Dear Constituents:
My first term as Member of the
Legislative Assembly for Yellowknife
South has been busy. As well as
taking on ministerial duties for Human
Resources; Industry, Tourism and
Investment; the Public Utilities Board
and lead Minister for Energy Initiatives,
there have been a number of important
initiatives for the Assembly as a whole.
First and foremost, the Assembly
developed a 4-year strategic plan,
“Northerners Working Together”, which
prioritizes building our future, reducing
the cost of living, managing our land,
maximizing opportunities in the NWT
and refocusing the government.
On February 7, 2008, Premier and
Finance Minister Floyd Roland presented
the budget in the Legislative Assembly.
Cabinet and all Members of the
Legislative Assembly are reviewing this
proposed budget under the guidelines
outlined in the Fiscal Responsibility
Policy. The proposed budget is
dedicated to controlling expenditures
and strategic investment in the key
priority areas. Significant investments
for Yellowknife include $85 million for
a new Dementia Centre; renovations
at École St. Joseph School; a new
combines building at the Yellowknife
Airport and Kam Lake bypass road.
In order to bring forth a balanced budget
and to reinvest in aging infrastructure,
the proposed budget identified spending
reductions within departments.
Reductions may affect 104 employees
within the Government of the Northwest
Territories. It is impossible to say exactly
how many employees will be affected
until the budgetary process is complete.
Those who are affected will be given
hiring priority for other positions within
government.
Without spending reductions, the
Government of the Northwest Territories
could not balance the budget nor invest in
existing and new infrastructure without a
significant deficit in the future. Spending at
the same rate as the past four years would
mean a deficit of nearly $500 million by
2011 – 2012. We are all responsible for an
affordable and sustainable government for
all of the citizens of the NWT.
I have heard from many concerned
constituents about the proposed
reductions. Be assured that I will bring
your concerns forward. I will, however,
vote for a budget that is balanced and
protects us from future deficits.
I welcome your suggestions and ideas
on how we can all work together on
affordable, responsible and sustainable
government.

The Yellowknife Members of the
Legislative Assembly will be hosting
the annual Seniors’ Spring Tea on
Friday, June 27, 2008 at the Great Hall,
Legislative Assembly from 2:00 p.m.
– 3:30 p.m. Refreshments, door prizes
and a great time are on offer so come
out and enjoy!

Constituency Meetings
Thank you to all those who attended
my first two constituency meetings
on Monday, February 4, 2008 and
Monday, May 19, 2008. Your input and
insight is important to me as both your
Member of the Legislative Assembly
and Member of Cabinet.
Youth Parliament
On April 21, 2008, 19 youth
from around the north had the
opportunity to participate in Youth
Parliament. Students attended three
days of meetings and briefings in
preparation for the Youth Parliament
Session. Ms. Rochelle Hilderman
represented Yellowknife South.
MLA’s BBQ
Cool cooks, hot treats! Bob and
fellow MLA’s served up hot dogs and
hamburgers on a cold sunny day at
the annual Caribou Carnival MLA’s
Barbeque at the end of March 2008.
Seniors’ Christmas Tea
The annual Seniors’ Christmas Tea was
celebrated in the Great Hall of the NWT
Legislature in December 2007.

Standing Committee on
Priorities and Planning:
The members of this committee consider
matters related to the House, Members and the
Legislative Assembly. They also review reports
regarding elections, conflict of interest and
how self-government agreements affect the
Legislative Assembly.
Made up of regular MLA’s, this Committee reviews
budgets, considers financial, program and policy
evaluations and monitors Cabinet Ministers’
performance.

Standing Committee on Social Programs:
This committee reviews programs delivered by
the Department of Health and Social Services,
Education, Culture and Employment and Justice.
This committee liases with the Departments
of the Executive, Finance, Human Resources
and the Financial Management Board
Secretariat, and reviews reports on many of
the Commissions established by the Assembly,
including the Languages Commissioner.
This committee liases with the Departments
of Aboriginal Affairs and Intergovernmental
Relations, Environment and Natural Resources,
Industry, Tourism and Investment, Municipal and
Community Affairs, Public Works and Services,
Transportation and the Northwest Territories
Housing Corporation.
This board provides general administration for
the Legislative Assembly, including compiling
and approving annual budgetary estimates,
reviewing expenditures, setting regulations and
policies for all services provided to members,
administering the indemnities, allowances,
expenses and benefits to members and
establishing the organization and staff of the
Legislative Assembly.
