“The vote is the most powerful instrument ever devised by man for breaking down injustice and destroying the terrible walls which imprison men because they
are different from other men”-Lyndon B. Johnson.
In celebration of the 50th anniversaries of the Civil
Rights Act of 1964 and the Voting Rights act of 1965,
the American Bar Association has chosen, “American
Democracy and the Rule of Law: Why Every Vote
Matters” as this year’s Law Day Theme. As noted by
the ABA, “the right to vote is the very foundation of
government by the people. For this reason, striving
to establish and protect every citizen’s right to vote
has been a central theme of American legal and civic
history. Much of the struggle on voting rights began
decades ago, but the work is far from complete, and a
citizen’s right to cast a ballot remains at risk today.”
Law Day was established in 1958 by President
Dwight D. Eisenhower as a national day dedicated to
the principles of government under the law. In 1961,
Congress, by joint resolution, established May 1 as
the annual date to celebrate Law Day and to recognize
the role of the courts in maintaining the integrity of
our democratic society. It is a tribute to the ideals of
justice and a reminder of the vital role that courts play
in maintaining the freedoms we all hold dear.
For several years, the Snohomish County Bar Association has teamed with local high schools to bring
Law Day to students. This year we are again asking
for your support to make this tradition a success. The
Snohomish County Bar Association will be pairing
up local attorneys with High Schools throughout the
county. In an effort to reach as many students as possible, attorneys will be going out to the high schools
and speaking with various civics, social studies, government and law classes.
The manner in which you choose to address the
topic is totally up to the individual attorneys, the
American Bar Association has published a very thorough guide for the event which is located at americanbar.org and www.lawday.org. The websites are
complete with historical data, a timeline of the right to
vote in America, relevant case summaries, lesson plans
and ideas for activities. The guide suggests looking at

historical barriers to voting rights and current attempts
at voter suppression in various states. For example,
students could complete a 1964 voter registration card
as a starting point for discussion and then review and
critically discuss the implications of a state’s voter ID
laws.
This incredibly important topic is very timely for
our audience as students are rapidly approaching the
age of majority and are becoming eligible to vote. It
should no doubt spark some lively discussions about
how the courts have and continue to assist in breaking
down barriers to this vital right.

