E
very newscast reminds us of the fiscal
challenges America faces, as well as the
dangers of the world in which we live.
While some briefly acknowledge these facts and
then go about their day, that’s not possible for the
team at DELTA Resources. We recommit ourselves
every day to providing high quality services to our
partners in the government and private sector who
are charged with safeguarding America and using
its resources wisely.
In this year’s annual report, we have highlighted
the ways in which DELTA is structured to focus on
its mission. We want to share with you the core
values we hold, the core capabilities we possess,

In my twelfth year as the head of this organization,
I continue to feel the same consuming passion and
pride for DELTA’s work as I felt in year one. DELTA’s

REVIEWED FINANCIAL STATEMENTS
DELTA’s second audited statement results mirror those
of the original audit: “In our opinion, the financial
statement referred to above present fairly, in all material
respects, the financial position of DELTA Resources, Inc.
as of December 2011, and the results of its operations
and its cash flows for the year then ended in conformity
with accounting principles generally accepted in the
United States of America.” Going forward, DELTA will
eliminate the expense of a formal audit and revert to
reviewed financial statements by Glen Todd & Company.
DELTA’s 2012 reviewed financial statements will be
available by mid-year.

FINANCIAL HIGHLIGHTS OF THE YEAR

2012 was a recovery year. Management’s aggressive
approach toward reallocating indirect resources to
business development efforts has DELTA positioned
for significant growth in 2013. The growth was not fully
realized last year due to DoD acquisition challenges
resulting from a perpetual Continuing Resolution status
and the looming “Sequestration”/“Fiscal Cliff” situation.
Key business development targets submitted in 2012
and new proposals in process should result in a revenue
increase (+20%) by the end of 2013. In addition, costcutting efforts have resulted in significant recovery in
profits. Full EBITDA recovery was achieved in 2012 and is
projected to increase in the near term. The government’s
current strategy for Low Cost Technically Acceptable
procurements is presenting a surmountable challenge
longer term. DELTA is very excited about achieving
success in key financial metrics moving forward.

DELTA’s organizational structure focuses on
deriving maximum results across seven major

Joint Integrated Warfare Systems Engineering
DELTA’s Joint Integrated Warfare Systems
Engineering (JIWSE) program provides support
to several Navy Program Executive Offices
(PEOs), as well as Naval Surface Warfare
Center—Dahlgren Division (NSWCDD) and
Surface Combat Systems Center Wallops
Island (SCSC). Our services include systems
engineering, test and evaluation, and program
and financial management support with advanced
expertise in architecture development, program
risk analysis, independent cost estimation/
engineering, OA systems engineering, and
technology transition, human resources/strategic
planning, administration, and public works.
Naval Engineering Management
DELTA’s Naval Engineering Management
(NEM) program provides a broad range of
programmatic, financial, and engineering
services to the Naval Sea Systems Command’s
Naval Systems Engineering Directorate. DELTA
personnel provide direct support to the Chief
of Staff, Director of Workforce Management,
Chief Financial Office, Science and Technology,
Warfare Systems and Marine Engineering
Divisions, the NAVSEA Small Business
Innovative Research (SBIR) Program, the Fleet’s
Afloat Management Plan System, and the Chief
of Naval Operations Staff.
Naval Warfare Systems
DELTA’s Naval Warfare Systems (NWS) program
staff provides specialized programmatic services
to Warfare Systems Engineering customers at
the Naval Sea Systems Command Directorates
and Warfare Centers. NWS analysts provide
program management, financial management,
security, administrative, and engineering
services across the cross platform domains of
Strike Force Interoperability, Test and Evaluation,
Electromagnetic Effects Engineering, and
Warfare Systems Certification.
Government Acquisitions
DELTA’s Government Acquisitions staff assist
technical divisions of the Defense Information
Systems Agency’s (DISA) Program Executive
Office for Mission Assurance and Network
Operations (PEO MA) in developing contract
packages, acquisition documentation, acquisition
plans, statements of work, solicitations, and
evaluation plans necessary to solicit, evaluate,
and award contracts meeting government
requirements. DELTA provides financial support
and strategic planning necessary to generate
products associated with the PPBE process.
Joint Program Management
DELTA’s Joint Program Management (JPM)
team supports the Office of the Under
Secretary of Defense for Policy (OUSD(P))
and the Department of Energy (DOE) by
providing programmatic, financial, security, and
administrative services.

