Assisted the Department of Energy and
National Treasury on the procurement of
Independent Power Producers through
the Renewable Energy Feed-In Tariff
Programme. Anand is responsible for
financial modelling and compilation and
analysis of financial, technical and
economic development data.
Department of Rural Development
and Land Reform (formerly known as
the Department of Land Affairs),
Accommodation PPP Project
Assisted the Department of Rural
Development
and
Land
Reform
(formerly the Department of Land
Affairs) in relation to the procurement of
a suitable and sustainable working
environment
(accommodation
and
related services) through a public private
partnership.
The
assignment
commenced in April 2005 and is
currently in the procurement phase.
Estimated capital expenditure is R1,5
billion.

preparation of Treasury Approval
Reports and Fiscal Liability Committee
(previously GCC) Reports and the
feasibility study, Value-for-Money and
contingent fiscal obligations modelling.

Decongestion PPP Project
Assisted
the
Mauritius
Road
Development Agency on the road
decongestion toll PPP Project. The
assignment is currently in procurement.
Estimated capital expenditure value is
approximately US$650 million. Anand
assists with the feasibility study and
Value-for-Money modelling.
Namibian Ports Authority, Container
Terminal Expansion Project (Walvis
Bay, Namibia)
Assisted Namport in relation to the
finance
raising
and
potential
concessioning of the proposed strategic
expansion of the Walvis Bay container
terminal.
The debt finance raising
process potentially includes tranches of
debt
from
development
finance
institutions, export credit agencies,
commercial lenders and bond financiers.
The process of finance raising included
running a debt funding competition
amongst the banking and institutional
financing markets. Estimated capital
expenditure value is approximately R2,7
billion. Anand assists with the debt
funding modelling.
