Rakesh under the supervision of ACP/OPS/OD Shri Ved Prakash have apprehended one Surender @ Gullar s/o Baljeet Singh Joon r/o VPO Noona Majra, Bahadurgarh, Distt. Jhajjar, Haryana, a village Sarpanch, who is a member of organized crime syndicate/infamous and nefarious interstate Babloo Ghogha-Nitu Dabodha gang of robbers/contract killer/extortionists/land grabbers. Who was absconding and knowingly evading arrest in case FIR no. 299/09 u/s 3 MACOC Act, PS Narela, Delhi since more than 1-1/2 years. A case vide FIR no. 299/09 u/s 3 MACOC Act, PS Narela, Delhi was registered against the organized crime syndicate headed by Amit @ Babloo Ghogha, consisting of more than 24 desperate interstate criminals/sharp shooters/ contract killers to cut their wings and bring a relief for general public. After registration of this case and necessary investigation further step was to book the members of the syndicate. In this process 13 accused persons have already been booked and confined behind bars in this case. Charge-sheets against these arrested accused persons have also been filed before the designated court concerned. Accused Surender @ Gullar and some other accused were knowingly evading arrest despite issuance of process u/s 82-83 Cr PC by the Hon’ble Court Concerned. For apprehension of Surender @ Gullar number of raids were conducted and traps were laid at number of places in Haryana. But the accused escaped some way or other way. Even number of raids were conducted in his village but as the residence of accused is situated in the middle of the village, as being Sarpanch of the village, he used to get information of entering the police party in the village and managed to escape. Even in most of the occasions he used to stay in any house other than his own residence in village and due to the terror of his criminal track record and influence as village Sarpanch none from the village had come forward to pass on any sort of information regarding his movements/point of stay. Even in some occasions his supports caused barricades by this way or that way allowing him to flee away from the spot to avoid arrest. Finally on 31/10/2011, the efforts of the team brought fruitful result, as on receipt of some specific information the Outer Distt. Special Staff have chased the wanted accused Surender @ Gullar, the village Sarpanch and apprehended him after a long chase. Profile Surender @ Gullar s/o Baljeet Singh Joon (aged 32 years) r/o VPO Noona Majra, PS Bahadurgarh, Distt. Jhajjar, Haryana. He is married and having three kids. He is a school drop-out and studied up to 7th standard only. He is having three brothers and two sisters and all are married. He is the youngest amongst the brothers. His father is a Ex-service man from Army. One of his brother had already expired. His eldest brother is retired from CRPF and other brother deals in transportation of Dust/Rohdi. Previously he was engaged in plying Jeep on route from Bhadurgarh to Jhajjar. One of his associate Nitu Dabodha was also in the same business and on the same route. After his marriage to meet his unexpected raised needs he entered into the world of crime through Nitu Dabodha. It was through Nitu Dabodha that he came into contact with Amit @ Babloo of Ghogha and number of other associates/members of the gang. BRIEF FACTS: On 01/11/11 at around 7:11pm a PCR call was received mentioning that a person had been stabbed in his thigh by unknown persons and declared brought dead when admitted to SGM Hospital. The deceased Ramesh (age 45 yrs) S/o Bhim Singh Bhandari R/o D2/212-213 Sultan Puri was working as a private tempo driver. He was returning from his job on his bicycle. INVESTIGATION: Under the supervision of ACP Sultan Puri Sh. Jasmeet Singh IPS a number of teams headed by SHO Sultan Puri Sh. Jitender @ Sandeep (aged 29 years) s/o Rattan Singh r/o Swaroop Nagar, Delhi arrested in a Auto Theft case of PS Swaroop Nagar, North-West District had been remanded for Judicial Custody and was lodged in Tihar Jail. On 01/11/2011, Jitender @ Sandeep was brought to Deen Dayal Upadhyaya Hospital from Tihar Jail for treatment. He was admitted in the Emergency Ward of the Hospital and on the morning of 02/11/2011 he was taken to the toilet by Ct. Rajbir of 3rd Bn. DAP. Jitender @ Sandeep locked himself in the toilet. When