Rebecca Wallick has The Right Stuff
There was a Demon that lived in the air. They said
whoever challenged the Demon would die. Men came to
the high desert to ride it. They were called “test pilots.”
And no one knew their names.
Except at Boeing. Local attorney Rebecca Wallick
began research to write a biography of her father,
Boeing test pilot Lew Wallick, by inquiring about the
aircraft test program at the company. “Who are you?”
she was asked. Rebecca gave her name. “Are you Lew
Wallick’s daughter?” she was invariably asked. And
doors magically opened.
In late December I was given the opportunity
to read an advanced copy of her memoir/biography,
Growing Up Boeing (www.growingupboeing.com),
which launched February 9th. We recently sat down
for an interview at the Irishman.
What compelled you to write this book? How
did this all get started? My undergraduate degree is
in history, so I’ve always had an interest in history.
Around 2002, as Dad’s health began to fail, I got out
a tape recorder and sat down many Sundays to record
his memories, the stories I heard pieces of growing up
and always knew were part of aviation history.
There are a lot of other pilots mentioned in the
book, how did you gain access to them? My father was
not the sort to take credit or boast. Once it was clear I
was moving forward with the work he tapped into that
network of others who flew with him, taking the same
risks. I knew them all as a child, and soon I become
re-acquainted with them.
Risks, yes, let’s talk about them. We get on
commercial airliners today and don’t give it a second
throught, but the truth is there were many times when
Dad wasn’t sure they could bring the aircraft home. To
cite one example, the leading edges of the new 767’s
wing stuck in the open position, creating drag on one
side of the airplane which if improperly handled by the
pilot would cause the airplane to crash. The test pilots
work out the bugs so the rest of us can fly safely.
His worst experience, ironically, was flying with
a poor FAA pilot while certifying the 727. You read of
course about the deep stall?
Yes, 17 seconds of falling backwards toward earth.
I cannot imagine. I talked to the engineer who read
the telemetry; there was no airspeed recorded for 17
seconds – an eternity. The objective was to demonstrate
the handling characteristics of the 727 in a stall.
There are set degrees of pitch for the test, but the FAA
guy pulled back on the stick far, far too much and the
airplane nosed up and stopped flying, then started
falling backward. The F-86 Sabre chase plane passed
right by! But for my Dad’s instincts and skill, the crew
would not have come home that night. A very close call.
Did you or your brothers have any idea of the risks
your Dad ran? No. Dad could have been a banker just
going to the office and coming home at night. He rarely
talked about work, and never about the dangers. I didn’t
hear about the deep stall until I began researching the
book in 2002, and even then, it was a flight test engineer
who first mentioned it, not my father. As kids, mostly we
knew he was gone on trips to test airplanes out in the
desert at Edwards Air Force Base, or traveling to other
countries to prove and sell jets. Dad was very modest.
So, there really was a Happy Bottom Riding Club
out in the desert, like in the film The Right Stuff? Yes
there was, and Dad went there, met Pancho Barnes.
They all did.
He flew with a lot of famous people, Neil
Armstrong, Charles Lindbergh. How did you get the
letter from Prince Phillip? This is the man who is
married to Her Majesty, the Queen of England, right?
Yes! He flew with my father in a 757 on a visit here in
1982. I thought ‘it never hurts to ask’ so in August of
this year I wrote to the prince, asking if he remembered
that flight. I quickly got a lovely letter back from him
on Buckingham Palace letterhead!
The list of the famous is long, but it sounded like
the most dangerous celebrity flying was with Howard
Hughes. The test pilots’ stories about Hughes’s skills
as a pilot in 1959 are hair-raising. They figured out
later that not only was he probably on pain meds
due to his earlier crashes, but he also had some
personality disorders.
It is interesting that as a lawyer, you recognize the
inherent conflict of interest that existed between the
Boeing pilots and the FAA guys who were to certify
the first jets; they socialized. That is gone now, isn’t
it? Yes. I’m told that today, the camaraderie is just not
there, the notion that everyone is on the same team
trying to build safe aircraft and fly them safely is gone.
It’s now all regimented with strict oversight.
It’s always the lawyers fault. Yes! Truly, they say
the fun has gone out of flight testing.
So, how do you feel about flying? Commercially
I fly all the time, but rarely in private airplanes
anymore. There are just too many bad private pilots
out there. My Dad and his colleagues had too many
tales of people who died flying

knowing how to handle the
airplane in all situations. I flew a lot with my Dad of
course. Our floatplane trips to Canada were great.
Yes, that really captures my imagination.
When you are on a plane do you know when
something has gone wrong? Sometimes. I felt a tire
blow out on takeoff in a 767 at SeaTac once. From
my talks with Dad, I knew this kind of thing happens
all the time and is no big deal. The captain didn’t say
anything until we were on approach to Amsterdam. We
had to fly by the tower for visual inspection and then
land far from the terminal, just in case. I was calm, but
a guy seated behind me panicked.
Where do you sit on a commercial airliner? Near
the exits, or in the rear. Dad’s advice. One story in the
book, about a deadly 707 training crash near Arlington
in 1959, graphically explains the basis for his advice.
This is a great story. I was sad to see the book
end. The photo of your father reaching out of the
P-12 biplane and cupping your chin in his hand
is a compelling portrait of a great father-daughter
relationship. Thank you. We had a wonderful bond. I
really miss him.
It is clear that an era has ended. Some say it was
the merger of McDonnell Douglas with Boeing,
others say it was the adoption of too many rules
made necessary by concerns of collusion between the
company and government.
Whatever the cause, the seat-of-the-pants, talentcontinued from page 5
rises-to-the-top meritocracy that gave us Lew Wallick
has been compromised. There will be no more legends
built from sheer talent, risk taking, and character.
We instead have a grinding bureaucracy, where
the esprit de corps is discouraged and the individual
soul lies crushed. What remains is just a job, made less
thrilling by simulators and other machines that leave
man hollow. He might have the right stuff, but we
will never know, because we have legislated away his
opportunities to show it.
So long Lew. I am glad I learned your name. š

