Monthly Activity Report of JICA Malaysia Office (The May 2012 issue) 【Main activities in May】 ★ Promotion of Economic Partnership ▼ Official Launching Ceremony of Malaysia-Japan International Institute of Technology on 1st June Official Launching Ceremony of Malaysia-Japan International Institute of Technology (MJIIT) is planned on 1st June 2012. MJIIT is an academic institution established under Universiti Technologi Malaysia in 2011 to introduce Japanese-style engineering education in Malaysia. JICA is cooperating for the Yen Loan project which aims to provide with laboratory equipment and create educational curriculum for MJIIT. Representatives of the government of Malaysia, the government of Japan, Japanese universities and other relevant organizations are expected to attend the Launching Ceremony. ★ Social Welfare ・Environment ▼ The Third Training in Japan for Environment Institute of Malaysia (EiMAS) from 20th May to 2nd June Following the 2nd training in Japan in January 2012, JICA continues to conduct training to enhance the training capacity of EiMAS on environmental management from 20th May to 2nd June. The training will focus on Japan’s environmental policy, environment management system, pollution prevention & control technology, disposal of industrial wastes as well as contaminated soil management and technology. The knowledge & skill to be learnt from the trainings are expected to enhance the training capacity of EiMAS trainers and contribute toward the promotion of self-management of industrial pollution in the country. ▼ Terminal Evaluation on ” Bornean Biodiversity and Ecosystems Conservation Programme Phase2(BBEC2)” from 7th to 25th May The technical cooperation Programme for Bornean Biodiversity and Ecosystems Conservation Phase2(BBEC2), launched on October, 2007 has been implemented for 5 years in Sabah. At the end of the Programme, JICA will dispatch 5 members of the terminal evaluation mission team to Malaysia from 7th to 25th May. Through the mission survey, the team will confirm the Programme outputs made and the achievement of the Programme purpose. In addition, the team will propose recommendations on future cooperation after BBEC2 through discussion with related organizations in Sabah. ★ South-South Cooperation ▼ Third Country Training Program (TCTP) for African Countries-Enhancement of Productivity & Competitiveness for Trade Promotion through TQM & KAIZEN from 7th to 25th May Malaysia Productivity Corporation (MPC),MOFA Malaysia and JICA will jointly organise a TCTP for African Countries - Enhancement of Productivity & Competitiveness for Trade Promotion through TQM & KAIZEN as a TICAD IV Follow Up activity from 7th to 25th May. 18 people will attend the course from 8 African countries. (Namely, Botswana, Ethiopia, Ghana, Kenya, Rwanda, Tanzania, Uganda and Zambia). During the 3weeks Training course, the participants will learn the basics of KAIZEN &Total Quality Management (TQM), and visit various related Ministries/Agencies, and formulated the Action Plans for their countries. ▼ Third Country Training Program (TCTP) for Palestinian Authority-Islamic Finance and Banking from 14th to 25th May Japan together with the Malaysian government and in discussion with the Palestinian Authority will be conducting a series of cooperation activities for the Palestinians. The inaugural activity is the course on Islamic Finance and Banking Training to be held from 14th to 25th May. 23 Palestinian authority officials working in the field of Islamic Finance will attend this training conducted by Islamic Banking and Finance Institute of Malaysia (IBFIM) and supported by The National Bank of Malaysia (Bank Negara). The participants will be exposed to various areas of Islamic Finance and Banking promoted in Malaysia. ★ Volunteers ▼ Social Welfare Conference with Counterparts from 9th to 10th May JICA Volunteers in the field of Social welfare will hold a conference with their counterparts at the Social Welfare Department in Putrajaya from 9th to 10th May. Especially, on the second day, a self-advocacy (Persons with learning disabilities can decide and choose to do something by themselves ) activities will be introduced by a volunteer, Ms Yoshie Dan who is assigned at NGO, United Voice as a social worker. ★ JICA Partnership Program (JPP) ▼ First Dispatch of Experts on the Environmental Conservation and Domestic Solid Waste Management in Kuching, Sarawak, Malaysia from 17th to 24th May The JICA Partnership Program is aimed at implementing development projects in developing countries planned by Japanese development partners, mainly NGOs, local governments and universities, based on their experiences and technologies in economic and social development at grassroots level. Motegi Town, Tochigi Prefecture, is