Sayeed’s son is considered to be the ‘master mind’ behind the deadly attack on
Border Security Force (BSF) convey on
Jammu Srinagar highway in Samroli in
Udhampur district in which two troops
and one militant was killed, according to
the intelligence agencies interrogating the
arrested Pak militant Mohammed Naved.
Naved, according to the intelligence
sources, alongwith four persons namely
Noman resident of Bahawalpur in Punjab
province in Pakistan (killed by BSF), Abu
Ushaka of Pakhtunwa area in North West
Province
(NWFP)
and
Frontier
Mohammed Bhai also of Pakhtunwa had
crossed the Line of Control in the month of
May.
“Before their crossing into Kashmir,
the group of four LeT militants was accompanied by the son of LeT chief namely Abu
Talha Syed to a post of Pak army – a launch
pad,” the insiders said, quoting interrogation of the arrested militant Mohammed
Naved alias Usman alias Qasim, a resident
of Faislabad in Pakistan, who has been arrested alive from the encounter site in
Udhampur.
They said that the son of LeT chief had
planned the attack on Udhampur highway
since it was soft target and the four militants were provided commando training
in Pakistan administered Kashmir’s LeT

Ruling Peoples’ Democratic
Party (PDP) today said Pakistan's line
of thinking that Jammu and Kashmir
Assembly or its Speaker has no legitimacy will not help in addressing the
issues or creating an atmosphere of
peace in the state.
"We do not agree with this that the
Jammu and Kashmir Assembly or its
Speaker has no legitimacy. In fact,
this is the only legitimately elected
body of representatives who have the
right to talk," PDP spokesman Naeem
Akhtar told reporters here.
Apparently referring to separatists, Akhtar, who is also a minister
in the PDP-BJP government said, others who talk on Kashmir issue only
represent an idea and have a point of

Pak again violates ceasefire in Poonch; uses long range mortar
Jammu, Aug 9
After a day-long lull, Pakistani
troops violated the ceasefire by resorting to heavy firing and mortar shelling
on forward Indian posts along the LoC in
Poonch district of Jammu and Kashmir.
This is the first time that Pakistani
troops fired 120 mm mortar shells.
Pakistani troops resorted to firing
from automatic weapons and mortar
shells on forward post in MandiSabzaiyan sector in Poonch from 2330
hrs to 0430 hrs, a Defence Spokesman
said.
Apart from mortar shells and automatic weapons, Pakistani troops fired
120 mm mortars. There was no loss of life
or injury to anyone in the firing. There
have been 16 ceasefire violations by
Pakistani troops in August.
On August 7, an army jawan was injured as Pakistani troops opened fire at
villages and forward posts in Poonch
district along the LoC for the third consecutive day today.
Pakistani troops had on August 6 resorted to intermittent firing with automatic weapons, rocket projectile
grenades and mortar bombs along the
LoC in Poonch district.
On August 5, Pakistani troops had
violated the ceasefire twice and targeted
Indian forward posts and hamlets, in
which three civilians including a

‘Testimonials of ReTs issued by shady
institutions to be scrutinized’
SRINAGAR, AUGUST 9
The Education Department today made it clear that in compliance
to the directions of the
High Court, the
degrees
of
ReTs/RReTs
obtained hrough study centres and
distance mode from shady institutions would be scrutinized and accordingly the screening test of those
ReTs and RReTs would be conducted who are in possession of suspicious testimonials. As per the order
No: 396-Edu of 2015, issued by the
Commissioner Secretary School
Education Department, the respective Chief Education Officers of all
the districts have been designated
as Nodal Officers for verification of
the certificates of ReTs/RReTs obtained through study centres or distance mode. “The whole exercise of
verification of such certificates
shall be completed within

days,” the
order said
adding that the Director School

will personally monitor the verification progress. The Department
said that the High Court, in its order

Joint search launched on
Punjab-JK border areas
PATHANKOT, Aug 9:
Police and Army personnel today launched a massive search operation in Dhar block and nearby
areas, close to Gurdaspur district
which witnessed terror strike last
month. The search operation started in the afternoon, Pathankot SSP,
R K Bakshi said, but denied apprehension of presence of terrorists in
the Pathankot-Jammu border area.
“We were not acting on any specific input…” the SSP said.

Two militants and a soldier were
killed on Sunday in gunbattle during infiltration bids by ultras at Keran and
Tangdhar sectors along the Line of
Control (LoC) in Kashmir while an Army
officer lost his life in a mishap during a
search operation.
An infiltration bid was foiled along
the LoC in Keran sector of north
Kashmir's Kupwara district today in
which two militants were killed, an army
officer said.
The alert troops guarding the LoC noticed a group of militants trying to sneak
into this side Jumagund Nar in Keran sector, he said, adding the troops challenged
the militants who indulged in indiscriminate firing.
The troops returned the fire and in an
ensuing encounter two militants were
killed, the officer said.
In an overnight encounter between
the security forces and infiltrating militants near Ragni post in Taya forests near
the LoC in Tangdhar sector, an army
jawan was killed and two others were injured. "One jawan made the supreme sacrifice while two others were injured in the
operation against militants in Tangdhar
sector of Kupwara district," the Army official said.
In an another operation near LoC in
Gurez sector of north Kashmir's
Bandipora district, an army officer was
killed after he slipped and fell in a deep
gorge. Captain Prem Kumar Krishan Patil
of Army's 36 RR unit slipped into a gorge
during a search operation in the forest
area close to the LoC yesterday, the officer
said. He said the search operation was
launched following inputs about some suspicious movement in the area.
The injured officer was rushed to a
nearby hospital from where he was shifted
to a medical facility here, the officer said.
Patil, however, succumbed to the injuries
later in the day, the officer said. PTI

Udhampur, carried out extensive restoration exercise for
various roads hit by landslides
leading to blockades and traffic jam, following which
Amarnath Yatra was halted
for second consecutive day.
A major landslide was reported at Kheri where the entire hillock has slided and machinery has been kept on
standby for immediate response.
Muck and debris again
blocked the national highway
late last night and restoration
operation was launched early
morning. It is pertinent to
mention here that district administration had issued landslide and heavy rainfall warning and advisory a day before.
Alert was sounded and departments kept in readiness.

to showcase them by maintaining the regal essence of its glori-
ous past,” he added. The Chief
Minister, who also holds the
charge of Tourism portfolio,
said this over a luncheon meeting with delegates of IHHA, including

the agenda of alliance.

the BJP to distance itself completely

full accord with those who term the
agenda of alliance as new charter of
bondage as far as the people of Jammu

days in case the BJP insisted on the implementation of the agenda of alliance,
which is, undoubtedly patently antiJammu.
He claimed that the ACC suspended
the 6-day-old bandh taking into account
the difficulties being faced by all sections of society and not simply because
the Union Health Ministry in its letter of
August 4 suggested that alternate pieces
of land would be identified in both
Jammu and Srinagar. “We have only
suspended bandh and not our agitation,” he said, adding that the ACC
would give a radical twist to the agitation in case the BJP failed to deliver the
promise within the next few days.

J&K has asked the people of
Jammu that there is need of effective leadership for fighting
discrimination with Jammu
region. In a press statement issued here today, Charak said
expressing his views regarding his analysis of the AIIMS
row and the prevailing condition in Jammu province, very
strongly and vehemently espoused the cause of AIIMS Coordination Committee and remarked that such sort of support from the masses of this
part of the State has rarely
been witnessed in the 63 years
long history of the democratic
set-up in this State, for a common cause of Jammu, irrespective of caste, creed, colour
& religion.
At the same time, he
pointed out that since inception of the popular governments in this state, discrimi-
nation with Jammu people
had always been there, due to
the lack of effective leadership
from this region, whereas the
shrewd Kashmiri leadership
had always succeeded in taking the decisions as per their
desire and suitability.
“There exits total vacuum
due to the absence of efficient,
seasoned, dedicated and wellmeaning people representing
this region in almost all the political parties in the state,
thus, tilting the balance of political power in favour of the
other region”, he added.
Charak further said that the
people of Jammu need to understand that there is a dire
necessity of efficient and effective leadership to fight for getting the due justice for this region, which has a glorious
past of communal harmony
and nationalism and which
has always remained a source
of honour & pride for all.
He stated that a very
strange situation emerged
during the agitation for AIIMS, spearheaded by ACC
that this struggle virtually be-
came a fight between the electors and the elected of this
province.

the
Jammu leadership has so far,
always maintained that the
AIIMS is to be established at
Jammu and there is no need to
continue the AIIMS struggle
launched by the AIIMS Co-ordination Committee.

Poonch, Aug 9:
A light vehicle maintenance cadre was organised by
a Rashtriya Rifles Battalion
under Romeo Force at Jhullas
for the unemployed youth of
the Poonch region. 20 youth
from Jhullas and Salotri villages attended the cadre
which was organised for two
days from 06 August 2015. The
cadre was meant to train unskilled youth in maintenance
and repairs of light vehicles.
It also aimed to select few talented youth for further training. They were also educated
about the maintenance schedule which will facilitate
smooth running of the vehicles besides increasing its
functional life.
In order to facilitate further practice on the skills acquired by the participants, a
tool set kit was also given to
each of the participants. Mr.
Maroof Son of Lal Din residence of Salotri, was adjudged
the best participant and was
selected for advance maintenance cadre to be organised
later by the Army.
In an another event,
Rashtriya Rifles Battalion under Romeo Force took up a noble project to distributes furniture to the students of
Government Middle School,
Loharkan on 08 August 2015.