WHO CAN VOTE
All regular voting and honorary members (judges and retired members) who are: 1) licensed to practice law
in Washington; 2) are members in good standing (i.e., pay their dues) with SCBA and Washington State Bar;
and 3) who reside in Snohomish County or maintain an office therein.
HOW TO VOTE
If there are three or more candidates listed on the ballot, the member must vote for three candidates
and rank each candidate in order of preference. In addition, regardless of the number of candidates,
each member must rate each and every candidate in one of the following categories: Excellent, Good,
Average, Unsatisfactory or Unknown. Any ballot, which fails to follow the outlined procedure, will not be
counted as to the race for which the procedure was not followed.
ENVELOPE PROCESS
The ballot shall be filled out by the member but there shall not be any identification of the voting member
on the ballot itself; the ballot shall then be placed in a sealed envelope marked “Ballot” that contains no
identification from the voting member; the “Ballot” envelope shall be placed in another envelope on which
the voting member must identify himself or herself by their printed name and their personal signature. The
completed ballots shall be returned as specified in the ballot notice. The “Ballot” envelopes shall be removed
from the outer envelopes by an impartial person selected by the Bar Association officers. Such person shall
not forward or include any ballot for counting which has not been submitted in the prescribed manner.
The identifying envelope containing the ballot envelope shall be sent to the Snohomish County Bar
Association, PO Box 5429, Everett, WA 98206. It can also be dropped off at the SCBA office located on the
2nd floor of the courthouse, Room #C203.
All ballots, whether mailed or delivered, must be received by the SCBA before 5:00 p.m. on
Wednesday, April 16, 2014.

Snohomish County Superior Court Commissioner
Laura Christensen Colberg In sixteen years of family law practice, I have come to appreciate that there are no
“easy answers” in this area of law. No two families are identical. No two sets of parents have the same skills, strengths or weaknesses. Each and every decision on the Family Law Motions calendar has a ripple effect into relationships beyond the scope or view of the courtroom.
In 2008 I got my first taste of the task Commissioners face in putting Band-Aids on volatile situations
with limited information when I was added to the pro tem list. I approached this opportunity with a
large dose of humility and respect. Though voluminous at times (often), I committed to reading all of
the pages submitted by the parties, in addition to court file history that provided further context. When
faced with an issue that was new to me, I have not hesitated to stop and look up the law on point. I take
the time to “do the math” and check calculations against records. From an attorney’s perspective, I understand the effort
and import given to what is prepared for the court’s review. In applying the Golden Rule, I take the time to review and
consider information in the way I’d like my own clients’ materials understood.
I bring professionalism and respect for everyone in the process—from the parking attendant to security to judicial assistants—I recognize the team of folks who are there to make sure the system works as it is intended to.
Other influences who have made me who I am: UW School of Law, Seattle Pacific University; Rigos Bar Review (where
I taught Family Law/Community Property for sixteen years). I take great delight in my two sons, ages 10 and 12, and my
husband of 18 years.
Stephen Curtis
I think I would do an excellent job as commissioner because I have worked as both a defense
attorney and prosecutor, and would be very even handed. I have worked in Snohomish County
as a court appointed defense attorney in juvenile court for the last 16 years. Prior to that I was a deputy
prosecuting attorney in Walla Walla for over 2 years. I have also worked as a special deputy prosecutor
in King County. I have over 20 years experience practicing law.
I have handled both civil and criminal cases including family law matters, civil commitments, child
support cases, ARY and CHINS cases, adoptions, parentage actions, dissolutions as well as dependency
cases and juvenile offender matters.
The commissioners handle a large volume of cases with a limited amount of time, my background in court appointed work
has prepared me to both be efficient and yet very thorough when it is necessary. I am a fast reader, and yet have an eye
for hidden truths. I would bring a balanced and fair perspective to the bench. Furthermore, despite handling many difficult
clients and cases I have never lost my cool in or around a courthouse. I am known for having an even temperament.
I have enjoyed practicing law in Snohomish County because of the generally amicable atmosphere among attorneys. I
would like to perpetuate that tradition as a court commissioner.
Brian Fahling
My career began in 1990 as a Snohomish County Criminal Deputy Prosecuting Attorney. After
serving in that capacity for four years, I left to enter a national practice where I specialized in
constitutional law, practicing in federal and state courts and administrative tribunals across the nation.
Since 2007, I have had my own civil practice representing clients primarily in Snohomish and King
County.
I have managed litigation and appellate teams and served as lead counsel in over 350 trials and appeals
in federal and state courts throughout the nation. I have practiced before the U.S. Supreme Court (brief
only), eleven U.S. circuit courts of appeal and more than thirty federal district courts and state courts. I
have lectured nationally and internationally on trial and appellate practice and have served since 2010
as judge pro tem and commissioner pro tem in Snohomish County Superior Court.
My background is a blend of civil, criminal and administrative experience. Extensive exposure to seemingly countless
federal and state judicial tribunals has given me a deep and abiding appreciation for judicial officers who uphold the
dignity of their office through a demonstrated respect for those appearing before them and an unwavering commitment to
justice and the rule of law. These are qualities I value and have strived to exemplify in my own practice and service as a
pro tem.

