【Main activities in January】
★ Promotion of Economic Partnership
▼ Terminal Evaluation Team of the Project on Improving Occupational
Safety and Health Administration of the Department of Occupational Safety
and Health (DOSH) visited Malaysia from 15th
to 19th January
4 members of the Terminal Evaluation Team visited
Malaysia from 15th to 19th January. The team visited
DOSH head office, KL office and Selangor state office
for confirming the result of the project activity, and the
result of evaluation was confirmed and agreed in a
minutes signed by DOSH and JICA on the last day.
This project was highly evaluated by the team, and it's
expected that ongoing training of the safety and health inspectors is expanded to the
whole country and that it will develop to the third country training targeting other
developing countries. This project will end its 5 years’ cooperation for on April 7
this year.
▼ Making a presentation at the meeting held by JACTIM (the Japanese
Chamber of Trade & Industry, Malaysia) on 17th January
The JICA expert had a lecture on “Taxation Risk for Japanese Subsidiaries in
Malaysia, based on transfer pricing matters” in JACTIM. After the lecture, the
expert was asked some specific questions by participants. This might have
shown that Japanese private firms in Malaysia have a high interest in taxation
problem in running their business in Malaysia.
★ Social Welfare ・Environment
▼ Joint Coordination Committee (JCC) Meeting of the Project to Support
Participation of Persons with Disabilities on 9th January
On 9th January, the 5th Joint Coordination Committee (JCC) Meeting of the
Project to Support Participation of Persons with Disabilities was held at Social
Welfare Department. At the JCC Meeting, it was confirmed that project activities
such as establishment of Job Coach sponsorship system, training of Job Coach
trainers and formulation of partnership with private sector have been successfully
implemented.
▼ The Second C/P Training in Japan For Environment Institute of Malaysia
(EiMAS)
From 16th to 27th January
Following the C/P training in Japan conducted in September,2011, JICA continued
to conduct a C/P training to enhance the training capacity of EiMAS on
environmental management from January 16 to 27,2012. A total of twelve (12)
officials from EiMAS and Department of Environment (DOE) have attended the
training which focused on the pollution control technology. The participants have
also visited and learned the good practices by several industries in Japan.
▼ The Second Workshop For ‘E-Waste Recycling in Penang Island’ on 17th
January
Following the ‘Kickoff Seminar’ held in October, 2011, JICA in collaboration with
DOE Penang and Municipal Council of Penang Island (MPPP) conducted a
workshop on January 17, 2012 in Penang to share the planning points for ‘E-waste
Collection System’ based on the results of the ‘Survey of Current E-waste Flow’ by
JICA Expert Team. The representatives from manufacturers, full recovery facilities
and etc. were invited to present their ideas for ‘E-waste Collection System’, while
idea sheets were also been collected from the participants of the workshop.
★ South-South Cooperation
▼ Survey mission from Tunisia on " Improvement of Quality & Productivity
and TQM for SMEs” from 8th to 19th January
In Tunisia, JICA is implementing “The Project on Quality & Productivity
Improvement” with Tunisian Government. From 8th to 19th January, Tunisian
Government officials visited
Kuala Lumpur to study the policy and the present status of implementation of
Quality/Productivity Improvement in Malaysia. During their study tour which is
organized by Malaysia Productivity Corporation (MPC), the mission visited various
Malaysian government agencies such as MPC, SMECorp and etc. as well as some
SMEs.
▼ Joint Seminar on Trade And Investment Promotion in ZAMBIA from 9th
to 10th February
The Government of Zambia and JICA jointly held the above-mentioned seminar
from 9th to 10th February at the Gardens Hotel in Kuala Lumpur. This is one of the
activities under the JICA technical cooperation project called Strategic Action
Initiative for Economic Development in Zambia that started in the year 2005. The
aim of the seminar is to promote trade and investment in Zambia. The mission
team from Zambia was headed by the Permanent Secretary of the Ministry of
Commerce, Trade and Industry (MCTI) together with officials from the Zambian
Development Authority and some private companies. On February 9th,,almost 50
private firms from Malaysian side attended the seminar in the morning and had one
to one sessions in the afternoon and also on 10th Feb. Before visiting Malaysia, the
mission had also visited India as one of their investment promotion target countries
under the project.
▼ Consolidation of Peace Workshop (COP5) for Mindanao by USM & JICA
from 17th to 19th January
Consolidation of Peace Workshop (COP5) was held from 17th to 19th January at
Shangrila Golden Sans Resort in Penang Island. At this workshop, 47 participants
who are all important stakeholders for the Peace process of Mindanao such as
secretaries on OPAPP and DILG, congressmen, governors of ARMM and
representatives of MILF, civil society, media and ICGS etc. were invited. Facilitated
by Dr. Kamarzaman (USM) and Ms. Ishikawa (JICA Senior Advisor) , the
participants had a series of discussions in order to share the current peace
negotiations and to analyze the relevant issues to accelerate the peace process.
▼ Needs Survey Team to Cambodia, Laos and Myanmar for ‘Tax’ from 25th
January to 4th February
JICA dispatched a needs survey team to Cambodia, Laos and Myanmar in order to
evaluate past Third Country Training Program (TCTP) and to study the current
needs of the countries. As the result of the survey, the team could find that many
ex-participants had disseminated their knowledge after they came back to their
organizations. Also, it is found that there are strong needs on tax audit skill and
taxpayer service. JICA will formulate new series of TCTP based on the survey
result.
▼ Needs Survey Team to Cambodia, Laos and Myanmar for ‘Occupational
Safety and Health’ from 29th January to 4th February
From 29th Jan to 4th Feb, Joint survey team of Third
Country Training Program for “Occupational Safety
and Health” was dispatched to Laos and Myanmar.
The team conducted needs survey through discussion
with Ministry of Labor and visiting factories of each
country. They could confirm what kind of experience
could be shared by Malaysian side. The training
program is planned to be implemented in or after
JFY2012.
★ JICA Partnership Program (JPP)
▼ 3rd Dispatch of Experts on the Promote Efficient Waste Management
System in Malaysia from 8th to 14th January
The JICA Partnership Program is aiming at
implementing development projects in developing
countries planned by Japanese development partners,
mainly NGOs, local governments and universities,
based on their accumulated experiences and
technologies in development at grassroots level.
Kitakyushu City, Fukuoka Prefecture, supports Hang
Tuah Jaya Municipal Council in Melaka to develop solid waste management
system to reduce solid waste and to improve public cleanliness in Hang Tuah Jaya. 5
experts, program managers and environmental educator from Kitakyushu City
organized a seminar and workshop concerning the effective composting center
management as well as provided consultations for the public those who had started
composting activity.
