DELHI POLICE.
Crime Branch has apprehended a notorious/desperate criminal Ajay
Mann @ Billu, who was wanted in two criminal cases and was carrying a
cash reward of Rs. 50,000/- for his arrest from Delhi Police.
INFORMATION AND OPERATION
On 07.06.2013, a secret input was received that a notorious/desperate
criminal namely Ajay Mann @ Billu of Village Khera Khurd, Delhi, who was
involved in many heinous crimes, and wanted in a murder case of P.S. S.P.
Badli, vide FIR No. 210/13 dt. 02.05.13 u/s 302/34 IPC & 25/27 Arms Act,
P.S. S.P.Badli and FIR No. 195/13 dt. 01.05.2013 u/s 186/353/332/506/34
IPC and 25/27 Arms Act, P.S. Alipur, would come near Mukarba Chowk
Flyover, G.T. Karnal Road to meet his associates. On this information, a
raiding team led by Inspr. Arti Sharma and consisting of SI Rajneesh
Sharma, ASI Suresh Kumar, HCs Bijender, Bahadur Sharma and Ct Dabbu
Kanwar, was constituted under the supervision of ACP/SIT Sh. K.P.S.
Malhotra and overall supervision of Addl. DCP Kumar Gyanesh and a trap
was laid under Mukarba Chowk Flyover, G.T.Karnal Road. The raiding team
successfully apprehended Ajay Mann @ Billu.
On sustained interrogation, accused Ajay Mann @ Billu revealed that
he is an associate of Ravi Bhardwaj @ Bunty and Ravinder Mann. Ravi
Bhardwaj @ Bunty had taken a loan of Rs.7 lac from Deepak to buy a
Scorpio SUV. Due to decline in property business, he could not repay the
debt and his relations with Deepak and Virender became hostile. To settle
the issue for once and ever, Ravi Bhardwaj @ Bunty hatched a conspiracy
alongwith Ravinder Mann @ Gallu to eliminate Deepak and Virender.
According to their plan, on 01.05.13, they all met at the office of Ravi
Bhardwaj @ Bunty at Friends Properties, Alipur Village. They consumed
liquor and moved towards Village Khera Kalan. On reaching Palla Mod,
Alipur, Ravi Bhardwaj stopped the vehicle in the middle of road. When traffic
staff asked him to move, he manhandled and threatened them with a
country made pistol. A case vide FIR No. 195/13 u/s 186/353/332/506/34
IPC & 25 Arms Act was registered at PS Alipur in this regard.
Thereafter, they reached Balmiki Chopal, Khera Kalan, where he
alongwith Ravi Bhardwaj went inside the Chopal while Ravinder Mann @
Gallu took position at driver’s seat of the Scorpio. When Virender was having
dinner at the Chopal, Ravi Bhardwaj shot him dead from his country made
pistol, at the behest of Ajay Mann and they both fled from the spot. A case
vide FIR No. 210/13 u/s 302/34 IPC & 25/27 A. Act was registered at PS
S.P. Badli into the matter. The accused has been arrested u/s 41 CrPC and
intimation regarding his arrest has been given to the concerned police
stations.

Accused Ajay Mann @ Billu is a school dropout and was running a

Raid conducted at Bijnor, Uttar Pradesh by Police Team and notorious burglar Sonu
Kumar arrested.

Four cases of burglary committed in last one month worked out.