DELTA’s Management Information Systems
professionals provide highly specialized
information technology (IT), IT systems, and end
user support. We currently provide IT Helpdesk
support to more than 900 end users at the Naval
Sea System Command. DELTA provides the
Assistant Secretary of the Navy for Research,
Development, and Acquisition (ASN(RDA)) with
Program Portfolio Analysis and Performance
Analysis for the Navy Center for Earned Value
Management. DELTA staff also provides the
Assistant Secretary of the Army, Installations,
Energy and Environment’s (OASA (IE&E))
Environment Information Technology Program
(EITM) with software development, data
modeling, systems integration, and Business
Enterprise Architecture (BEA) compliance.
Marine Operations
DELTA’s Marine Operations program supports
the Marine Corps Systems Command’s
(MARCORSYSCOM)

CRITICAL MISSIONS
While DELTA is involved in many different projects,
the company supports four overarching critical
missions:
Information Assurance & Cybersecurity
DELTA assists the Defense Information Systems
Agency (DISA) with information assurance and
cyber security for the offices of the President,
Vice President, Secretary of Defense, military
services, and 10 Combatant Commands
(COCOMS). DELTA helps DISA support its
mission of focusing on delivering DoD enterprise
solutions to COCOMS and Defense-wide
agencies to ensure critical mission execution
in the face of cyber attacks. This includes
supporting solutions to harden the network
by: reducing the exposed attack surface and
gaps that adversaries can exploit to disrupt
communications; providing vital situational
awareness to senior decision-makers and
network defenders to enable attack detection
and diagnosis; supporting safe sharing of
information with allies and mission partners;
publishing security guidelines and assessing
compliance; and providing training to DoD’s
community.
Interoperability & Air Defense
New technologies are significantly improving
warfighter capabilities, especially in the area of
computing capability. The challenge is to ensure
newly developed systems work with existing
systems without introducing new issues. DELTA
provides support to military leaders as they
address modernization and interoperability
considerations. For example, to ensure success
in achieving the Navy’s missions and countering
sophisticated threats, defense resources must
be integrated technologically to give personnel
access to usable information from Command,
Control, Communications, Computers, Combat
Systems and Intelligence (C5I) systems. DELTA
works with Acquisition Program Managers,
the Technical Authorities, OPNAV Resource
Sponsors, and the Fleet to develop and maintain
an accurate air defense picture, coordinate
defense in-depth with the available air defense
forces, and provide a high firepower response.
Critical Infrastructure & Force Protection
America’s infrastructure depends on the
intercommunication of various components
to ensure the sustainability of our country’s
systems and safeguard national security.
DELTA experts support the Office of the Under
Secretary of Defense, Policy (OUSD(P)) through
activities such as serving as a liaison with
external DoD organizations, including NATO, for
leadership meetings. In support of the Defense
Critical Infrastructure Program (DCIP), DELTA
helps sustain DCIP’s mission of managing risks
to essential resources for DoD missions and
assets inside and outside U.S. borders.
DELTA also provides support to the Mine
Resistant Ambush Protected (MRAP) Vehicle
Program. The MRAP vehicle program may be
considered one of the most effective programs
for safeguarding soldiers, sailors, marines and
airmen in Southwest Asia. DELTA staff have
been key members of the MRAP program since
it was conceived in 2006 and have led the test
and evaluation efforts throughout the life of the
program.

Navy Shipbuilding & Fleet Support
DELTA supports the Navy’s shipbuilding
programs and provides fleet support in
areas such as project management, systems
engineering, combat systems development,
and business management. DELTA analysts
have been directly involved in several of the
Navy’s most critical shipbuilding initiatives.
Our team has supported AEGIS Guided Missile
Destroyer modernization efforts (DDG-51), the
Navy’s first Littoral Combat Ship (LCS), and the
modernization and in-service support for U.S.
Aircraft Carriers. DELTA personnel also provide
critical fleet support efforts for the fielding of
C5I improvements, ensuring that sailors have
reliable and technologically mature capabilities
in order to deploy, execute missions in harm’s
way, and return home safely.

