languages
• 10 Overseas Flagship Centers in 8 countries
• Over 900 registered Flagship Undergraduates, plus1,000+
students who participate in over 300 Flagship courses offered
• ILR scored pre- and post- capstone assessments (OPI plus online
Flagship Reading and Listening tests) for all 10 Flagship
languages
THE FLAGSHIP GOAL
Goal: To create a pool of college graduates from all majors with
professional proficiency (ILR Level 3, ACTFL Superior) in critical
languages to create the next generation of global professionals,
and to change the expectations for foreign language learning in
the United States.

OVERSEAS CAPSTONE
Selection Criteria
• ILR 2 proficiency on Oral Proficiency Interview
• ILR 2 proficiency on Flagship Reading or Listening test
developed by American Councils
• No less than ILR 1+ in any other modality
• Preparation in target language in media and political discourse
and major field, and knowledge of culture and history
Core Requirements
• Intensive directed language training in small groups
• Direct enrollment courses related to student’s domestic major
• Meaningful professional internships and work experiences

FLAGSHIP DEVELOPMENTS
• First Flagship students to University of Arizona’s Arabic Flagship
Program accepted into capstone program
• First Portuguese Flagship students completed overseas program in
Brazil
• Launched a second site in China with the opening of Flagship
Overseas Center at Tianjin Normal University
• Implemented new enhanced curriculum at the Chinese Overseas
Flagship Center in Nanjing
• University of Hawaii and University of Minnesota join Chinese
Flagship
• Flagship Book Proposal Accepted
FLAGSHIP OBJECTIVES 2014 AND
BEYOND
• Increase pipeline of undergraduate students of all majors
completing Flagship with ILR 3 proficiency across multiple
modalities
• Reach enrollment goals of 80 per program and over 200 overseas
per year on capstone
• Raise certification requirements
• Increase numbers of students completing Flagship with service
requirements (Boren, ROTC)
• Decrease institutional cost and increase student support with
service and/or outside funding to maximize impact over next grant
cycle
• Develop successful practices for low enrollment languages

2013 GOVERNMENT TESTING
• Looking at all the students tested either by FSI, DLPT or both – of
that total:
• 87% of the students tested demonstrated professional
proficiency in at least one modality on either the FSI or DLPT
tests
CERTIFICATION RESULTS

To Date: 147 undergraduate Flagship students registered
through the Student Certification System (SCS) were certified
as Flagship Global Professionals indicating completion of all
program components and ILR 3 on OPI
The Flagship Certification Committee will now meet three times
annually to review students who are “Ready to Certify” –
currently, there are 14 students who are listed as “Ready to
Certify”
Starting soon: Students who complete Capstone and all
program components in good standing but not reaching ILR 3
will receive certificates indicating that they are a Flagship
Graduate with completion of all elements
FLAGSHIP STUDENT SUPPORT
• Maximum Flagship student support capped at
$20,000 ($15,000 maximum for capstone overseas),
this is a maximum, not a guarantee
• Additional support from DLNSEO/NSEP comes with
service: Boren Scholarships or participation in ROTC
• Flagship institutions need to partner with private
sector for additional scholarships and internships
• Advising and student financial planning are key to a
sustainable model

STUDENT CERTIFICATION SYSTEM
• Student Certification System (SCS) is a tool designed to track
the progress of Flagship Undergraduate students and provide
timely data on enrollment, assessment and program
completion.
• SCS is the sole mechanism used for Flagship Certification
• The system currently has collected data on more than 1,300
Flagship Undergraduates, Flagship Alumni, and Flagship
Certified students
• The system is undergoing a series of improvements,
enhancements and data cleaning/verification exercises