Articles burgled recovered including gold and silver ornaments/jewellery.
On 04/06/2013, two houses at Vinay Marg, Chanakya Puri were burgled and house hold articles
including watches, mobile phones, silver utensils, gold jewellery and cash was stolen in almost similar
fashion. Occupants of both the houses had locked their houses from outside and the offence of burglary
committed came to the notice only in the morning.
Police Team comprising of Insp. B.M. Bahuguna, HC Lovekesh and Ct. Mehtap of PS Chanakya
Puri, New Delhi under the guidance of Sh. Amardeep Sehgal, SHO Chanakya Puri, New Delhi was
constituted to develop information about the accused, keeping in view various aspects of investigation.
On the basis of information developed from sources and other clues, investigation zeroed in on one Sonu
Kumar of Bijnor, Uttar Pradesh. A raid was conducted at Bijnor, Uttar Pradesh on 06/06/2013 and
notorious criminal and burglar Sonu Kumar was arrested. The articles burgled including watches, gold
and silver ornaments utensils, perfumes, mobile phones were recovered from the hide out of Sonu Kumar
in Pilanji Village, Sarojni Nagar, Delhi. On account of his arrest and consequent recovery resulted in
working out of four cases of burglary committed in last one month registered vide FIR No. 75/13, 84/13,
92/13 and 93/13 of Police Station Chanakya Puri.
Profile of the accused:
Accused Sonu Kumar S/o Shish Ram aged 22 years and educated upto 8th class is a habitual
offender and has earlier been arrested in seven cases of South District of theft and burglary. His modus
operandi has been the same in all the cases. He has been moving with a bag pretending to be an
electrician to survey locked houses in the locality. After ascertaining that the inmates are not in the house,
he used to break open the latch of the door and enter in to the house. He used to burgle houses in evening
time so that the noise goes unnoticed during rush hours.
The round the clock & intensive investigation combined with untiring efforts of police team
resulted in arrest of accused Sonu and recovery of almost all the burgled articles within 48 hours of last
burglary. Accused Sonu Kumar is in Police Custody and the details of his associates are being ascertained
as the investigation of the case is in progress.

A GANG OF INTERSTATE AUTOLIFTERS BUSTED
Major Highlights:

Two auto lifters nabbed.
Ten stolen luxurious cars recovered.
Twelve cases worked out.
With the arrest of accused namely (1) Rashid S/o Sh. Liyakat Ali (26 yrs.) and (2) Deen Mohd.
S/o Ameen Khan (30 yrs.) the team of Police Station Pul Prahlad Pur, South East District have busted a
gang of interstate auto lifters operating in Delhi.
INCIDENT
On 06.06.2013 ASI Dilbag Singh, HC Bhikambar, HC Sharwan, HC Naeem, Ct. Parveen and Ct
Manoj were on vehicle checking duty on M.B. Road near Okhla T-Point, Pul Prahlad Pur, New
Delhi. The staff was checking vehicles coming from Mehrauli side. At about 5:45 PM information was
received that two persons (thieves) would come on a stolen white colored TATA-Sumo Jeep without
Registration Number plates from Okhla side. At about 6:00 PM, the suspected vehicle coming from
Okhla side was signalled to stop. However, instead of stopping the Tata Sumo tried to get away. The
vehicle was finally stopped using barricades. The driver was identified as Deen Mohd. S/o Ameen
Khan R/O Vill. Bishambara, PS- Shergarh, Distt.- Mathura (UP) (30 yrs.) and the other occupant was
identified as Rashid S/o Sh. Liyakat Ali R/O Mata Colony, Ward No.22, PS & Distt- Baghpat (UP) (26
yrs.). Both were unable to produce any ownership document of the Tata Sumo. Further enquiry revealed
that the TATA-Sumo had been stolen vide FIR No. 220/13 U/S 379IPC PS Jamia Nagar, New Delhi.
Hence, the two accused were arrested at the spot.
TEAM AND OPERATION
The team was led by SI Kishore Kumar, ASI Dilbag Singh, HC Bhikambar, HC Naeem, HC
Sharawan, Ct. Manoj and Ct. Parveen under close supervision of Insp. Dharam Dev, Station House
Officer, PS Pul Prahlad Pur, and over all supervision of Sh. Virender Kalia, Assistant Commissioner of
Police, Sub-Division Ambedkar Nagar.
MODUS OPERANDI
The accused were subjected to sustained interrogation. They steal vehicles from Delhi and UP
and dispose the vehicles in UP. The mmodus operandi is simple. They use master keys as well as mobile
drill machines to break open the locks. The gang then further supplies the stolen cars to far off places like
Nagaland and Banda, MP.
INVESTIGATION
During investigation both the occupants of the stolen vehicle were arrested U/S 41.1(D) CrPC
vide DD No. 33A Dated 06.06.2013 Police Station Pul Prahladpur, New Delhi and subjected to sustained
interrogation. During interrogation, they disclosed that they had stolen more than 30 cars from different
part of Delhi and Uttar Pradesh. Accused persons led the police party to different parts of Delhi and NCR
and got recovered 9 more stolen vehicles. A total of 12 cases of vehicle theft have been solved with their
arrest.