going to start “ Environmental Conservation and Domestic Solid Waste Management in Kuching, Sarawak, Malaysia” Project. In this regard, 3 experts who are program manager and environmental educator visit to Kuching-city to have a discussion on this project and research compost market and material for their activity from 17th to 24th May. ★ Others ▼ A Group of Japanese High School Students Visit Malaysian Maritime Enforcement Agency (MMEA) on 5/4 Under the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) Programme, Government of Japan dispatches a group of Japanese high school (Miyazaki technical high school) students to Malaysia from 29th April to 6th May. The purpose of the JENESYS Programme is to promote mutual understanding among youth in this region by dispatching Japanese youths to East Asia Countries including Malaysia. As a part of the Programme, the students will have an opportunity to observe the Japan’s Official Development Assistance (ODA) activity at the MMEA’s project site. It aims to deepen their understanding towards international cooperation and development assistance performed by JICA and to learn rescue trainings by MMEA’s Special Task and Rescue (STAR) Team. 【Main activities in April】 <Promotion of Economic Partnership> ▼ Training on Taxation Examination Method of Basic Transfer Pricing Taxation Method of the Human Resource Development and Improvement in Tax Administration (Phase 3) from 9th to 13th April For tax auditors of Inland Revenue Board of Malaysia (IRBM), Mr. Takeuchi, JICA expert, conducted the seminar of tax examination method for Transfer Pricing Taxation in Kuching, Sarawak. <Social Welfare ・ Environment> ▼ Completion of the Project for Improving Occupational Safety and Health Administration of the Department of Occupational Safety and Health “Project for Improving Occupational Safety and Health Administration of the Department of Occupational Safety and Health”, which has been implemented since April 2007, was completed on 8th April 2012. This project aimed to decrease occupational accident through capacity development of Department of Occupational Safety and Health in Malaysia. As the output of project, training courses in the field of occupational safety for SME and construction industry were developed for DOSH inspectors. DOSH will continue to implement the training courses for inspectors to protect workers from occupational accidents. ▼ Preparatory Survey on Capacity Building Project for Forest Plantation Management from 11th March to 7th April Government of Malaysia through Malaysia Timber Industry Board (MTIB), as an implementing organization, has targeted 37,500 ha of trees for the period between 2006 and 2020 under Forest Plantation Development Programme. The Programme aims to meet the growing domestic demand for timber and ease pressure on natural forest in Malaysia. JICA dispatched 2 Japanese consultants to Malaysia from 11th March to 7th April. At the end of the survey, they reported to relevant governmental agencies on the progress, challenges and recommendation on the Programme from technical point of view obtained thorough observation of programme sites in peninsula Malaysia, Sabah and Sarawak. <Volunteers> ▼ Opening Ceremony of Toilet and Slope for CBR (Community Based Rehabilitation) Center in Kelantan on 30th April Ms Ayako Sasage, a JICA Volunteer who is assigned in Kelantan Social Welfare Department as an occupational therapist, is supporting some CBR Centers in Kelantan. She knew a situation of people with a wheelchair through her activities. It is too difficult to use a toilet for them and their parents cannot use a wheelchair, when they are into the rehabilitation centre because of no slope. So she installed the necessity western-style toilet and slope at Gaal Jeram CBR Center. A heartwarming opening ceremony was held on 30th by assistant director in Kelantan Social Welfare Department, people with disability, their parents, and CBR’s staff. <JICA Partnership Programme> ▼ 4th Dispatch of Experts on the Promote Efficient Waste Management System in Malaysia from 22nd to 28th April 6 experts from Kitakyushu City organized a seminar and workshop concerning the effective composting management and provided consultations for the public those who had started composting activity. <Others> ▼ Lecture in the Japanese Chamber of Trade & Industry, Malaysia in 18th April Mr. Takeuchi, a JICA expert to Inland Revenue Board of Malaysia (IRBM) made a presentation in JACTIM, for which the subject was “Basic Transfer Pricing Taxation to be required for the manager in Japanese subsidiary”. After the presentation, the expert got some concrete questions from participants. This fact shows that Japanese subsidiaries in Malaysia have a high interest in taxation problem in Malaysia.
