Terms of Reference MANAGER (BALTISTAN REGION) Direct Supervisor: Senior Manager Conservation, Gilgit - Baltistan Alternate Supervisor: Deputy Director General, WWF-Pakistan Islamabad Reporting Line: Senior Conservation Manager (GB) Deputy Director General Terms of employment: As per rules and regulations of WWF – Pakistan WWF-Pakistan Salary Grade Equivalent: D2 Personnel Responsibilities: Four full-time staff and one or two contracted staff members. Duty Station: WWF-Pakistan, Regional Office (Gilgit) Sphere of Activity: Gilgit - Baltistan, Pakistan Duration and Type of Contract: Long term, yearly renewable. Duties and Responsibilities: GENERAL: 1. Assist in providing strategic direction on biodiversity conservation to Gilgit-Baltistan regional office, ensuring compliance with the over all mission of the organization; 2. Interact with all the relevant stakeholders & partners including government and non government organizations, private agencies, and NGOs to build partnerships for effective promotion of the organizational work and mission; 3. Maintain close strategic and cordial working relationship within and outside WWF network; 4. Ensure good and effective representation of WWF-Pakistan at the local and national level; 5. Explore funding opportunities for biodiversity conservation programs in Gilgit-Baltistan through coordination, collaboration and partnership with existing & potential donors, agencies and organizations 6. Implement management policies of the organization ensuring optimal use of the human and material capitals; SPECIFIC: 1. Lead the process of developing a clear direction for biodiversity conservation in Gilgit-Baltistan, in line with WWFPakistan’s Strategic Plan, WWF’s Global Programme Framework (GPF), national and provincial conservation priorities; as applicable; 2. Develop projects and help Head (GB) in securing funds for priority conservation works in Gilgit-Baltistan 3. Help coordinate with partners and potential donors to promote the USP (unique selling proposition) of WWF and ensure that WWF-Pakistan’s priorities and resource needs are addressed adequately into the objectives and budgets of key donors; 4. Identify potential for local to regional interventions. Assist in developing multi-year projects/initiatives; also assist in securing the resources necessary to implement those initiatives; ensure effective and efficient implementation of the biodiversity conservation initiatives; 5. Assist in developing and implementing a robust and efficient system for measuring progress and assessing the impact of WWF - Pakistan’s conservation activities, providing real-time information for use both internally and externally. Ensure annual compilation of conservation results in relation to identified goals and objectives of the various projects. Propose project evaluations and facilitate the exchange of 'lessons learned'. 6. Initiate and support targeted, campaign-like activities responding to urgent, high priority conservation issues in GilgitBaltistan region; 7. Pro-actively promote the activities and initiatives of WWF-Pakistan within and outside the network; ensure optimal delivery of information; 8. Assist other Employees and partner organizations in the region in developing conservation capacity to achieve agreed conservation goals and objectives. Also assess the long-term conservation capacity building needs and propose measures to meet such needs; 9. Represent WWF - Pakistan at relevant provincial, national and regional dialogues and fora to highlight priority 1 conservation issues, create a favorable image of the organization and promote its efforts and position on various conservation issues; 10. Highlight compelling stories from the field that promotes WWF – Pakistan’s conservation efforts within and outside the WWF network and at all levels to create maximum impact; 11. Maintain harmonial relationship with print and electronic media, journalists, editorial writers and columnists to enhance conservation efforts of WWF – Pakistan in Gilgit-Baltistan. SELECTION CRITERIA: Education & Work Experience A Masters degree in Natural Resource Management / a field related to biodiversity conservation; At least 10 years experience in sustainable natural resources management / biodiversity conservation; Experience of working in a multicultural / international environment will be an added advantage; Working Knowledge, Skills and Abilities Excellent knowledge of the global and/or regional conservation arena, key players, and policy processes; strong commitment to conservation and development issues; Proven experience and leadership abilities in achieving conservation outcomes; Demonstrated ability to raise funding for conservation initiatives; familiarity with funding agencies, especially the Government and non government aid agencies and corporate sector; Demonstrated ability in development, management and delivery of nature conservation projects; (ability to effectively manage and supervise people and projects and to plan, schedule and budget projects / initiatives) Demonstrated experience in working in partnership with government, civil society and corporate sector to bring change; Excellent diplomatic and communication skills, including an ability to communicate effectively with a broad range of individuals within and outside the WWF Network; ability in policy advocacy on sustainable resource management / nature conservation issues at national and international level. Demonstrated ability to enter into complex policy, programme and funding partnerships with a range of stakeholders and partners; Demonstrated ability in leading both field and office-based team(s). Fluency in oral and written English is essential. Proficiency in other languages that are widely used at an international level is an asset; However fluency in local language like Balti, Shina & Brushiski will be an added advantages.
