SUB: NOTICE INVITING TENDER FOR PROVIDING UNSKILLED CASUAL
LABOURERS BOTH ON PIECE RATE AND MANDAYS BASIS.
Dear Sir,
Further to our advertisement in Daily ‘.Loksatha’ news paper (Pune all editions) dated
18/02/2016, we are furnishing below the terms and conditions for providing unskilled
casual laborers for various jobs viz. Good Manufacturing Practices (GMP), House
keeping conservation and environmental protection work, stacking, packing &
strapping etc. both on mandays & piece rated basis as per details provided in
Commercial Bid
Hindustan Antibiotics Limited, Pimpri, Pune is public sector undertaking under
Ministry of Chemicals & Fertilizers, New Delhi engaged in manufacturing of various
drugs at its factory sites. The company is in need of agencies who can provide
unskilled casual labourers for various jobs viz. Good Manufacturing Practices (GMP),
House keeping conservation and environmental protection work, stacking, packing &
strapping etc. both on mandays & piece rated basis for a period of one years i.e. from
01/04/2016 to 31/03/2017 which is further extendable subject to satisfactory performance
and compliance of statutory provisions as per the law of the land. The agency must have
experience in the line and must have independent PF/ESI/ Service Tax/Professional tax/
Labour Welfare Fund code number and labour license issued by Central Authority etc. as
per details provided in Technical Bid. The agency must follow all the rules and
regulations prescribed under Contract Labor (Regulation & Abolition) Act 1970, Factory
Act 1948, Minimum Wages Act 1948, Payment of Wages Act 1936, The Payment of
Bonus Act 1965, Employees Provident Fund and Miscellaneous Provisions Act 1952, The
Employees State Insurance Act 1948, Industrial Disputes Act 1947, Workmen's
Compensation Act 1923, pay wages and statutory benefit as per the Minimum Wages Act
1936 etc. applicable to Drugs & Pharmaceuticals Industry. The Tender Form can be
obtained from Personnel Department on payment of Rs.1000/- in cash on any working
day on or before 07/03/2016. While filling up of the Tender Form following points may
please be taken into consideration as they are mandatory:
1. The Technical Bids (ANNEXURE A) and Commercial Bids (ANNEXURE B) in
the enclosed / prescribed format dully filled up should be send by the parties
separately in sealed covered envelop so as to reach the undersigned on or before
04:30 p.m. 07/03/2016. The commercial bids of those parties will be opened who
are technically found suitable. The envelop must be superscribed in bold capital
letter as Technical Bid or Commercial Bid as the case may be separately.

2. Earnest money Deposit (EMD): the Tender shall be accompanied by EMD of
Rs.1,50,000/- ( Rupees – Two Lakh only) in the form of Demand Draft of any
Nationalised Bank drawn in favour of “Hindustan Antibiotics Limited” Payable at
Pimpri, Pune. The Commercial Bid must contain original Demand Draft.
3. 15% of gross running bill amount will be retained from monthly bills of the
Contractor and same will be released at the end of the contract period after
statutory compliance and on submission of documentary proof in support of
payment of Bonus, Leave with wages, National holidays, Annual return of PF,
ESIC, Maharashtra Labour Welfare Fund etc for contract period.
4. The contractor and his employees shall follow strictly the Safety and Security
Rules of Hindustan Antibiotics Limited, Pimpri, Pune-411018. Contractor
shall make his own arrangement to get entry permits daily for the laborers
engaged by him at the entry gate of factory within the time allotted for
permits.
5. The contractor shall from time to time comply with all the applicable statutory
labour laws enacted by the Government from time to time including Contract
Labour (Regulation & Abolition) Act’1970, Factory Act’ 1948, Minimum Wages
Act’ 1948, The Payment of Bonus Act’ 1965, Employees Provident Fund and
Miscellaneous Provisions Act’ 1952, The Employees State Insurance Act 1948,
Maharashtra Labour Welfare Fund Act 1953 etc
6. Based on the above information, you are requested to submit your best
competitive offer (duly filled in Tender Form) so as to reach Personnel Manager.
HAL, Pimpri Pune on or before 04:30 p.m. 07/03/2016. The contract will be
awarded to L1 & L2 Party by splitting the jobs equally after negotiation with L1
& L2 Party where the party has to match the L1 rate (item wise) of either bids.

and Hindi language. They must be strong and stoute and free from all bad habits.

They will ensure required quality jobs as per production norms.

Note:1) Details of activities to be performed for serial no.1 to 3 are –Corrugated box
packing person activity : Transfer of overprinted cartons, containers of packed strips/
blister to packing area, preparations of corrugated boxes, outer box label & packing
insert slip. Fill the cartons into corrugated boxes with packing insert slip, seal the
corrugated boxes by BOPP tape. Affix each corrugated box with outer box label &
stamping, transfer all packed corrugated boxes to Finished Goods Storage area.
Remove the left over packing material from packing area for next batch.
2) Details of activities to be performed for serial no. 12 to 17 are – Carton packing
activities includes following jobs.
a) Taking labeled vials ( palletwise i.e. part wise) of batches to be packed, sterile
water for injection literature, cartons etc. to packing table.
b) Lifting the labeled vials from pallet to packing table.
c) Packing of vials with WFI / Literatures & vial in the cartons.
d) Preparation of corrugated boxes.
e) Putting the packed cartons in the Mill board trays & then trays in the
corrugated boxes.
f) Taping the packed corrugated boxes & arranging these boxes on the pallet.
g) Pasting the box labels to the boxes.
h) Shifting the pallet having packed & labeled corrugated boxes in to the box
strapping area.
i) Shifting all the empty corrugated boxes of the packing material & waste
material generated while packing to the ground floor (waste material storage
area).
j) Total quantity for box strapping may vary if packing style is changed.
