BRITISH COLUMBIA’S LAND ACT
COMMUNITY WATERSHED RESERVES LIST
The following data information on BC’s Watershed Reserves is duplicated from Appendix G,
Computer Print-out Sheets: Listing of Watershed by Category, in the October 1980 Guidelines for
Watershed Management of Crown Lands Used as Community Water Supplies. This is an
incomplete list of the Watershed Reserves, as more Reserves were created after 1980, and some
were deleted for various reasons.
The Watershed Reserves table list (below) provides the following information:







the Water District (BC used to be divided into Water Districts, the way in which BC is
divided into Forest Districts) in which each Reserve resides;
the Category of Reserve * (either Category One, Two, or Three);
the area of the Reserve (in square miles);
the number of the Reserve (as presented on the accompanying maps in Appendix F - see
website for the digitized reproduction of the maps in jpeg files);
the water user;
the population served;
and the Crown or private land status (CR= Crown lands, CA= alienated Crown lands).
[ * Category One Reserves are those watersheds less than six square miles in area. Category Two
Reserves are those watersheds greater than six square miles and less than 35 square miles in area.
Category Three Reserves are those watersheds greater than 35 square miles in area (see upcoming
Backgrounder document for a summary explanation on the creation and intention of the Categories).
An exception to some Category Two Reserves are those that should be Category One Reserves,
because the 1972-1980 Community Watershed Task Force decided that the presence of resource use
activities or presence of other degrading factors were contributing to the demise of water quality in
those watersheds and therefore merited less protection measures (those watersheds are denoted by
an asterisk [*] in the Reserve category column).]
Abbreviations in the water user column are:







Mun (Municipality);
Reg (Regulated) Water Utility;
Wwks Dist (Water Works District);
ID (Improvement District);
WUC (Water Users Community);
RWU (Regulated Water Users);
Dist Mun (District Municipality).
The following summaries are taken verbatim from Appendix G:
Summary of Category One Watershed Reserves: Total of 6 Forest Districts; total of 21 Water
Districts; total of 157 watersheds; total population served - 147,875; total watershed drainage area 288.3 square miles; total percent of Crown lands - 78.7%; total percent of private lands - 21.2%.

Summary of Category Two Watershed Reserves: Total of 6 Forest Districts; total of 24 Water
Districts; total of 97 watersheds; total population served - 240,884; total watershed drainage area 1,284.4 square miles; total percent of Crown lands - 75.5%; total percent of private lands - 24.4%.
Summary of Category Three Watershed Reserves: Total of 4 Forest Districts; total of 14 Water
Districts; total of 29 watersheds; total population served - 122,993; total watershed drainage area 2,754 square miles; total percent of Crown lands - 83.5%; total percent of private lands - 16.4%.
The Cautionary Note in Appendix G reads: “During tabulation of the data, certain inexactitudes
have had to be tolerated with respect to allocation of populations served by the individual
watersheds. For example, certain communities are served by more than one source, the proportion
per source not being known; some of these sources may only be used on an intermittent basis,
depending upon needs. A few sources are used sole for standby purposes. For the purposes of the
computer print-out, it was necessary to allocate a population figure to each watershed. In most cases
the figures were simply pro-rated to the respective sizes of the watersheds serving a single
community. In others, a best estimate was made by seeking information from those familiar with a
particular operation. Fortunately, the approximations apply only to a small proportion of the
watersheds, thus the collective data can be assumed to agree reasonable closely with the general
picture, while not always in accord in specific cases.”
