COMPREHENSIVE TRANSPORTATION PLANNING IN SHANGHAI AND EMME/2 Lu Ximing Senior Engineer Shanghai City Comprehensive Transportation Planning Institute 331 Tongren Road Shanghai 200040, China P.R. EMME/2 is a powerful tool playing a key role in transportation planning which is significantly instructive for the sixteen billion RMB investment of transportation construction of Shanghai in the last 10 years. EMME/2 has been used by Shanghai City Comprehensive Transportation Planning Institute (SCCTPI) for over ten years. Aided by over ten keys, the several dozens of professional staff have done several hundred transportation study and achieved good results. While developing transportation planning models, we have realized EMME/2 has the following characteristics: Combined Utilization of Traffic Demand Study Model and EMME/2 Modules Traffic demand forecast model is rather complicated. It can be supported by many software such as ALOGIT, SAS etc. to build models. In accordance with different levels and goals, we have established two big types of macro programs -- quick-response and detailed calculation, which have achieved satisfied expected results. Example 1: The macro-level quick-response traffic demand model lays emphasis on selecting two big modules -- EMME/2 matrix calculation and function calculation. Firstly the function relationship formula among the three big systems -- land use, trip behavior and traffic network are established; Then population and employment in the traffic zone are input. Through several times of iteration, the effective traffic demand by strata are worked out. Example 2: Micro detailed traffic volume analysis model mainly selects network calculation and volume assignment modules. Firstly, considerable network documents and the relationship formula of assignment functions should be prepared. When analysis needed, only the relevant required analysis data should be input. Through several times of iteration, it is easy to output the detailed vehicle or passenger volume of intersections, road segments or streets. The transportation condition in the about 800 small traffic zones are calculated on the enormous network of Shanghai and achieves results on both macro 1 and micro strata with high accuracy, which has close connection to the utilization of EMME/2. Highway Development Study and Auto Assignment Module of EMME/2 Road facilities are the essential components of transportation system, whose development needs immense investment. In order to guarantee the timely investment of rational road construction, road transportation assessment is an inevitable link. There is no exception for the over ten year major road projects in Shanghai. So the adoption of auto assignment module of EMME/2 for traffic analysis has many advantages. The characteristics of transportation in Shanghai are the coexistence of motorized and non-motorized vehicles, different types of traffic signals and intersection channelization. In order to make simulation accuracy reach the requirement of engineering design, multi-level connection is formed between network module and assignment module, which is very effective. Fig. 1 shows the forecast condition of traffic flow on Shanghai elevated roads and ground roads. Rail Development Study and Transit Assignment Module of EMME/2 Rail system is the most expensive mode among public transportation system. Shanghai entered the period of metro planning and construction from the 1980s. The overall situation of passenger flow should be grasped based on the whole network so as to make the alignment of metro more rational and transferring more convenient. Using EMME/2 transit assignment module to deal with the relationship of different levels on network -regular transit, medium and small size coaches, metro,etc., the positive and negative effects of line adjustment and modification manifest sensitively. The organization of rail 2 vehicle operation, fare adjustment and all kinds of transit transfer are calculated and analyzed. Fig 2. is the diagram of rail network forecast in Shanghai (One Option). The practice of using EMME/2 for Shanghai transportation planning tells us that the relationship among model, algorithm and software should be grasped.
