Ukraine
2.
Role of the local authorities in organization and provision of the health services
3.
Health insurance: solidarity, equal access and accessibility
4.
Role of the hospitals in the provision of the qualified specialized care
5.
Role and place of a family doctor in the system of healthcare services provision
6.
Development of a health care system within the existing normative-legal framework (with
the focus on recommendations of EU funded Project “Support to Secondary Healthcare
Reform in Ukraine”)

Contest results:
to be specified by the Jury, consisting of leading journalists of central mass media, as well as
professionals of governmental and non-governmental organizations.
The results shall be announced in December 2009.
The prize fund of the contest shall amount 70 000 UAH.

1.1
Jury
The jury will consist of professional journalists, mass media editors and healthcare
specialists. The jury will be chaired by the Deputy Minister of Health and Team Leader of the
EU funded project “Support to the SHC Reform Project”. The jury will include a
representative of the EU Delegation in Ukraine. The Jury shall be responsible for selection

and assessment activities
The Contest Jury opinion shall not be mandatory consistent with the official views of
European Commission.

1.2
Logistic and timing
The contest shall be held on the national level during three months (August- November
2009).
1.3
Requirements for participation
The materials for the contest should be published or transmitted at national or regional TV
channels, emphasizing the topics above. After that the authors are invited to send their
materials along with the application form to the office of the EU funded project at the address
provided below.

An envelope/package shall be marked in the following way: “submitted to the contest”.
The contest shall allow materials printed or distributed in Ukrainian or Russian languages.
The contest package shall include a filled application form, his/her photos and original
feature materials (printed material copy, Internet hyperlink, broadcasted video or audio
record)

In case of printed materials: two copies of materials of 8x11 inches (22x28 cm).

In case of video materials: two copies of the video records on VHS cassettes (in
NTSC format).

In case of audio materials: two copies of the audio records on 3/4 audio cassettes.

Online materials may be sent on ZIP discs, CD media or via e-mail.
Series of reports (printed, video, radio or online) shall be presented when the final

publication/transmission is made.

The package shall contain personal photo and short description of the author or group of

authors.
All the materials (articles, cassettes and support documentation) shall be marked with proper
identification, clearly showing the author’s name, place and time of appearance.

The deadline for submission of the materials is November 30, 2009, 18:00 Kiev time to the
address above.
The jury will appreciate if the participants inform the jury in advance about the broadcast or
publication of the materials.
