4. İhaleye katılabilme şartları ve istenilen belgeler ile yeterlik değerlendirmesinde uygulanacak

4.1. İhaleye katılma şartları ve istenilen belgeler:

4.2.2. Bilanço veya eşdeğer belgeler:
İhalenin yapıldığı yıldan önceki yıla ait;
a) Yıl sonu bilançosunun ve bilançonun gerekli görülen bölümleri,
b) (a) bendinde belirtilen belgelere eşdeğer belgeler,
a ve b bendinde sayılan belgelerden birinin sunulması yeterlidir.
İsteklinin;
a) Cari oranın (dönen varlıklar / kısa vadeli borçlar) en az 0,50 olması,

Yılın ilk dört ayında olan ihalelerde, bir önceki yıla ait yıl sonu bilançosunu veya bilançonun gerekli

4.2.3. İş hacmini gösteren belgeler:

tabloları,
b) Taahhüt altında devam eden yapım işlerinin gerçekleştirilen kısmının veya bitirilen yapım işlerinin
parasal tutarını gösteren son üç yılda düzenlenmiş faturalar,
Son üç yıla ilişkin bu iki belgeden birinin sunulması yeterlidir.
Bu belgelerin sunulan yıllara ait tutarlarının toplamının 1/3'ünün; ciro için teklif edilen bedelin % 15
inden, taahhüt altında devam eden yapım işlerinin gerçekleştirilen kısmının veya bitirilen yapım
işlerinin parasal tutarı için ise teklif edilen bedelin % 12 sinden az olmaması gerekir. Bu kriterlerden
herhangi birini sağlayan ve sağladığı kritere ilişkin belgeyi sunan istekli yeterli kabul edilecektir.
Bu kriterleri son üç yılda sağlayamayanlar, son altı yıla kadarki belgelerini sunabilirler.Bu takdirde,
belgeleri sunulan yılların parasal tutalarının ortalaması üzerinden yeterlik kriterlerinin sağlanıp
sağlanmadığına bakılır.
Yılın ilk dört ayında olan ihalelerde, bir önceki yıla ait gelir tablosunu sunmayanlar bakımından iki
önceki yıl, ihalenin yapıldığı yıldan bir önceki yıl olarak kabul edilir ve bu yıl ile bu yıldan iki önceki yıla
kadarki gelir tabloları dikkate alınarak, gelir tabloları sunulan yılların parasal tutarlarının ortalaması

şartının sağlanamaması halinde ise, iki önceki yıl, ihalenin yapıldığı yıldan bir önceki yıl olarak kabul
edilmek üzere son altı yıla kadarki gelir tabloları sunulabilir ve bu durumda gelir tabloları sunulan
yılların parasal tutarlarının ortalaması üzerinden yeterlik kriterlerinin sağlanıp sağlanmadığına bakılır.
4.3. Mesleki ve Teknik yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:
4.3.1. İş deneyim belgeleri:
Son on beş yıl içinde bedel içeren bir sözleşme kapsamında taahhüt edilen ve teklif edilen bedelin %
70 oranından az olmamak üzere ihale konusu iş veya benzer işlere ilişkin iş deneyimini gösteren
belgeler,
4.3.2. Organizasyon yapısı ve personel durumuna ilişkin belgeler:
a) Anahtar Teknik Personel:
İsteklilerden, aşağıda sayısı ve nitelikleri belirtilen ve halen bünyesinde çalışmakta olan
Anahtar Teknik Personel istenilmektedir. Anahtar Teknik Personel 5 yıl deneyim süresine
sahip olacaktır.

Anahtar teknik personelin, ihale tarihi itibari ile isteklinin bünyesinde çalışıyor olması
gerekmektedir.
Bu niteliklere sahip gerçek kişi isteklilerden, şahıs şirketi ortaklarından, limited şirketlerde
müdürlük görevini yürüten ortaklarından, anonim şirketlerin yönetim kurulu başkanı, yönetim
kurulu üyeleri, murahhas müdür ve genel müdür ortaklarından, ortak girişimlerin ise gerçek
kişi ortaklarından ve tüzel kişi ortaklarının yukarıda sayılan unvanları taşıyan gerçek kişi
ortaklarından isteklinin bünyesinde çalıştığına dair belge aranmaz.
İş ortaklığında, ortaklık oranına bakılmaksızın, pilot ve diğer ortaklara ait anahtar teknik
personelin tamamı değerlendirilir.
Konsorsiyumlarda, koordinatör ortağa ve diğer ortaklara ait anahtar teknik personel işin
uzmanlık gerektiren kısımları göz önünde bulundurularak, ayrı ayrı istenir ve değerlendirilir.
Anahtar teknik personel olarak gösterilen personel, aynı zamanda teknik personel olarak ihale
konusu işte istihdam edilemez.
İsteklinin; ticari faaliyette bulunduğu yerde, ilk ilan tarihinden geriye doğru en az bir yıl boyunca
kesintisiz şekilde ve işin niteliğine uygun olarak, yukarıda belirtilen sayı ve nitelikte anahtar teknik
personeli çalıştırması ve bu durumu belgelendirmesi gereklidir. Bu personelin; özel sektörde geçen

4.4.1. Bu ihalede benzer iş olarak kabul edilecek işler:
Yapım işlerinde iş deneyiminde değerlendirilecek benzer işlere ait tebliğde yer alan B/III
grubu işler benzer iş olarak kabul edilecektir.
Mezuniyet belgelerinin iş deneyimini tevsik için sunulması durumunda; mezuniyetten sonra
geçen sürenin onbeş yıldan fazlasının değerlendirmeye alınabilmesi için, başvuru veya teklif
kapsamında mezuniyet belgesi sahibine ait yapım işine ilişkin bir iş deneyim belgesinin
sunulması zorunludur.
4.4.2. Benzer işe denk sayılacak mühendislik veya mimarlık bölümleri:
Mühendislik Fakültesi İnşaat Bölümü mezunu veya Mimarlık fakültesi Mimarlık Bölümü mezunu olan
elemanların diplomaları ihale konusu işe denk sayılacaktır.
5.Ekonomik açıdan en avantajlı teklif sadece fiyat esasına göre belirlenecektir.
6. İhale yerli ve yabancı tüm isteklilere açıktır.
İhale yerli ve yabancı tüm isteklilere açık olup Kamu İhale Kurumu tarafından belirlenen esaslar
çerçevesinde yerli istekliler lehine % 15 oranında fiyat avantajı uygulanacaktır.
