COSBE To Discuss State, County, School Issues
Chamber members with an interest in major public issues will want to attend a series of conversations which COSBE has
scheduled this fall. COSBE is the Chamber’s new Council Of Small Business Enterprises, and COSBE Chair Walter Kent
(Kent Funeral Home) thinks the three monthly breakfast sessions will resonate with his fellow small business members.
“These are three critical pieces of local operations,” said Mr. Kent. “Government and Education services are crucial to our
business and professional firms, and taxes, of course, have a big impact, too.”
The programs are the first of several series which COSBE
leaders are planning. The fall sessions were developed in
collaboration with Denis Sweeney (Sweeney Enterprises),
who chairs the COSBE Legislation subcommittee.
This season’s one hour breakfasts will feature Senator Tom
O’Mara (NYS 53rd District) on September 29th discussing
The State of the State. On October 27th, County Executive
Tom Santulli will address The State of the County.
Horseheads School Superintendent Ralph Marino will
overview The State of the Schools on November 29th.
All sessions will be held at Holiday Inn Riverview and
will begin with a light breakfast at 8:00 a.m. Before
adjournment at 9:00 a.m., each program will have a fifteen
minute presentation by the featured speaker and at least
fifteen minutes of dialogue with attending Chamber
members.
“The conversation part is important to us,” explained
Mr. Kent. “We think the give-and-take interaction will be
valuable to the speakers as well as to the members. All of us
will be in a learning mode those mornings,” he added.
Cost of the programs is $15 each, but a package of all three

Business Council Optimistic on
Economic Plan
“With a positive legislative session behind us, the business
community strongly believes that work remains to be done to
lower the cost of government, create private sector jobs and
strengthen New York’s economy. The second phase of the
Governor’s plan for a new New York sends a signal to business leaders that the state is prepared to not only control the
cost of government but to invest in business.
By looking at economic development from both a statewide
and regional perspective, business and civic leaders will have
direct input into how economic incentives, procurement
practices, tax relief and mandate relief initiatives are
designed. We are cautiously optimistic that the Governor’s
plan will streamline the process for New York business.”

Recipe for High-End Jobs
developing the Marcellus Shale formation, according to a
new report released by the Public Policy Institute, Inc.
(PPI), the research arm of The Business Council of New York
State Inc.
Drilling for Jobs: What the Marcellus Shale could mean for
New York finds that creating as few as 300 natural gas wells
per year in the Marcellus Shale has the potential to generate more than 37,500 jobs annually in New York. PPI
examines the immense job-creating potential of the natural
gas resource, comparing the private sector growth of select
counties in the Southern Tier with a section of northern
Pennsylvania.
“This report details the long lasting economic impact that
Marcellus Shale development can bring to New York’s
Southern Tier,” said Heather Briccetti, acting-president &
CEO of The Business Council of New York State, Inc. “As the
Department of Environmental Conservation focuses on the
environmental aspects of Marcellus Shale exploration, it is
important that New York also consider the economic impacts. The report stresses that a balanced approach to
natural gas extraction in the Marcellus Shale will lead to
thousands of new jobs, real property tax benefits and
increased tax revenue.”

The Business Council of New York State, Inc., stresses the
importance of fostering the transfer of technology from
colleges and universities to the workforce.
Although Ms. Briccetti highlights the Greater Rochester area
in the op-ed as a champion of this effort, she uses the example to show how this can be done by many institutions across
the state.
“Public and private sector leaders worldwide understand that
innovation is the key to competitiveness. Governor Cuomo’s
regional approach to economic development is an offshoot of
that realization. Part of this new approach must include the
transfer of technology (TOT) from universities to the private
sector.
Producing innovative, highly applicable research at our
colleges and encouraging collaboration with local companies
will open a commercialization pipeline through which new
goods and services can be developed. It is critical for every
region of the state to foster these partnerships.
Research shows that New York has fallen behind peer states
in terms of venture capital investment. To reverse this trend,
vertical integration of economic development with a region’s
research universities, four-year and community colleges must
be leveraged.