Halley “Hal” Hupp I have lived in Snohomish County for the last twenty years, and during that time I have served our
community as a deputy prosecuting attorney, as a civil service commissioner, as a trustee and president of the Snohomish County Bar Association, and as member of the board of directors for Washington
Rush soccer.
As a deputy prosecutor since 1994, I have handled cases in family court, district court, juvenile court,
mental health court, and superior court. I have appeared in family law mediations, arbitrations, and trials.
I have tried all variety of criminal cases in both juvenile and adult court. I have been the lead of the prosecutor’s office’s identity theft unit and district court unit.
I wrote The Washington State Child Support Handbook, which was published by the Washington State Bar
Association in 2001. In addition I have written family law articles and taught family law and criminal law CLEs.
I dedicate myself to my cases, and work to achieve the best results possible. I focus on justice, common sense, fairness,
patience, and respect for the people involved in the cases I work. As a commissioner, I will dedicate myself to the role of
impartial decision maker.
My promise is that I will always listen to you, will read your materials, will consider your arguments carefully, and will
render a fair decision. You can trust that I will treat every person in my courtroom with respect, and will always be prepared
to handle the cases before me.
While I enjoy working hard, my wife, daughter, and son are the joys of my life. When I am not working you will usually
find me at home doing homework with my children, or on the sidelines watching them play soccer.

I have been an attorney for over 30 years. I have tried cases in Superior Courts in Snohomish,
King, and Pierce Counties for a variety of matters. I have also appeared before the Court of Appeals and
administrative agencies. I have served numerous times as an arbitrator for mandatory arbitration.
I am a pro tem Court Commissioner in Snohomish County and have been an Ex parte pro tem Commissioner in King County for over four years. I enjoy serving as a pro tem Commissioner, dealing with litigants, applying the law, holding hearings, and making rulings. I have learned to manage the court room
to keep the calendar moving yet giving litigants time to present their cases while making tough, but fair
rulings. I am hard working, listen to parties appearing before me with equal respect whether attorneys
or pro se, and ensure the court rules are followed. My parents were immigrants to this country. I learned growing up that
all people are generally the same, though they may have different customs or speak a language other than English. I bring
this understanding and tolerance to the bench. I also appreciate the time it takes a Commissioner to prepare for hearings.
A commitment I would be honored to make on a full time basis.
I served on the Washington State Bar Association Disciplinary Board for three years. The WSBA Board for Lawyers
Fund for Client Protection and King County Bar Association Judiciary Committee (Secretary).
My husband, John, and I have lived in Snohomish County for 26 years, raising our two children in Bothell and Everett. I
have been a volunteer for the Leukemia and Lymphoma Society. I have mentored University of Washington first year law
students for 14 years.

