New Student Orientation Subcommittee
Recommendation for Required Assessment and Earlier Orientation
Background
The following describes our current local practice at Citrus College regarding required assessment and
orientation. Students new to Citrus College are required to complete an in-person or online orientation
workshop by a specified deadline date. If the orientation requirement is not met by the deadline date,
registration will be withheld. Depending upon when their Citrus College application was submitted,
students could possibly have up to a 9-month grace period to complete the orientation requirement. The
assessment is encouraged of all new students; however, it is not required at this time.
In an effort to help students better-prepare for their first college term and persist to complete their
intended goals, the New Student Orientation Subcommittee examined the recommendation to withhold
registration after submission of the application until students complete the orientation and assessment
components.
Consultation
 Counseling Faculty – The counseling faculty recommends that students complete the orientation
and assessment components prior to enrollment of their first term to help insure that students
have the foundational tools necessary to make informed choices about their education. In
addition, students who complete these components will be able to demonstrate a better
understanding of the registration process, knowledge of academic programs, and availability of
student support services.
 California Community Colleges Student Success Task Force – Recommendation 2.2 of the
Advancing Student Success in California Community Colleges Recommendations, “Require all
incoming community college students to: (1) participate in diagnostic assessment and orientation
and (2) develop an education plan.”
o Senate Bill 1456, Seymour-Campbell Student Success Act of 2012, was introduced into
legislation by Senator Lowenthal (Co-author: Senator Liu) on February 24, 2012 to include
an amendment to Section 78215 of the Education Code to require students to participate
in assessment, orientation and development of a student education plan.
 Region 8 Matriculation Advisory Committee - Of the Region 8 colleges that responded to a
survey, the following colleges stated that orientation and assessment is required prior to a
student’s first term at their campus:
o Cerritos College
o Orange Coast College
o Mt. San Antonio College
o Long Beach City College
o Saddleback College
o Golden West College (Allowed to enroll in 6 units, however after 6 units, registration is
blocked until the student completes an in-person or online orientation session.
Assessment not required prior to registration.)
o Cypress College (Orientation and Assessment components not required; offers priority
registration as an incentive to complete components prior to student’s first term.)
o Fullerton College (Orientation and Assessment components not required; offers priority
registration as an incentive to complete components prior to student’s first term.)
 Admissions & Records Office – Supportive of efforts; no conflict with registration functions.
 TeCS – Supportive of efforts; need to create applicable Banner “rules”.

Recommendation
In an effort to help students to better-prepare for their first college term and persist to complete their
intended goals, the recommendation of the New Student Orientation Subcommittee is to withhold
registration on WingSpan for all new students immediately following the submission of the Citrus College
online application (CCCApply). Once the orientation and assessment components are completed, the
registration hold will be lifted from the WingSpan registration system.
The mandatory assessment component is contingent upon funding for the Student Success Task Force
Recommendations.
This will not apply to those students who file a Refusal of Services and Exemption Criteria Form in the
Counseling and Advisement Center. This process is for students who meet criteria exemptions based on
Title 5 Regulations or refuses to participate in matriculation activities including orientation, assessment,
counseling or advisement. Exemption criteria are based on one or more of the following:
1. Completed an Associate degree or higher from a regionally accredited college.
2. Is enrolled in coursework to advance in current job, or to pursue personal enrichment, or to
maintain a certificate/license, AND is enrolled in fewer than five (5) units.
3. Completed the assessment/orientation components at another college, with placement scores on
file at Citrus College.

Contingent upon state funding.