CM appealed to release pending 6% DA dues to employees, pensioners

Continuing to highlight the long
pending demands of employees of the
state government, pensioners, president of the National Mazdoor
Conference(NMC), Subash Shastri
today urged upon the Chief Minister,
Mufti Mohammad Sayeed to intervene personally in releasing 6% D.A.
dues from January last in favour of
State government employees and
pensioners at the next meeting of
state cabinet, as another installment
of 7% D.A. has also become due to
both central and state governments
employees and pensioner which ultimately pile up the arrears burdening
further state exchequer of the state
government.
Addressing a rally of NMC activists here Shastri said that the
prices of all essential commodities
have gone considerably the release of
pending installment of 6% D.A. has
become more necessary adding that
the budget in provision for this purpose has already made in the year
2015-16 budget, so there should be no
hitch for the state government in releasing it. More so when almost all
state governments of the country expect Jammu and Kashmir had already released this installment to
their employees and pensioners
since long, as a matter of goodwill
gesture, an early release of D.A. installment could get sigh of relief for
salaried class and pensioners also.
Pleading the cause of sixty one
thousand daily wager workers working in various department of the state
government. Shastri said that the
government is duty bound to regularize the services of these daily wagers
in one go as they have hopes from
PDP-BJP led coalition government.

government not to generalize
the ‘screening test’ issue of
Rehber-e-Taleem (ReT) teachers
and instead allow the normal
functioning of schools. “Due to
the government’s decision the
schools have become defunct.
Already education sector in
Kashmir has been hit hard due
to floods and political uncertainty and this is the peak of academic session. Government should
not misinterpret the order of
High Court and instead make
it sure that justice is done
with the teachers,” he said in
a press statement.
“Court has not said in its
order what the government is
interpreting. A large number of
the ReTs were recruited during
Mufti sahib’s first tenure as
Chief Minister. A teacher who
has been recruited 10 or 15
years back is asked to give com-
petence test now which is disgraceful for a teacher at this
stage. Teaching is a respectable
profession and by playing with
such a noble profession government is doing injustice with the
teaching community,” Hakim
Yasin, who is MLA Khansahib,
added. He advised the government to close this ‘Pandora box’
as soon as possible and allow
schools to function normally.
“If there are any institutes who
are issuing fake digress government should take stern action

damage caused by heavy
rains and mudslides over the
past two weeks. He was accompanied by SDM Nubra,
BDO Diskit and Panamik,
BMO Diskit, Ex En PWD
Diskit and other concerned officers and village representatives. MLA Nubra, Deldan
Namgyal was also present at
Yulkham village. Later,
DC/CEO, LAHDC, Leh also
visited Turtuk village. The assessed damage include 29
houses in Khalsar village, 1
house in Lakjung and 2 houses
, in Yulkham, 4 houses in
Yulkham village and in
Kyagar 6 houses, while in
Sumoor 2 houses were completely damaged and 40 were
filled with debris from mudslides. In villages across the region, there is heavy damage to
head works and irrigation
khuls, agricultural land, foot
bridges and road networks.
The concerned department
have carried out restoration of
roads to ensure connectivity.
At Tsati, villagers have
submitted a memorandum to
DC to carry out restoration
work immediately. At Tirit, a
culvert has been damaged,
which has diverted the stream
water to the village. The villagers requested the DC to repair the culvert with the use of
JCB. The powerhouse in
Sumoor is filled with water
and mud. As a result, there is
no electricity in Sumoor and
adjoining areas. The DC directed Ex En PDD to look into the
matter and to provide electricity as soon as possible. The DC
has instructed deputy registrar-cooperatives and ADCAPD to provide free ration to
those affected by the floods,
who have been accommodated
in respective village community halls. He has also asked
Accounts Officer Leh to provide tents and other necessary
items. He also directed Ex En
and SDM to arrange for JCBs
for the necessary works and
the DC has assured them that
the token money will be available with SDM, Nubra. The DC
also directed the BDO to carry
out works to construct footbridges under MGNREGA.
Further, he directed the revenue department to make a detailed assessment of the damages to agricultural land and
houses and submit the report
to the DC Office at the earliest
for further action.

sector-wise physical and financial achievements registered
under the district plan. He also
reviewed the action taken by

the implementation of the decisions taken in the DDB meeting chaired by Chief Minister
Mufti Mohammad Sayeed last

implement all the decisions

sored programmes. He directed the officers to submit the status report of the works listed by
the local legislators and cautioned the officers against any
laxity in this regard and said
that fulfilling public aspirations is the priority of
Government. He directed for
keeping a strict check on quality of works as every effort
should be made to create sustainable assets catering to area
specific developmental needs.
It was revealed in the meeting
that under MGNREGA against
an allocation of Rs 3929 lacs, an
amount of 790.31 lacs has been
spent till July 2015 resulting in
completion of 1856 works and
generation of 25861 mandays.
Under IAY, against an allocation of Rs 1170 lacs and availability of Rs 203 lacs, 0.74 lacs
have been spent till July 2015
which has resulted in taking up
works of 2745 hutments. Under
SSA against an availability of
Rs 453 lacs for construction of
primary school buildings and
Rs 424 lacs have been spent.
Likewise, under Swach Bharat
Mission, against an availability of Rs 32.39 lacs, Rs 14.35 lacs
have been spent resulting in
construction of 1862 individual
household latrines. It was also

fraternity, the future challenge is non-communicable
diseases. If the first half and
the middle of the 20th century
were devoted to the research
and treatment of various infectious diseases including tuberculosis, the last decade of
the 20th century and the 21st
century have thrown up noncommunicable diseases including Diabetes Mellitus,
heart disease, cancer, etc., as
the major causes of morbidity
and mortality, he observed.
Dr Jitendra Singh said,
gone are the days when we
would hear stories about people falling prey to epidemics of
cholera and plague or succumbing to the ravages of incurable tuberculosis. Today,
with the availability of effective
antibiotic treatment on the one
hand and on the other hand, increase in the average lifespan

and dyslipidemia. Dr Jitendra
Singh also referred to several
issues related to medical profession and medical professionals in the current scenario and observed that
whenever there is a controversy or conflict, it is not because of the legitimate practice by a doctor which is his
basic right but it is because of
“malpractice”. In other
words, it is not “practice” but
“malpractice” which is the issue, he added. In the rapidly
evolving scenario, Dr Jitendra
Singh suggested an optimum
balance between private sector and public sector. He said,
while private sector is destined to grow in a big way, a
country like India can still not
do without the existence of

lecture on Jammu & Kashmir
RTI Act (JK RTI Act 2009) . He

detail and urged upon the
trainers / activists to impart
the RTI training in their respective areas so that people

has initiated drive for enrollment of deserving individuals
especially from the weaker sections of society and in far flung
areas for enrollment under
three major Social Security
Schemes launched by the
Prime Minister. Due to lack
awareness and orientation for
these schemes the enrollment
did not pick up well which necessitated a mission to be
launched for public awareness
and participation for availing
benefits, and making it compulsory for all the departments to
initiate measures for reaching
every household in the district.

beneficiaries in the district under three social security

Suraksha Yojana. More than
35 departments and 15 leading
banks have been assigned targets for reaching out to 1,15,000
households in the district for
creating awareness and enrollment under these schemes
which provide an opportunity
to avail multiple benefits including pension, accident insurance, life insurance and
other covers for the beneficiaries . District has been divided
into 17 Zones each headed by a
senior officers and having
team drawn from various departments and banks. Block
Development Officers will be
overall incharge for coordination with banks and departments to organise and awareness camps in the district. A
special drive has also been
launched for enrollment of laborers for social security
schemes across the district.
All the executing agencies will
have to ensure on-spot enroll-
ment of workers and completion of formalities for 90 days’
clause enabling provision of
marriage assistance and compensation to laborers in case of
injury or death.
The DDC directed the officers for spearheading the social security enrollment campaign at village level under a
uniform patter and ensure
universal coverage. A special

Boy's death in stray dog attack puts focus on street safety
New Delhi, August 9
The fatal attack on a seven-year- old boy by a
pack of dogs has turned the spotlight on safety of
Delhi residents, many of whom are either living
in fear or thinking of shifting residence, alleging lack of action by the municipal bodies to
check the stray dog menace. The attack on
August 4, which took place in daylight in south
Delhi's Jamia Nagar area, was so brutal that the
boy died in a hospital within a few hours, sparking protests from local residents. This incident
also prompted the Delhi High Court to seek a report from South Delhi Municipal Corporation
(SDMC) on the steps taken by it to control the
street dog menace."Every night when I return
from office, dogs near my house chase me. I am
not in favour of killing or attacking them, but
MCD officials should immediately do something to curb the increasing dog population,"
said Asad Asharaf, a resident of Ghaffar Manzil
area in Jamia Nagar.Students of Jamia Millia

Independence Day is celebrated with great fervor in the entire Country and Ladakh, which has traditionally produced
great warriors for the Indian Army, is no exception. This year,
the 69th Independence Day is being celebrated with great pomp
in the area. In the run up to the event a “69th Independence Day
Polo Match” was held under the “Fire & Fury Corps” at the civil
Polo Ground at Leh, on 08 Aug 2015. The aim of such events is to
encourage the youth to take up Polo, which is a traditional sport
of the region. The Chief Guest of the event was Naik Punchok
Dorje (Retired), a war veteran and a highly respected figure of the
region. Ladakh Scout Regimental Centre (Blue) Team won the
match. The event was witnessed by a large cross section of the locals as well as by prominent civil and military officials. The locals of Leh were highly appreciative of the Army’s efforts at providing a platform for encouragement of Polo as a Local sport and

