Available funding is subject to New Zealand Fire Service Commission final approval of the budget. POLICY The policy on grants to Fire Authorities made pursuant to section 14A(2)(i) of the Fire Service Act 1975 is: 1. Appliances and Water Carriers Grants for subsidy may be made: To purchase approved new fire appliances. To purchase approved new water carriers. To refit fire appliances/water carriers to meet RFA requirements. To purchase New Rural Medium Size Fire appliances. The above grants are subject to: The items being for use by Voluntary Rural Fire Forces (VRFF) registered with the National Rural Fire Authority. The Fire Service Commission (NRFA) controlling the approval of equipment and subsidy allocation. The Rural Fire Authority accepting ownership of the items and the responsibility to house and maintain them. The design of the fire appliance conforms with the relevant “Operational and Technical Requirement” for a “medium”, “large” or “water tanker”, published by the NRFA. 2. Housing of Appliances The above grant is subject to: The housing being for Voluntary Rural Fire Force Rural Fire Appliances. The Voluntary Rural Fire Forces (VRFFs) are registered with the National Rural Fire Authority. The Fire Service Commission (NRFA) controlling the approval and subsidy allocation. The Rural Fire Authority accepting ownership of the housing and the responsibility to maintain it. APPLICATIONS Fire Authorities seeking subsidy to purchase items as listed in this circular are required to complete and submit the attached Application Forms to the National Rural Fire Authority for approval. Details and cost breakdown must be attached to this application form. Applications for Grant Assistance for the 2011/12 FY close on 31 May 2011. Fire Authorities will be advised, in writing, of the outcome of their application by 31 August 2011. REIMBURSEMENT OF SUBSIDY 1. Appliances, Water Carriers and Housing of Appliances Once equipment has been purchased: Invoice the National Rural Fire Authority for the subsidised amount/s approved plus GST. (Cost of freight not included). Provide with the invoice: A list of the items claimed, showing number of items, reimbursement amount and the GST content separately. Copies of supplier/s invoices to the Rural Fire Authority as proof of purchase. Final invoices for RFA reimbursement must be received by the National Rural Fire Authority before 30 May 2012. NB: The National Rural Fire Authority will not reimburse costs for: Installation of radios. Freight. Finance These appliances are purchased under a NRFA facilitated arrangement. The NRFA will provide a grant assistance subsidy of 2 for 1 dollar. It is estimated that the cost of this appliance will be approximately $170,000. Therefore the subsidy provided by the NRFA would be approximately $113,000 or two thirds. The Fire Authority would fund the remaining $57,000, or one third. Cost includes delivery to the Fire Authority. Actual RFA costs will be made known before a commitment is required. Conditions The above grants are subject to: The appliance being used by a Voluntary Rural Fire Force registered with the National Rural Fire Authority. The NRFA managing the purchase of the cab/chassis, pump and construction of the body build component. The Fire Authority accepting ownership of the appliance and the responsibility to house and maintain the appliance in a satisfactory building. The Fire Authority providing written confirmation to fund a third of the appliance purchase cost by 31 July 2011. Registration of Interest Given the need to purchase and build each unit we intend to plan for three financial years i.e., 2011/12 FY, 2012/13 FY and 2013/14 FY to ensure that benefits in a two year purchase and build programme can be realised. In the 2010/11 FY request for applications Fire Authorities that registered an interest for a medium rural fire appliance in the 2011/12 FY should reconfirm their application.