Jay W. Neff
Jay W. Neff is a native of Everett, Washington. He has practiced law for almost 30 years. His
practice has been primarily in King and Snohomish Counties, where he focused on misdemeanor
criminal law, family law, and consumer bankruptcy.
In the past, he has served as part-time prosecutor for the City of Arlington, prosecuting cases in Cascade
District court. He has served as commissioner pro tempore in the Snohomish County superior court,
handling family law matters. He has served as judge pro tempore in the Everett Municipal court,
handling criminal matters.
Recently, Mr. Neff has been focused on bankruptcy; particularly the use of Chapter 13 bankruptcies as a
way to get peoples’ drivers’ licenses back who have had it suspended for non-payment of child support
or non-payment of fines. He believes it is important to mainstream people back into the driving public who may not have
had a drivers’ license for years, getting them licensed and insured again.
Mr. Neff currently lives in North Seattle with his spouse. He has two sisters. One of whom works at the Snohomish
County courthouse and the other at Everett Providence Hospital. His adult son is an emergency medical technician.

After 30 years of practicing law in both criminal and civil courts across our State, I have appeared in front of hundreds of jurists. I find that the ones that stick out in my mind most are
those that truly listen to the cases as they are presented, and show respect to everyone who appears in
his/her courtroom. Good judgment is also a key to a good jurist. I have served as a Pro Tem Judge and/
or Commissioner in both Stevens County and Snohomish County. I have strived to listen to all that
comes before me in an unbiased light and to make sound decisions. With your support, I would like to
be the next Snohomish County Superior Court Commissioner. I know that it will be extremely difficult
to fill Commissioner Arden Bedle’s shoes, but I will work hard to reach his standard of excellence. I

Patty Nelson
For the past eight years, it has been my pleasure to sit as Commissioner Pro Tempore on the
Superior Court Commissioners’ and Judges’ Juvenile Court calendars. Serving as Pro Tem has allowed me to fully utilize my combined 27 years’ experience in Dependency, Family Law, Criminal, Probate, Estate and Mediation practices. As Pro Tem I have presided over 1500 cases sharpening my ability
to efficiently manage large calendars while being decisive and maintaining control of the court room.
Our court system faces multiple challenges from restricted budgets and household funds; to an increasing number of pro se litigants and the need to balance required court procedures with their access to
justice; to the increasing presence of substance abuse and mental health disorders in cases heard on the
commissioners’ calendars. These issues create complex challenges which require an ability to identify
and prioritize issues and make clear rulings cognizant of appropriate safeguards and services. I have demonstrated my
ability to accomplish this as pro tem, and now offer my extensive experience to serve the Snohomish County Superior
Courts as a full time Commissioner.
I am a member in good standing with the ABA, WSBA and SCBA and belong to their Family Law sections. I have served
in various offices and committees of our local bar and Washington Women Lawyers’ organizations, as well as providing
pro bono services through Snohomish County Legal Services. I have been rated by the judicial evaluation committees
of the Latina/o Bar and Joint Asian Bar as “Well Qualified” for judicial office and “Qualified” by the QLaw committee.