Land Law
he Narendra Modi government has taken a giant leap backwards by
failing to push ahead with the much-needed amendments to the land
law. Its decision to retain the original law means that it will take anything up to five years for an investor to buy a plot of land, as the Niti Aayog
vice chairman, Arvind Panagariya, has pointed out. The original law was,
of course, the handiwork of the socialistic inclination of Congress president
Sonia Gandhi, whose iron grip over the party and, as a result, over the Manmohan Singh government, enabled her to enact the supposedly pro-farmer
and essentially anti-industries legislation. Her hope was that populist initiatives like the land law and the food security act, which promised subsidized grains to 67 percent of the population, would ensure her party’s
victory in last year’s general election. In the event, the Congress put up its
worst performance, which showed that the electorate was not fooled by the
profligate welfare measure or the patently anti-development law. Instead,
the voters wanted someone to come to power who promised economic
growth so that they would not be dependent on official charity or on policies
which were expected to lead to more fragmentations of holdings by keeping
farmers tied to their lands by complicating the process of sale and purchase.
There is little doubt that the Bharatiya Janata Party’s (BJP) success in getting an absolute majority in the Lok Sabha was entirely due to the popular
expectation that Modi will vigorously pursue economic reforms. From this
standpoint, the BJP’s current retreat is a matter of huge disappointment as
it is a setback to India’s hope of becoming an economic powerhouse in the
near future. The Congress, and particularly its president and vice president,
who spearheaded the campaign in favour of this regressive step, will be delighted since it will stymie Modi’s “Make in India” project by deterring foreign investment. For Sonia and Rahul Gandhi, it is the first favourable turn
of events for the Congress since its Lok Sabha tally dropped by as many as
165 seats since 2009 as they have succeeded in forcing Modi on to the back
foot. But it will be unfair to blame the Congress alone. The prime minister
himself cannot be absolved of the guilt of mishandling a sensitive issue. For
a start, he rushed in when he should have been more circumspect. Perhaps,
the BJP’s first ever majority in the Lok Sabha accentuated his customary
arrogance. As a result, instead of preparing to rally those who may have
been expected to stand by him, like the BJP’s allies and those among the opposition parties which take a nuanced view of the economic scene like the
Biju Janata Dal (BJD), Modi appears to have decided to go ahead on his own.
The BJD would have been a helpful ally, for it has seen how Rahul Gandhi’s
promise to be a foot soldier in Delhi of the Niyamgiri tribals has condemned
the innocent hill dwellers to be hunter-gatherers for the foreseeable future
in the absence of industrial development. Modi might have been able to win
over the AIADMK as well because, first, it is generally pro-reforms and, secondly, with the DMK going along with the Congress, it has to be on the opposite side. But more than winning friends and influencing people, what
Modi failed to realize was that too enthusiastic a drive in favour of industries could confirm his reputation of being pro-business, which is not widely
appreciated in India. It is this chink in his armour which Rahul Gandhi has
exploited by accusing the government of being “suit-boot ki sarkar”. It is
not only that Modi was unable to convince allies like the Shiv Sena and the
Akali Dal of the justifiability of his cause and how it will benefit the country,
including the farmers, in the long run, he could not even win over statusquoist saffron outfits like the Swadeshi Jagaran Manch, the Bharatiya
Kisan Sangh and the Bharatiya Mazdoor Sangh. Lapses of this nature show
how a chief minister who is used to having his own way in a state can be lost
in the labyrinth of national politics where there are parties like the Congress which can trip up an opponent even if he is on to a good thing. The
only option for the central government is to let the states frame their own
land acquisition laws although these cannot contravene restrictions like
obtaining the consent of 70/80 percent of the landowners. However, since
most states have realized the value of private sector investment, including
West Bengal whose Chief Minister Mamata Banerjee recently visited London in search of investors, it is possible they will find a way to circumvent
the obstacles in order to attract industrialists. If so, Modi can still have the
last laugh. But for the present, he has suffered a major setback in his nascent career at the national level, the second one after the BJP’s crushing defeat at the Aam Aadmi Party’s hands in February.

Meaning of a full life

e are living in strange times. We live yet we don’t live. This is what Norman Cousins meant what he said, “The tragedy of life is not death, but
what we let die inside of us while we live.” Naturally, understanding what is
like living a full life is difficult, yet some persons do exemplify by the way they
live and more importantly the way they die. All deaths are tragedies but some
lives are bigger tragedies. And some deaths are glorious, too. One such death
that tells us the meaning of living a full life was that of former President APJ
Abdul Kalam. The beauty of this death was in the way it came. Kalam died
with his boots on, and
the way he wanted to die
teaching. The death of
Kalam has to be seen in
this light. And someone
very aptly said: “The
success of life is measured by how many people smile when you lived
and how many cried
when you died.” Kalam
lived a truly full life and
we need to draw lessons
from his life and death
as well. In a piece titled
‘Goodbye Kalam’,
Bangladesh daily, The
Daily Star gave a fitting
tribute to this scientist,
statesman, philosopher
and above all a human
being, by quoting some
portions of his speech delivered on the occasion
of celebration of 110th
year of the Dacca Metropolitan Chamber of Commerce and Industry. The
basic lesson that Kalam gave to the students present on the occasion was to
dream and live those dreams. Kalam believed that dreaming is not that which
you see while sleeping. Dream is that which does not let you sleep. Kalam
practised what he preached, and that was the essence of the philosophy of life.
Living a full life thus is that in which you dream and pursue them with all you
heart, all your mind and all your soul. Most of us have lost the purpose of life
and are out of touch with humanity. As Robin Sharma writes in his bestselling book, Who Will Cry When You Die: “We have email, fax machines and
digital phones so that we can stay connected, yet we live in a time where
human beings were never less connected. We have lost sight of those things
that matter the most. The reason why we fail to live a full life is that we have
no time. We do certainly have plenty of leisure but it is not being put to good
use. We don’t have time to think, we don’t have time to dream, in fact we don’t
even have time to live. Living like robots, the human being, though apparently worried about many of the species getting extinct, is unaware that it is
itself becoming extinct at a much faster pace. Yes, humanity’s survival is at
stake. Living without being aware of life, like mechanical entities that are programmed, human beings are no longer the feeling, thinking, dreaming beings
they used to be. The so-called focused and goal-centric approach to life is the
greatest danger to the survival of human beings. In the death of Kalam and his
life are hidden lessons to the way life is to be lived and the way death should

Ghost of the Bhagalpur riot returns to haunt Congress
The probe panel investigating the 1989 riot has indicted
the Congress for the bloodletting — the State regime it
controlled, the police at its
disposal, its leaders and their
henchmen, and the Union
Government of Rajiv Gandhi

he inquiry commission (headed by Justice NN Singh) that was set up by
Bihar’s Chief Minister Nitish Kumar to
look into the Bhagalpur riots of 1989 and fix
responsibility, has squarely blamed the
Congress — the State Government it controlled, the police at its disposal, its leaders
and their henchmen. By extension, also the
Union Government of the time headed by
Rajiv Gandhi. Ironically, the JD(U) today
is an ally of the Congress, as is Lalu
Prasad’s RJD. Yet it is the same Lalu
Prasad who had launched a searing attack
on the Congress and its top leadership inside Parliament. I had written in these
columns about the pitiless attack. It would
be worthwhile to revisit what I had written
then. “It is the Congress that has engineered most of the riots Rajiv Gandhi failed
to protect Harijans and Muslims Geographical boundaries of the country were jeopardised by the Congress and Rajiv Gandhi”
On reading such harsh accusation, such
pitiless pillorying of the Congress and its
supreme leader, the last direct descendent
of the Nehru-Gandhi dynasty to sit on the
masnad of Delhi, the image that comes to
mind is that of an irascible foot soldier of
the BJP or a malevolent journalist doing
what foot soldiers and malevolent journalists do best: Shoot from the hip. Think
again, but it is unlikely that you will be

able to guess the identity of the person who
tore into the Congress so mercilessly while
participating in a debate on the ‘Situation
in the Country’ in the Lok Sabha on December 29, 1989. The immediate backdrop
to this debate was the series of communal
riots in Congress-ruled Bihar Hazaribagh,
Darbhanga, and the horrendous bloodletting in Bhagalpur during the twilight days
of Rajiv Gandhi’s Government in the autumn of that year.
The official death count in Bhagalpur
was 1,891, with thousands scarred for the
rest of their lives. In Logain village, an entire Muslim mohalla was wiped out: The
bodies of 120 Muslim men, women and children were dumped in a shallow pond; when
the stench became unbearable, the rotting
corpses were fished out, buried in a field
and planted over with cauliflower saplings.
In Chanderi, another Muslim mohalla, 61
people were massacred. Mallika, a 14-yearold girl, tried to flee the mob that had killed
her parents and relatives. She stumbled
and fell; the mob chopped off her legs and
left her to bleed to death in a hyacinth covered pond. An Army officer found her the
next day, drawn by her pitiful sobs, and
Mallika survived to live a traumatic life.
But we digress. From December 18 to 29,
the newly elected Lok Sabha, with Prime
Minister VP Singh and the Janata Dal occupying the Treasury benches and Rajiv
Gandhi and the Congress sitting in the Opposition benches, witnessed a spirited debate over the customary address by the
President. Either by design or by default,
the President had failed to mention the
riots in Bhagalpur.
Congress MPs seized on this omission
to berate the Government, alleging that the
riots were not mentioned to spare embarrassment to its ally, the BJP, which was accused of fomenting the violence in
Bhagalpur and elsewhere. As the debate
became increasingly accusatory and the
tone and tenor of the attack on the BJP
sharpened, the Janata Dal MP from Chapra
waded in to battle the Congress.
Responding to the allegation that BJP
and VHP activists had provoked the violence, he said, “I would like to tell you that
there are two groups of Muslims in Bhagalpur, ie, Ansaris and Sallans, who had
started riots in the city. A bomb was
thrown on the SP (of) Bhagalpur and 11 police personnel were injured. They had
thrown that bomb on the occasion of Ram
Shila Pujan but these people have not been
yet rounded up.” That MP was Lalu
Prasad, who became the Minister for Railways in the Congress-led United Progressive Alliance Government and an ardent
supporter of ‘Madam Soniaji’. But we digress again. On December 29, 1989, Lalu
Prasad was relentless in his assault on the
Congress, more so on Rajiv Gandhi, and
took vicarious pleasure by slyly mentioning Sonia Gandhi by name now and then,
in total disregard of House rules. “It is the
Congress party which (has) engineered
most of the riots, particularly in Bihar,” he
thundered to the thumping of tables. “We
shall expose their role in inciting communal riots,” he promised on behalf of the
Government. Listing the failures of the previous regime, he said, “Rajiv Gandhi failed
to fulfil the promises which he made in regard to the development, unity and security of the country and protection of the
Harijans and Muslims. This resulted in
creating a gloomy situation in the country”
And, hence, the people voted for change.
“Change had become necessary because
the responsibility of protecting the geographical boundaries of the country (sic)...
was jeopardised by the Congress and Rajiv
Gandhi,” Lalu Prasad explained, adding
with a rhetorical flourish, “If we fail to safeguard the unity, integrity and the principle
of secularism of our country, we cannot
save the country from disintegration...”
And then came the full assault.
“Satyendra Narain Sinha became Chief
Minister of Bihar, he failed to quell the
riots in Hazaribagh... the procession of
Ram Navami had passed off peacefully in
front of the Jama Masjid of Hazaribagh. No

What's hidden in Naga pact?

