In accordance with the reporting requirements approved by the Committee (TCC),
at its sixty-second session in June 2012, the Secretariat submits an annual report on the
Organization's Integrated Technical Cooperation Programme (ITCP). Thus, this ITCP Annual
Report for 2014 records the results of implementation in 2014, the first year of the 2014-2015
biennium.

The ITCP annual report is structured as two annexes which distinguish between the
implementation results in the field and the financial delivery outcomes. The complete ITCP
Annual Report for 2014, therefore, comprises the two segments under the annexes listed
below:

the individual activity outputs; and

annex 2 – an overview of the financial resource delivery, with statistics,
delivery trends, a profile of resource contributions, resource and expenditure

The preparation of annex 2 is dependent on the receipt of the audited financial
schedules which provide the baseline data for ITCP expenditure analyses. For that reason,
annex 2 is submitted independently under document TC 65/3(a)/Add.1.

such comments and decisions as it deems appropriate, which will be taken into account in the

INTRODUCTION
1
The Integrated Technical Cooperation Programme (ITCP) is designed to assist
developing countries1 to implement international maritime rules and standards in a harmonized
manner in accordance with IMO's global mandate "to promote safe, secure, environmentally
sound, efficient and sustainable shipping through cooperation." Thus, the ITCP, underpinned
by the technical cooperation mission objectives, is developed in response to the technical
assistance needs of Member States while, at the same time, methodical planning ensures the
relevance, transparency, effectiveness and efficiency of the technical assistance provided.
Through implementation of the ITCP, IMO addresses the objectives of strengthening regional
maritime competencies and promoting maritime development across the globe.

The ITCP structure is an integrated framework of regional and global programmes,
which is planned and presented to the Technical Cooperation Committee (TCC) for approval
each biennium. The annual programmes, encompassing their fully developed constituent
activities, are finalized through Programme Implementation Documents (PIDs) and are ready
for delivery at the beginning of each calendar year.

In accordance with the revised reporting requirements,2 approved by TCC at its sixtysecond session in June 2012, this report is a stand-alone annual report on ITCP
implementation in 2014. Producing distinct annual reports on the ITCP, which comply with
International Public Sector Accounting Standards (IPSAS) and IMO's paper-smart objectives,
is a departure from the previous practice of reporting on a complete biennium after the second
year.

The results of the ITCP delivered in 2014 represent the collective effort of some 45
implementation officers, including staff within the Organization, as well as the four IMO
Regional Coordinators and one IMO Regional Maritime Adviser3 and external partners and
regional organizations.

While this report provides particulars of the activities delivered under the ITCP, further
operational details on specific elements of technical cooperation are submitted to TCC for
consideration under separate agenda items. Where relevant, reference to such documents is
made throughout the text of this report.

This report illustrates the annual results for 2014 from both financial and
non-quantifiable perspectives, so as to provide a full and transparent representation of the
outputs delivered. In accordance with past practice, the complete report comprises two
separate segments under the annexes listed below:

a statistical analysis which displays long-term delivery trends, a profile of
resource contributions to capture the donor4 resources expended, resource
and expenditure data illustrated with comparative disbursement by region and
maritime discipline. The appendix to annex 2 provides a list of respective
expenditure on each of the constituent programmes in operation in 2014.

PROGRAMME OVERVIEW AND EXECUTION
Overview of ITCP delivery in 2014

The ITCP activities delivered in 2014 covered a wide range of subject matters under
the maritime disciplines of safety, security, facilitation, legislation, and marine environmental
protection and sustainability. In the development and implementation of ITCP activities,
consideration was given to the respective objectives of the approved strategic directions and
high-level action plans for the Organization for 2014, as well as the Secretary-General's vision
and policy directions on technical cooperation matters.

In this respect, particular emphasis was placed on strengthening institutional
capacities and human resource development in the regions. Thus, the ITCP provided support
for national and regional maritime development policies, particularly through needs
assessment exercises and regional meetings for heads of maritime administrations. During
2014 such support was a predominant feature of the regional programmes.

To supplement the regional programmes, the global programmes focused on specific
technical and emerging issues undertaken from a global perspective. This flexible structure of
the ITCP provided a mechanism for funds to be targeted across a spectrum of subject matters.
Developing countries gain from the symbiosis of regional and global programmes, which allows
activities to be delivered to those countries which need them most, and also impacts positively
on the sustainable development of the maritime community as a whole.

