Summary: Q-Cert-VET was the European research project for the quality certification (Q-Cert) of vocational education and training (VET) and was co-funded by the European Commission. It was a two-year long project, ended in December 2012. The European initiative Q-Cert-VET developed a new quality standard and supports a related certification scheme for the vocational education and training (VET) sector in Portugal Quality Standard NP 4512:2012 “Training Management System, Including Technologyenhanced Learning – Requirements”. The Quality Standard 4512:2012 is available in 5 languages: in Portuguese, English, Spanish, German and Romanian. The project Q-Cert-VET developed a national quality standard and initiates the development of required tools for professional quality certification. The reference framework QPL (short for Quality Platform Learning), developed in Germany, provided the basis for the new quality standard and related instruments and tools for the certification scheme, including the first training course for lead auditors. A strong desire from the Q-Cert-VET consortium members went beyond a national quality standard: the evaluated and optimized quality certification standard will be submitted to the European standardization CEN TC 353 in order to become an official European Norm (EN) for Quality and Certification in vocational education and training. The creation of the related accredited certification scheme OEC010 by the Portuguese Institute for Accreditation (IPAC) provides all interested certification bodies with the possibility of applying for certification in NP4512. Certification bodies thus accredited can certify training institutions with the new standard NP 4512:2012. The consortium of Q-Cert-VET was coordinated and led by Portuguese Centre for Research and Innovation in Business Sciences and Information Systems (CIICESI). It included nine partners from four countries: Germany, Luxembourg, Portugal, and Romania. The University of Duisburg-Essen, Germany, one of the Q-Cert-VET project partners and the project cocoordinator, is author and auditor of QPL, thereby providing its long-term expertise in learning quality. The main objectives of Q-Cert-VET were the development of a Portuguese official standard with requirements for the Quality of Learning Services, (including e-Learning) and the support of a Portuguese certification scheme for VET sector in Portugal based on such. The project Q -Cert-VET addressed this gap by developing such a national quality standard and by initiating the development of required tools for professional quality certification. The proven quality standards of other EU countries have been used for a new Portuguese standard adapting them to specific legal, didactic and cultural framework conditions in Portuguese VET sector. The reference framework QPL (short for Quality Platform Learning), developed in Germany, provided the basis for the new quality standard and related instruments and tools for the certification scheme. To achieve project objectives the work carried out within the Q-Cert-VET project focused on the development of the quality standard. Partner IPQ, as the national standardization body, supported the standard, transformed and finally published it in 2012 as the Portuguese national standard NP 4512:2012 „Vocational training management system, including technology enhanced learning – requirements” after initial testing and publication. Q-Cert-VET supported a related certification scheme. Due to approval of the certification scheme OEC010 by the Portuguese Institute for Accreditation (IPAC), all certification bodies in Portugal can apply to IPAC for accreditation and thus gain the ability to certify training institutions with the standard. Furthermore, all training institutions have a possibility now to request accredited certification for their management system, if it has been implemented in accordance with the requirements of NP 4512. Furthermore within the Q-Cert-VET Partner Affiliation Programme (Q-Cert-VET Deliverable D6.2), a partnership network has been created that has divulged and disseminated the new standard across every country in Europe and public and private entities that may adopt and use it as an important working tool. Several voluntary piloting partners tested the Portuguese Standard, by implementing a VET service management system according its requirements, and to report feedback on the experience to IPQ (CTA25 – Technical Committee “Quality in Education and Training”), contributing to the standard’s improvement. It was being possible after the signing a memorandum of understanding (MOU) developed within the partner affiliation programme. This Portuguese standard is now under submission to the international (SC36) and European (CEN TC 353) standardization committees for initiating a new standardization project towards a European or International standard (EN) based on full European consensus. Q-Cert-VET deals with development and publication of such a quality standard and initiates the development of required tools for professional quality certification. In this context the Q-CertVET consortium hopes to contribute to the on-going development in the area of learning innovation and quality. The LINQ Conference 2012 was the 1st European Conference on Learning Innovation and Learning Quality establishing the annual LINQ Conference series. The final Q-Cert-VET conference together with the LINQ Conference was initiated by the University of Duisburg-Essen (Germany) due to the feedback and requests from former European Conferences that the Conference Chair Christian M. Stracke from the University of Duisburg-Essen has organized. A need for discussions and the common interest on learning innovations and learning quality was identified during all the conferences and years. The LINQ conference 2012 was addressing Learning Innovations and Quality and in particular Lifelong Learning (LLL), Technology-Enhanced Learning (TEL), quality standards and certification, human resources development, competences and skills, as well as learning, innovation and quality management systems. The organisers from the University of Duisburg-Essen in Germany and the Q-Cert-VET project consortium greeted a variety of international authors, European project representatives, and participants from over 20 countries who came to take part in the development of a discussion on the potential points of interaction between innovations and quality. Q-Cert-VET project results and the new standard NP4512 were presented before this audience, with special consideration for the possible implementation of the standard in the participating organizations. The LINQ 2012 has been only partially financed by the EU; the University of Duisburg-Essen the organiser of the conference - arranged the final Q-Cert-VET conference and paid all the costs associated with the organization of the conference and not covered through the registration fee paid by LINQ participants. All EC members were offered to be enrolled to the conference free of charge.
