One Santro car along with 26 carton 1276 quarters of illicit liquor seized from their possession. TEAM & INVESTIGATION:In order to prevent the bootlegging in South East District, the team of Special Staff South East District was specially asked to look into the matter. The team of Special Staff South East Distt. under the leadership of Inspr. Akhilesh Yadav Incharge Special Staff consisting of ASI Bhagirath Prasad, HCs Ram Meher, Anil Kumar, Consts. Sushil, Rajiv, Ramroop, Satish and Deepak under the supervision of Sh. Virender Kalia ACP/Ops. received information regarding such liquor suppliers who are operating in the district. The team received some credible information regarding few liquor suppliers who bring illicit liquor from Haryana and supply in the area of Okhla. The information was further developed. On the basis of a credible information on 07.01.11 at around 07:15 AM the team apprehended two persons namely 1) Ramesh @ Lala Kutty, aged 30 years & 2) Mukesh, aged 22 years, in a Santro car bearing No. DL 3C AT 1807, on Anandmai Marg, near ESI Hospital in the area of PS Okhla Ind. Area. On checking of Santro car 26 cartons (total 1276 qtrs.) of illicit liquor out of which 12 cartons (48 quarters in each carton) of Ginnies fine whisky for sale in Haryrna only and 14 cartons (50 quarters in each carton) of Rasila Santra Masaledar for sale in Haryana only were recovered from the car. INTERROGATION & MODUS OPERANDI:On sustained interrogation the accused persons disclosed that they bring liquor from Faridabad (Haryana) and supply it to various bootleggers in the area of South-East District. Both the accused persons belong to Sansi Community. Both the accused persons are illiterate and are in the business of bootlegging since childhood. RECOVERY:One Santro car bearing no. DL3CAT 1807 12 cartons (48 quarters in each carton) of Ginnies fine whisky “for sale in Haryrna only” – 576 quarters 14 cartons (50 quarters in each carton) of Rasila Santra Masaledar for “sale in Haryana only” – 700 quarters. The gang was well equipped to first steal and then prepare a fake smart Registration Certificate Card on a fake registration number and identity. The gang used to source the blank/scrap Smart RCs Card from a scrap dealer and further using sophisticated printers and cyclostyle machines to get fake RCs made which looked almost like an original one. Rakesh Kumar was deployed near SDM office/Taj Enclave Geeta Colony as a preventive measure to check M.V. Thefts. INCIDENT During picket checking one Imran @ Billu was detained in inebriated condition for rash driving. On verifying the documents it was found that the RC was fake. Further interrogation/verification revealed that the registration number, identity of the owner, engine number and chasis number were not matching. Rather on the mentioned engine and chasis number a different make of vehicle and registration number were registered than what was mentioned on fake RC. On confirming from PCR it was found that on the registration number as mentioned on this fake RC a vehicle of different make, which was not stolen, was registered. INTERROGATION During the interrogation under Police Custody Remand, the accused revealed the name of other gang members. Asif, Suresh Yadav who were ex. recovery agents working for different finance companies in Delhi and NCR (Royal Bank of Scotland & Family credit bank). Apart from recovering genuine vehicles, (whose installments were not paid on time as per the agreement) they had started stealing vehicles and further handed over these vehicles to Abdul . Abdul in turn used to procure old RCs from Pramod who is a scrap dealer. After removing the print from these scrap RCs, Abdul used to take technical assistance from Naushad Ahmad for making the fake RC through fine scanning and printing. To get better printing of RCs Abdul used to take assistance from Bobby, who has the facility of fine scanning, dye making and cyclostyling (same technique as used for printing wedding cards). He was also obtaining the fake insurance certificate from Rajender. On arrest of other co-accused 25 vehicles were recovered. Team have apprehended Shakeel @ Bhura S/o Bundu Khan R/o H.No. 574, Sec. 26, Pkt.