In an interview, Alliance for the Development of Central Luzon (ADCL) President and known environmental- ist Sonny Dobles said the 36-hole golf course of the Donggwang Clark Corporation (DCC) creates a “clear and present danger” to water security in Metro Clark. Dobles said cities of Mabalacat and Angeles and Magalang town will be badly affected should the construction of the golf course on top of the mountain continues. “The area where the golf course is being developed is a watershed. Worse, it’s a head watershed that supplies the water of the two major rivers in the affected areas,” Dobles said. Cayabyab CITY OF SAN FERNANDO—The Department of Health in Central Luzon (DOH 3) is continuously monitoring and assisting families in Central Luzon affected by massive flooding with focus on preventing the increase of dengue, leptospirosis and diarrhea cases. As of August 27, a total amount of P2,994,298 worth of drugs and medicines including doxycyline (to prevent leptospirosis) were distributed to all the seven provinces in Central Luzon. The region includes provinces of Pampanga, Bataan, Tarlac, Aurora, Zambales, Bulacan and Nueva Ecija. Moreover, Plumpy Doz, a nutritional supplement or complimentary food for children six to 36 months were distrib- uted. These supplements were donated from the World Food Programme to the Philippine Government. At the height of the flooding in the region during the onslaught of southwest monsoon rains, DOH 3 deployed medical response teams (MRTs) both from the regional office and provincial health team offices of affected areas. These response teams assessed different evacuation centers and damage health facilities and other public health activities. The DOH 3-Health Emergency Management Staff (HEMS) Operation Center was on a 24hour operation since August 07 to August 21. It continuously coordinated with the Provincial Health Team Offices (PHTOs), Provincial Health Offices (PHOs) of the different provinces, Office of Civil Defense (OCD) and the Provincial Disaster Risk Reduction Management Center (PDRRMC) of those affected areas. The office has also activated SPEED or the Surveillance in Post Extreme Emergency and Disaster for the syndromic (signs and symptoms) surveillance of diseases in evacuation centers. DOH 3 Regional Director Leonita Gorgolon also coordinated with health agency retained hospitals to assist local government agencies in the conduct of medical consultations in the evacuation center in flooded areas. Gorgolon has issued a regional order designating members of the DOH 3 Management Committee as point person of the different provinces for a more concerted approach in the provision of assistance to those affected areas. Members of the MRTs include doctors, nurses and sanitary engineers who conducted among others rapid assessment of the situation in evacuation centers and assist local health officials in rendering health services to the evacuees such as supplemental immunization, health education and consultations. Health reminders on dengue, leptospirosis including its prophylaxis and other common diseases are also continuously being provided. MRTs also conducted monitoring of Water and Sanitation and Hygiene or WASH and proper waste disposal. Heide Patio, head of the City Social Welfare and Development Office (CSWDO), said that the distribution of the financial aid is part of the city’s facilitation of the program initiated by the Department of Social Welfare and Development (DSWD) national office. “The city government is allocating an amount of P500 monthly for each beneficiary and is distributed quarterly. Today, we will be giving each recipients an amount of P1, 500 as compensation for this quarter,” Patio said. As per the city’s data, recipients of the program are of aged 77 years onwards. Some were recommended by the city to the national social office to receive insurance benefits. Moreover, the Center also disclosed that among the cultural activities that will be showcased are Kapampangan dance and songs, including the famous polosa, as well as poetry and the Kapampangan debate in verse or Crissotan. ●--Jenna Lumbang 47,000 Kapampangan families NAPOLCOM all set for 18th CL crime prevention week benefit from Pantawid program By JENNA LUMBANG CITY OF SAN FERNANDO—Some 47,519 Kapampangan families who belong to the poorest of the poor in Pampanga benefited from the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD). In her report to Governor Lilia “Nanay” Pineda, Elizabeth Baybayan, PSWD officer-in-charge, said that aside from the 10,000 recipients of the National Housing Targeting System-Poverty Re- duction (NHTS- PR) of the DSWD, there is an additional 37, 519 families. “Based on the assessment of the DSWD Regional Office on the NHTS-PR Program, poor families in the province are more than 10,000 that is why the beneficiaries of 4Ps for 2012 rose to a total of 47,519,” Baybayan said. With the increase in number of 4Ps beneficiaries, the governor lauded the national government for extending assistance to the poor Kapampangan families. “We are thankful to the national government for giving us 40,000 Philhealth cards and for including our kabalen to the 4Ps of the DSWD,” Pineda stated. Baybayan said 4P’s is a flagship project of former President Gloria