Robert Sauerlender My name is Robert Sauerlender and I am currently a Superior Court Commissioner in Mason
County. I have held my current position for over three years and have worked for Mason County
in several capacities for nearly 20 years. Prior to my work for Mason County I was in private practice
primarily dealing with domestic, criminal and land use cases.
In 1994 my employment with Mason County began. I worked initially for several years as a Deputy
Prosecutor – primarily as a criminal deputy. My career took an interesting turn when I was given an
opportunity to open Mason County’s first Juvenile Detention facility and I became a vigorous advocate
for Juvenile Justice issues in Mason County and state-wide. While I was working with the Juvenile
Court I also worked part-time as a Special Deputy Prosecutor handling land-use matters. That contract
ended in December of 2010. In January of 2011 I accepted the appointment as a Superior Court Commissioner. As a
Commissioner I am mindful that all I do is a reflection upon the elected Judges. I give careful attention to each litigant
who appears before me so that I am always prepared to address the factual and legal issues that must be resolved. Equally
important, I give thoughtful and respectful consideration to all persons who appear before me - even when occasionally
not shown respect.
I received my BA from the University of Washington in 1986, an MBA from City University in 1989, and graduated cum
laude from Gonzaga University School of Law in 1992. Most importantly, I am married to a wonderful lady named Amy
and have two delightful daughters age 22 and 18. I look forward to answering questions about my qualifications and

of the skills and integrity I’ll bring to a Court Commissioner position.
In 2008, WWL rated me as “extremely well qualified” for a Superior Court Commissioner position.
Since then I have continued to develop my skills. I’m in my seventh year as pro tem Snohomish
County Superior Court Commissioner. Since 2009, I’ve served as private evaluative mediator in
over 500 family law cases. I also have been appointed to serve as mediator in about 70 Foreclosure
Fairness Act foreclosure matters, which include a decision-making component regarding good faith
of the parties. The Snohomish County Superior Court has appointed me as Special Master regarding
discovery and disputed real estate matters. I’m a certified mediator at the national, state, and local level.
I’ve been a Snohomish County Superior Court arbitrator for over 25 years.
From 1980 - 2008, I had a private civil law practice in Everett. With the Anderson Hunter Law Firm, I did insurance
defense, PI, real estate, probate, guardianship, business law. For a couple of years, I worked part time for Open Door
Theatre and the Office of Children’s Affairs, along with some GAL work and board work with various local nonprofits
such as Luther Child Center. I changed my practice focus to family law, and practiced in this area for about 15 years with
several law firms and also in my own successful law office. I’ve served on many professional boards and committees,
including WSBA Bar Examiner and Special Bar Counsel, SCBA Trustee, Chair of SCBA Family Law Section and SCBA
ADR Section. I was honored as 2004 SCBA Attorney of the Year. I do volunteer and pro bono mediator work, and have
served in many community leadership roles over the years.

Many of you know me; I was admitted to practice in 1994 and worked with many of you over
the years as a litigator, pro tem, and arbitrator. In 2007 I accepted a position as Assistant General
Counsel (litigation) with the WSBA; I am now back in private practice and am applying for the position
of Superior Court Commissioner. Although I have added a few pounds and my hair is a bit greyer, what
you know of me really hasn’t changed: I still take pride in my work, I still do what it takes to get the
job done, and I still have a strong work ethic that I will bring to the bench. When on the bench I strive
to run my courtroom in a fair and impartial manner. Those appearing before me know to expect that I
have read the working papers and reviewed the court files but that I often ask questions to ensure that
I have all the information I need to make the best decision possible. I don’t hesitate to make difficult
decisions, and am not afraid to say “no” when I need to. In my practice I have handled divorces, parenting plan modifications, child support cases, paternities, contract disputes, landlord/tenant matters, guardianships, probates, will contests,
and general civil litigation—in other words, the types of cases that come before the commissioners every day. I have performed approximately 114 guardian ad litem investigations and rendered 61 arbitration decisions. I was born in Snohomish County; I have lived here all my life, and my wife and I have made Snohomish County our home. I will work hard for
you as a Commissioner, and appreciate your support.