he did not come out from the toilet for about 15 to 20 minutes, a search was undertaken and Jitender @ Sandeep was found to have escaped after scaling the back side wall of the toilet. On 03/11/2011, specific information was received that Jitender @ Sandeep would come to Santom Hospital, Prashant Vihar, Delhi. Dated : 04/11/2011 PRESS RELEASE GANG OF INTERSTATE AUTO LIFTERS CUM BURGLARS BUSTED, HUGE RECOVERY OF STOLEN JEWELLERY AND VEHILCES HAVE BEEN EFFECTED. Highlights:- Alertness of Night Checking staff resulted in arrest of interstate desperate burglers cum auto lifters gang. Four criminals nabbed while loitering in stolen car. Stolen jewellery recovered. One stolen car and Scooty recovered. One country made pistol along with live cartridge also recovered. With the arrest of four notorious auto lifters cum burglars namely (1) Pradeep Yadav @ Pappu (Age 22 Yrs), (2) Pankaj @ Kaku (age 21 Yrs), (3) Pawan Kumar (age 23 Yrs) and (4) Ravi (age 23 Yrs) South-West Distt. Police has solved seven cases including five cases of house burglaries/thefts and two cases of MV theft. Stolen jewellery items, stolen car and scooty also recovered. These persons are professional auto-lifters cum burglars active in the states of UP, Haryana and Delhi. INFORMATION & OPERATION In wake of increasing incidents of auto theft and burglary in the area of Dwarka and other Police stations of South West District, extensive drive for apprehension of criminals has been initiated in the district through checking. Emphasis is being given to foot/group patrolling as well as by M/cycles patrolling round the clock. Sincere efforts are also being made for gathering criminal intelligence through public co-operation. During this exercise, various suspects are being interrogated and listed criminals of similar modus operandi are being grilled. As a result, notorious criminals i.e. burglars, auto lifters, snatchers and robbers have been apprehended by the South West District Police. On the intervening night of 02-03/11/2011, an information was received by a patrolling team comprising of SI Data Ram, HC Bijender No. 189/SW, Ct. Prem Prakash No. 831/SW, Ct. Om Prakash No. 839/SW and Ct. Praveen No. 611/SW of PS Dwarka-North regarding movement of four active auto lifters cum burglars who would come from Najafgarh to Palam. On this information SHO Inspr. Naresh Kumar was informed by this dedicated team, under whose guidance and close supervision the above team laid a trap near Heritage Appt. Sec.-3, Dwarka to nab the culprits. Checking of vehicles was intensified by installing barricades. At around 2:10 AM, a white colored Maruti-800 car No. HR 12D 4537 came from Najafgarh side which was signaled to stop. However instead of stopping, the car sped up and tried to flee from the spot. The team swopped upon them and overpowered all the car occupants, whose identities were revealed as Ravi, Pardeep, Pawan and Pankaj. Team asked them to show documents of the car. Initially, they tried to hoodwink the police by saying that they are local residents of the area and are going to hospital as one of their friends is seriously ill. So far as documents of the car are concerned, they couldn’t carry the same as they were in hurry owing to above emergency. Team persisted in checking their documents and having no satisfactorily reply, verified the vehicle through ZIPNET and found the car stolen from the area of PS Dwarka-South vide FIR No. FIR No. 294/11 u/s 379 IPC. Police team took the cursory searches of all the miscreants and recovered a country made pistol & a live cartridge from exclusive possession of Ravi. Police team gathered their wits and further checked the car thoroughly and found a number of stolen silver articles mostly Kadule (Kade) of small babies and Anklets (Payjeb of females) hidden in the dash board of the car. Upon this a separate case under relevant sections of law has been registered at Police Station Dwarka-North. INTERROGATION All the four accused were subjected to sustained interrogation, who revealed that they are residing in the same locality and are good friends. All are drug addicts and have to arrange money for the same, but since, they are already hand to mouth, they resorted to crime. They further disclosed their involvements in several other cases of auto theft and