About the University The Yashwantrao Chavan Maharashtra Open University (YCMOU) was set up in July1989 by Act XX (1989) of the Maharashtra State Legislature. The degree/diploma of this University is treated as equivalent to the degree/diploma of any other university for the purpose of employment in government and semi-government establishments. One of the major goals of the University is to create, preserve and disseminate knowledge to its learners and the masses and thus become a ‘Mass-Varsity’. The emphasis, throughout, is on developing educational programmes which qualify a person to get a better job, to start earning on his own or help a working person to improve his career. Providing education through classroom-based system is expensive, rigid and puts time constraints on the learners. Technology based education of YCMOU provides the following benefits: It is cost effective. It has outreach to the masses. It is flexible: ‘learn anywhere and anytime and as per your pace and style of learning’. 2. About the School of Computer Science The School of Computer Science is one of the eight schools of studies located at the headquarters of the University. Through its quality policy, the School aims to enhance and sustain excellence of its educational programmes. It has a vision to create computer literacy by taking computer education to the masses. The School envisages to: Develop degree, postgraduate and research level computer programmes for creating professional manpower required by the IT industries. Develop need-based and job-oriented short-term computer programmes to meet the huge demand of IT skilled manpower in business and industry. Ensure relevance of programmes by updating the curriculum dynamically. Provide e-Learning support to its students. Establish tie-ups with industries and other educational institutions to share experience and knowledge. Carry out research in multimedia, virtual reality, fuzzy logic, neural networks etc. that will help in developing new methods, tools and techniques useful for computer education and applications. Need for DCA Programme There is a significant demand for skilled manpower for handling software, infrastructure, and services in industries. There is also a shortage of manpower to provide IT training in schools, private computer institutes, and industries. The IT-skilled-manpower shortage remains a problem for the all markets. Keeping this in mind, the School of Computer Science has proposed the Diploma in Computer Applications programme. 4. Eligibility and Documents to be attached along with Student’s Admission Form: 12th Pass or equivalent At present there is no provision in the University to admit international students. Documents to be attached along with the Admission Form of the student are as follows: (ATTESTED TRUE COPIES BY STUDY CENTRE) 1) Passing Certificate of Std X and Statement of Marks 2) Passing Certificate of Std XII and Statement of Marks (submit all the mark sheets if the student has done multiple attempts) 3) Leaving Certificate / Birth Certificate 4) In case of Student’s Name Change, attach the Gazette Copy. 7. Language of Instruction The medium of instruction of the programmes is English Language only. All the Printed Study Material of the programme is in English. The medium of examination will be English. However, the Coordinator, Instructor or Counselor may use English / Marathi / any other language to help the students understand the subject well. 8. Educational Network for Programme Delivery Keeping in line with its vision of taking education to every doorstep, the University takes care to provide its academic programmes to the students located in different parts of Maharashtra State. The University is not merely an examining body but it takes full responsibility for the entire teaching learning activity and evaluation of students. The instructional package consists of the following components: Study material developed by experts using instructional technology. Good quality instructional text adopted from the market. Video/Multimedia study material. Face-to-face contact sessions organized at the Study Centres. Practical Component handled at the Study Centres. Evaluation of students at the examination centres. 10. Pragatee Foundation as Service Provider Pragatee Foundation, a trust registered under the Bombay Public Trust Act 1950, having registration number E-22705 (Mumbai), and having its registered office at Hare Krishna Complex, 301, LBS Marg, Old V.S. Wadi, above new life hospital, Ghatkopar (W), Mumbai-400086 has been appointed as a YCMOU Service Provider for Diploma in Computer Applications (DCA) programme. As a Service Provider of YCMOU, Pragatee Foundation shall provide, on behalf of YCMOU, some of the following services to the concerned study centres and their students. Collection of prospectus from YCMOU HQ and distribution to study centres Collection and scrutiny of admission forms and handing over to respective Regional Centres of YCMOU. Distribution of study material Training of faculty and Quality Assurance of DCA Study Centres 11. Study Centre The Study Centre is authorized to conduct computer programmes offered by the University. Depending on the infrastructure of the study centre, specific programmes are assigned to that centre. The list of study centres, along with the courses assigned to them, can be viewed on the university portal: http://ycmou.digitaluniversity.ac