My name is Nicole M. Wagner, and I would like to be considered for the Snohomish County
Superior Court Commissioner position. I have been practicing since 2007, and my experience
as an Attorney has been in both the public and private sectors. I began my career with the Parent
Representation Program, and then became an Assistant Attorney General. I am currently in private
practice with Port Gardner Law Group here in Everett practicing exclusively in the area of Family Law
and Juvenile Court matters. I also serve as a contract attorney for the Snohomish County Superior
Court’s Dependency Volunteer Guardian Ad Litem program. I believe that my background wearing
all hats in the dependency process as well as representing a diverse clientele both culturally and
socioeconomically, has provided a well-developed and balanced skill set in which I am capable of
seeing all parties’ perspectives. During my tenure with the Washington State Attorney General’s Office, I was awarded the
highly prestigious Excellence Award due to my commitment to social justice and performance as an Assistant Attorney
General where I launched programs such as Dependency 101 and Reunification Day. I transitioned to private practice in
2010, and served as Secretary for the Collaborative Law Section with the King County Bar Association. This year, I was
nominated by fellow family law colleagues to author a chapter for the Lexis Nexus Washington State Family Law Practice
Guide due to be published this year. I have a true passion for the law and I am excited by the opportunity to bring my
experience, passion, and professionalism to the “Bench.” I believe serving as a Superior Court Commissioner is an honor
and privilege and I look forward to the opportunity to serve as the next Snohomish County Superior Court Commissioner.

Richard M Wallar was born in Zanesville, Ohio, enlisted in the United States Air Force in
1971, and was an electronics technician on B-52 Bombers and served in Southeast Asia during
the Vietnam War. He graduated Summa Cum Laude from Ohio University (Athens, Ohio) in 1978
and graduated from the Ohio State University College of Law in 1981, and served four years as a JAG
officer with the United States Coast Guard . From 1986 through 1995 he was a Trial and Appellate Attorney. He was elected in 1995, and re-elected in 2001 as the Hocking County Municipal Court Judge
.He was elected in 2006 as Hocking County Juvenile Probate Judge. He was admitted to the Washington State Bar in January of 2013.
Richard M. Wallar
Mr. Wallar has volunteered with United Way , Hospice, Habitat for Humanity, Jaycees, and is an active
member, distinguished past president and past Lieutenant Governor on the Ohio Kiwanis District Board of Directors. He
is a member of the First Presbyterian Church of Logan. He has been a Boy Scout Master, coached little league soccer
and baseball teams and has been a volunteer with Special Olympics.
He is admitted to practice before the United States Supreme Court, has instructed for the Ohio State Bar Association and
the Ohio Judicial College, and has served on the Ohio State Bar Association’s council of Delegates and Board of Governors. He was elected an ASTAR, Advanced Science and Technology Adjudication, Fellow in April, 2013. He is married to
Sharon Johnson-Wallar and they have two children and two grandchildren.
Judge Wallar has initiated and presided over Drug Court, Family Treatment Court, and Mental Health court dockets.

I have approximately 27 years of legal experience in both criminal and civil matters.
I graduated magna cum laude from Seattle University School of Law in 1986. I was awarded an American
Jurisprudence Book Award in Constitutional Law. I also received an Academic Achievement Scholarship
Award.
After graduating law school, I clerked for the Honorable Joseph Thibodeau in the Snohomish County Superior Court. I performed legal research and prepared memoranda on criminal, civil, and administrative law
matters.
For the past 25 years, I have worked on criminal and civil juvenile justice issues at the Denney Juvenile Justice Center. I have represented children in every type of criminal matter, BECCA Bill cases, and dependency.
I have also represented parents in all aspects of abuse and neglect cases, including the termination of parental rights and dependency guardianship cases. I have completed VGAL training. I was the defense attorney in Snohomish County At-Risk Youth
Drug Treatment Court for 10 years. My representation of indigent clients has resulted in several published opinions in the
Washington State Court of Appeals.
I was selected to represent the defense perspective on the Snohomish County Committee put together to prepare a report on racial disproportionality in juvenile court. I helped create and coach a basketball program for At-Risk Youth at the Northwest Regional Learning Center. I also assisted in creating and implementing the Teen Court Diversion Program in Snohomish County.
I have dedicated my entire legal career to helping families in crisis with their legal problems. I am committed to providing the
citizens of Snohomish County fair and impartial justice if I am appointed to serve as the Court Commissioner.
