Introduction
1
The Norwegian University of Science and Technology (NTNU) is the second-largest
university in Norway with approximately 20 000 students. NTNU's main profile is in
Technology and Natural Sciences and is the leading university in Norway for higher
education and research in these fields. The seven faculties at NTNU offer bachelor’s,
master’s and PhD degree programmes in Engineering, the Natural Sciences,
Medicine, the Arts, and the Social Sciences. The university enjoys high international
academic standing in all subject areas.
This document is for those who are interested in applying for admission to NTNU's
international master's programmes that are taught in English. NTNU receives
thousands of requests for information about admission from international applicants
every year and there is considerable competition due to the limited number of places
on each programme.
Categories of Applicants
The academic and English-language requirements for all applicants are specified
below. You are advised to consult these sections.
Quota Scheme
The Norwegian Ministry of Education and Research funds the Quota Scheme that
provides loans and scholarships to a limited group of international students. Eligible
applicants are those connected to institutions with cooperation agreements with
NTNU (NTNU’s cooperating institutions) which are located in some developing
countries and some countries in Central and Eastern Europe/ Central Asia. These
institutions are listed on the electronic preliminary application form and in this
document. Please refer to these lists.
There are three categories of applicant to the Quota Scheme: a) permanent staff, b)
temporary staff, and c) students from NTNU’s cooperating institutions. From the
academic year 2006-2007, Quota Scheme applicants are to apply through the
electronic preliminary application form on the home page of the Office of International
Relations, NTNU (preliminary applications on paper are no longer valid).
In terms of the numbers of students involved, the Quota Scheme is Norway's largest
loan and scholarship scheme for financing students from eligible developing
countries and countries in Central and Eastern Europe/ Central Asia. A total of 1100
students, 800 from developing countries, and 300 from Central and Eastern Europe,
are sponsored in the national quota.
The scheme was implemented by the Norwegian Ministry of Education in 1994 as a
Government Assistance Scheme to promote competence in the students' home
countries and encourage the participation of students from these countries in the
internationalization of higher education. Currently 47 higher educational institutions in
Norway are participating in the scheme.
For the academic years 2005-2006, 2006-2007 and 2007-2008, NTNU has been
granted the largest institutional quota among the higher educational institutions in
Norway: 175 places (155 for developing countries, and 20 for Central and Eastern
Europe/ Central Asia). The University of Bergen and the University of Oslo each have
154 places.
2
The Quota Scheme covers living expenses while studying in Norway, travel
allowances according to specified national rates at minimum student price, support to
cover field work periods in the students' home country if this an agreed part of their
study in Norway, and additional support for children when they are living together
with the student in Norway. Most of the financial support in the scheme is a loan that
will be waived once the student has completed the international master’s degree at
NTNU and is permanently settled in his or her home country. A small part of the
support is given as a scholarship.
To be considered for financial support under the Quota Scheme, students must have
stayed at least one year in their home country directly prior to the planned education
at the Norwegian university/ University college/ College. Applicants applying directly
from another country will not be considered for financial support.
From the academic year 2005-2006, the Ministry of Education and Research has
changed the national regulations for the Quota Scheme. This means that individual
applicants from non-cooperating institutions can no longer be considered for Quota
Scheme support. From 1 January 2006, the Norwegian Centre for International
Cooperation in Higher Education (SIU) has the national responsibility for the Quota
Scheme. You will find some useful information on SIU’s website under ‘Scholarship
programmes in Norway’: www.siu.no.
Norad Fellowship Programme
There are a limited number of places on some of NTNU's international master’s
programmes as part of the Norwegian Agency for Development Cooperation (Norad)
programme. The programmes that are open to Norad Fellows are:




MSc programmes in Petroleum Engineering/ Petroleum Geosciences
MSc programme in Hydropower Development
MPhil programme in Developing Studies (specializing in Geography)
NTNU also offers an MSc programme in Electric Power Engineering for Norad
Fellows in collaboration with Kathmandu University, Nepal. Students on this
programme will study at Kathmandu University, not at NTNU in Trondheim.
There are no places for students on the Quota Scheme in this MSc
programme.
Applicants for the Norad Fellowship Programme should be nominated by their home
institutions/ governments and no individual applications will be considered. For
information about the application procedure under the Norad Fellowship Programme,
please see the following web page at the Office of International Relations, NTNU:
http://www.ntnu.no/intersek/Norad/ or contact the nearest Norwegian Embassy/
General Consulate in your home country.
There is also information on SIU’s website: www.siu.no.
NOTE: Applicants for the Norad Fellowship Programme should not fill in the
electronic preliminary application form, unless they also intend to apply for the Quota
Scheme or can document that they have Individual funding.
3
Individual Funding
This category of applicant applies to those who are not citizens of the European
Union (EU) or European Economic Area (EEA) or EFTA countries. Regulations from
the Norwegian Directorate of Immigration state that all international students who are
not citizens of EU/EEA/EFTA countries need to apply for a residence permit for
students in Norway (www.udi.no). This means that applicants for the international
master’s programmes at NTNU under the Individual funding category are to
document the source(s) of funding (minimum NOK 80 000 per academic year) in their
application. Documentation of funding can be confirmation letters from sponsors,
confirmation of scholarships or grants, bank guarantees etc. Applications without
such documentation will not be processed.
Students in the Individual funding category who are admitted to an international
master’s programme will be requested to transfer NOK 80 000 to a Norwegian bank
account at the Student Welfare Organization in Trondheim before their arrival in
Norway. Information about the practical arrangements for transferring the money to
the Norwegian bank account will be given together with the letter of admission.
EU/EEA/EFTA Citizens with a non-Norwegian or non-Nordic Degree
Applicants who are citizens of European Union/ European Economic Area/ EFTA
countries with a relevant non-Norwegian or non-Nordic degree are eligible to apply
for a place on some of these international master’s programmes. There are two
categories of applicants here:


Norwegian/ Nordic citizens with an international first degree (BA/ BSc/ BEng/
BTech or equivalent degree).
EU/EEA/EFTA citizens with an international first degree (BA/BSc/BEng/BTech
or equivalent degree)
Applicants with a Norwegian or Nordic Degree
Applicants with relevant Norwegian or Nordic higher education (first-degree level) are
eligible to apply for a place on some of these international master’s programmes.
Here there are two categories of applicants:


Norwegian and Nordic citizens with a relevant first degree from Norway or a
Nordic country
Citizens of other countries with a relevant first degree from Norway or a Nordic
country
Applicants are to apply to the individual master’s programme directly. Not all of them
are open to these categories of applicant.