hough the Naga agreement has been hailed as historic, the failure of the Union government in announcing its details so far has resulted in lack of any
celebration among the members of the tribe. Nagaland
has kept its fingers crossed with confusion and concern
over signing of the framework agreement whose implications are far more than what meets the eye. The accord
will have impact not just in its neighbouring states but
also in Myanmar. November 11, 1975 was a red-letter day
in Nagaland’s turmoil-ridden political history. Under the
aegis of the Government of India, the Shillong Accord was
signed between the state government of Nagaland and the
“Naga government” of the underground movement for
sovereignty led by the Naga National Council (NNC).
One of the pre-conditions was that the Naga leadership should accept a solution within the Constitutional
framework. A section of the younger leaders in NNC were
unhappy with the deal and wanted nothing less then a
sovereign Nagalim. The Shillong Accord, which this section of Naga hardliners thought was a “soft deal”, triggered the formation of National Socialist Council of
Nagaland (Nagalim) (NSCN) on January 31, 1980, by its
three founders - Isak Chishi Swu, Thuingaleng Muivah
and S S Khaplang. Their motto was to create sovereign
Nagalim - unifying all the Naga-inhabited areas in the
Northeastern region of India and northern Myanmar.
However, by April 30, 1988, the NSCN split into two factions, one led by Khaplang, the other by Isak Swu and
Muivah over serious differences on how to commence
peace parleys with New Delhi. The NSCN(I-M) did open
up to talks in 1997, and it went on for 18 years. Finally on
August 3, 2015, a framework agreement was signed which
would act as a preamble to the full accord. Both New
Delhi and NSCN (I-M) leaderships have remained tight-

lipped on the agreement, leaving the Naga tribes across
the North East and their neighbouring states to speculate
and urge for details. On July 27, the Nagaland Legislative
Assembly passed a resolution on the Naga political issue.
It was tabled in the Assembly after the legislature held
several rounds of discussions with the civil society
groups. The resolution reiterated the earlier decisions of
the Assembly demanding integration of all Naga-inhabited areas under one administrative umbrella. It also demanded that the ceasefire agreement be resumed and that
the Centre withdraw the declaration of the whole of Nagaland state as a disturbed area under the Armed Forces
(Special Powers) Act. “The political process of peace
building has definitely gone ahead with this framework
agreement. There is a feeling that both New Delhi and
NSCN (I-M) want this deal to succeed and thus, they are
very cautious. People in Nagaland are worried if all their
core issues, raised through the Assembly resolution, will
be addressed in the accord. If this accord only benefits
NSCN (I-M), people will reject it,” said an editor of a noted
Nagaland daily. The North East has seen several peace
accords, with different ethnic militant groups in the region and not many have succeeded. Only the Mizo peace
accord had been able to usher in long-drawn peace.
It seems the framework agreement must have come
because the NSCN (I-M) climbed down from core call of a
“Sovereign Nagalim”. Apparently, its leadership has
agreed to workout a deal within the permissible limits of
the constitution through the new interlocutor R N Ravi,
head of the joint intelligence committee and an old North
East hand. But in doing so, it has definitely opened up
fault lines in the region. The big question is, will the outfit climb down from the other core demand - the creation
of Greater Nagalim - by merging the Naga-dominant areas
of Manipur, Assam and Arunachal Pradesh? Already, the
Narendra Modi government has gone into an “assurance
mode” claiming that no redrawing of state boundaries
will be done. In fact, the states concerned – Assam, Manipur and Arunachal Pradesh – have raised objection in
this regard. Also, all these states are Congress-ruled, so
the going will not be easy for the Centre on the issue.
“The NSCN (I-M) has preached the Naga people to live the
dream of a day when all Nagas across the region will live
together. If now they themselves kill this dream, it will be
very damaging,” says young activist Abo Yiki.
ULFA talks
The latest peace pact will pave the way for many others in the pipeline in the North East. The prominent will
be the United Liberation Front of Assam (ULFA) peace
deal. Sources say the negotiations with the pro-talk faction of ULFA are in an advanced stage. A peace accord
with the ULFA along with the Naga agreement might
change the conflict discourse in the restive region. Both
the NSCN (I-M) and the ULFA had been patronising
smaller ethnic militant groups, and with them getting disbanded, it might help in reducing the tendency of taking
up arms. But it is easier said than done. The NSCN has
split into several factions in the last two decades. The
prominent one is the NSCN (Khaplang) led by Burmese
Naga S S Khaplang. But the Khaplang unit itself has seen
two major splits in the past five years though he still has
both Indian and Burmese Naga cadres with him. Khaplang himself had signed a peace deal with the Myanmar
government in 2012 but broke the ceasefire agreement
with New Delhi in March 2015. Along with the Paresh
Barua faction of ULFA, Khaplang has also formed a joint
platform of all the ethnic militant groups of south-west
Asia, a move that watchers believe has a strong Chinese
backing. In this way, Khaplang is also trying to take the
Naga issue beyond India and Myanmar. “A solution to the
Naga problem has international ramifications besides
local impacts. New Delhi has to balance both.
With Left and JDU backing, Cong stands tall in Parliament

he managers of the Congress have
been successful in their strategy of
uniting the Opposition to stand with the
party in Parliament. The party’s Parliamentary strategy was basically similar to
its strategy in the States. Sources say that
party leaders followed the politics of Bihar
and West Bengal in Parliament, and the
Congress got real strength from JDU and
Left. CPM General Secretary Sitaram
Yechury has been following the line of the
Congress from the very first day of the
Monsoon Session. It is being said that
Prakash Karat and many of his close aides
in the party want that CPM should not be
adamant on the demand of ministers and
Chief Ministers. But Yechury is worried
for West Bengal where he is seeing the
possibility of going with the Congress. He
is well aware that CPM alone can’t fight
with Mamata Banerjee. The Congress has
understood his compulsions and that is
why Adhir Ranjan Chowdhury gave the
indication for an alliance. In Bihar, the
Congress has already gone into an alliance with JDU. In fact, it was the pressure of the Congress which compelled
Lalu Prasad Yadav to agree to the leadership of Nitish Kumar. Nitish needs the
Congress for the polarisation of minority
votes and that is why he is wholeheartedly
supporting the Congress. With JDU backing it, AAP is also supporting the Congress.
LAND BILL FATE uncertain
The scenario on the Land Bill has
changed completely. The ruling alliance
and Opposition have almost agreed to get
it passed. The Central Government has
withdrawn most of the amendments to the
Bill, prepared by previous UPA Government. So, there is finally consensus on the

Bill. Earlier, the Congress wanted to embarrass the Government by having a
point-wise discussion on every amendment and voting at the Parliamentary
Committee, but now the party has
changed its strategy. Now the Government is ready to go with the Bill prepared
by the Congress, so there will be no difficulty in gaining general consensus. But it
will be interesting to see what TMC does.
Now the question is what will happen
to the Bill? If Parliament doesn’t run
smoothly, how will the Bill be passed? The
Congress has decided not to allow the
smooth functioning in Parliament on issues like suspension of MPs and demand
of resignations in Lalitgate and Vyapam
scam. The Congress can’t go soft only for
the Land Bill. And that is the reason why
there is a big question mark over the future of the Bill. If the Bill is not passed in
this Session, then the Government has to
promulgate the Ordinance for the fourth
time. So, what will be the strategy of the
Congress? After all, it is the Congress
which is not allowing the Bill to get passed
in this Session.
BJP GOES SOFT ON MAMATA
The BJP has gone soft on Bengal CM
Mamata Banerjee. The Centre’s mood has
seemingly changed soon after the Budget
Session of Parliament. Before the Session,
the Government was continuously targeting her party. But soon it understood that
without taking some of the Opposition
parties on board it was not possible to
work smoothly in Parliament, especially
in Rajya Sabha. Hence, it went soft on
Didi. Last month, BJP President Amit
Shah was in Kolkata, and it was being
said that he would attack Mamata, but he
didn’t. Now, next week Shah has to go to
Bengal again. Before Shah’s visit, party
leaders are keeping mum. Siddhartha
Nath Singh, who used to be in-charge of
West Bengal BJP and was vociferous
against Mamata, has been shifted to
Andhra Pradesh. He is now co-in charge
of West Bengal. Kailash Vijayvargiya has
been made in-charge of West Bengal. But
he has not given any such statement
which indicates the strategy of the party.
On the other hand, Mamata has started
helping the Central Government in Parliamentary politics. Now all eyes are on
Shah’s visit to Bengal. If he continues
with his old approach, then the party will
also go in the attacking mode. Leaders of
the State BJP say only when the party attacks Mamata will there be full enthusiasm in the workers, and the infighting
would stop. Presently, the leaders are
fighting with each other in place of fighting against Mamata and the Left.
GROUND POLITICS OF SP
The Samajwadi Party (SP) is finally
ready to leave the throne of power. After
three years, Mulayam and Akhilesh
Yadav have apparently told their partymen that time has come to prepare for
elections, which are only a year and a half
away. Sources say all big leaders will soon
hit the road. Many leaders were reminded
about the fact that for the 2012 elections,
Akhilesh cycled around the entire State.
He held cycle rallies in almost all nooks
and corners of Uttar Pradesh, and connected with the youths and middle class.
This time, SP doesn’t have that advantage.
Akhilesh is now the Chief Minister, so the
party is thinking of some other way to
woo voters. Other leaders of the party will
soon start cycle rallies and Akhilesh will
do the same but at the right time. Apart
from this, the Akhilesh Government has
also decided to honour all those who have
spent their life in Samajwadi politics. Recently, the Government made amend-
ments in the pension and emoluments of
those who had been jailed during the JP
movement. Now, the UP Government will
honour around 2,000 Samajwadi leaders
from all over India.