-1, Rohni, Delhi aged 27 years and his sister Shehnaz @ Shanno @ Anita, w/o Mukhtiar Ali, aged 35 years r/o H. No. F-2/98, Sector-16, Rohini, Delhi. A secret Information was received by SI Praveen Kumar that one criminal Shakeel@ Bhura who is residing in Sector-26 Rohini Delhi is behind disappearance of one Rakesh Gupta. On receipt of this information the above team was constituted. The team had the challenging task of unearthing the complete mystery behind the disappearance of Rakesh Gupta. Sources were deployed and movement of Shakeel was monitored. It was revealed that Shakeel @ Bhura is a person of criminal nature and had previous criminal cases including murder and arms act. It was also revealed that Shehnaz, sister of Shekeel had herself lodged the report of missing of Rakesh Gupta on 18.10.2010 at PS KN Katju Marg and shifted her residence after disappearance of Rakesh. On these intelligence inputs, Shakeel @ Bhura was called at Special Team office and examined. He denied having any knowledge about Rakesh and even insisted that he is not in good terms with his sister Shehnaz. Thus he was let-off but his movements closely watched. The next day source informed that Shakeel and Shehnaz are planning to go underground as they suspect that police has got scent of their deeds. This confirmed the doubts on the suspects and credibility of the information. Accordingly in a swift and professionally carried out operation the duo were apprehended on 07/01/11, when they had reached near Rithala Metro Station in a bid to escape. In the meanwhile when the relatives of the deceased could not trace missing Rakesh Gupta they got case FIR No. 09/11 U/S 365 IPC registered at PS KN Katju Marg. -2- Contd../-2 Both the accused were interrogated separately. The sustained interrogation broke them and it led to solving the mystery of disappearance of Rakesh Gupta. Shehnaz told that she had left her previous husband and came in contact with Rakesh Gupta and was living with her for the last two years and latterly she had developed friendship with another person Raees to which Rakesh Gupta used to object. On this, Shehnaz wanted to get rid of Rakesh Gupta. In the night of 5th October, 2010 she and Rakesh consumed alcohol and they entered into some argument. She executed her plans of eliminating Rakesh and assaulted Rakesh with the Cricket wicket till he died. Then she called her brothers Shahid and Shakeel @ Bhura to dispose off his dead body. They were professional criminals and knew that if the body is thrown in the open, it may be identified and will lead the police to them. Thus they decided to dispose the dead body in the public toilet sewage tank located in Sector-26 Rohini which was also near their residence. This, as per them, would have been the safest place for disposal of the dead body due to the reason that neither would anyone discover the dead body, nor the smell of decomposing corps alert anyone. During interrogation they revealed that they used to target the women for snatching especially elderly one going on rickshaws. The gang members used to operate in a group of 2 on a motorcycle. After snatching they used to give the snatched article to their associates who were coming behind their motor cycle. They even used to steal Pulsar Motor Cycles for the purpose of committing snatching. They also used their owned motor cycle by tempering/folding their number plate. They also used to travel in their own cars to trace the motor cycles to be stolen. Their further interrogation revealed that some of them belonged to good families and even had business to earn livelihood. One of them had family transport business, one works as DJ and one was doing property business. However, they indulged in this crime to lead lavish life style, wear branded clothes, going to discotheques with their girl friends and to impress them. The gang has disclosed their involvement in large number of cases of bag snatching. So far, 15 cases of snatching and 3 cases of auto lifting have been worked out of Vikaspuri, Janakpuri, Mourya Enclave, Prashant Vihar Paschim Vihar, K.N. Katzu Marg and Tilak Nagar. DATED 08.01.2011 PRESS NOTE CENTRAL DISTRICT ONE ARRESTED FOR CRIMINAL BREACH OF TRUST With the arrest of one Gajender aged 20 year s/o Ramji Yadav r/o Vill. Alam Pur, Distt. Jalon, UP, the staff of Central District has solved a case of criminal breach of trust. INCIDENT On 01.01.11, one Shri Mukesh Kumar r/o Pahar Ganj, Delhi reported that he is into catering business. About 5/6 years ago, he found one boy aged about 15 years namely Gajender at Kanpur Railway Station who presented himself as an orphan and out of humanity, he brought him to his house and treated him as one of the family members. As the boy grew, he started assisting the complainant in his business also and used to collect the payments from his customers. On the night of 1.1.11, Gajender took his i-10 car and fled away along with the collection made from the parties and a gold bracelet that was entrusted to him by the complainant. Consequently, a case vide FIR No. 2/10 was registered at PS East Pahar Ganj, Delhi. INVESTIGATION There was no clue about the accused Gajender at all and hence several sources were deployed and intelligence was developed. Several raids at his possible hideouts were made and finally on 7.1.10, he was apprehended after a painstaking efforts on a specific information from one of his hideouts and the car along with gold bracelet worth Rs.1.5 lacs were recovered from him.
