Purpose. To issue information and assign responsibilities concerning Training Air Wing TWO Reserve Component and Naval Reserve Training Squadron TWENTY-ONE Change of Command Ceremony. 2. Discussion. Commander, Gerald A. Núñez, USNR, will be relieved as Training Air Wing TWO Reserve Component Commander by Commander Mark L. Leavitt, USNR, and Commander Scott A. Kirk, USNR, will be relieved as Commanding Officer, Naval Reserve Training Squadron TWENTY-ONE by Commander William S. Johnson, USNR, onboard Naval Air Station, Kingsville Texas at The Club, at 1800, 25 September 2004. 3. Information. Pre-ceremony actions will be completed and the ceremony conducted per enclosures (1) through (3) as applicable. e. Rehearsal shall be conducted at 1500, 24 September at The Club. All personnel with the exception of platoon formations are required to be at the rehearsal. Rehearsal shall be conducted in working uniform. f. (2). The TRAWING TWO Reserve Component Officer in Charge, LCDR Sheehan, has overall responsibility for the Changes of Command and will ensure the following: a. LCDR Sheehan is the Changes of Command Coordinator. b. LCDR Davidson will act as the Adjutant and conduct the ceremony as set forth in the ceremony script. c. will: The LCDR Brearley will act as Head Usher and (1) Select eight Student Naval Aviators for VT-21. Six will serve as Side Boys, and two will serve as ushers. (2) Instruct Side Boys and Ushers on the duties. (3) Position Color Guard. (4) Assemble command military personnel in assigned formation by 1745. d. LCDR Sheehan & YN1 Davidson will arrange for and coordinate media and public relations, and will coordinate the printing of programs, invitations, CO’s biographies and respond to issues of general military protocol. e. LCDR Sheehan & YN1 Davidson will arrange for and coordinate acquisition of the ceremonial platform, chairs, podium, sound system for participants and provide bell, carpet, bullets and any other ornamental requirements. f. NAS Color Guard at NAS Kingsville, TX will serve as the Ceremony Color Guard. g. NAS Branch Medical will coordinate assignment and prepositioning of appropriate numbers of emergency medical technicians for the ceremony. h. LCDR Sheehan will coordinate the setup for Changes of Command Reception. 5. Schedule of Events. The schedule of events and script are outlined in enclosure (2). Honors and Protocol Officer will ensure reviewing stand and quarterdeck are set up by COB, Friday, 24 September 2004. b. The public address system (podium and announcer stand) will be checked by Ground Electronics not later than 1330, 24 September 2004 and 1700, 25 September 2004. c. Project Officer and RCC will ensure walkdown of The Club and designated parking spaces by 1700, Saturday, 25 September 2004. d. NAS Security Officer will coordinate posting of gate guard, parking attendants, and traffic control personnel by 1700, 25 September 2004. e. Ground Electronics will have music (CD) ready not later than 1700, 25 September 2004. f. The Color Guard will execute movements in ranks at the command of the Senior Color Guard. g. Official Party, Air Station Commanding Officers, Squadron Commanding Officers and other activity commanders shall be staged from The Club reception area. 2.