Though Rahul Gandhi might not become President of the Congress immediately, his team is being created. People
close to him say he might take charge of
the party soon after the Monsoon Session,
so the process of team-building has
started. Rahul has conducted many experiments in the organisation, and this time
he is doing a new one. He has decided to
seek names from the States to be included
in the central team. Five names will be
considered from each State, and then
Rahul’s core team members will be selected. In each State, two persons have
been authorised to send the five names.
Apart from the State president, one senior
leader has been given this responsibility.
In fact, Rahul wants to change the notion
that to run the organisation in the Congress, people from top are imposed. That
is the reason why he has detached himself
from the process. The central leadership
will not suggest any name. The names recommended by State leadership will be included in the national team. The Congress
leaders are of the view that this will increase co-ordination between the States
and the core national team.
CONG FOLLOWS BJP AGENDA
The Congress seems to be a changed
party now. Its leaders are doing politics on
BJP’s agenda. The issues that had been
raised by the BJP are now being taken up
by the Congress. The party has started
raising Hindu issues to get rid of its proMuslim image. It is said that all these

belting out songs in praise of
'Swachh Bharat Abhiyhan' instead of the usual bhajans and
time-worn Bollywood numbers. The government is considering a proposal to rope
them in for publicising initiatives like 'Swachh Bharat
Abhiyan', 'Beti Bachao, Beti
Padhao' and 'Jan Dhan
Yojana'. The Information and
Broadcasting Ministry, official sources said, is planning a
massive rural outreach programme through its Song and
Drama Division, which in collaboration with the All India
Radio (AIR), would implement the programme where
troupes would sing songs creating awareness about government initiatives.
Lyrics of some of the
songs which would be sung
are being finalised and registered troupes would be
pressed into service to take
the message to the farthest
corners. As part of this initiative, the ministry is considering involving "beggars who
sing for a living". "There are
people who sing for a living
like in trains. Though the
Song and Drama Division in
the ministry uses registered
troupes, we are also considering involving them in this exercise. The proposal is being
considered at an idea stage.
We may also seek the help of
the skill development ministry in this regard," a senior
official said. The official
added that the ministry would
also chalk out details related
to remuneration and all other
aspects. "The idea is to ensure
that the message of the government percolates to the
maximum possible level and
we are considering using
such street singers so that no
one is left out. While the government's programmes are
publicised on conventional
media, there may be other areas too," sources said. To ensure that the message reaches
the rural masses, troupes registered with Song and Drama
Division would travel across
hinterland humming these
tunes. With this high-pitch
campaign also involving the
penniless local bard, will the
government's social sector
initiatives go abegging?

Madras High Court has dismissed a
petition by a man to declare as binding on
his wife the judgement of a US court in a
matter of him seeking permanent custody
of his minor child, saying it was not conclusive and binding on her and also not
enforceable within jurisdiction of Indian
courts. Justice Pushpa Sathyanarayana
stated this recently while dismissing a
civil suit and original petition by PK
Srikumar seeking a declaration to the effect that the May 1, 2012, ex- parte
order/judgement by the Superior Court of
California, County of Orange, is conclusive and binding on his wife and enforceable within jurisdiction of Indian courts.
He also sought a consequential declaration that he is the natural guardian and
legal custodian of his minor son. The
judge said that in view of the fact that the
child was brought up by the wife right
from 2011, she would be the proper person
to have permanent custody of the child.
Therefore, the judgement of the foreign
court is not conclusive and binding on the
wife, the defendant, and also not enforceable against her within the jurisdiction of
Indian courts, the judge said.
Srikumar and Harshita got married
on August 31, 2007, and went to the USA.
Their son was born on November 16, 2008.
Srikumar alleged that after the birth of
their child, his wife behaved indifferently
and was treated in many hospitals for depression. They then came to India and she
stayed with her parents and refused to to
go to the USA due to a delay in the stamping of her passport by the US Embassy.
So, he along with his parents and
child left for the USA on November 19,
2009. There was a one-and-a-half year gap
and even his efforts to get her Permanent
Resident Status in USA went in vain. So,
he came to India on July 11, 2011 with his
father while his mother and his minor
came to India on August 13, 2011. On his
return home, he came to know that his
wife was employed at a software firm in
Chennai from April, 2010. On September
8, 2011, while on a break at Singapore en
route to US with his mother and son, he
was informed that his sister, her husband
and her father-in-law were detained by police here on a demand to hand over the
child to his wife whereupon he returned
to India midway. At the airport, his mother was detained by police for a complaint
of cruelty. His child was taken away by po-
lice and later handed over to the woman
"under threat and coercion" and his passport seized, he said. The man said he initiated proceedings on October 7, 2011, before the US court and got an ex-parte order
for interim custody that day. A notice,
copies and documents were served on his
wife on January 25, 2012, to which she
replied. Mediation efforts on April 20,
2012, over phone proved useless.
The judge noted that the plaintiff was
a green card holder and his wife was on
H1B1 visa and had to come back to India
upon its expiry. The child was accorded
US citizenship by birth. But on the date
the mother took custody, the child was in
India and, as such, only Indian laws were
applicable. The judge ruled that the boy
shall remain with the mother and the father could visit him after due advance intimation. "Though the father invoked the
jurisdiction of the foreign court, he has
not obtained any substantive order in his
favour. It is only an interim order, which
cannot be said to be valid because on the
date of obtaining such order, the custody
of the child was with the mother in India,"
the judge said. The judge also found fault
with the man, who managed to get green
card and visa for his parents, but expressed inability to do so for his wife.

Chief Minister Nitish Kumar today
took a jibe at his government, saying
the Centre responds and acts only on
networking site Twitter. Kumar also
questioned the Prime Minister on various promises made by his government including return of black money,
enhanced MSP to farmers and special
status to Bihar among others.
"Apparently you didn't have time to respond to these earlier. Hope you'll do it
now. Reposting for your ready reference," Kumar said in his tweet messages hours before the PM's rally.
Taking a jibe at Modi with whom he has a running political battle since long, the chief minister said, "Finally we
have a government that could be truly called a "Union
Twitter Government" that listens, acts and responds only on twitter. "Modiji even though you didn’t answer my
questions, was heartening to see you open your speech at
Muzaffarpur taking cognisance of my tweets," the chief
minister said. Kumar, who had posed some questions
ahead of the PM's rally in Muzaffarpur on July 25 last, repeated them to set the tone for a fresh round of political
spat with him in view of state Assembly election later
this year. "First U-turn on MSP, then your apathy to-
wards farmers' distress and finally
your new land bill. Is this what you
promised to farmers?" Kumar
questioned. "People are awaiting
to get Rs 15-20 lakh from the black
money you promised to bring back
from abroad. Could we hear something on this?" goes the second
query. "You promised special status for Bihar. 14 months and people
are still awaiting," the chief minister
sought to know from the Prime
Minister.
Other questions were related
to loss of about Rs 50,000 crore to
Bihar due to withdrawal of BRGF
(Backward Regional Grant Fund)
after 14th Finance Commission report. He also raked up the issue of
appointment of new Governor Ram Nath Kovind. "Those
who talk about cooperative federalism, forget about consulting, they do not even inform the CM before appointing the Governor. Amazing," Kumar tweeted. The Gaya
rally of the prime minister is the second one after the one
in Muzaffarpur to drum up support for NDA in the ensuing state poll. BJP President Amit Shah and all prominent leaders of NDA including LJP chief and Union
Minister Ramvilas Paswan, former CM Jitan Ram
Manjhi, Rashtriya Lok Samata Party President Upendra
Kushwaha and Sushil Kumar Modi will be present on the
occasion.

Congress in West Bengal today gave a call
for a state-wide bandh on August 20 to protest
against "ongoing terror and violence" by ruling Trinamool Congress. "We have called a 12hour Bangla bandh on August 20 to protest the
ongoing terror and violence sponsored by the
TMC," West Bengal Pradesh Congress
Committee President Adhir Chowdhury said
at a press conference in Siliguri.
"The situation in the state is absolutely beyond one's imagination. Nobody in the state is
safe. Starting from the common man, students, journalists, policemen are also unsafe
in the state," Chowdhury said citing the recent
killing of a girl at Ketugram after a failed rape
attempt on her and the murder of a girl student
in Burdwan. The West Bengal government,
Chowdhury alleged, has been doing little for
the relief of the several thousands of people affected in the recent floods in the state.
"When thousands of people are crying for
relief and shelter, the state government is doing little. The situation is pathetic," he said.
Congress had yesterday observed a 12-hour
bandh at Sabang block in West Midnapore district protesting against the alleged lynching of
a student in Sabang College.

In a bizarre incident, a
monkey picked up a twomonth old baby girl from her
room and dropped her to
death into a water tank at
Raseedpura village in Dausa
district, police said today.
The girl Yogeshwari was
sleeping on her bed when the
monkey picked her up and
ran away even as it was
chased by members of her
family including the baby's
mother.
The monkey lost its grip
and the baby fell down in a
tank, they said. She was
rushed to hospital where she
was declared brought dead,
they said. Raseedpura and
adjoining villagers have
been facing a monkey menace for long.

Whether computer systems of National Informatics
Centre were used to alter the
Wikipedia page of former
Prime Minister Jawaharlal
Nehru and post scandalous information about him and who
had done it? The NIC, software
solution provider of the government, has refused to part with
the information to these questions on the grounds it may
have "security implications".
The response which does not
cite any exemption clauses given in the transparency law,
mandatory while withholding
the information sought under
the RTI Act, says the reply is
based on the input received
from the Computer Emergency
Response Team (CERT)-IN.
"Based on the input from
CERT.IN, it is seen that there
may be security implications in
sharing the information. Thus
the same may not be shared,"
the response from CPIO of
National Informatics Centre
Swarup Dutta said. The RTI applicant had sought from the
Department of Electronic and
Information Technology the details of IP address 164.100.41.28
which was allegedly used to alter the Wikipedia page on
prime ministers of India in
which malicious information
about Nehru was posted on it.
The NIC was also asked to
provide the names of the officers who used the IP address at
the time of content of Wikipedia
being edited. The applicant had
also sought to know if any inquiry was initiated in the matter. Surprisingly, the NIC did not
cite any of the 10 subsections of
Section eight of the Right to
Information Act for withholding information which is
mandatory under the Act.
Recently, government said
in Lok Sabha that a probe has
been launched in the matter but
NIC did not respond to this
question in its RTI response.
"Actions have been initiated to
investigate into the incident
and determine the source of edit," Telecom Minister Ravi
Shankar Prasad has said.
According to various decisions
of the CIC and high courts, denial of information is "exception" hence it must be accompanied with proper explanation
about the reasons for withholding the information.
The section 8(2) of the Right
to Information Act says
notwithstanding anything in
the Official Secrets Act, 1923 (19
of 1923) nor any of the exemptions permissible in accordance with sub-section (1), a
public authority may allow access to information, if public in-
terest in disclosure outweighs
the harm to the protected interests.
After the reports emerged
about the alleged changes from
the government department,
the Congress had termed it a
"cheap, undemocratic and gutter level tactic", as it demanded
a "full enquiry" and lodging of a
criminal case into the reported
changes made from a central
government IP address on
Wikipedia pages to show that
Nehru was of Muslim lineage.

