JOB DESCRIPTION Title: Deputy General Manager Salary: Depends on qualifications and experience Job Description The Deputy General Manager serves under the direction of the General Manager (GM) and serves as the GM in the GM’s absence. This position is responsible for operation of assigned water and wastewater facilities and may direct the work of supervisors, operators, I&E technicians and maintenance personnel. General Requirements and Responsibilities Knowledge of processes and equipment involved in water and wastewater treatment. Supervise maintenance crews, consultants, contractors, vendors, engineers, operators and supervisors. Plan, assess, direct, and evaluate plant operations and make recommendations. Prepare detailed reports and make budget recommendations. Address complaints and resolve issues that may occur. Establish and maintain effective communications with all employees and administrative staff. Maintain effective relationships with District’s members as well as employees and the Board of Directors. Review plans and specifications for projects and make recommendations. Interview applicants, perform performance reviews on supervisors, counsel and discipline employees. Carry out directives from the General Manager and any other duties that may be required. Formal Education A Bachelor’s Degree and a minimum of 5 years experience or the equivalent experience in the water and wastewater utilities industries is required. Individual must also have a minimum of 5 years experience in business development skills and administrative management. Strong consideration will be given to candidates with double “A” certification from the TCEQ. Candidate must demonstrate the ability to use computer hardware and software; the ability to read, analyze, understand contracts and amendments; interpret engineering plans and specifications; real estate documents and easements, professional documents, technical procedures, governmental regulations, budgetary information and financial statements. Strong communication and business development skills are a necessity. Candidate must demonstrate the ability to write detailed reports, business correspondence, and deliver precise instructions to subordinates and be able to effectively present presentations to various groups and be able to respond to questions from the Board of Directors, City Managers, customers and employees. Candidate must have extensive knowledge of Texas Commission on Environmental Quality Rules and Regulations, public policy, environment and can confidently discuss issues that relate to this industry. Certificates and Licenses Candidate must have an “A” water license and an “A” wastewater license or be able to obtain the certification within one year of employment. A Texas Driver’s License is required if operating a company vehicle or using a personal vehicle in the performance of company business. General Company Information Bell County Water Control & Improvement District No. 1 is a municipal utility district that serves the Cities of Killeen, Harker Heights, Belton, Copperas Cove, Fort Hood, and the entities of BCWCID No. 3 and 439 WSC. The District owns and operates a 90 mgd water treatment plant on Lake Belton and is in the process of constructing another 20 mgd water treatment on Lake Stillhouse in Bell County, Texas. In addition to these facilities, the District owns and operates 3 wastewater treatment plants with the smallest one being 6 mgd. The District owns and operates a newly-built compost facility that produces 20,000 cu yds. of finished compost on an annual basis. BCWCID No.1 provides water and wastewater services to approximately 300,000 people in Bell and Coryell Counties.