Macapagal Arroyo carried by the Aquino Administration and they call it, “Conditional Cash Transfer”. Under this program, identified beneficiaries receive P1,400 monthly for five years or a total of P84,000. In an interview, NAPOLCOM Regional director Manuel Pontanal explained the NCPW was conceived via Proclamation No.461 of former President Fidel Ramos with an intention “to generate community awareness and appreciation of the importance and value of crime prevention as well as to foster interest and participation of the general public.” This year, the observance is guided by the theme “Sa Crime Prevention, May Magagawa Ako” with focus on empowering citizens against crime victimization and enjoining the youth to take part in the solution of school-related crimes such as drug trafficking. “The use of Filipino couriers in transporting prohibited drugs to other countries has posted a major concern to the government. Hence, the regional NCPW interagency technical working group decided to hold a series of Anti-Drug Courier forums in selected colleges and universities in Central Luzon to instil awareness among college students on the modus-operandi being used by drug syndicates in recruiting potential drug couriers and the ill effects of engaging in such trade to the welfare of their families and to their future,” Pontanal said. This, after the LBP cancelled the loan agreement with the CIAC after the Bases Conversion and Development Authority (BCDA), which had original jurisdiction over the airport corporation, turned-over CIAC to the DOTC and, eventually, pulled out its guarantee letter that enabled the loan deal. LBP, which approved the loan because there was BCDA as guarantor, cancelled the loan agreement in the absence of the BCDA guarantee letter, claimed CIAC Vice-President Reynaldo Catacutan. The question now is would this officially seal off the loan agreement for good or would the bank still allow it to be consummated once another guarantee, this time from the DOTC, is submitted? If the LBP is just waiting for the DOTC to issue its own guarantee letter, then Secretary Mar Roxas should immediately issue one so as not to derail the much-awaited development of the Clark International Airport. To dilly-dally in the mere issuance of such guarantee letter would only underscore the lack of enthusiasm of DOTC to effect the development of CIA. If there is one thing positive about this cancellation of the loan agreement for CIAC is that it finally put an end to the questions raised by Pinoy Gumising Ka Movement (PGKM) head Ruperto Cruz over the whereabouts of the P1 billion supposed loan proceeds. For Cruz’s information now, the P1 billion remained to be an agreement on paper and had not been converted into hot cash that the CIAC could easily spend. Aside from getting a good answer for Cruz, there is nothing good with the cancellation of the loan, though it could probably be a question of re-application and it will still be a “go.” But, just like justice, development delayed is development denied. THIS DAY IN HISTORY Aug 31, 1980: Polish government signs accord with Gdansk shipyard workers On this day in 1980, representatives of the communist government of Poland agree to the demands of striking shipyard workers in the city of Gdansk. Former electrician Lech Walesa led the striking workers, who went on to form Solidarity, the first independent labor union to develop in a Soviet bloc nation. In July 1980, facing economic crisis, Poland’s government raised the price of food and other goods, while curbing the growth of wages. the price hikes made it difficult for many Poles to afford basic necessities, and a wave of strikes swept the country. Amid mounting tensions, a popular forklift operator named Anna Walentynowicz was fired from the Lenin Shipyard in the northern Polish city of Gdansk. In mid-August, some 17,000 of the shipyard’s workers began a sit-down strike to campaign for her reinstatement, as well as for a modest increase in wages. they were led by the former shipyard electrician Lech Walesa, who had himself been fired for union activism four years earlier. Despite governmental censorship and attempts to keep news of the strike from getting out, similar protests broke out in industrial cities throughout Poland. On August 17, an Interfactory Strike Committee presented the Polish government with 21 ambitious demands, including the right to organize independent trade unions, the right to strike, the release of political prisoners and increased freedom of expression. Fearing the general strike would lead to a national revolt, the government sent a commission to Gdansk to negotiate with the rebellious workers. On August 31, Walesa and Deputy Premier Mieczyslaw Jagielski signed an agreement giving in to many of the workers’ demands. Walesa signed the document with a giant ballpoint pen decorated with a picture of the newly elected Pope John Paul II (Karol Wojtyla, the former archbishop of Krakow). In the wake of the Gdansk strike, leaders of the Interfactory Strike Committee voted to create a single national trade union known as Solidarnosc (Solidarity), which soon evolved into a mass social movement, with a membership of more than 10 million people. Solidarity attracted sympathy from Western leaders and hostility