Unless the matter is already on the agenda for action, no action can be taken other than to instruct staff to include the matter on a future agenda. The President of the Board may limit the time for individual presentation and may limit the total time for all presentations. Citizens wishing to comment will be limited to one opportunity to speak. During Interactive Television (ITV) meetings, the chair will query each campus for those who wish to speak.] VI. Board Reports (Wakimoto) A. Oath of Office – New Appointee (Wakimoto) In accordance with Governing Board Policy 1055 (A.R.S. 15-1441.E), vacancies on the Board are to be filled with a qualified elector of the state, who resides in the district to be represented. Following that policy, Mohave County School Governing Board Agenda 2 Superintendent Mike File appointed Jerry Ambrose to fill the vacancy in District #5, effective September 20, 2007. B. Naming of Facility (John T. Neal) (Appendix 2) In recognition of Chancellor Thomas Henry and Connie Henry’s contributions to the development of Mohave Community College, it is recommended that the primary street through the J. Leonard and Grace Neal Campus – Kingman be named TC Henry Circle. Additionally, College employees have recommended that the mid-campus street be named Henry Way. Move to approve naming the primary street through the Neal Campus – Kingman TC Henry Circle and the mid-campus street Henry Way. Recognition of Administrators (Wakimoto) In honor of departing administrators Chancellor Thomas Henry and Vice Chancellor for Administration William Lovejoy, the Secretary of the Governing Board will present awards of emeritus status. VII. Chancellor’s Report (Dr. Thomas Henry, Chancellor) A. AACC Leadership Workshop (Henry) On October 3, 2007 George Boggs, President and CEO of the American Association of Community Colleges, presented to MCC administrators and managers an overview of current and future issues for community colleges. Dr. Boggs is a former community college president and has been in the leadership role of the AACC for over 7 years. He has clearly been one of the leading forces behind policy and advocacy initiatives for all community colleges. As a member of AACC, the College receives the benefits of these initiatives as well as having our concerns aired in the national policy arena. B. Jagerson Road Update (Monte Wilson, P.E., Mohave County Public Works) (Appendix 3) Jagerson Avenue, the southern boundary of the Neal Campus – Kingman, has long been in need of upgrading, and an improvement project is now under way by Mohave County. Mr. Wilson will report on the project. C. College Audit for Fiscal Year Ending June 30, 2006 (Henry) Board members received the latest college audit directly from the Auditor General of the State of Arizona. Page 40 of that audit summarizes the audit and demonstrates 2 Governing Board Agenda 3 that it is an unqualified audit, with no exceptions or findings. Consistent with the audit results since 2003, the college has received a clean report. D. Distance Education Grant (Henry) The Distance Education program at Mohave Community College received a $60,560 grant from the U.S. Department of Commerce through its Public Telecommunications Facilities Program, to study how to improve its interactive television (ITV) system to meet student instructional needs in the future. The project will address and evaluate replacement of aging equipment and expansion of capabilities into areas of Mohave County with projections of high population growth that could be served by expanding ITV capabilities. VIII. Instruction and Student Services (Dr. Michael Kearns, Vice Chancellor for Instruction and Student Services) A. AACC Leadership Award (Kearns) (Appendix 4) Dr. Thomas C. Henry, Chancellor Emeritus, has been nominated for the American Association of Community Colleges (AACC) 2008 National Leadership Award. Dr. Henry’s career achievements clearly qualify him as a deserving candidate for this prestigious national award which is based upon demonstration of outstanding contributions, leadership, and commitment to community colleges and higher education at the national level. B. NCMPR Awards Report (Kearns) Mohave Community College was represented last month at the District 6 conference of the National Council for Marketing and Public Relations – the organization for community college marketing, public relations and college development professionals. MCC was awarded one gold and two bronze Medallions for marketing collaterals and promotional materials at the conference. C. Grant Partnership (Chuck Spotts, Acting Associate Vice Chancellor for Instruction and Student Services) Mohave Community College has partnered with Mohave Desert Early Literature Coalition, which is the recipient of a grant from the Southwest Institute for Children and Families, to deliver college-level instruction for teachers and aides in the Mohave Valley, Fort Mohave, and Bullhead City Head Start programs. Arizona State University and the Western Arizona Council of Governments prepared and submitted the grant; MCC will deliver courses in Early Childhood Education and Elementary Education on the Bullhead City Campus. IX. Administrative Services (William Lovejoy, Vice Chancellor for Administration) A. Technology (Jim Luke, Vice Chancellor for Information Technology) Angel Learning Report 3 Governing Board Agenda 4 The Board approved Angel Learning, Inc. as the vendor for the College’s Course Management System on September 11, 2007. Technical Support Services is currently working with Angel and developing a timeline for implementation. B. Review of Tax Levy, Property Tax Oversight Commission (Lovejoy) (Appendix 5) The Property Tax Oversight Commission has reviewed the college’s property tax levy limits and compliance with the Truth in Taxation Act for 2007-08 and found the college followed proper procedures. C. Security Update (Lovejoy) After evaluation of the pilot project for security cameras on the Lake Havasu Campus, which did reduce disruptive incidents including vandalism, the college ordered security surveillance cameras for the Neal Campus – Kingman and Bullhead City campus. The cameras have now been installed and security enhanced for those two campuses. D. Crisis Management Plan (Lovejoy) The college has been updating its crisis management plan, and the final documents have been distributed to the campuses. The plan will be updated annually. The plan designates responsibilities on each campus in the event of an incident as well as notification procedures for ensuring that law enforcement, fire protection or medical services authorities are promptly involved. Two years ago, the college installed a Voice-Over Internet Protocol telephone system, which allowed expansion through software for alert notifications in voice, text and data. As part of the crisis management plan, the college is installing telephonic equipment in each classroom and laboratory which utilizes the VOIP capability and serves as an alert system for faculty and staff in those spaces. Additionally, alerts can be interfaced with the college’s computer systems. Testing of the system has been initiated, and full capability will soon be available. E. Amphitheater Project Update (H. Lynn Cundiff, Acting Associate Vice Chancellor for Administration) Mohave Community College, in association with the Kiwanis Club of Bullhead City, is moving forward with the planning phase of an amphitheater project for the Bullhead Campus. Following several meetings, Devine Homes, and Creative Drafting and Design Services have agreed to provide the college with architectural drawings for this project. The college expects to receive the initial drawings for review and input by November 1, 2007. Final plans are expected by November 15th. Following the receipt of final plans the college will meet with the Kiwanis Club to detail the list of materials and create a timeframe for construction. F. Financial Report (Lovejoy) (Appendix 6) The financial report for September 2007 is presented in the appendix. 4 Governing Board Agenda 5 G. Human Resources Report (Lovejoy) (Appendix 7) The Human Resources Report for September 2007 contains 10 new hires, 2 internal hires, 1 position reclassification, 4 resignations, 1 retirement, 1 termination and 1 transfer.