The Coordinator of the Study Centre shall look after all the activities of the Study Centre including the practical of the students. The Study Centres perform the following important functions: YCMOU: School of Computer Science: DCA Prospectus 2012-2013 Page 8 of 18 Conduct the Courses as prescribed by the University in a conventional manner. Distribute prospectus to the learner. Forward necessary information to the University as and when required. Organize audio/video lectures, counseling sessions at regular intervals according to the YCMOU norms and patterns. Facilitate delivery of instructional material and arrange practical sessions. Perform duties as an examination centre. Provide any other additional facilities for the students’ benefit. Students should carry out the entire computer practical at the Study Centre. The Coordinator/Instructor of the Study Centre will supervise the practical activities. 12. How to Seek Admission? 1. Collect bank challan from the study centre. 2. Take out the admission form given at the end of the prospectus. 3. Read prospectus, admission form and bank challan carefully before filling up the details. 4. Fill the admission form and bank challan in English, clearly and completely, without overwriting. 5. Attach the attested copies of documents required for verification of eligibility with the admission form. (Mark sheets for supporting eligibility conditions; In case student has passed in more than one attempt all marks sheets must be attached with the admission form). 6. Get the filled admission form and enclosures checked from the study centre. 7. Submit the admission form and enclosures to the study centre. 8. Pay the Study Centre share of the Programme fees at the Study Centre. 9. Collect bank challan duly stamped by the study centre. 10. Make payment of the YCMOU fee share amount along with the service charges in the nearest branch of Central Bank of India or Bank of Maharashtra or Bank of India and collect two parts of the challan from the Bank. Ensure that Transaction Number is written clearly on both the parts of the challan. Also ensure that both parts of the challan are duly stamped by the Bank. 11. Retain one part of the challan with you and hand over the other part of the challan to the study centre for attaching it to the admission form (personally ensure that the challan is attached to YOUR admission form). 12. Take receipt of the Study Centre Fee Share from the Study Centre. The challan retained by you (the student) should be treated as the receipt of YCMOU fee share. 13. In the month of October, check personally at the study centre whether your admission has been confirmed by the university. YCMOU: School of Computer Science: DCA Prospectus 2012-2013 Page 9 of 18 13. Changing the Study Centre The Student once registered, cannot change the study centre. 14. Re-registration of Programme The registration to the programme Diploma in Computer Applications will be valid for a period of 3 years including the year of registration. After the expiry of the valid registration period, the student should re-register i.e. take fresh admission to the programme by paying to the University, the fees specified in the Prospectus (provided the University continues to offer the programmes at that time). All the rules and regulations, which exist at the time of re-registration, will apply to the student. However, the student may be allowed to take advantage of credit transfer for the courses as per University rules. 15. Evaluation All the courses shall carry 100 marks. Each course has two components of evaluation: Theory Home Assignment or Practicals (depending upon the nature of the course). The weightages of the Theory and the Practical/Assignment components shall be in the ratio of 80:20. The evaluation method for each component is given below: Theory Examination: The examination paper of theory course may be fully objective or a combination of objective and descriptive questions depending on the type of the course. The examination of theory paper shall carry 80 marks. Objective test (multiple choice questions) of 80 marks (Student has to get minimum 32 marks out of 80 for passing) Assignments: 2 Assignments of 50 marks each. Marks obtained out of 100 will be converted into out of 20 for reporting purposes. (Student has to get minimum 8 marks out of 20 for passing) Practical Examination: Practical Examination of 100 marks will be conducted. Marks obtained out of 100 will be converted into out of 20. (The student has to get minimum 8 marks out of 20 for passing) The details of course-wise evaluation components are given in Appendix-A. Award of Diploma A student becomes eligible for the award of diploma after successful completion of the course components included in the programme. Certificate of Diploma will be awarded during the convocation. Such students should fill up a separate form, which will be made available before convocation. The class of the degree will be awarded based on the marks obtained in the courses of semester IV and V. Sir/Madam, There are a number of open Universities in the country offering various degrees/diploma through the mode of nonformal education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.I-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No.Fl-25/93(CPP-II) dated 28th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vide No.l-52/97(CPP-II) dated 31st January 2004 is enclosed.
