Approval of ORAPC Teleconference Minutes dated April 26, 2011 MOTION: To approved of April 26, 2011 Teleconference minutes. Moved by Reuben Wasacase Seconded by Francine Pellerin Carried. 4. FNIH (First Nation’s Inuit Health) Update (i) 2011/12 Funding: Funding has been approved for Treatment centres regarding the reprofiling initiatives. Conference funding confirmed. ORAPC confirmed at same level as last year. (ii) NNADAP workers’ certification: Funding approved to provide worker incentive this year; FNIH requesting documentation. Confirmation letters to be sent out requesting certification documentation. Fees are not covered but must be part of the incentive for this year. It was agreed to leave submission of confirmation letter with Dana to collect and confirm. Spreadsheet will be sent to Nora (Coordinator) for statistical purposes. (iii) Prescription drugs and Withdrawal Management Funding: Proposals have been accepted; DFC Project—using Suboxen with high school students withdrawing from opiates; Union—summer projects; 4 proposals funded— land-based Withdrawal Management (Sandy Lake, Big Trout, Long-Lac) funded from DUPP (Drug Utilization Project. (iv) NNADAP Renewal: Leadership meeting on Framework; draft document going to AFN Health Forum, November 7-9, 2011to be finalized; Summary Report available. (v) NNADAP National Outcome Study: Treatment Centres are asked to respond; 3 centres from each Region across Canada; Survey focus on what happens after treatment; file audit, asking for client background, before and after treatment outcomes. (vi) AMIS Project: project not to continue regarding information management systems; Data Planet purchased computers, those computers sent to Treatment centres. (vii) NADS, Justice Department: suspended during elections; waiting for policy statement from Justice Department. (viii) Re-profiling Projects: FNIH requesting modernization impacts from 4 Treatment centres. Moved by Valerie George Seconded by Patricia Sword Carried. 5. 2010/2011 ORAPC Workplan/Final Report Patricia Sword distributed the ORAPC 2010/2011 Final Report as submitted to FNIH, for information purposes. 6. 2011/2012 ORAPC Workplan Patricia Sword distributed the ORAPC 2011/2012 Workplan, for information purposes. (i) Discussion on objectives and activities to be accomplished: NNAPF Job Descriptions and Wage Scale; Recommendations and Needs of NNADAP and Treatment Centres. (ii) MOTION: To invite Tracey Antone, C.O.O. Health Director and Stan Beardy, Regional Health Representative, to next ORAPC face-to-face meeting, Monday, October 17, 2011. (iii) Discussion on having a Conference Panel—for Leadership (Chiefs); Letter of invitation from ORAPC to Chiefs/ PTO representatives to Conference; Panel discussion on what is happening, priority topics. ORAPC Coordinator’s Report (i) NNADAP Website: Reconnecting with NNAPF I.T. person, Kyle regarding website development; and NNADAP Workers Directory (Map); (ii) NNADAP Manual: continuing with revisions from last Subcommittee meeting For your information, client’s intake forms and medical forms for all treatment centres in Ontario will be the same. This is being completed at the Treatment Centres’ meetings. (iii) Nora brought up a concern she discovered when phoning the NNADAP workers in the North. About 1/3rd of the workers do not have a computer or no phone in their office, no photocopying machine or fax machine. These workers will require a hard copy of the NNADAP Manual. She also stated that 3 of the workers share an office with another employee which makes it difficult for them to counsel. 8. Ontario Native Welfare Administrators Association, Michael Nadeau Presentation by Michael Nadeau, Executive Director: ONWAA consists of 105/120 Welfare program in First Nation communities; 9 Board of Directors; Employment Assistance Program requires participation in some activity; all administrators are finding that prescription drug problem among clients; and are interested in learning how to engage with this population; Resolution passed May 2011; at the provincial assembly with First Nations agencies; as part of engagement process and wraparound services to partner with addictions; looking at ways to work together. Suggestion: Representatives of ORAPC do a presentation at ONWAA conference, October 25 - 27, 2011 in Toronto, Ontario and ONWAA representatives will do a presentation at NNADAP conference, October 17 – 20, 2011 in Toronto, Ontario. Chiefs of Ontario Letter dated June 28, 2011 Letter distributed stating acceptance of Wanda Smith and Francine Pellerin as representatives to NNAPF (National Native Addictions Partnership Foundation). 16. Health Canada, A.M.I.S. Update Document received for file; regarding A.M.I.S. (Addictions Management Information System). 17. NNADAP Manual to NNAPF as a guide.
