Monthly Activity Report of JICA Malaysia Office (The March 2012 issue) 【Main activities in February】 ★ Promotion of Economic Partnership ▼ Training on Taxation Examination Method of International Transaction for the Human Resource Development and Improvement in Tax Administration (Phase 3) from 14th to 17th February JICA conducted the seminar of tax examination method related to overseas transactions for tax auditors of Inland Revenue Board of Malaysia (IRBM) from 14th to 17th February, 2012. The experts from National Tax Agency of Japan provided their experience through introducing the some case studies and terminology of trading. It is expected that this seminar could develop tax audit skills of IRBM. ▼ Training on Taxation Administration for tax officers of Cambodia from 20th to 24th February JICA and Malaysia Tax Academy (MTA) jointly conducted the seminar of general taxation system for tax officials of Cambodia Tax Authorities from 20th to 24th February. The experts from National Tax Agency of Japan provided their experience of “Tax Examination”, and MTA provided their experience of “Taxpayers Services” for the purpose of developing the skills of Cambodian Officials’. ★ Social Welfare ・Environment ▼ 4th Dispatch of Short Term Expert to Environment Institute of Malaysia (EiMAS) from 7th to 17th February Following the dispatch in March, June and October, 2011, JICA continued to dispatch two environmental management experts to EiMAS from 7th to 17th February to conduct on-the-job training for EiMAS and DOE officials. The experts conducted lectures focusing on water emission & water pollution control, hazardous gas treatment at major heavy industries such as iron making plant, oil refinery plant etc. ▼ Dispatch of Short Term Experts to Indah Water Konsortium (IWK) from 13th to 24th February&27th February to 9th March As part of the continuous efforts, JICA dispatched several sewerage experts to IWK to conduct two sessions of on-the-job training for IWK’s officials from 13th to 24th February and from 27th February to 9th March. The training for capacity building were conducted for two weeks through full time trainings at selected sewerage treatment plants (STP), namely Pantai STP (Feb 13 to 24) and Bunus STP (Feb 27 to Mar 09) respectively by few experts, while the main focus included process control & process improvement of sewage treatment, sludge management etc. ▼ Counterpart Training in Japan for E-Waste Project from 18th to 29th February Apart from the dispatch of experts, JICA also conducted a counterpart training in Japan titled ‘E-Waste Recycle’ from 18th to 29th February. Ten officials from EPU, MHLG, DOE Putrajaya, DOE Penang and MPPP who are also the key players / stakeholders for the ‘Project for Model Development for E-Waste Collection, Segregation and Transportation from Households for Recycling’ have attended the training. The main objectives of the training are to study and develop the e-waste collection system as well as the operation of the regulatory system for e-waste recycling in Japan through site visits to recovery facility, mobile recycling center and discussions with relevant ministry, manufacturers, retailers etc. ▼ Dispatch of Short Term Experts of the Project to Support Participation of Persons with Disabilities on 27th February On 27th February, the Job Coach seminar to promote employment of person with disabilities was conducted in Penang under the cooperation of Malaysia government and JICA. In the seminar, Prof. Hirosh Ogawa(Otsuma Women’s University), Dr. Kenji Kuno(JICA Expert), Department of Social welfare in Malaysia and representative of companies which have experience of employing person with disabilities delivered a lecture and shared their experiences. ★ South-South Cooperation ▼ Seminar on Community Based Tourism for Africa from 20th February to 2nd March JICA and Islamic Tourism Centre, Malaysia jointly organized the Third Country Seminar for African Countries on “Community Based Tourism for Africa” from 20th February to 2nd March. 19 people attended the Seminar from 11 African countries, namely, Botswana, Ethiopian Ghana, Malawi, Mozambique, Namibia, Rwanda, Senegal, Tanzania, Uganda, and Zambia. Through this course, Participants learned about Community Based Tourism in Japan and Malaysia, through lectures as well as visiting various Ministries/Agencies related. They also prepared and presented the Action Plans. ▼ Joint Seminar on Trade And Investment Promotion in ZAMBIA from 9th to 10th February The Government of Zambia and JICA jointly held the above-mentioned seminar from 9th to 10th February at the Gardens Hotel in Kuala Lumpur. This is one of the activities under the JICA technical cooperation project called Strategic Action Initiative for Economic Development in Zambia that started in the year 2005. The aim of the seminar is to promote trade and investment in Zambia. The mission team from Zambia was headed by the Permanent Secretary of the Ministry of Commerce, Trade and Industry (MCTI) together with officials from the Zambian Development Authority and some private companies. On 9th February, almost 50 private firms from Malaysian side attended the seminar in the morning and had “one to one” sessions in the afternoon and also on 10th February. Before visiting Malaysia, the mission had also visited India as one of their investment promotion target countries under the project. ★ JICA Partnership Program (JPP) ▼ 3rd Dispatch of Experts on the Promotion of Community-based Management of Coastal Fisheries in Malaysia from 8th February to 13th February The JICA Partnership Program is aiming at implementing development projects in developing countries planned by Japanese development partners, mainly NGOs, local governments and universities, based on their accumulated experiences and their technologies in development at grassroots level. Since the year 2011, Hioki City, Kagoshima Prefecture, has implemented “Promotion of Community-based Management of Coastal Fisheries in Malaysia” for 3 years.
