SOMERSET COUNTY JOB DESCRIPTION DATED: February 7, 2013 POSITION: COMMUNITY SERVICE CREW LEADER Part-time 20 hours/week REPORTS TO: INTERMEDIATE PUNISHMENT SUPERVISOR/ DEPUTY CHIEF POSITION OVERVIEW: This position works in conjunction with the Community Service Coordinator and Agency Probation Officers. This employee will supervise the work activities of juvenile and adult offenders at various predetermined work sites throughout the County of Somerset, including the department’s Community Service Recycling Project, in an effort to aid offenders in their fulfillment of court ordered sanctions of community service hours. Through work activities, the Crew Leader attempts to instill a sense of connection and accountability to the community where offenders committed crimes. This leader also makes efforts to instill a sense of pride and confidence in discovering new talents. To perform this work successfully, this employee needs to be flexible particularly regarding work schedules and job sites. Supervision will be provided through oral and written instruction and work will be reviewed through annual evaluations, action plans, if needed, and on the job inspections. EDUCATION/EXPERIENCE: Minimum Experience: A high school diploma and two years of work experience directly related to the duties and responsibilities specified. SPECIAL REQUIREMENTS: - Act 151 (Child Abuse) and Act 34 (Criminal History) clearances. - Possession of a valid driver’s license. - Pre-employment physical. - Obtain First Aid and CPR Certifications. - Successful completion of Defensive Driving Class. Working knowledge of grounds maintenance, hand and power tools, equipment, materials and measuring devices. Knowledge of traffic laws and safety rules and potential hazards pertaining to the operation of equipment. Ability to operate a personal computer; basic software programs and other office equipment. ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for updating skills as may be required by a project in order to appropriately plan and assist workers. Instruct community service workers about safety, expected work habits and rules of the community service program. Provide background information about the work site, the work site’s function and purpose. Assign work to participants. Organize work to insure unproductive time is kept to a minimum. Demonstrate the work task and provide clear verbal instructions. Supervise as well as assist workers with current work activity. Monitor and assess ability to perform work task. Provide further instruction or reassign work tasks as necessary. May engage the experienced participants to mentor new participants. Maintain a daily work crew log which records attendance, hours worked, hours left to complete and comments about a participant’s performance. Make recommendations about termination from the program to the Community Service Coordinator based upon behavior, attitude and work performance. Responsible for the care of workers on the job site. Make decisions and initiate action to seek medical attention in the event of an accident or injury. May be expected to provide basic first aid care. Responsible for immediate notification of injuries to parents, supervisor and emergency contact person. Prepare an incident report. Plan and lay out work. Report work related injuries/accidents or potential/existing hazards to the supervisor in a timely manner. Organize equipment needed to complete work activity and make any necessary material requisitions and purchases. Issue and collect tools. Maintain the inventory of tools. Maintain order and discipline among workers at a job site. Make decisions about temporary dismissal from a crew if workers are dressed inappropriately, have medical issues, present disruptive behavior or signs of drug and alcohol use. Report repairs needed on equipment or vehicles to supervisor. Assist in the maintenance and repair of equipment. Issue and collect tools. Maintain the inventory of tools. Must have the ability to assist in estimating the amount of materials, tools, supplies and time required for completion of a project. Provide transportation of community service workers to and from the job site. Also may provide transportation as needed to residence. Ensure work crews are present at assigned work sites in a timely manner. Enforce utilization of all safety and protective devices. Employee will be required to work non-conventional hours as well as Saturdays. Equipment Operated: County car, dump truck (manual transmission) cell phone/county phone system, computer, calculator, photocopier, hand and power tools. Any duties which may be described as related to the supervision of juveniles under the authority of the Court including the directive to work a flexible work schedule on occasion. Perform related work as required by the supervisor.