Natural Gas Drilling Essential to
Economic Recovery
There are very few opportunities available to New York State
with the same job-creating potential as exploring and

The Federal Trade Commission sent a letter to Senator
James Seward on A5520-B, which regulates the use of mail
order pharmacies by health plans offering prescription drug
coverage, recommending the bill not be enacted.
The letter states in part, “The Bill will limit a health plan’s
ability to steer beneficiaries to a lower cost mail order vendor of maintenance drugs, via financial incentives or other
terms of coverage, whenever a competing retail pharmacy
is willing to fill prescriptions at ‘comparable’ prices. By restricting a health plan’s ability to offer favorable treatment
to a low cost mail order pharmacy, the Bill undercuts pharmacies’ incentives to bid aggressively for a share of that
health plan’s business.
Reducing those incentives is likely to raise the prices that
consumers pay for the prescription drugs that their health
plans cover. Some cost increases may be passed on to plan
beneficiaries in the form of higher out-of-pocket prices. In
some cases, plans may respond to higher costs by reducing
the scope of prescription drug coverage, or by eliminating
prescription drug coverage entirely. For those reasons, FTC
staff recommend that the Bill not be enacted.”

Clemens Center Selected as
Site for 9/11 Anniversary Exhibit
The Clemens Center has been named as a location for thirty
“New York Remembers” exhibitions being organized as part of
a statewide recognition of the 10th anniversary of the
September 11, 2001 terrorist attacks. The exhibitions are
intended to give New Yorkers a place to remember the victims
of 9/11 and honor the heroes who helped with the clean-up and
recovery efforts. Each site will display an artifact related to the
event, during the week of August 29 through the end of
September. A piece of a New York City patrol car will be
available for viewing in the Clemens Center lobby.

announce the locations for thirty “New York Remembers” exhibitions

CVB to Participate in Group Travel Show
Trolley Tours Wrap Up
Season
The Clemens Center is one of Chemung County’s group-friendly destinations.
Members of the Chemung Chamber’s Convention & Visitors Bureau (CVB) will soon
represent Mark Twain Country at a major group travel show to increase awareness of
Chemung County as a group-friendly destination.
Cynthia Raj of the Chemung Chamber, and Misty Purdy of Holiday Inn Riverview, will
participate in the 28th annual Travel Expo, on September 7 & 8 in Niagara Falls. The
event is designed to bring representatives of destinations face-to-face with those who
organize group travel. Over 250 meeting planners, tour operators and group leaders
from Massachusetts, Pennsylvania, Ohio, Canada and New York State are registered to
attend.
Sheila Thomas, GM at Holiday Inn Riverview and Chair of the CVB’s Group Travel
Committee, noted that group travel rounds out a healthy destination-marketing plan
because many groups prefer to travel off season, when hotels are most likely to have
available rooms and can provide the best value. “It’s a win-win situation,” added Thomas.
According to the American Bus Association, an overnight group tour produces over
$12,000 per motor coach in revenue to a community.

Country Tours will wrap up its 2011
season on September 3. Offered as
a joint project between Chemung
County Transit and the Chemung
Chamber, the summer tours entice
visitors to stop in Chemung County
and visit local attractions. Although
final attendance numbers are not
yet available, the tours typically
draw over 2,000 riders annually.

Empower Federal Credit Union has
reached 100,000 members and is
celebrating this milestone all summer. “This is an exciting achievement for us,” says Empower
president/CEO John Wakefield. “It
means we are reaching a growing
number of people with the benefits
of credit union membership.” The
credit union has been celebrating
with their members, with weekly
drawings and announcement of
winners on the Empower website,
throughout the summer. The celebration will end with grand prize
drawings on September 9.
Second generation owner Martin N.
Marino says that back when his father
Joseph F. Marino founded the business
in 1951, “all layouts and designs were
done by hand. Non-illuminated signs
were hand lettered. For illuminated
signs plastic letters were cut out and
glued to the faces. My dad was a true
sign artist; he had to do every aspect of
the job himself.”
The Arnot Ogden Medical Center
Foundation received two grants from the
Community Foundation of Elmira-Corning and the Finger Lakes, Inc. A grant
of $7,250 will help purchase a pediatric
GlideScope for the Arnot Ogden Medical Center Emergency Department. The
GlideScope uses a high resolution digital
camera to facilitate intubation of newborns, infants and children. Intubation is
often required for mechanical ventilation,
removal of foreign bodies from the airway
and in pediatric trauma where time is
critical.
“This is a celebration of our members so we’re giving out some great
prizes,” says Mary Wilson, vice
president of communications at
Empower. Information about the