The value of the continued development of formal partnerships to promote the ITCP
is plainly apparent. While fulfilling the objectives of the United Nations Millennium Development
Goals (MDGs) and responding to emerging issues, the results attained clearly enhanced IMO's
ability to deliver technical assistance, through the formal partnership agreements the
Organization has reached with many of its Member States and various international and
regional organizations (TC 65/7(b)).

IMO's technical cooperation mandate was served in a comprehensive manner
through the implementation of the activities of the ITCP during 2014. A summary of all
deliverables carried out under the programmes is presented in the tables and charts at the end
of each regional and the global overview. Further details on the activities implemented,
including the outputs and participating countries, are presented in the appendix.

Aggregates for 2014

It should be noted that the aggregate number of activities completed and persons
trained in 2014 show a decrease when compared with the results achieved in 2013. While
there are various reasons for the postponement or cancellation of individual activities, the main
reason for this decrease was the lower budget allocated for the 2014-2015 biennium as
compared with the previous biennium. For 2012-2013, the TC Fund allocation was
$16.4 million, while for 2014-2015 the amount was $15.5 million, meaning a difference of
$900,000 in available funds for technical cooperation assistance. Given this lower availability
of funds, the results for 2014 remain considerable.

In 2014, 213 activities were delivered out of a total of 289 activities programmed. This
compares with 235 activities delivered out of 292 programmed in 2013. Of the activities
delivered in 2014, 24 were advisory and needs assessment missions, the same number as
in 2013, and 107 were national and regional training courses, compared with 119 in 2013.
Other activities, including model legislation, training packages, meetings of heads of maritime
administrations, conferences and other specific aspects of technical assistance, decreased
slightly in 2014, with a total of 82 such events delivered, as compared to 92 similar activities
carried out during 2013.

A total of 73 fellows completed fellowships in the maritime field in 2014, just under
the 79 fellows recorded in 2013. However, the 2014 total included 15 fellows who qualified
through the IMO global maritime training institutions, WMU and IMLI, which is more than the 14
who did so in 2013. Additionally, approximately 3,4025 persons worldwide were trained through
attendance at national and regional training workshops and seminars, as compared with 3,480
recorded in 2013.

A further 1,547 senior officials attended events in 2014 aimed at developing and
harmonizing regional strategies on a maritime technical issues, slightly fewer than the 1,636
recorded in 2013. This figure is in addition to the number of persons trained through the regular
training courses listed above.

Table 1 and chart 1 below display the ITCP aggregates summarizing the categories
of activities and trainees. It should be noted that in all charts to follow, trainee numbers do not
include the number of fellowships completed.

Africa: regional overview 2014

The principal objective during 2014 was to support and contribute to the long-term
goal of strengthening institutional and human capacities in the region for the effective
administration and oversight of the maritime/port sector and compliance with related IMO
instruments and quality standards. IMO's capacity to deliver the ITCP in Africa was boosted by
the role of the three Regional Presence Offices in Abidjan, Côte d'Ivoire; Accra, Ghana and
Nairobi, Kenya.

The Organization continued to focus on the repression of piracy and armed robbery
against ships in the western Indian Ocean and the Gulf of Aden through the delivery of activities
under the IMO Djibouti Code of Conduct Programme. In addition, similar collaborative efforts
were initiated in the west and central Africa region for the Gulf of Guinea.

During 2014, IMO's technical cooperation activities continued to address maritime
developmental needs, taking into account the priority given to the Africa region. Three regional
meetings of coordinating committees under Maritime Rescue Coordination Centres (MRCCs)
in southern, north and west Africa were convened by IMO to improve regional SAR
coordination and initiate the development of national SAR plans. Progress has been consistent
and a total of 5 MRCCs and 17 Maritime Rescue Sub-centres (MRSCs) are now open and
operational. Six countries are in the process of achieving fully-equipped and operational
MRSCs linked to the respective MRCCs.

Training activities on environmental sustainability, in accordance with MDG 7, were
carried out in the region on ratification, implementation and enforcement of the
BWM Convention; the MARPOL Convention; the development of sensitivity maps; oil spill
trajectory modelling; policy on the use of dispersants; and the development of oil spill
contingency plans. The MDG 8 objectives of partnership development, carried out under the
Global Initiative for West and Central Africa (GI WACAF) through IMO and IPIECA, continued
to strengthen the national oil spill response capacity and capability of countries in west, central
and southern Africa.

