range of
learning and development situations
To develop and promote strategies to ensure transference of learning.
Performance Measures
a) The Learning and Development Advisor can demonstrate utilisation of
strategies to enhance transference of learning to a range of environments
according to the learner’s requirements
b) Feedback from learners and their managers is that their practice enhances
the professional delivery of services
To provide a professional service to other agencies that contract CFL’s services.
Performance Measures
a) External agencies regard CFL as provider of choice for the range of CFL
services
b) Provision of services to external agencies contribute to off-setting CFL
internal costs
To deliver training and/or facilitation of workshops.
Performance Measures
a)
Demonstration of a sound understanding of training/workshop material
b)
Feedback from attendees reflects new learning, relevance to their jobs
and professional delivery
c)
Preparation prior to delivery is thorough and organization on the day of
delivery is apparent
d)
Presentation of the training/workshop material is seamless, confident,
dynamic and knowledgeable
e)
Material, including the use of examples, is adapted to reflect the
audience
To assess IHC candidates undertaking NZQA recognised qualifications through CFL.
Performance Measures
a) Candidates are assessed appropriately against unit standards
b) Standards set out in the CFL QMS are met
Continual Improvement
Resources are regularly reviewed and new resources developed in line with changing
organisational requirements.

a) Learners report that development material is relevant and current
b) Learning and Development Advisors maintain currency in best practice
within intellectual disability and learning and development fields
c) Innovative and effective strategies are developed to deal with a range of
learning and development situations
Other Projects
To undertake projects as assigned by the Manager to assist regional and HR
management to meet strategic and business plan objectives.
Performance Measures
a) All such projects are completed to the standards specified and on time
subject to ongoing review by the Manager.

Qualifications
A relevant tertiary qualification is preferred
Knowledge and Experience




Experience in adult learning
Experience in developing learning and development resources,
Sound knowledge of adult learning processes
A well developed understanding of organisational culture


Ability to adapt to changing demands, meet stated deadlines and troubleshoot
as necessary
Sound group facilitation skills and team building skills

Sound knowledge of intellectual disability and support needs of people with an
intellectual disability

Excellent verbal and written communication

Computer literacy with experience in Microsoft office based products.
