Policy
Parents will be offered opportunities to develop and implement Family Partnership Agreement.
The Family Partnership Agreement is an individualized, strengths-based, family driven process. It provides support to families in response to their interest, goals, strengths and needs.
Procedure
1. During the enrollment process, the KI BOIS Head Start Family Partnership Agreement
(FPA) pamphlet (KHS-805) will be reviewed and a copy of the FPA pamphlet will be given to the family. The concept of a partnership between Head Start and Families will be discussed.
2. The Family Service Worker (FSW) will begin to form relationships with families, focusing on the family’s hopes, interests, strengths and concerns. Each interaction that the staff makes with the family through the school year will be used to build upon the family partnership.
3. The KI BOIS Head Start Family Partnership Agreement pamphlet will be used to help families develop a formal Family Partnership Agreement.
4. Through ongoing contact with families, the Family Service Worker, at a home visit or parent staff conference, will encourage parents to identify family goals and strengths, remembering that each family determines the direction of the Family Partnership process.
5. Blank FPA pamphlets should be available for parents during home visits and parent/staff conferences.
6. Once the family goals have been identified, the Family Service Worker will give support to the family to make each goal a reality. Families ready to begin the FPA may use the
FPA pamphlet as a guide to document family goals, responsibilities, timetables and strategies for achieving their goals. If needed, the FSW can assist parents in completing the pamphlet.
7. Plans to meet goals set by parents through the FPA process will be documented by the
FSW on an additional FPA pamphlet. The FSW will take into consideration the parent’s desire of what should or should not be recorded on the pamphlet. This pamphlet will be given to the family and a copy will be kept in the Family Engagement portion of the child’s folder.
8. The identified family goal will be entered into ChildPlus as an “event”. The FPA pamphlet will then be scanned as an attachment, showing documentation of family goals and action steps.

9. The FSW will use their copy of the FPA pamphlet as a tool when completing follow-up to determine the next step in helping families reach their goals.
10. All contact made with the parents should be documented on the Family Contact Record
(KHS-800). At least two personal contacts must be made by the FSW to assist families in completing the FPA and to ensure that all follow up has been achieved. These contacts may be in conjunction with, or in addition to the four contacts made by the teaching staff.
11. The FPA is an ongoing process, which begins at enrollment and continues until the family has made a successful transition from the Head Start program.
12. If the family is working with any other service providers or pre-existing plan, Head Start
Staff will work in cooperation with the providers to support the family in meeting the goals as set in the pre-existing plan.
13. The Family Partnership Agreement is the primary responsibility of the Family Service
Worker. Teaching staff will assist when possible.