MLA Alka Lamba was attacked
by an unidentified man during
an anti-drug drive in north
Delhi's Kashmere Gate area
early this morning, according
to party leaders. Lamba started
the anti-drug drive around 6
AM and was addressing locals
when a man hurled stones at
her, they said. The AAP MLA
from Chandni Chowk received
head injuries and was rushed
to Aruna Asaf Ali Hospital,
where she she was discharged
after treatment.
While some party members claimed that a drug cartel

Naidu slams Cong for
disrupting Parliament

Venkaiah Naidu today lashed
out at Congress for disrupting
Parliament and expressed the
hope that the party understands its responsibility and
comes to the House to discuss
issues. "Eight more important
bills are there, four bills were
already passed in Lok Sabha. I
hope Congress understands its
responsibility. Let us see what
is going to happen (tomorrow).
I want Monday to be Monday
and I don't want Monday to be a
Sunday," he told reporters
here. "I have told them
(Congress party) that please
come to the House. Let there be
discussion. Even the suspension of Congress MPs could be
revoked. But there was no response. Even now if there is a
meaningful suggestion, the government is willing to consider
the suggestion," Naidu said.
Noting that it was the duty
of the government and the opposition to run Parliament
jointly, he said, "They don't
want the government to succeed. We want both Lok Sabha
and Rajya Sabha to function at
least for coming four days,
since (only) four days are left

to justice. How nearly two-thirds of the 700 cases
filed after the riots in Bhagalpur were never pursued in the special courts that were set up. How
files have simply disappeared. And how activist
champions of secularism have conveniently ignored the fact that only 16 people have been sent
to jail till now for the death of more than a thousand men, women and children.

FBI Officials Meet Bangladesh
Police in Blogger's Murder Probe
Dhaka, Aug 09:
FBI officials today held
discussions with Bangladesh
police to crack the brutal murder case of secular blogger
Niloy Chakrabarty Neel, the
fourth such killing in the last
six months involving suspected al-Qaeda- linked Islamists.
A team comprising two
US and one Bangladeshi went
to the office of the Detective
Branch (DB) at Mintoo Road
here this morning, a day after
the US-based Federal Bureau
of Investigation (FBI) said it
would help Bangladesh solve
the murder case.
The meeting was advanced to discuss the findings
in the ongoing probe of another blogger Avijit Roy, a naturalised US citizen, who hacked
to death in February.
Mahbub Alam, deputy
commissioner (east) of DB police, told reporters that the
FBI would provide technical
assistance if Bangladesh detectives need any help in the
investigation of the killing.
The evidences collected
from the crime scene have
been sent to different labs for
clues to investigate the Neel's
killing, the Daily Star reported.
Ansar-Al-Islam, the
Bangladesh chapter of alQaeda in the Indian subcontinent, had claimed responsibility for killing 40-year-old Neel,
terming him an enemy of
Allah, but Alam said involvement of the banned outfit cannot be confirmed yet.
Home Minister
Asaduzzaman Khan Kamal,
however, said Bangladeshi investigators "are close to identifying the murderers" who
were "religious fanatics". The
DB will continue shadow investigation in Neel's murder
alongside the police.
Neel was attacked by four
suspected al-Qaeda-linked
Islamists at his apartment
here just after the Friday
prayers. His body bore around
14 hack wounds – four of
which were on the neck. The
brutality of the attack was
such that some of the cuts
sliced through his bones.

70th Anniversary of
Atomic Bombing
Nagasaki, Aug 09:
Japan today marked the 70th anniversary of the atomic
bombing of Nagasaki that claimed more than 74,000 lives, as
Prime Minister Shinzo Abe came under fire for his attempts
to expand the military's role. Bells tolled and tens of thousands of people, including ageing survivors and the relatives of victims, observed a minute's silence at 11:02 am (0732
IST), the moment the bomb from a US plane devastated the
port city on August 9, 1945.
Abe laid a wreath at the ceremony, attended by representatives from 75 countries including US ambassador
Caroline Kennedy.
As the only country attacked with an atomic bomb in
war, I am renewing our determination to lead the global effort for nuclear disarmament, to create a world without such
weapons," Abe said in his speech.
He promised that Japan would continue to abide by its
long-held principles: not producing, possessing or allowing
nuclear weapons on Japanese territory. Abe was criticised
for failing to mention the three principles at a ceremony
days earlier in Hiroshima, alarming atomic bomb survivors
-- particularly when the nationalist leader is trying to push
through legislation to extend the military's role.
Nagasaki survivor Sumiteru Taniguchi, 86, lashed out
at Abe's government for trying to revise the pacifist constitution, accusing it of returning Japan to the state before the
end of World War II.
"The security bills which the government is trying to
push through would jeopardise our long-time movement for
nuclear abolition and hopes of hibakusha (atom-bomb survivors)," he said in a thin voice. "I cannot tolerate the bills."
Nagasaki Mayor Tomihisa Taue also criticised the government as Abe listened. "Worries and anxieties are now
spreading among us that this pledge made 70 years ago and
the principle for peace in the Japanese constitution may be
now undermined," he said to loud applause.
Abe has faced criticism and opposition for his attempts
to expand the role of his pacifist country's so-called SelfDefence Forces.
These would allow them to engage in combat -- in defence of an ally which comes under attack -- for the first time
since the war. A constitution imposed by a post-war US occupation force prevented the military from engaging in combat except in the nation's self-defence.
In the now bustling port city of Nagasaki, about 74,000
people died in the initial blast near a major arms factory
from a plutonium bomb nicknamed "Fat Man".

Commission to Probe Sex

Pakistan's Punjab government today announced setting
up a judicial commission to investigate the alleged sex abuse
of 280 children in a village bordering India.
Following the surfacing of the scandal early last month,
police had registered criminal cases against the 15 suspects
of 'the gang' under sodomy and extortion charges in Ganda
Singh village in Kasur district, some 50 kilometres from
here. Punjab Chief Minister Shahbaz Sharif said a judicial
commission comprising judges of superior court will be set
up to investigate the matter.
"The chief minister has written to the Lahore High
Court chief justice to constitute a commission to probe the
matter," a Punjab government official said. The development comes amid calls from civil society and opposition parties to thoroughly probe the matter and give exemplary punishment to the culprits.
"This case is being investigated from all aspects," Kasur
Police chief Rai Babbar told reporters.
"Only seven complainants have approached us so far,"
he said, adding six accused have been arrested while the remaining five nominated in the FIR are out on bail.
Babbar said police had not found any proof that the
number of victims ran into hundreds. "Announcements
were made from mosques asking the victims to come to the
police station and lodge complaints without any fear," he
said. Pakistan Tahreek-i-Insaf Chairman Imran Khan expressed shock at the scandal and said some of the parents,
who accused the Punjab police of being hands-in-glove with
perpetrators of the crime, had been arrested.
He said: "If we cannot protect our children and if police
give protection to perpetrators of the crime we will become
an inhumane society.
Last month, the police registered cases against the suspects after a large number of villagers of the victim boys and
girls surrounded the houses of the suspects and threatened
to torch them. Recently, a clash between police and victim
families in Kasur had resulted in injuries to several people
and policemen.
According to the FIRs, the influential suspects used to
record videos while sodomising young boys and raping
girls. They would also extort millions of rupees as well as
gold jewellery from villagers. "The entire chaks of Ganda
Singh were aware of the offence but the villagers kept silence for years because of the fear and blackmail of the accused," a police officer said.
An FBI team had earlier
visited Bangladesh after the
murder of writer-blogger Roy.
Authorities in Dhaka shared
the evidence with the US
agency obtaining a court order.
As the killing of the blogger was condemned worldwide, Prime Minister Sheikh
Hasina warned that her government will not allow politics over religious sentiment.
"At least, this can't be
done in Bangladesh, we won't
allow this to happen... We will
face them with an iron hand,"
she said at a function in the
capital yesterday.
Noting that Islam is a religion of peace, she questioned
the belief of the militants, saying "Are they Muslims?"
Neel is the fourth secular
blogger to be killed in the
Muslim-dominated
Bangladesh since February.
His body was taken to his village last night and cremated at
the Sadar Upazila's Tona
Union. Hundreds of people
gathered to catch a last
glimpse of the blogger, who
was said to be affable and softspoken.

his deep concern over these
"gruesome" crimes and their
impact on the exercise of freedom of expression in
Bangladesh. "He calls on the
Government of Bangladesh to

the murder of Neel and the
other bloggers to justice in an
expeditious manner and act
ensure
that
all

Bangladeshis can enjoy freedom of expression and all other human rights without
fear," the statement said. The
Special Rapporteurs on freedom of expression, David
Kaye, and on extrajudicial executions, Christof Heyns,
said in a news release yesterday that the violent killing of
another critical voice in
Bangladesh shows that serious threats to freedom of expression persist in the country. "It is vital to ensure the
identification of those responsible for this and the previous
horrendous crimes, as well as
those who may have masterminded the attacks." The experts stressed that the organised targeting of critical voices aims at promoting a culture of silence and fear, and

Political Motive in Probe Implicating Son: Rajapaksa

Sri Lanka's former president Mahinda Rajapaksa today denied his son was involved in the 2012 controversial death of a national rugby
player, a day before the victim's body is to be exhumed for
a re-investigation. "I welcome
the investigation. This will
help our family to clear our
names," Rajapaksa told reporters. "But the timing of the
investigation suggests that the
government is trying to make
political capital out of it," he
added, alluding to the next
week's parliamentary elections, which he is contesting.
Police today said the body of
rugby star Wasim Thajudeen
will be exhumed tomorrow for
forensic tests after a magisterial order issued last week, following allegations that au-
thorities covered up the investigation during Rajapaksa's
regime. Thajudeen's car was
found burnt in May 2012 with
his body inside and though police has recorded the death as a
motor accident, local media
have reported that Thajudeen
was killed over a personal dispute that involved Rajapaksa's
second son Yoshitha, a fellow
rugby
player.
After
Rajapaksa, 69, was defeated in
the January presidential poll
by his deputy Maithripala
Sirisena, fresh evidence
emerged which suggested that
police
records
on

Thajudeen's murder may have
been tampered with. A CCTV

Taliban Suicide Bomber Kills 29
in Northern Afghanistan

A suicide bomber in Afghanistan's northern Kunduz
province has killed 29 people, mainly members of illegal armed
groups that have clashed with security forces and the insurgents
in the past, an Afghan official said today. Heyatullah Amiri, district administrative chief of Khan Abad district, said a suicide
bomber on foot targeted a meeting of criminal groups late yesterday. Twenty-five of those killed were members of the armed
groups, including four leaders, while the remaining four were
civilians, he said. Amiri said 19 others were wounded, including
15 civilians. Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in an email sent to media. The Taliban
have stepped up attacks across the country since US and NATO
forces shifted from a combat to a support and training role at the
end of last year. In the northern Badakhshan province, Taliban
insurgents hanged a 27-year-old mother of three after accusing
her of having extramarital sex, said Nawid Frotan, spokesman
for the provincial governor. Frotan said she was hanged from a
tree before a public gathering early yesterday.