Empower members are eligible to
join through affiliation with one of
more than 2,000 companies or associations that are member organizations of Empower, family affiliation,
or through one of Empower’s underserved charters.
The business has also grown to include
a steady awning base. “Now I can use
the computer programs to show customers what their awning will look like
at night or even at a certain angle with
the sun shining” says Marino. “We still
do much in the way of neon but LED
channel letters and LED displays are
taking a bigger share of the market. Vehicle and window graphics continue to
be an important part of the business.
We do all our own design, manufacturing, and installation not only for our
local customers but also for national
accounts. Our number one priority has
always remained quality service.”

This grant will be used to purchase
physical, occupational and speech testing
and therapy materials for Arnot Ogden
Medical Center’s Early Intervention and
Preschool Therapy Program in Horseheads. The Therapy Program provides
critical intervention for suspected delays
in speech or motor functioning allowing timely interventions that may impact
future capacity and potential or identify
a diagnosis with future implications. The
TI-GER Fund supports charitable programs and projects of non-profit organizations in the greater Corning area.

NYSEG and RG&E Help Nearly 5,000 Small Businesses Save Electricity
Since May 2010, nearly 5,000 small businesses have reduced their electricity use by more than 32 million kilowatt-hours through NYSEG
and RG&E’s Small Business Energy Efficiency Program. Under the program, businesses with demand of less than 100 kilowatts are eligible
to receive free energy assessments performed by EnerPath, the program implementation contractor, and NYSEG or RG&E then cover 70%
of the cost of installing recommended energy-efficient lighting upgrades.
Qualifying lighting upgrades include replacing existing fluorescent fixtures with higher efficiency lamps and ballasts, changing incandescent
bulbs to compact fluorescent lights (CFLs) or light emitting diode (LED) lamps and upgrading exit signs to light emitting diode (LED)
technology.

New Free Bid-Matching Service Launches
Glove House Receives Hilliard Grant
The New York State Procurement Assistance Center at
Corning Community College’s Small Business Development Center at 24 Denison Parkway West, Corning, NY is
now offering a new service to help local firms find leads to
government contracts. BidLinx is a government contract
“bid-matching” service; it is a web-based program that
monitors thousands of bid sources on the internet and
sends email notices of opportunities tailored to match
a firm’s products, services, and capabilities. These bid
sources include:
Glove House, Inc. announces that a grant in the amount
of $5,000 was received from The Hilliard Foundation of
Elmira, NY. These funds will be used for website design,
hosting and support for the not-for-profit organization.
The agency understands that today’s websites are really
the first interaction many have with an organization.
Goals set for the website include providing user friendly

success stories, events, educational and employment
opportunities, and donor opportunities. The Hilliard

Tri-County Bus Map and Guide Released
The Institute for Human Services, in conjunction with CSS Workforce New York and the Mobility Managers of Steuben, Chemung,
and Schuyler Counties, is pleased to introduce the first ever Tri-County Bus Map and Guide for local transit riders.
The 2011 Bus Map & Guide, entitled “Need a Ride?” is an easy-to-use resource including all the bus route-maps, schedules, and information for Chemung, Schuyler and Steuben Counties. This tri-county transportation guide is the first step in a regional collaboration to
increase ridership, make transportation more accessible to all residents of the area, and simplify transit use for local riders.
Funding for the guide was provided by CSS Workforce New York in an effort to help jobseekers and those without transportation to
utilize community resources. Transportation needs in the Southern Tier do not stop at the county borders, and many people travel
between counties every day for work and appointments. “Transportation in rural areas has always been a barrier to employment, and the
current economic situation only makes it a greater burden. By working together across the region we can begin to address this barrier in
a more cost effective and environmentally sound way,” stated Dan Porter, Executive Director at CSS Workforce New York.
Patrick Rogers, Executive Director at the Institute for Human Services, said, “In an environment of declining resources and increasing
need, this project is an example of how all of our organizations, both public and private, work together to leverage the resources we do
have in order to provide the most effective services to the residents of Steuben, Chemung and Schuyler Counties.”
Beginning today, these brand new transportation guides are available at all CSS Workforce New York locations, Steuben, Chemung and
Schuyler County Offices and through the public transportation providers. It is the hope of everyone who worked toward this tremendous effort that these guides may be utilized to help make people aware of all the public transportation services available, and make