from Moscow, where the Kremlin considered a military invasion of Poland. In late 1981, under Soviet pressure, the government of General Wojciech Jaruzelski annulled the recognition of Solidarity and declared martial law in Poland. Simultaneously, I have also lived the extreme end of life—to be without—in disaster areas, in barren deforested mountains, in storms without shelter, ridden in antiquated huey helicopters that in my mind often tells me only some divine force is keeping them working because we have to deliver the goods. In both experiences this I know and have witnessed are the only truth when confronted with realities beyond our control. It is Faith—in the ONE who has put the universe and all of us creatures here. It is Faith in oneself to overcome, that all we need to get by in this world is found not outside but drawn from within. The key to unlock the limitless possibilities of what we can do is kept within; not in the hands of any one person or institution. When I resigned from my jobs, in 1996 – 1997 it did not strip me of all that I learned through the years of encounters and involvement with people from different social strata. Other blessings come timely, when the time is right. Whatever religion we may have been brought up with, there is belief in the ONE. I am Catholic, but call G.R.E.E.N. to R.E.D. me the renegade Catholic. Though I come from a family with a long list of religious figures such as three (3) Monsignors, priests and nuns on my mother’s side, I practice my faith not on bended knees in meditation and supplication for penance and prayers but in the muddied fields of disasters, in wreckage of earthquakes, in the wasted land of lahars and in the sea of homeless evacuees. That is my religion. I was raised and taught in exclusive schools ran by the Benedictine Order where rituals of Catholic faith are practiced daily and weekly till they become a part of your daily consciousness. Since the disasters of 1990 starting with the earthquake of July, I have not done the usual way of the Catholics. My priest friends know this. Even the Nuns know I am sure because they are aware how we live in the field of disasters nothing and no one is ever dictated by the regularity of routine. One morning, in the middle of disaster operations while we took a brief respite from retrieving dead bodies (Benguet Kennon Road ) and identifying other locations we went home to the university, where me and the boys practically live and change clothes and shower. The university chaplains, held mass at the gymnasium (for about 5,000 students and employees in attendance ) in thanksgiving. We were not aware as we came in late in the night and just slumped off to deep slumber in our operations area. We were awakened to go to the gym towards the end of the mass. They were showing footages of the aftermath of the earthquake which we turn over to the school whenever I get back from disaster fields. At the end of the Mass, the chaplain spoke about what it is to be a Catholic. To summarize, it wasn’t so much of how rigidly we keep to the rituals (and nothing more besides), of fulfilling Sunday obligations (yet, the heart and the mind fleetingly flips out somewhere else ). Keeping the faith is about not just keeping out of trouble, but how in our own personal ways, we can lift out people from their troubles; it is not just shying away from doing wrong, but how we can persuade others from doing wrong; it is not about doing what is just righteous but how we put to right what we see and encounter that is contrary. It dawned on me, whether it is resigned, re-tired, re-treat—it is looking at the words and finding new meaning in all of them. I have never looked for another job, outside of the Gifts God has given me after turning 40 years old. I discovered the essence of: LIFE BEGINS AT 40. It is to live life simply the way I want it without pressure of deadlines, reports, meetings, dressing up and harried time. It is time now to do what moves my soul, what warms my heart: to speak, to write, to teach, to plant, to take care of Mother Earth. ● Going beyond the RH Bill debate “Are the bishops and the clergy commanding or teaching?” The separation of Church and State is a perennial issue that has remained unresolved… at least here in the Philippines. And this issue resuscitates to life every time the church and the state disagree on a very crucial matter that is of importance to the ABEL SOTO redemption of the soul and that of the society’s transformation. The debate on the RH Bill has refueled this issue on the separation of Church and State. And I could only make a deep sigh of exasperation about it and say to myself: “Here it goes again…” If the Church is really serious in its pronouncement that it is part of the Church’s mission to transform the society into a saved and saving community, then it is high time for the Church to capitalize on the power of the pulpit and maximize its use for socio-cultural change and transformation, for the pulpit is used too little for this noble purpose, which the Church says is a great part of its mission. The crux of the matter here is how much enlightenment and teaching can a regular churchgoer squeeze in a highly debatable and complex issue like the RH Bill, more so if some of the priests