IMO actively participated at the 24th ordinary session of the Executive Council
(Ministers of Transport) and the 22nd ordinary session of the Assembly (Presidents and Heads
of State and Government) of the African Union which was held in Addis Ababa, Ethiopia, in
January 2014. A resolution on the 2050 Africa's Integrated Maritime Strategy (2050 AIM
Strategy) was subsequently adopted during the session.

The EU-funded FlagPort WACAF project, implemented by IMO, aims to ensure
compliance with IMO instruments for selected countries in west and central Africa, with a view
to upgrading the region's maritime administrations and preparing participating countries for the
mandatory IMO Member State Audit Scheme, while also enhancing safety and security, port
efficiency, protection of the marine environment and improvement of the working and living
conditions of personnel on board ships. The overall objective is the achievement of Africa's
economic growth, connectivity and the promotion of regional integration. The FlagPort WACAF
project is in line with the 2050 AIM Strategy developed by the African Union in collaboration with
IMO as an overarching maritime strategy for the African continent.

In 2014, IMO continued to provide assistance to the region, strengthening the
effectiveness of maritime administrations and building capacities for institutional development.
Activities undertaken addressed the implementation of the Cape Town Agreement, MARPOL,
AFS, OPRC and BWM Conventions. Countries from the region benefited from training events
related to port reception facilities, implementation of the code for marine accident and incident
investigation and international liability and compensatory regimes for pollution damage.

The above-mentioned activities included those implemented under the
Memorandums of Understanding (MoUs) with the Regional Organization for the Conservation
of the Environment of the Red Sea and Gulf of Aden (PERSGA), Regional Organization for the
Protection of the Marine Environment/Marine Emergency Mutual Aid Centre (ROPME/MEMAC)
and by the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea
(REMPEC).

As follow-up to previous missions on SAR and in order to enhance the regional
coordination system in the Gulf Cooperation Council area, a regional conference was
organized on SAR and GMDSS in partnership with ICAO.

Technical assistance in the region continued to concentrate on improving institutional
capacities through strengthening the national maritime administrations and developing human
resources. The capacity to deliver ITCP activities was supported by IMO partnership
arrangements under the MoUs with Malaysia, Singapore, the Secretariat of the Pacific
Community (SPC) and the Secretariat of the Pacific Regional Environment Programme
(SPREP), as well as financial contributions from donors. Additionally, the contribution of the
IMO regional presence office for East Asia, located in Manila, the Philippines, enhanced the
Organization's capacity to deliver ITCP activities in the region.

The Organization continued its efforts in emphasizing to national authorities the
significance and future relevance of the Country Maritime Profiles (CMPs) for more targeted
planning of ITCP activities, at a number of regional meetings, including the Asia-Pacific Heads
of Maritime Safety Agencies (APHoMSA) forum and the Association of South East Asian
Nations Maritime Transport Working Group (ASEAN MTWG).

The Asia region benefited from a range of workshops, seminars and training courses,
particularly in the areas of search and rescue, marine accident and incident investigation,
training in accordance to the STCW Convention, as amended, safety of navigation, biofouling,
particularly sensitive sea areas (PSSAs), facilitation of maritime traffic and maritime legislation.
In line with the 2014 World Maritime Day theme "IMO conventions: effective implementation",
activities also focused on the ratification and implementation of IMO conventions, particularly
those with a special focus on the civil liability regime.

Activities in Asia continued on the three marine environment-related projects funded
by the Norwegian Agency for Development Cooperation (Norad), namely, "Assistance to East
Asian countries in ratifying and implementing IMO instruments for the protection of the marine
environment", "Prevention of pollution from ships through the adoption of PSSA within the East
Asian Seas region (Indonesia, Malaysia, Philippines and Viet Nam)" and "Enhancing regional
cooperation mechanisms on marine pollution preparedness and response in the SACEP
region (Bangladesh, India, Maldives, Pakistan and Sri Lanka).

Additionally, national activities were successfully completed under the Global Initiative
for South East Asia (GI-SEA) and the GI China by bringing together the maritime administrations
and the local oil and gas industry.

In the Pacific Islands region, a range of activities delivered included STCW training,
BWM and the review of the Pacific Ocean Pollution Prevention Programme (PACPOL) strategy
for the period 2015-2020.