Speed Networking Preview Session a Hit with Members

Speed Networking is an initiative of the Chamber’s Council Of Small Business Enterprises (COSBE) Connections
Committtee, which seeks to facilitate development of new associations among member firms. The one-on-one format
makes it easier and more fun to connect with a client, capture a customer, or reach a brand new audience through interaction with members that one might not ordinarily approach.
“I liked it a lot,” said Shelly Cadek, of Wallin Insurance Agency, Inc. “I spoke with a couple of people that I have seen at
BABs (Business After Business Receptions) but never talked to them. Now I will make sure to speak to them at the next
event.”
The next Speed Networking event will be hosted by Appleridge Senior Living on September 14th from 5:30 to 7:00 p.m.
Sandler Training will also host the first morning session on October 12th from 8:00 to 9:30 a.m.
Cost to attend is only $5, which includes light snacks and beverages. All Speed Networking events are limited to

Seeks Nominations
The Chemung County Chamber of Commerce Annual Awards
breakfast sponsored by Elmira Savings Bank has been scheduled
for Tuesday, December 6, 2011. The program will begin at 7:30
a.m. at the Elmira Country Club. The Chamber is seeking
nominations for a number of distinguished awards this year.
The ATHENA® Award program recognizes individuals who actively
assist women in realizing their full leadership potential. The
ATHENA® Award is sponsored this year by Elm Chevrolet, F.M.
Howell and WETM-TV. The Chamber thanks these members
for their generous contributions to ensure the continuation of the
ATHENA® program in Chemung County.
And as our community continues its quest for even better schools,
teachers, graduates and, ultimately, employees, the Chamber of
Commerce Business Education Roundtable wants to recognize the
efforts of a Chemung County teacher or other school employee
who promotes the collaboration of business and education and
that crucial mission we share. Chamber members interested in
honoring such an exemplary education professional are encouraged
to nominate candidates for the 5th annual Partners in Education
Award.
The Mary E. Kennedy Community Builder Award recognizes the
outstanding volunteer efforts of an individual who has helped
enhance the quality of life in our community.
The New Business of the Year Award is a Chamber member firm
that has been in business for at least one year but not more than
five years, shown evidence of success measured by sales, profits
and/or employee growth, and also demonstrated the
entrepreneurial potential necessary for long-term business success
& economic growth.
The Member Services Council Ambassador of the Year Award will
also be presented.
Member Milestone Anniversaries – members who celebrate an
anniversary date of 25 years, 50 years, 75 years, 100 years and
above will be honored for their dedication to the community.

Dear Chamber Members,
It was a year ago this month that Appleridge Senior Living came under new management and transformed the
former establishment into a thriving independent senior living community. In reviewing the past year’s
achievements, I can only smile at the success we have become.
Looking back over my shoulder from that first day until now, I recall the many enhancements and upgrades made
along the way to ensure resident safety, security, comfort and well-being. Our immediate investments included 24
hour security and full time maintenance, expansion of our front desk coverage to 11 hours per day/7 days a week,
adding in an emergency response pendant system for all residents, and numerous building upgrades and repairs
both inside and out. In addition we purchased a private car and a 12 passenger bus with handicap accessibility to
accommodate our residents to appointments, shopping and outings.
As you follow us in the future, expect to see additional enhancements to dining services, a refurbished fitness
center including new equipment, a larger convenience store with more items available, a wood working shop, and
more community clubs.
There are many unknowns in any new business venture. Appleridge Senior Living is no different. The difference is
our staff, managing members and owners believe in who we are and what we do. We are grateful to all our
residents, their family, and community members who have placed their confidence in us as we are well aware that
our growth is due, in large part, to your trust in us. We truly mean it when we say …Passionately committed to
