Minutes of Joint Meeting

Part I

Acknowledgment of Attendees/Participants; Self -Introduction of Participants (Attendance attached)
FSAC coordinator acknowledged the presence of WFP and FAO representatives - both organizations
co-lead the FSAC; ERL Cluster Coordinator welcomed everyone and acknowledged the presence of
government partners.
Present were the following: Representatives of government partners (DA and its two agencies: BFAR
and PCA), the academe represented by Dr. Pete Gavino of Capiz State University; partners Philippine National Red Cross (PNRC), British Red Cross, and IFRC; International Institute of Rural
Reconstruction (IIRR); iRelief Foundation; Taytay sa Kauswagan, Inc. (TSKI); World Vision, Concern
Worldwide, Tearfund, Caritas Austria, Save the Children, FAO, WFP.
New Participants: Asia-Pacific Baptist Aid based in Jaro, Iloilo; Transform Aid International based in
Australia; and Association of Disabled Persons Iloilo (ADPI).
The International Federation of the Red Cross (IFRC) Mr. Vinay Raj clarified that IFRC is being
represented in the Philippines by the Philippine National Red Cross. The PNRC however has to
report yet in the 4W matrix its interventions in Region VI. In this regard, FSAC will send to its focal
person (and to the new participants) a 4W matrix starter kit so that PNRC would be able to report its
projects/activities in Region VI.

Minutes of last meeting was presented by the ERL Cluster Coordinator.
FSAC Coordinator emphasized that most concerns that have been brought up last 25 April may not
have outright replies, rather these can be addressed as both clusters cooperate with each other and
with the government counterparts until December.
Comment from UN OCHA on the coordination mechanism. UN OCHA explained that OPARR is
beginning to set up provincial offices this month, expecting to be operational by July. There will be
one office of five to seven persons in each province of Region VI. OPARR will be coordinating all
government departments with regards to Typhoon Yolanda recovery, and will have robust
communication with OCHA concerning humanitarian activities. Clusters are encouraged to establish
contact and coordinate with the OPARR structure once it is functional in Region VI. To facilitate
coordination, UN OCHA will be moving its office to Iloilo City by 21 July, located inside NEDA Office.
For the time being, OCHA has a staff in the OCD Office, Iloilo City.
Addressing a specific concern from April joint meeting, OCHA explained that DRR is really
considered as a cross-cutting issue. It does not have a working group in Region VI and there are no
plans to have one. That said, organizations are, and should be, increasing their DRR and disaster
preparedness activities. UN OCHA has asked partners to fill out the short survey regarding their
preparedness status.
Action point: Partners to submit to UNOCHA the Emergency Preparedness Matrix.
OCHA to ensure that the information provided by partners are captured in the 3Ws
ERL Cluster Coordinator followed up with FSAC an update on the Integrated Food Security Phase
Classificaion (IPC) assessment in the Visayas (specifically, Region VI).
FSAC Coordinator will check its status and have the report presented next meeting, if it is
already available.
Part II

Presentation of FSAC Coordinator. The following maps, based on the 4W matrix, were presented to
show where humanitarian partners are and the types of support provided or being provided in
Region VI.
(1) Humanitarian partners that operated or currently operating in Region VI (per province)
(2) Number of organizations that operated or currently operating in Region VI (per
province
(3) Types of interventions provided by partners (per province)
(4) Total number of households reached by partners (per province)
Partners were given a gentle reminder to continuously update the 4W matrix. For attendees who
have not reported their FSA initiatives in the region, a starter kit shall be provided; they were
encouraged to coordinate their efforts with other partners through reporting their support in the
4W.
FSAC partners have been attending either the Coconut TWG or Fisheries TWG and that specific
concerns on their agricultural and fisheries livelihood rehabilitation programs are being coordinated
with either TWGs. In the Fisheries TWG, partners have shared their list of fisher beneficiaries to
come up witha consolidated list that would help in harmonizing efforts of various organizations and
donors, e. g., avoid duplication of support. Four partner organizations have shared their lists of
fisher beneficiaries: Concern Worldwide, ADRA, Save the Children, and World Renew.
Action Point: FSAC to update its contact email list to ensure that all the members are included
and provided invites for both TWGs.
FSAC Coordinator requested partners to provide significant information or concern that should be
tackled during Inter-Cluster Coordination meetings in the region. ICC meeting is being chaired by
OCHA and held once a month.

DSWD Cash-for-Work Program updates presented by Mr. Nicholas Banquero, External Relations
Officer, Region VI Field Office.
DSWD's CWP requires over Php300 million to benefit over 49,000 individuals in 85 municipalities of
Aklan, Antique, Capiz, Iloilo, and Negros Occidental. As of reporting date, proposals amounting to
over Php4 million are being processed. About 519 individuals from 28 municipalities to benefit from
this program.
CFW modality will be applied for Cash for Livelihood Recovery activities. The DA has also a CWP so
there should be a coordination of efforts between the two government agencies.
Plans of DSWD for the CWP
(1) Hiring of additional Project Development Officers and administrative assistants for Yolandaaffected areas.
(2) Implementation of approved CFW and livelihood projects.
(3) Finalization/Implementation of convergence effort under the OPARR project lead by
Department of Trade and Industry (DTI)
Due to renewed interest of the body on CWP initiatives, it was decided that Cash Working
Group be maintained. Agencies/ organizations that wish to volunteer for a rotating
chairmanship should send their expression of interest to ERL cluster coordinator.
Votation/Decision on the chairmanship to be tackled next meeting.

Save the Children presented its FSL activities for July to December 2014
SCI will implement livelihood activities in Concepcion bunkhouses; other areas covered in Iloilo
are Batad, Estancia, and Carles; in Capiz, the Municipality of Pilar is covered.
FSL activities: Community grants, support to fishing associations, support to fishing household for
livelihood diversification, fish aggregating device, alternative marine livelihood, material support
(artificial reef); small business trade support; support to carpenters/boat makers; community
rehabilitation grants; skills training
SCI welcomes livelihood proposals in its operational municipalities from partners.

Mr. Rey Ambao, MSI-BDS Director, presented TSKI's profile - its vision and mission, areas of
operation, and programs and services. The organization's community and enterprise development
projects were implemented in partnership with Tear-Fund New Zealand. In 2007, Tear-fund
provided fund for indigenous people. To date, all grant funding projects have been completed but
TSKI is committed to serving the poor.

Presentation of the FAO food security and livelihoods survey in Region VI by Harvey Garcia,
Monitoring and Evaluation Officer. The FAO M & E cover baseline and final evaluation for the
following sectors: rice/corn, coconut-based livelihood, and fisheries. The methodology for baseline
and final survey were presented, the sampling process, target groups, and implementing partners.
