The administration, faculty, staff, and students at the University of Texas at Arlington are pleased to invite you
to visit the UT Arlington campus for the 2014 Regional II-4A UIL Spring Meet.
This handbook provides information for UIL contestants entering regional competition in academics, one-act
play, golf, tennis, and track and field. Please read this information carefully and reproduce pages as needed.

Eligibility and Certification
Participants in UIL competition must meet qualification guidelines on pages 39-49 of the 2012-2013
“Constitution and Contest Rules” of the University Interscholastic League.
Certification of academic participant’s eligibility will be submitted by the District Director to the
Regional Director, through the online system. Advancing plays must be certified online no later than
midnight, Monday, April 14.
The full first and last name (no initials) of each student must be given, as well as the events which the
student is entered in.
You must submit Academic and One-Act Play results through the UIL Spring Meet online system (refer
to the Spring Meet District Director Manual).
Entry Fees
The Region II-4A UIL Executive Committee has approved the following entry fee collection procedure.
All entry fees will be sent to the District Director. The District Director will send one check for academic
entries, one check for OAP entries, and the district certification to the Regional Director. Certification and
fees should be mailed to the Regional Director’s office (see page 5) the first school day following the district
meet. Checks should be made payable to the University of Texas at Arlington. Participants will not be
permitted to compete unless all fees have been paid IN ADVANCE of the event. NO EXCEPTIONS. All entry
fees are non-refundable.

Registration
On the day of the regional contests there will be NO central registration. Coaches and sponsors are expected
to have students report to locations at times listed in this handbook. Each Contest Director will have a list of
those eligible and will call roll at the starting time of the event. If an entered student is not on the Contest
Director’s list, this information must be reported IMMEDIATELY to the Regional Director at 817-247-3931.
Special Needs Request
Students who have a disability for which they will require accommodations under the terms of ADA/504 must
file a request with the Regional Director’s Office five (5) working days prior to the day of the event in which
they are participating. Any accommodation for a contest must have prior approval from the UIL State Office.
Absent Contestants
A list of absent contestants will be reported to the State UIL office from each academic event. It is imperative
that you notify the Regional Director in advance if a contestant will be unable to attend the regional
competition.
Withdrawal, Late Arrival, Absenteeism
The school of a district winner who cannot attend the regional meet must notify the District Director IN
WRITING. The District Director will then notify the alternate and the Regional Director.
When a student is not present at roll call, he/she may be replaced by an alternate. Once an alternate has
replaced a student in roll call, a substitution will NOT be made. A student who arrives after the contest has
begun will not be permitted to compete, even if no alternate has replaced him/her.
Verification/Awards/Posting of Results/State Meet Information
Locations and times of awards presentations will be provided at check-in. Results of academic contests will be
posted as reports are made available.
Students, coaches and/or other school officials are urged to attend verification periods and award meetings.
Regional meet directors are under no obligation to contact winners with the results if winners fail to attend
the awards sessions.
Information regarding the UIL Academic State Meet is posted on the UIL website at
www.uiltexas.org/academics . Information packets will NOT be mailed to schools or handed out during the
regional meet verification meetings or awards ceremonies, except for LD coaches’ packets for advancing LD
debaters. Coaches and contestants must go to the UIL website for a tentative schedule, UT parking, UT
campus map and other vital State Meet information. Responsibility for knowing times, dates, and sites of
State Meet events rests solely with coaches and contestants. Second place regional teams should also look for
the list of wild card qualifiers.

First, second, third, fourth, fifth, and sixth-place medals will be awarded in all individual events, except LD
debate and OAP. Medals will also be awarded to the first and second-place team members in team events.
The winning team’s school will also receive a plaque in each of the team/group events.
The school with the highest total points for all academic events will be named the REGIONAL ACADEMIC
CHAMPION and will be awarded a regional academic champion trophy. The Academic Champion will be
posted on the website on the following Wednesday after the meet.
Two unranked One-Act Plays receive plaques and advance to state.
Students, coaches, and/or other school officials are urged to attend all verification periods.

the Park South entrance and park in any of the parking spots marked for the welcome center.
For schools that are busing students to the Spring Meet, drop students off in front of the Dan Dipert University
Welcome Center located at 508 Center Street and park in Lot 26 next to the Wetsel Building on 125 W.
Mitchell Street.

2013-2014 UIL Constitution and Contest Rules, Section 924g: Prior to the start of the contest, contestants will
be responsible for clearing all clearable program memory and clearable numbers in data storage from their
calculator(s). Coaches will verify that calculators are cleared appropriately and turned off until the beginning
of the contest. During this period, coaches will clear clearable numbers discovered in data storage and inform
the contestant of failure to clear clearable numbers. Calculators containing clearable programs shall be
disqualified and may not be replaced. If a contestant has no qualified calculator after verification, then that
contestant shall be disqualified.