Commonwealth of Independent States (CIS) and Eastern Europe: regional overview 2014

Technical assistance was provided to States in the region to enhance the capacity of
their maritime administrations to develop national legislation, technical regulations and
promote the ratification and adoption of IMO instruments. The region continued to benefit from
training courses and activities delivered during 2014, with emphasis on the implementation of
SOLAS, MARPOL, FAL and SAR Conventions.

Joint activities were delivered together with the Commission on the Protection of the
Black Sea Against Pollution, focusing on port reception facilities and with the International
Hydrographic Organization (IHO) providing training on hydrographic survey and hydrographic
governance. Black Sea littoral States benefited for the first time from activities funded by a
donation from the Republic of Korea, including a train-the-trainer course for SAR On-Scene
Coordinators.

The ITCP activities for the region continued to be delivered during 2014 with the
support of IMO regional partners, COCATRAM, SECROCRAM and RAC/REMPEITC-Caribe.
Further support was provided to the delivery of technical cooperation activities in the region
through the partnership arrangements set out under the respective MoUs with Argentina,
Brazil, Chile, Mexico, Peru, Spain, Uruguay and Venezuela.

The partnership arrangements not only made a notable impact on the effective
implementation of ITCP activities, but also contributed to the harmonized approach of the
region. The IMO Regional Maritime Adviser for the Caribbean also facilitated and promoted
implementation of a number of activities in the Caribbean region.

Marine environment protection objectives in 2014 covered a range of subjects with
activities delivered on the implementation of the OPRC, OPRC-HNS, MARPOL annexes I
and V and training on, and development of, contingency plans. A regional training took place
for ROCRAM on the implementation of the Guidelines for the control and management of ships'
biofouling.

Maritime safety training events were delivered on Marine Casualty Investigation for
ROCRAM and ROCRAM-CA; MDG and IMSBC Codes for Caribbean; Cape Town Agreement
for ROCRAM and Caribbean; SAR Convention for Caribbean; and Hydrographic Survey and

The Technical Advisory Services programme covered the provision of
consultants/lecturers for two training events through its flexible funding mechanism. The
Organization was thus able to respond to ad hoc requests for technical assistance from
Member States, allowing IMO to provide legal and/or technical advice to national maritime
administrations when the need arose.

The programme Support to Small Island Developing States (SIDS) and Least
Developed Countries (LDCs) for their special shipping needs continued to provide
assistance to developing countries that are uniquely dependent on effective and efficient

maritime transport. In collaboration with IHO, the delivery of this global programme
encompassed training on principles of conducting hydrographic surveying for national
purposes. Through representation at the Third International Conference on SIDS, IMO
contributed to the adoption of the SAMOA Pathway reaffirming the commitment to sustainable
development of SIDS through partnerships.

The programme MDG 3: Strengthening Maritime Resource Development
remained the Organization's primary vehicle for articulating the United Nations system-wide
commitment to gender equality and gender mainstreaming, in support of MDG 3 to promote
gender equality and empower women. The programme has strengthened national and regional
capacities through gender-specific fellowships for reinforcing the access to high-level technical
training opportunities for women in developing countries, and enhanced the career
development for women in maritime administrations, ports and maritime training institutes
(TC 65/9). The programme also supported the 2nd International Conference on Maritime
Women: Global Leadership, which was hosted by WMU. Key outcomes of this conference
included: integrated capacity building and leadership for the maritime sector, regional
collaboration in the harmonized implementation of global maritime standards and delivery of
the MDGs.

The Capacity-building and Training programme focused on human resource
development through high-level training of maritime administrators and lawyers at WMU and
IMLI (TC 65/10), and the provision of fellowships for short-term upgrading courses at IMSSEA
and IPER. In addition, the programme supported the revision of the model course on
OPRC level 2, development of an e-learning package for ballast water management courses,
and the ongoing development of a ballast water management – how to do it manual.

The programme on Partnerships and Emerging Issues is dedicated to increasing
the volume of funds for the ITCP, diversifying the donor composition of its resource base and
forging new partnerships for cost-sharing arrangements (TC 65/7(b)). Achievements included
strengthening existing partnerships and continuing the development of new regional
agreements for the decentralized implementation of the ITCP, the development of policy and
operational recommendations for improved global harmonization and coordination of PSC
activities and a social media campaign to promote the Day of the Seafarer. The programme
supported the ongoing development of a biofouling training course and a global assessment
of awareness on biofouling. The programme also supported the implementation of activities
related to the protection of the marine environment, focusing on development cooperation to
enhance the capacities of East Asian countries to implement and enforce related IMO
conventions, codes and other standards.