Two foreign lawyers, experts in international arbitration, will appear on behalf of
India to challenge Italy's move
to take the issue of two of its
marines, accused of killing
fishermen off Kerala coast, to
an international tribunal in
Hamburg tomorrow.
Alain Pellet and R Bundy
were hired by India to represent its case before the
International Tribunal on
Law of the Sea (ITLOS) in the
German city that will hear the
case for two days.
Pellet is a French expert
in international law and former president of the UN
International Law
Commission while Bundy has
30 years of experience as counsel and advocate in many public international law litigations.
An Indian team, comprising Additional Solicitor

The Board of Control for Cricket in India (BCCI) is currently working on multiple fronts – floating tenders for two new
teams, challenging Kochi Tuskers arbitration in court and
preparing a roadmap in case contracts with Chennai Super
Kings and Rajasthan Royals are terminated, reports the Times
of India. The board however, has decided to shun the idea of a
six-team IPL or inviting two foreign team for its next edition.
The IPL governing council is scheduled to meet on August
29 in Mumbai where a report will be submitted to it by the
board's five-member working group.
"Termination is a very much an option, as much as auctioning two new teams is," BCCI secretary Anurag Thakur was
quoted as saying in the TOI report. "We haven't formed an opinion on that. It can have legal ramifications, even the Lodha
Committee hasn't recommended that," said Rajeev Shukla.
However, a section within the BCCI believes legal issues are
bound to arise if CSK and RR are terminated. For now, only two
franchises are against the idea of a fresh auction for new franchises as they believe the exit of RR and CSK will erode the
brand value of the cash-rich league.
Apart from two IPL franchises, all other stakeholders oppose the idea of inviting foreign teams or going ahead with a
tournament with just six teams. "There won't be value erosion.
In fact, we strongly believe there'll be value realization if two
new teams are auctioned," KXIP co-owner Ness Wadia told TOI.
The board also believes the arbitrator in Kochi Tuskers verdict
did not stick to the scope of the franchise agreement.

“We got along well. She is thoroughly
entertaining. She loves what she does and
that shows on screen. We were shooting in
the night for days and she used to rehearse
a lot. With every prop her team used to
come and click pictures, selfie and all
that,” Sidharth told PTI in an interview

Sidharth who calls himself as a big fan of
hers, said, “She is entertaining. I like the
way she goes about her work. She used to

Deepika said, “I think for me, it just happened by default. I
just have amazingly talented people who work and put it
together for me and make me look the way I do. I don’t
think I can take credit for that.”
Deepika has often stated that her mother Ujjala is her
style icon and she reiterated that at an event which she attended to launch an eyewear brand collection. ”I don’t
think she knows about it. She’s had a big influence on my
life. It (dressing) was always simple, minimalistic. She
would always stick to white, blue and pastel shades. Even
accessorizing was very minimal. That’s why my mum

Launching a counter-offensive against the
scathing remarks by Prime Minister Narendra
Modi on him, RJD President Lalu Prasad today
accused Modi of lowering the standard of the
PM's post. "Narendra Modi has given a new low
to the standards of a Prime Minister. People are
looking at him as a joke now," Prasad said in a
tweet. Modi had taken a swipe at the JD(U)-RJD
alliance in view of the Bihar election, in a BJP
"Parivartan rally" at Gaya today. "In his earlier
jungle raj in Bihar, a new experience of jail has
been added which threatens to make 'jungle raj II'
all the more damaging," he had said. The PM's
barb was directed at the recent jail term served
by the RJD President at Ranchi in connection

member from Saran and prohibited him from
contesting poll for 11 years.Prasad said in his

seems to have lost its popularity among visitors and
traders who claim the service is not functioning seamlessly. The civic body and
the service providers, however, claim that no formal
complaints have been received in this regard. "When
the service was launched
initially it used to work fine
though the network connectivity was limited to inner
circle but it was seamless.
But for past 6-8 months,
there is no signal and users
have to log in multiple times
to get connected if at all it is
successful," Atul Bhargav,
President of New Delhi
Traders Association, said.
NDMC had partnered with
Tata Teleservices to provide
the service in inner and outer circles of Connaught
Place, one of the significant
business and leisure centres
in the city. The civic body
claims that the service
which was launched in
November last year is the
largest in India. At a time,
the service can be availed by
5,000 people with a speed of
512 Kbps. The first 20 minutes (within a 24 hour period) are entirely free after
which scratch cards can be
purchased in various denominations in the market.
The password for the Wi-Fi
will be sent to users via SMS
once they login to the
hotspot from the Wi-Fi settings. But the people seem to
be disappointed with the
service."There are no fixed
hotspots where network is
better or low. To log in once
you have to keep on trying
for twenty minutes and by
that time you have moved to
another location. I frustratingly switch to my cellular

2017 Assembly Polls Will be 'Litmus
Test' for SP: Akhilesh

Claiming that the performance of the Samajwadi
Party government in the state
was "excellent" in the past
three years, Uttar Pradesh
Chief Minister Akhilesh
Yadav today said that the 2017
Assembly polls will be a "litmus test" for him and his party. "The performance of the
government has been excellent during the past three
years. However, there is always scope for improvement.
Assembly elections scheduled
for 2017 will be a litmus test for
me and the party. I am confident that on the basis of the
performance of our government, the electorate will again
repose their faith in
Samajwadi Party," Yadav told
PTI in an interview. Stating
that the state government
started functioning in very
trying conditions, Yadav said
when he assumed power in
March 2012, people were not
getting health services and
the power scenario was bleak
as the previous government
did "precious little" for the betterment of these sectors.
Alleging that entire system
had "collapsed" in the erstwhile BSP regime, Yadav said
the SP government straight
away chalked out plan for allround development of the
state, where all sections of the
society were benefitted, especially the downtrodden. "The
government made efforts to
bring the state back on track
as the entire system had collapsed during the previous
regime," he said.

good work. "The state government has given full support to
the police department to act
freely and responsibly to
maintain law and order all
over the state. We are also recruiting to meet shortage of
police personnel", he said."For

done to check criminals.

and order of the state is good.

and Noman was sent somewhere else,” the sources added,
while informing that after staying there for five days, both
Naved and Noman met a day before they were sent on a suicide
mission to carry out militant attack on security forces on the
highway i.e. in Udhampur. Noman was killed in the attack on
BSF and Naved was arrested alive.
“The arrested militant has revealed that Abu Talha is looking after the new recruits and heading the training camp of LeT
in Muzafarabad besides preparing strategy where to strike and
how to carry out operations in Jammu and Kashmir,” said, the
intelligence officials, wishing anonymity.
Even as the security agencies have arrested eight persons
with regard to providing shelter to the arrested militant Naved,
sources said, they are looking for five more people in Kashmir
including a tipper driver, its conductor, and a business man
who has allegedly provided Rs 5 lakhs to carry out the attack on
BSF. “A person called ‘minister’ is also on the radar of the security agencies and he has gone underground like the businessman, conductor and driver,” the sources said, adding the minister is the code name of an over ground worker of LeT.

its position on Kashmir issue.
He said Kashmir was a disputed territory and Pakistan
does not recognises its Assembly. "We will never invite the
Speaker of occupied Jammu and Kashmir Assembly. Pakistan
does not recognise and accept the said Assembly as a legitimate
one," he had said. Pakistan is hosting Commonwealth
Parliamentary Conference from September 30 to October 8 for
which over 70 per cent of the delegates have confirmed participation. India has threatened to boycott the meet if J-K
Assembly Speaker was not invited. PTI

committed in procuring the academic degrees.”
Pertinently, in the said writ petition, the petitioner had
challenged the selection of private respondent, Mohammad
Imran Khan S/O Javed Ahmad Khan R/O Qazigund as ReT at
MS Salyaloo, Kurigam, Qazigund, who had placed on record
the marks sheet of 10+2 issued by Board of Higher Secondary
Education Delhi and BCom certificate issued by Global Open
University, Nagaland for his selection as ReT.
During the hearing of the case, the High Court gave the respondent a simple test and also asked him to write an essay on
cow. The respondent failed to write a single word, in either
Urdu or English. He also failed to answer correctly questions of
Math of 4th standard. Subsequently setting aside the ReT panel
in which the respondent figured and further restraining the official respondents from entertaining his application for any future selection as ReT/Teacher, the Court observed; “In this situation, what would be the fate of future of the State, has to be
only visualized. The school-going children, who are the future
of the nation in the hands of such teachers, would pass out as
block heads. The future of the State would get destroyed.
Instead of further evolution in the academics, the youth will retard mentally and will make the future dark for all.”
Taking a general view on the matter, the High Court ordered; “In order to arrest further deterioration in the education
system, the Commissioner Secretary to the Government,
Education Department, J&K is directed to constitute a committee to look into the hazards which such type of degrees must
have caused to the society.
The Committee shall be responsible to find out all such degrees/certificates issued in favour of such candidates, who
stand selected as ReT/teachers and ask this class of teachers to
sit in a screening test to ascertain as to whether they are in a position to teach the students. All such ReT/teachers, who fail in
such screening test, their certificates would require to be
seized, of course, after affording opportunity of hearing to
them. The authorities shall consider termination of their services after following principles of natural justice as same will be
in the larger interests of student community and society.”
The High Court further ordered that the Director School
Education Kashmir shall refer the matter to the concerned police station for registration of case and initiate action against
the owner of the Study Centre and the private respondent. It also ordered that such action would also require to be initiated
against all such persons, who constitute a class with the private
respondent. Accordingly, in compliance to the directions of the
High Court, the Education Department, vide Govt Order No:
353-Edu of 2015 dated: 23-07-2015 constituted a committee headed by Commissioner Secretary School Education Department
to identify and assess the hazards caused to the society by
ReTs/teachers who possess such doubtful degrees/certificates
obtained from study centres or through distance mode.
Accordingly, the Committee decided to screen the degrees
of all ReTs and RReTs obtained through distance mode from
doubtful institutions and put them to a screening test in light of
the High Court directions.
The Committee also took note of the directions of National
Council for Teacher Education (NCTE) to introduce Teacher
Eligibility Test (TET) for which guidelines have been issued
vide No: 76-4/2010/NCTE/Acad dated: 11-02-2011.
Meanwhile, the SWP No: 346/2014 was again listed for hearing before the High Court on 28 July 2015 and the Court took
note of the constitution of the Committee by the State
Government and further directed to file a status report indicating the steps taken by the Education Department in pursuance
of the report of the Committee constituted for the purpose.