house burglaries. As per there versions they are involved in such cases since long and are active in Bahadurgarh(HR), Agra, Mathura, West & South West areas of Delhi. On their instance a scooty make Honda-Activa was also got recovered from area of Sec.16 Dwarka. During interrogation some astonishing facts emerged that last year i.e. 2010, one of their associates namely Vikas r/o Nagafgarh was set ablaze by the public of Agra (UP) when he was caught redhanded in a theft case. Dated: 04/11/2011 KIDNAPPED CHILD RECOVERED WITHIN TWO HOURS With the apprehension of one Juvenile delinquent the staff of PS Khyala, West District has recovered 04 years old kidnapped child Keshav @ Munna S/o Sh. Subhash R/o C-244 J.J. Colony, Khyala, Delhi within two hours of incident. PROFILE OF ACCUSED One Juvenile delinquent R/o Khyala village, New Delhi aged 16 years who assembles mobile phone chargers at his house. INCIDENT On 03/11/11 at around 10:45 PM, a PCR call was received at PS Khyala regarding kidnapping of a 04 years old boy and the kidnapper made a ransom call of Rs. one lakh to the father of the boy. The call was entrusted to SI Rajesh Kumar. Keeping in view of the gravity of situation a team consisting of Insp J.D. Meena, SI Surya Prakash, SI Rajesh Kumar Singh, SI Arvind Kumar, SI Hansraj, SI Rajesh Kumar, HC O.P. Rana, HC Virender, Ct. Parmal, Ct. Jaipal, Ct. Rajender Singh & Ct. Tilak Raj headed by Insp R.K. Ojha (SHO/Khyala) was constituted and a trap in plain clothes near the Kali Mata Mandir, Khyala was laid. This was a very sensitive challenge for the police as an innocent child was in the custody of unidentified kidnapper and even a little mistake would cost the life of kidnapped child. The team started waiting for the kidnapper and after ½ an hour the kidnapper again made a call on the telephone number of Mr. Subhash and asked him to drop the money bag near Kali Mata Mandir. The team members noticed a boy hiding beneath a car near the mandir. On suspicion, the said boy was challenged and asked to come out under the car. He came out and the child was also with him. He was apprehended by the PS Khyala police party and the kidnapped boy was recovered from his possession. INVESTIGATION On receipt of information, the PS Khyala team through technical surveillance promptly found that the kidnapper was hiding himself in the Khyala area and making the ransom calls. When he made a ransom call and directed the father of kidnapped child to drop the money bag near Kali Mata Mandir, the team of PS Khyala laid the trap in plain clothes near and around Kali Mata Mandir and instructed the complainant to drop the bag as directed by the kidnapper. In the meantime, through keen observation the Police team noticed a boy hiding beneath a parked car. On suspicion he was asked to come out and as he came out he was promptly apprehended by the police party and the kidnapped boy was recovered from his possession. INTERROGATION During sustained interrogation the accused juvenile broke down and confessed his role in kidnapping of Keshav @ Munna for ransom. Juvenile revealed that one year ago he worked in the shop of Sh. Subhash and he was very much familiar with the family of Sh. Subhash. Few months back he watched a movie “Chor Machaye Shor” in which the actor kidnaps a girl for ransom of Rs. One crore. He further stated that he was in need of money for construction of his house at Bihar. From that movie he got an idea of kidnapping and accordingly, he executed his plan. But as he is a novice, he could not put all the things in order and due to the prompt action of Khyala Police his plan was thwarted. COMMISSIONER OF POLICE WEST DISTRICT, NEWDELHI TRAFFIC ADVISORY DATED 04-11-2011 DELHI TRAFFIC POLICE Test Match at Ferozeshah Kotla Ground from 6th to 10th November 2011 Test Match between India and West Indies will be played at Ferozeshah Kotla Ground from 06/11/2011 to 10/11/2011. Delhi Traffic Police has made elaborate traffic arrangements for parking of vehicles, traffic circulation, pedestrians’ movement and safety of the visitors in and around the Stadium. PARKING There is very limited parking for labelled vehicles in the proximity of the Stadium. There is no parking for general vehicles in the proximity of the Stadium. No vehicle shall be allowed to be parked on