Our analysts provide support to the PEO Ships
directorate, whose primary mission is to provide
the Navy with equipment on time and within
budget, with assistance in configuration change
impacts to system costs and construction
schedules. DELTA experts also support
production and Program Acquisition Resource
Manager (PARM) reviews and provide contract
management assistance.

DELTA’s work significantly impacts four vital
areas:
Protecting Our Soldiers
DELTA has an unwavering commitment to
protecting the brave men and women serving
in the United States military. Whether they’re
on the front lines in Afghanistan or training at
a base on American soil, ensuring the safety of
our military forces is our primary mission.
DELTA supports various programs that increase
the readiness and survivability of military systems
and equipment and provide critical information
necessary for military response. These programs
include the Marine Corps’ Product Manager
(PdM) Engineer Systems (ES) program, which
acquires the systems and equipment needed by
multi-capable Marine Air/Ground Task Forces to
fight and win our nation’s battles.
Safeguarding National Security
Threats to America’s national security come
in many forms. From safeguarding classified
information, to supporting counterintelligence,
to ensuring that our critical infrastructure is
strong, DELTA is committed to making certain
that the United States and its citizens are safe,
secure, and protected.
Our Navy Warfare Systems support staff work
closely with Fleet and Type Commanders at
Naval Sea Systems Command to plan, facilitate,
and execute the Navy’s review and modification
to the Fleet Command Approved Baseline.
By tracking the Command, Control, Combat
System, Communications, Computer, and
Intelligence Modernization Process (C5IMP),
DELTA professionals aid our country in ensuring
interoperability of U.S. Navy ships and platforms.
Optimizing Government
DELTA puts a premium on budgeting accurately
and cutting costs whenever possible, and at the
same time ensuring excellent results. We have a
distinguished record of helping our government
partners streamline processes and work more
efficiently without sacrificing effectiveness.
At Naval Sea Systems Command, DELTA
supports the implementation and utilization
of the Navy’s Enterprise Resource Planning
(ERP) System. Navy ERP standardizes business
practices so that they are applied consistently
across the Navy. As a result of DELTA’s support,
the Navy’s program managers are better
equipped to estimate costs, requirements, and
risks so they can complete tasks on time and
within budget.
DELTA’s Enterprise-Wide Information Assurance/
Computer Network Defense Solutions Steering
Group (ESSG) support team provides an integrated
approach to cyber security policy and operations,
addressing security challenges in cooperation
with the Defense Information Systems Agency
(DISA), the United States Strategic Command
(USSTRATCOM), and the United States Cyber
Command (USCYBERCOM).

manifests itself in many different ways, from
building intellectual capacity, to increasing the
military’s physical power, to harnessing the

At the Department of Energy’s (DOE) Office of
Electricity Delivery and Energy Reliability (OE),
which leads America’s efforts in enhancing the
security and reliability of our energy infrastructure,
DELTA facilitates interagency coordination and
provides policy analysis, project management,
and oversight of budgetary analysis.
Our
commitment to ensuring our nation’s future
success is steadfast. It is this commitment that