“Amarnath Yatra was suspended for the second consecutive day today. Due to heavy rains, a massive landslide closed
the 300-km long Jammu-Srinagar National Highway at Kheri
in Udhampur district on Friday night,” a police officer said.
The authorities have suspended the Yatra from Jammu
base camp for second day today, he said.
The men and machines of Border Roads Organisation
(BRO) are working to clear the debris from landslide and the
highway is expected to reopen by this evening, he said.
The highway is being cleared and over 400 vehicles have
been stranded, he said, adding, it will reopen by this evening.

Laying stress on involving local stakeholders in reviving
their old villas as heritage cottages, cafes, museums and cultural centres so that they become productive assets, the Chief
Minister described houseboats, handicraft and cuisines as part
of its rich heritage. “In the past, cultural tourism and handicraft sectors, being prime attraction for visitors, were the main
sources of income for the people of the state,” he said while referring to the steps Government was taking to resurrect these
vital sectors which received major setback during the years of
turbulence. Asking the Tourism Department to take a leaf out
of Rajasthan’s initiatives, which has seen them convert
grandeur of its palaces, castles and forts into prime objects of
heritage sightseeing, Mufti Sayeed said the state needs to similarly project its shrines and pilgrim destinations on a much
larger canvas. “I was at Ajmer Sharief recently and I saw a
number of devotees from my state there in large numbers paying obeisance at the holy shrine,” he added.
Describing various cultures of the state as its greatest binding force, the Chief Minister said J&K is safe because of its multiculturalism and rich hospitality. “We have won hearts of the
people because of the love and affection we have showered upon them,” he stated. The Chief Minister also highlighted the
rich influence of Central Asian countries on the state’s handicraft and cuisines and complimented the people for sustaining
the rare arts for such a long time.
Maharaja Gajsingh Ji, in his address, thanked the Chief
Minister for meeting the delegates of IHHA. He said IHHA, besides meeting Minister of Education, Naeem Akhtar, has also
held several meetings with local stakeholders and a concept paper in the matter will be submitted to the Tourism Department
shortly. The President of IHHA also invited the Chief Minister
to the Association’s Annual Convention at Ranthambore, next
month. He also presented a book to him on the heritage hotels of
India. Established in 2001 with 13 members, IHHA today has
grown into one of country’s major heritage organisations with
184 members. The IHHA delegates are here in the summer capital, where it convened its Executive Committee meeting yesterday.

in Gurez sector in the north Kashmir district of Bandipora,
official sources said here today.
They said a patrol party was on a routine patrolling when
Captain Prem Kumar slipped and fell into a deep gorge in
Gurez sector.
Rescue teams were immediately rushed and Captain
Kumar, a resident of Gujarat, was shifted to hospital in a critical condition where he died.
This was the second incident when a soldier died due to fall.
On June 12, rifle man Ravinder Singh of 15 RR slipped to his
death in the same area.

to conduct Price fixation meeting in their respective districts every month and also to prepare Directory of their respective districts with all details of ration dealers, officials/officers of CAPD of the district, etc. The Minister also
directed Assistant Director Mills to conduct regular visit of
Mills at least five per day and check the quality and quantity of rice, wheat, etc. Zulfkar directed the officers of the
CA&PD Department to pay regular visits of field ensuring
that the supply of essential commodities is reaching to the
people living in far-flung areas.

New Delhi, Aug 9:
There has been a rush for registration of political parties, with as
many as 239 new outfits enrolling
themselves with the Election
Commission between March, 2014
and July this year, taking their number to 1866.
According to the Commission,
as on July 24, there are 1866 political
parties which are registered with it.
Out of these, 56 are recognised as registered national or state parties,
while the rest are "unrecognised,
registered" parties. According to da-
ta complied by the Commission, in
the last Lok Sabha election in 2014,
464 political parties had fielded candidates.
The data complied by the poll
panel was shared with the Law
Ministry for use in Parliament.
Legislative Department of the ministry is the administrative unit for
the poll watchdog.
According to the Election
Commission, there were a total of
1,593 such parties in the country till
March 10, 2014. 24 more such parties
were registered between March 11
and March 21. And by March 26, 10
more outfits had registered as political parties. This was days after the
Lok Sabha polls were announced on
March 5.
The total number of political
parties registered with the EC in
March last year stood at 1,627.
Between March, 2014 and July
this year, 239 parties registered
themselves with the Commission.
These registered but unrecognized political parties do not have
the privilege of contesting elections
on a symbol of their own.

Pakistan broke protocol by not inviting the speaker of the Jammu and Kashmir
assembly for a Commonwealth meeting
here, India`s envoy here TCA Raghavan
has said.
The Dawn newspaper on Sunday quoted Raghavan as saying at a book release
function here on Saturday night that
Pakistan had invited delegations from
Jammu and Kashmir in the past.
India has said it won`t attend the
Parliamentary
Commonwealth
Conference if Pakistan does not invite
Jammu and Kashmir Speaker Kavinder
Gupta, the high commissioner said.
The conference is to be held in
Islamabad from September 30 to October 8.
India has demanded that the venue be
shifted to some other country.
Speaking at the venue, Prime Minister
Nawaz Sharif`s foreign affairs adviser
Sartaj Aziz said his country would never
invite a Jammu and Kashmir Speaker as
the legislature "does not enjoy legitimate
status".
"We cannot invite the speaker of the
Jammu and Kashmir assembly as the assembly does not enjoy legitimate status because it represents a disputed territory,
which needs to be settled in the light of the
UN resolutions," he was quoted as saying
by state-run Radio Pakistan.
Pakistan`s position on Jammu and
Kashmir would be compromised if the
speaker of the "Kashmir`s legislature is invited to the conference", Aziz said.
The conference would go ahead as
scheduled as over 70 percent delegates
have confirmed their participation, he

Police today claimed to have arrested a drug peddler with banned
tablets in Miran Sahib. A police
team from Police Station Miran
Sahib, led by SHO Sub Inspector
Hillal Azhar intercepted a person
who was roaming under suspicious
condition. During his checking, police said, they recovered 184 tablets
from his possession and arrested
him. He was identified as Rattan Lal
son of Amarnath Sharma of village
Khour in Miran Sahib. A case under
FIR Number 127 of 2015 has been registered and investigation started.

Army rescues 400 stranded tourists from flood-hit Ladakh
Jammu, Aug 9:
About 400 stranded tourists
have been evacuated by the
Army from flood-hit areas of
Ladakh as several villages of the
region were cut off from the main
land.
“Army
troops
swiftly
launched a large scale rescue and
relief operations in all flood-affected areas to save precious
lives,” Defence Spokesman at
Army’s Northern Command, Col
S D Goswami said.
“Heavy rains, flash floods
since last month have affected
large parts of Ladakh region.
Inundated roads, submerged villages, damaged bridges have
caused havoc during prime
tourist season,” he said.
The Ladakh region witnessed unprecedented heavy
rains coupled with mud and rock
slides resulting in sudden increase in water levels in almost
all water bodies, he said.
Large stretches of roads have
been washed away snapping
lines of communications and a
number of people were stranded,
he said. “Vital bridges near
Biamah
and
Achinathang,
Khalsar areas were also washed
away which resulted in a number
of villages being cut off,” he said.
“In addition, 250 tourists at
Upshi and 150 tourists at Khalsar
were stranded,” he said.
The Army units swiftly came
to the rescue of the people and
started restoring lines of communication on priority.
Col Goswami said that at
Biamah village a crucial bridge
and about 25 to 30 houses got

Sonia accuses Modi Govt of diluting tribal land rights Modi-Obama kites to dot Delhi
Opening another front to attack the Narendra Modi government, Congress president Sonia
Gandhi on Sunday accused it of
diluting tribal land rights and reducing budgetary allocations for
health care and other developmental programmes for them.
In a statement in New Delhi,
Ms. Gandhi said the government
must adopt the recommendations of the Virginus Xaxa
Committee, which was set up by
the UPA government in 2013 to
assess the socio- economic status
of tribals in the country, without
any further delay.
The committee recommended changes in law to prevent further alienation of tribals and
give them greater control over
resources. “There are other
challenges that confront our
tribal population. There has
been a considerable cut in budgetary allocations for health care
and programmes for tribal development. “The government’s
plan to dilute environmental
governance and Tribal Land
Rights is a serious threat to the
welfare of Adivasis,” Ms. Gandhi
said in her statement on the occasion of International Day of
World’s Indigenous People’
She said it is necessary that
quality health care facilities are
available to tribals.
“It is also imperative that we
work with them to mitigate their
challenges and realize their opportunities. It is also important
that the medical fraternity and
government institutions recognize the unique health care challenges of our tribal population
and make appropriate investments in related research and development,” Ms. Gandhi said.

by the tribals and in protecting

Ahmedabad. Dye is used in these kites
and a minimum of Rs 40,000 is spent on
making it. But there are chances that
kites with photos of Kejriwal might come
