August 24, 1949 Minutes of a Regular Meeting of the Orem City Council held August 24, 1949, in the Orem City Hall at 8:00 P. M. Present were Mayor J. W. Gillman, Councilmen Woodruff Jensen, E. H. Johnson, Philo T. Edwards, Vic Durham, and Clerk Orland E. Pyne. Councilman A. A. Richards was absent. Mayor Gillman was in charge of the meeting. Engineer L. V. Beckman and City Attorney H. V. Wentz were also present. Mr. Ed. Myers of Lang Co. was present with respect to the purchase of pipe to be used from the Diversion on the Alta to the Reservoir. Mr. Myers also presented prices on 14" steel pipe to be used (Taylor Spiral Weld Pipe). Prices were not discussed. Mr. Wright, Mr. Brown and Mr. Barrett were present to discuss the possibility of setting up of a National Guard Unit in Orem City. The procedure of obtaining the Unit and the number of members to be stationed here was given. A building will be furnished or $100.00 per month on a building and salaries for two fulltime men. The purpose of the visit was the get the opinion of the Council as to whether they wanted a unit set up in Orem City. The Council was in favor of going ahead on the project. The case of Howard Jacobson was discussed. He is absent from work because of a broken foot. Howard asked that the City attempt to get a partial release from Doctor and State Insurance Fund in order that he can stay on the City Pay Roll. The attorney was asked to contact the Doctor on the case and make arrangements if possible to get the release. The Garbage Collection was discussed with an opinion being asked of the Attorney as to whether an individual could legally haul garbage to the City Garbage Disposal Ground. Complaints have come in from two citizens in Orem protesting against the Strong Co. being allowed to set up their plant where it has been operating since early summer. Attorney Wentz stated that the City could not possible be Involved in any damage suit. It was reported that the Court Case (Orem City vs. Alta Ditch Co.) would probably be finished on Thursday afternoon and that a favorable decision was anticipated by the City. Engineer Beckman presented a profile on the proposed line from the Reservoir to 8th East and 16th North. It was moved by Councilman Philo T. Edwards, seconded by Councilman E. H. Johnson and passed that the Resolution setting up a Board of Equalization and Review for Special Improvement Curb and Gutter District # 2 be approved. The report of Scott Thompson, Fire Chief, for the month of July was received and read to the Council. It was moved by Councilman Vic Durham, seconded by Councilman Woodruff Jensen and passed that the report be accepted and the bill for services to firemen be approved. It was moved by Councilman Woodruff Jensen that the Mayor and the Recorder be authorized to borrow $20,000.00 on Tax Anticipation Notes from the First Security Bank and the Farmers & Merchants Bank, seconded by Councilman Vic Durham and passed.