hardly have the time to rest from parochial management and from the toll of old age and thus would find time and bother to read and study the RH Bill in its entirety? In some parishes, beyond ten minutes there is no salvation; soon after, the community snores. Another intelligent observation that I think merits discussion in light of this issue is the confusion between “teaching” and “commanding”. Imagine an arrow, “commanding” points to governance and its thrust is obedience. Education and obedience are certainly two different bananas. We have what we call in the academe as “instruction as education” and “instruction as command.” In the light of ecclesiastical theology, teaching is, unfortunately, viewed as governance and as a command… The gist of the matter here is this: COMMANDS direct; they do not necessarily educate. This is also the very reason why some people are confused if what the Church calls “official teachings” are, for most part, teaching or governance. Are the bishops and the clergy commanding or teaching? Oh well… this question would bear a lot of teaching for its answers, wouldn’t it? *** So what do we learn from this issue that is the RH Bill? There is a lot. Here are some that I feel merit to be mentioned: We create a false dilemma and call it holiness; the sa- Towards the Light cred versus the secular; God versus the world; spirituality versus worldliness. We look for Jesus in the temple, but never with the crowds. We have to remember the truism that CONSCIOUSNESS COMMITS. If there is a problem in the society and in the spirituality today, it may be that we do not know enough to form Christians for resistance to evil. We form them for patient endurance and for civil conformity. We form them to be good but not necessarily to be “holy.” In the doing of it, we make compliant Christians rather than courageous ones, as if bearing evil were more important than confronting it. We go on separating life into parts, one spiritual, one not. It bears mentioning the truth, that what we don’t name, we enable. We become blind to the evils in which we live and breathe and call our culture. We take the unacceptable as natural. We take injustice for granted. We call sin normal. But if and when we begin to call evil, evil… then we ourselves begin to confront the problem. The concept seems clear enough when the protest is a public one. Public protest is part and parcel of being Filipino. But there is a double-edged sword embedded in the principle of protest. If and when the evil—the clear and intentional harm of one by another—is more private than public, then, somehow or the other, the justification of dissent begins to waver. The more difficult decision comes when the passion for justice conflicts with the practices of the church or the society itself. Then what does spirituality demand: obedience—conformity to the system—or obedience—to the spirit of the gospel? The soul struggles in these in-between times with feelings of frustration and feelings of infidelity. Is the problem in the system—or in the self? Are we too bold—or not too brave enough? Does virtue lie in endurance—or in indignation? Is it better to wait for time to change things—or can time possibly change anything if the change doesn’t first start in us? The governor said that the free internet network services can be enjoyed by people who happened to be passing on the capital’s roads, either by those riding on the Trans-Jakarta buses or those who were being there in the areas covered by the Wi-Fi networks. A total of nine deaths out of 255 cases of leptospirosis in the region have been reported from January 1 to August 28, this year, which is 70 percent higher compared to the same period last year. In Pampanga, from the 11 reported leptospirosis cases, three have been afflicted after prolonged wading in flood waters. However, Gorgolon failed to identify the victims and their respective towns. She said that cases of leptospirosis increased from the month of July to August during the onslaught of heavy rains. Leptospirosis, according to Gorgolon, is a zoonotic bacterial disease, with common clinical manifestations of fever, headache, chills, severe myalgia (calves and thighs) and conjunctival suffusion. He said that in the study conducted by Louis Berger International, Inc. in 1997 of the Clark Special Economic Subzone Master Development Plan, one of the problems noted in the subzone watersheds was “impaired watershed hydrology resulting in erratic water supply, water shortage and floods.” Dobles said the same study recommended the protection of watersheds, including second-growth forests and “in the interest of watershed management and to conserve water quality for potential future water supply, a policy needed to be formulated restricting development use of land for potentially polluting uses such as golf courses in the area of certain watersheds.” Dobles also cited the letter-resolution of the Pampanga Association of Water Districts (PAMAWAD) submitted to the CDC five years ago calling for the moratorium on the construction of golf courses. “This development should be stopped and we urge the CDC to do an investigation on how this construction has become possible despite existing environmental laws and development plans,” Dobles said.
