Asia Pacific Rail 2010
Take the fast track to Asia’s
railway building boom
Asia is fast emerging as a magnet for global
investors and solutions providers because
of its aggressive expansion and investment
into railways. Against the backdrop of the
economic crisis, the region’s governments
have promoted railways as a stimulus to
economic recovery and integral to sustainable
development.
Millions of dollars in investment and
climbing:
• Thailand’s Ministry of Transport is currently
proposing a $44.14bn railway improvement
plan to upgrade the State Railway of Thailand
and its services to meet international
standards.
• Vietnam will be investing $73bn by 2020,
and another $59bn to 2030, in modernising
and expanding its network, according to its
Transport 2020 masterplan.
• Singapore's Ministry of Transport is to spend
$14bn to extend the city's rail network. The
investment will double the network's length
from 138km to 278km by 2020.
• More than $71 billion worth of investments
and over 500km of projects have been secured
for India’s railway development by 2012.

year, China would have a total of 86,000
kilometers of railway lines, second only to the
United States, and it aims to have 120,000
kilometers of track laid down by 2020.
In total, Asian economies have pledged more
than $680 billion to economic stimulus since the

Development and agency finance in
promoting mass rail transport in Asia
Understanding policies, priorities and future
directions in infrastructure financing to
cement deals
In the background of the global financial meltdown,
development finance institutions (DFIs) are playing a
greater role in providing infrastructure finance, and in
turn, facilitating global trade and investment in and out
of Asia Pacific. These agencies have had to adapt to
their evolving and vital role in facilitating trade, export
and investment in infrastructure. They are taking a larger
part in an increasing number of deals, providing more
liquidity and taking more risk.
Transport infrastructure is one of the largest sectors
receiving agency financing today. To spur economic
development, Asia’s governments are investing and
implementing transport projects, such as railways. Dealmakers interested in maximizing business opportunities
in this market have to know the roles agencies play in
deal financing, which policies and support are available
to them, and get involved in the deals being made across
the region.