LEADERSHIP TEAM
EXECUTIVE LEADERSHIP
MARIA PROESTOU is the president
and chief executive officer of DELTA,
which she co-founded in 2000. In
addition to guiding the company’s
growth and development, Proestou
oversees quality control and serves as an expert
on the Navy’s strategic planning, budgeting, and
program management. She is one of only a few
financial contractors qualified to work alongside
the Lean/Six Sigma experts to implement the
NAVSEA Lean/Six Sigma practices. Proestou is
a frequent speaker on issues related to defense
contracting and the workplace. She earned a
bachelor’s degree in international relations from
The George Washington University and a master’s
degree in law and diplomacy from the Fletcher
School of Law and Diplomacy at Tufts University.
KEVIN MILLS is the chief financial
officer and a senior engineer at
DELTA, which he co-founded in
2000. Mills has more than 25 years of
combat weapon systems experience.
While earning a bachelor’s degree in electrical
engineering from the University of Louisville, he
began his career in the defense industry. Mills
completed postgraduate work in finance and
management while directing the development of
a combat system test and evaluation facility in
the United Kingdom. He provided direct support
of Cooperative Engagement Capability (CEC)
implementation in the JFK, NIMITZ, and REAGAN
Strike Forces. Currently, Mills ensures that DELTA
remains competitive and profitable.
TOM WINCKLER joined DELTA
as the chief operating officer in 2001.
He successfully implements the
company’s strategies, overseeing
human, financial, technological,
informational, and material resources. He also
is responsible for ensuring that DELTA has the
optimal organizational structure and appropriate
systems of incentives. Winckler has a background
in Navy combat system design, development, and
acquisition, which he acquired as a surface warfare
officer and engineering duty officer in the United
States Navy. He served for 16 years on active duty
followed by eight years in the Reserves. He earned
a bachelor’s degree in electrical engineering
from the Virginia Military Institute and a master’s
degree in electrical engineering from the Naval
Postgraduate School.
KEEGAN MILLS, DELTA’s chief
information officer, is responsible
for ensuring that the company’s
information technology investments
are aligned with strategic business
objectives. He also oversees DELTA’s internal
information technology program and coordinates
IT capabilities to ensure compliance with contract
statements of work that enhance DELTA’s ability to
serve customer needs. Mills has been integral in the
development of DELTA’s management information
systems since the early days of the company and
has the distinction of being the first employee hired
by DELTA after the three founders. He earned a
bachelor’s degree in computer science from the
University of Maryland, University College.

Supporting Employee Growth & Development
DELTA’s culture fosters an entrepreneurial spirit
in our employees. The company offers three
programs to strengthen our employees’ skills.
Training Courses: DELTA offers employees
various training opportunities through online
courses, webinars, and in-person instruction.
These courses range from instruction on
standards and regulations of various federal
agencies that affect our customers, to skill
development required to obtain certain
certifications, to courses on the latest computer
software. These courses keep employees’ skills
fresh and relevant to our customers’ needs.

DELTA’s Career Development Plan: DELTA’s
Career Development Plan (DCDP) is a tool that
assists employees in aligning competencies,
work experience, developmental assignments,
and on-the-job and formal training with goals,
performance elements, and standards. The
DCDP empowers employees to gain control of
their careers. By clearly identifying expectations
and offering a manageable career development
process, benchmarks, and metrics to track
progress, employees are better able to achieve
individual success and contribute to the
company’s overall mission to deliver quality
services.

Mentoring Program: DELTA’s staff is comprised
of employees with diverse experiences with
various federal government agencies. To ensure
that this institutional knowledge is transferred
from more experienced to less experienced
employees, DELTA facilitates staff interactions
through a mentoring program. The program
provides for informal and voluntary mentoring
relationships among employees. This offers
less experienced employees the opportunity to
gain insight on their career, expectations, goal
setting, and networking.
CORPORATE PHILANTHROPY
DELTA staff members demonstrate their shared
sense of responsibility to support our country
and community by contributing their time and
treasure to various philanthropic organizations.
The company supports DELTA staff members
who volunteer their time to any charity by
making monetary gifts to that organization.
Additionally, DELTA matches employee gifts
to charitable organizations 1:1 up to $250 per
employee per year. In 2012, DELTA contributed
$50,000 to charitable organizations.
In the aftermath of Hurricane Sandy, DELTA
ran a charitable giving campaign to support
the American Red Cross disaster relief efforts,
raising $8,000.
DELTA Resources honored DELTA cofounder, Bob Elseth, by contributing funds to
the commissioning publication for the USS
Arlington (LPD 24). This San-Antonio-class
amphibious transport dock is named for
Arlington, VA, the location of the Pentagon,
and is in commemoration of the September 11,
2001 attacks.
Each summer DELTA employees select
charities to support the following year through
the company’s charitable giving and volunteer
programs. Employees chose The Fisher House
Foundation® and The Wounded Warrior Project
as their 2012 charities.