The Enhancement of Maritime Security programme focused on targeted assistance
to SOLAS Contracting Governments seeking to improve their level of implementation of
SOLAS chapter XI-2 and the ISPS Code and other IMO maritime security measures; and on
the development and/or upgrading of related training materials. Assistance was rendered to
SOLAS Contracting Governments in relation to the promotion and implementation of the use
of the LRIT system. The programme also promoted regional and subregional cooperation and
coordination to strengthen maritime security and continued to work with other United Nations
agencies to build partnerships and put in place arrangements designed to combat terrorism,
piracy and other forms of maritime crime. In addition, countries from west and central Africa
were assisted through a series of national meetings and table-top exercises in efforts to
advance the establishment of integrated coastguard function networks, both nationally and in
the region.

The Voluntary IMO Member State Audit Scheme (VIMSAS) provided the necessary
tools for States to prepare for an audit, through regional training courses for auditors; regional
and national workshops for the audit scheme; advisory/needs assessment missions, including
mock audits; assistance for the conduct of the audits in some developing countries; and
participation of observers in the audit team (TC 65/8). The 2014 outcomes of the programme
included an increased pool of auditors able to conduct audits of Member States, familiarization
of maritime administrators with the preparatory work and conduct of the audits and improved
implementation of IMO conventions.

The programme Effective Implementation and Enforcement of Energy Efficiency
Measures for Ships focused on sustained human resource development and institutional
capacity building to help developing countries improve their ability to comply with the new
international regulations and standards to address greenhouse gas (GHG) emissions from
international shipping, including the new regulations under chapter 4 of MARPOL Annex VI.
The programme also supported an update study of the GHG emissions estimate from
international shipping, the report of which was submitted to MEPC 67.

The IMO Model Courses programme provides a framework tool for managing the
production, translation, editing and printing of model courses. In 2014, ten model courses were
revised, on SAR Administration; SAR On-scene coordinator; Master and Chief Mate; Chief
Engineer Officer and 2nd Engineer Officer; Officer in charge of a navigation watch; Officer in
charge of an engineering watch; GMDSS Restricted Operator's Certificate; Basic Training for
Oil and Chemical Tanker Cargo Operations; Basic Training for Liquefied Gas Tanker Cargo
Operations; and Safety Investigation into Marine Casualties and Marine Incidents. Three new
model courses were developed: Energy Efficient Operation of Ships; Leadership and
Teamwork Skills; and Electro-technical Officer. The programme also saw work commence on
one additional model course revision, which will be completed in 2015.

The programme on the Promotion of the London Convention and Protocol
(LC/LP) contained the technical cooperation assistance provided to developing countries
related to the London Protocol, and extended to prospective LC/LP participants. The activities
targeted the identification and removal of barriers to countries achieving compliance with
ocean disposal agreements and the waste management capacities of those countries.
During 2014, a workshop for the Latin America and Caribbean regions provided a
comprehensive overview of legal, technical and scientific tools required in the preparation for
and accession to the London Protocol, while eight participants from developing countries were
sponsored to attend LC/LP meetings throughout the year.

WMU is at the forefront of IMO's capacity-building strategy, supporting post-graduate
training in order to maintain a cadre of high-level maritime administrators, managers,
policy-makers and other key personnel. The programme Review of and Support to WMU
was created in 2014 to enable the preparation of a study on the financial sustainability of WMU,
travel costs related to IMO headquarters staff members lecturing at WMU, and consultancy
services for the establishment of the WMU Endowment Fund.

The programme Safe and Environmentally Sound Ship Recycling in Bangladesh
is designed to enhance the development of safe and environmentally sound ship recycling in
Bangladesh, with the aim of improving the standards and, therefore the sustainability of the
industry. As an additional objective, the project aims to facilitate the ratification/accession and
effective implementation of the Hong Kong International Convention for the Safe and
Environmentally Sound Recycling of Ships, 2009. In 2014, work commenced on three work
packages under the project covering economic and environmental impact studies,
development of a Government one-stop service, and training module upgrading and
preparation of new modules on safety, health and environmental compliance.