The registration numbers of one of the recovered stolen vehicles has been tampered by the
accused persons, therefore, the original registration numbers along with the details of FIR and police
stations are being ascertained. Concerned police have accordingly been informed to take necessary legal
action against the accused persons to arrest these persons in their respective cases.
Profile of the Accused Persons:

Deen Mohd. S/o Ameen Khan (30 yrs.) - Rashid S/o Sh. Liyakat disclosed, that he had studied up
to high School level in his village. He was not good in studies, hence, he started working with his
uncle as a motor mechanic. While working as a motor mechanic he came in contact with motor
vehicle thieves. He joined their gang and started to steal vehicle from Delhi and NCR. He along with
his gang members have been arrested many times. In jail, he met Deen Mohd. S/o Ameen Khan (30
yrs.), who is also an auto lifter. After coming out of jail, both of them started stealing vehicles.
Rashid’s wife left him because of his criminal activities. He the befriended another girl.

INCIDENT AND THE TEAM
Keeping in view the incidents of burglaries reported in West Distt, AATS/West
District was directed to collect intelligence about gangs involved in burglaries. A team
comprising of SI Naveen Kumar, SI Birpal Singh, HC Ajay Kumar, HC Dilbag Singh, HC
Praveen Kumar, Ct. Maninder Singh and Ct. P.Tirkey under the supervision of Inspr.
Maninder Singh and overall supervision of ACP/Operation Narayan Singh was formed to
gather information. The team made relentless efforts and studied the patterns in
various burglary cases.
On 07.06.2013, an information was received by HC Ajay Kumar AATS-WEST
Distt that two persons who are involved and wanted in a case of night burglary would
come at Khatu Shayam Stadium Hari Nagar to meet their associate Javed. Accordingly, a
team has been deployed in front of Khatu Shyam Stadium Hari Nagar Delhi. At about
6.45 PM, two persons were apprehanded by the staff on the instance of informer. During
enquiry, their identity was revealed as Naresh @ Raj Kumar and Rajbanshi both resident
of Distt. West Champaran Bihar. Their Interrogation revealed that both the persons are
wanted in Case FIR No. 370/12 U/s 457/380/4111/34 IPC PS Hari Nagar Delhi.
(Proceeding U/s 82 CrPC is under process). They also disclosed that they committed
several Thefts/ Burglaries in the area of Hari Nagar, and Punjabi Bagh, Delhi. Both were
arrested Vide DD No. 8 dated 7/6/2013 U/s 41.1 (a) CrPC AATS West Distt.
INTERROGATION
On sustained interrogation, accused Naresh Kumar @ Rajkumar and Rajbansi
disclosed that they belong to economically weaker section of West Champaran Distt,
Bihar. Their parents are working as laborers in their home town. They spent their
childhood in miserable conditions due to poverty. They both want to earn quick money
so that they can lead a luxurious life. For the purpose, they started indulging in crime
and started committing house/shop thefts in their home district. Later on, they came in
contact with notorious burglar of West Champaran namely Sanjay and joined his gang.
After that they started targeting Delhi and NCR region the theft/ Burglary as they knew
that they can get handsome amount of cash and Jewellery from the houses in this
region. They used to come to Delhi by train to commit crime and after committing
Burglaries, they return to their Home Town i.e West Champaran in order to sell/ dispose
off the stolen Articles/Jewelleries. Naresh Kumar was first arrested in a theft case of PS
Dabri in the year 2007. Rajbansi was first arrested in 2011 in a case of Burglary of PS
Naraina. Further investigation is in progress.
The Police personnel involved in the good work is being rewarded suitably.