Bahadurshah Zafar Marg, Jawaharlal Nehru Marg (both carriageways) on the match days. Dated: 04/11/2011 A BLIND MUDER CASE WORKED OUT Staff of PS Nihal Vihar has arrested two persons namely Pawan Kumar S/o Lila Ram R/o H.No. E-3/64, Shiv Ram Park, Nihal Vihar, Delhi age 24 years and Rohit S/o Hans Raj R/o C-46, Chandan Vihar, Nihal Vihar, Delhi age 22 years and worked out a blind murder case of Avinash S/o Ajamber R/o H.No C-154, Gali No 4, Vandana Vihar, Nihal Vihar, Delhi aged 22 years who was found stabbed by some unknown person in front of H.No A-59, Ambika Enclave, Nihal Vihar on 20 feet Road on the night of Deepawali festival and was declared brought dead in Sanjay Gandhi Memorial Hospital, Mangolpuri, Delhi. ACCUSED ARRESTED 1). Pawan Kumar S/o Lila Ram R/o H.No. E-3/64, Shiv Ram Park, Nihal Vihar, Delhi aged 24 years. 2). Rohit S/o HansRaj R/o C-46, Chandan Vihar, Nihal Vihar, Delhi aged 22 years . PROFILE OF ACCUSED 1). Accused Rohit is an Illiterate and working as scrap labourer in Kirari, Delhi and previously found involved in 4 cases of Murder and Robbery and is B.C. of PS Nihal Vihar. 2). Accused Pawan Kumar is an Illiterate married person and working as scrap labourer in Mundka, Delhi. He is previously found involved in one case of Hurt. PROFILE OF THE VICTIM : The deceased was from poor family and was working as Plumber. RECOVERY 1. Blood stained clothes of accused Pawan Kumar. 2. Weapon of offence (Knife) used in crime. INCIDENT On 26.10.11 at 9.16 PM a PCR call was received at PS Nihal Vihar that one boy is lying in unconscious state at Ambika Enclave Kakiwali Gali. This information was lodged vide DD No. 38-A dated. 26.10.11 in PS Nihal Vihar and enquiry was entrusted to ASI Subeddin. On reaching the spot, it came to notice that the injured person has already been shifted to SGM Hospital, Mangolpuri, Delhi. On reaching the hospital, dead body of one male unknown person was found. On inspection of dead body, blood was found all over the body and two sharp weapon injuries were found, one is on left arm and second is on left leg. A case vide FIR No. 294/11 dated 27.10.11 u/s 302 IPC was registered at PS Nihal Vihar, Delhi and investigation of the case was entrusted to ATO/Inspr. Sehdev Kumar Rana. The spot was minutely inspected by the crime team. Sincere efforts were made for identification of the dead body. The deceased was later identified as Avinash S/o Ajamber R/o H.No C-154, Gali No 4, Vandana Vihar, Nihal Vihar, Delhi aged 22years. The postmortem of the dead body was got conducted and the dead body was handed over to the parents. POLICE TEAM Keeping in view the blind murder case, a team was constituted under the supervision of Sh. Raj Kumar ACP-Nangloi comprising of Inspr. Sunil Kumar, SHO-Nihal Vihar, Inspr. Sehdev Kumar Rana, SI Radhey Shyam No D-1149, SI Ram Kishore No D-3754, HC Deewan No 500/W, Ct Sandeep No 918/W, Ct Kuldeep No 1645/W and Ct Sukhbir No 1550/W and all possible angles were examined. INVESTIGATION AND INTERROGATION During the course of investigation, various angles were taken up and several suspects were interrogated and it was revealed that deceased Avinash @ Babu had undertaken the sanitation and plumbing work at the house of Rohit about 6 months back but despite taking full payment he did not complete the work and according to satisfaction of accused Rohit. This became the bone of dispute between the deceased and accused person. It was also revealed that there was some altercation between suspects Pawan Kumar, Rohit and deceased Avinash about 20 days back to the incident. On 03.11.2011 a secret information was received and Pawan Kumar and Rohit were apprehended and were subjected to sustained interrogation. They confesse about their involvement in the crime. Pawan Kumar disclosed that he and his associate Rohit wanted to take revenge from Avinash. On 26.10.11 Avinash was found alone on 20 feet road, Ambika Enclave, Nihal Vihar where he was stabbed by Pawan Kumar with the help of Rohit. After that they left him injured at the spot and ran away. DATE/TIME & PLACE OF ARREST On 03.11.2011 at 6.30 PM on the secret information team laid a trap near Daler Mehndi Farm House, Service Road, Nihal Vihar, Delhi and the accused were arrested. MOTIVE The motive behind the murder was to take revenge of the past altercation between Pawan Kumar,Rohit and deceased Avinash over none completion of plumbing work at the house of accused Rohit despite taking full payment in advance, about 20 days back to the incident. With the arrest of accused Sanjay @ Pappu (23 years) s/o Than Singh r/o Gulab Camp, Rangpuri Pahari, Vasant Kunj, New Delhi, staff of PS Vasant Kunj South, South District have worked out gruesome murder of a lady. BRIEF FACTS : On 29.10.11 at about 7.00 am, an information was received at PS Vasant Kunj South vide D.D. No 08-A regarding murder of a lady, who was lying in pool of blood in her room at Ruchi Enclave, Gulab Camp, Rangpuri Pahari, Vasant Kunj, New Delhi. Immediately, Inspr. Ishwar Singh, SHO/Vasant Kunj South along with staff reached the spot and found that a young lady was found dead in pool of blood. Her neck was found slit and there were several visible injury marks on her neck and other parts of the body. Deceased was identified as Sheela w/o Sanjay @ Pappu. Statement of Ms. Babli (sister of deceased Sheela) was recorded wherein she stated that her sister Sheela used to reside at this address along with her husband Sanjay @ Pappu and two children namely Vikas and Vishal. Babli also suspected that Sanjay @ Pappu might have committed the murder of Sheela. She further stated that Sanjay was available at the house during night. On the statement of Ms. Babli, a case vide FIR No. 294/11 dated 29.10.11 u/s 302 IPC P.S. Vasant Kunj South was registered and investigation and investigation taken up. INVESTIGATION : In view of the gravity of crime and to apprehend the accused, a team comprising of Inspr. Ishwar Singh, SHO/Vasant Kunj South, Insp. Naresh Malik, Inspr. Gagan Bhaskar, SI Jasmohinder, ASI Ashwani, HCs Rajesh, Rohtash, Surender, Mahabir, Cts. Manoj, Zuber Khan, Surender and Vinod was formed under the supervision of Sh. Mohammad Ali, ACP/Vasant Vihar was formed. During the course of investigation, it revealed that victim had some differences with her husband. Behaviour of Sanjay @ Pappu was not normal with victim and he used to assault and quarrel with her as the victim was not fulfilling his sexual desire. Due to this, husband of victim suspects that his wife might have illicit relations with other persons. The dispute reached to the extent that Sanjay @ Pappu was forced to leave the house many times but on every occasion he came back after a short interval of time. Lastly, he had returned about 10 days before the incident and was residing with his family. The deceased was earlier married with other person and Sanjay @ Pappu was her second husband. She was having 3 children and her first son was borne from her first husband. She got herself operated as she did not want any more babies and due to this, she was not having any sexual relations with her husband for the last one month, which makes her husband annoyed and increased the suspicion. Sanjay @ Pappu was compelling her to have sex with him but she resisted the same. As Sanjay @ Pappu had disappeared mysteriously since the day of incident and was not traceable any of his possible hideouts, he emerged out to be the prime suspect and raids were conducted at different places. Finally, on 03.11.11, on receipt of secret information, accused Sanjay @ Pappu was apprehended from the area of Sultan Puri, Delhi and put on sustained interrogation. INTERROGATION : Initially, he tried to befool the police party, but on sustained interrogation he broke down and confessed to have committed the murder of his wife. He disclosed that he had murdered his wife Sheela with the help of a spade (kassi) and also slot her neck with a kitchen knife. He also disclosed that he had planned to murder her on 28.10.11 when he did not find Sheela present in the house in the evening. He further disclosed that he had asked his wife sheela for sex but when she refused, he decided to kill her. He arranged the Kassi from one of his neighbour in the late night and attacked on her neck while she was sleeping. Further, he slot the neck with the help of a kitchen knife to confirm her death and also performed sex with the dead body of his wife and fled away. On his instance, weapon of offence i.e. Kassi and knife used in crime have been recovered. RECOVERY : 1. Spade (kasssi) and kitchen knife used in commission of crime.