Arlington offers six daily campus tours and three housing tours every Monday through Friday. All tours leave
from the Dan Dipert University Welcome Center at the times below:

The Region II-4A UIL Executive Committee has approved the following entry fee collection procedure.
All entry fees will be sent to the District Director. The District Director will send one check for academic
entries and one check of OAP entries for his/her district along with district certification to the Regional
Director. Certification and fees should be mailed to the Regional Director’s office the first school day
following the district meet. Checks should be made payable to the University of Texas at Arlington.
Participants will not be permitted to compete unless all fees have been paid IN ADVANCE of the event. NO
EXCEPTIONS. All entry fees are non-refundable.

The boy’s tournament will be played on Monday and Tuesday, April 14-15, 2014
The girl’s tournament will be played on Wednesday and Thursday, April 16-17, 2014
In the event of inclement weather the tournament, or that portion of the tournament
which has not been played, will be completed the next day. If weather conditions prevent playing the
pre-determined number of holes (36), fewer holes (completed by all golfers) may be used to determine
winners. (A minimum of 9 holes must be completed by all golfers.)

records and other information on the players for seeding purposes. If a coach cannot be
present at this meeting, he/she should send the players’ win/loss records and other information
on the players to UT Arlington Athletics: 1309 West Mitchell Arlington, Texas 76013. This
information can also be faxed to 817-272-5037. The information should be received no later
than Friday, April 11, 2014.
Schedule:
Following the coaches’ meeting, a schedule will be prepared and posted. Any coach who does
not attend the meeting should report to the UT Arlington Tennis Center no later than 7:30 am
on Monday, April 14, 2014 to pick up draw sheets and enter participants.
Balls:
Teams will provide their own tennis balls; Wilson, Dunlop, or Penn USTA
Championship Approved Yellow Balls. The winner of each match takes the
unopened can.
A stringer will be available at the Tennis Center. Cost of each stringing job is
$15.00 plus an additional charge for strings if the strings are not provided.

There is no charge for parking at the UT Arlington Tennis Center, however space is limited.
Parking will be limited to officials, schools dropping off and picking up athletes, and
administrator and coaches from UT Arlington. General parking spaces will be identified around
the Tennis Center.

Awards will be present at the final matches in each event. Both the first and second place
winners qualify to the state meet. Third place winners will also receive medals.

SENDING ADVANCERS FROM DISTRICT TO REGIONAL HY-TEK OPERATOR

Procedure for Advancement:
Once the conference meet is complete the Hy-Tek scoring operator will export advancers as follows:
1. At main screen click “File”
2. Click on export
3. Click on Advancers
4. In the Export Advancers dialog box click on “select all”. Then enter the number to advance(top how many from
each event advance)
5. Click Export
6. This will create a .tcl file. It will be saved to the tfmeets folder on your hard drive or you may save file to My
Documents or a place you can easily find.
7. You will get a dialog box that says “Export Successful” and gives the name of the .tcl file. Write down the name.
8. Sending Advancers and Results electronically: from your email program, naviaget to your hard drive to your
tfmeets folder or the place where you saved the .tcl file. Locate the name of the file and attach it to the
outgoing email.
9. Email the Advancers file (.tcl) and the results in a Word document to jldurham@uta.edu.

No other passes will be honored, ie: District passes, coaches passes, etc.
Parking:
Parking for the track meet will be on the south side of the Maverick Stadium. Over flow will be
available at baseball/softball fields. Buses should park in the area reserved for them.
Gift Shop:
A gift shop featuring UT Arlington and Regional souvenirs will be open both days of competition
by the entrance.
Athletic Trainers:
Athletic trainers from the UT Arlington Sports Medicine Program will be on duty throughout the
meet.
POINTS OF INTEREST CONCERNING FIELD EVENTS:
Shot put and Discus
All shot and discus will be weighed and marked at the table underneath the northeast side
bleachers starting at 8 a.m., Friday and 8 a.m., Saturday. Athletes will take their throws in order
during each round of competition. (Two trials in succession will not be permitted).
High Jump
We will keep "Five Alive" throughout the competition. In case of a second place tie, there will be
a jump-off to determine the state qualifier.
Pole Vault

TRACK AND FIELD NOTES:
1.
Meet Referee for these Regional Championships will be George Young.
2.
The National Federation of State High School Associations Track and Field Rules Book (with the UIL
Supplement) will govern the Track and Field Meet.
3.
A Jury of Appeals will be in place, and will serve as the final board of appeals of any protested Referee
Decision. The decision of the Jury of Appeals shall be Final.
4.
Protests: Any protest of a Referee decision must be in writing, and must be filed with the Meet Referee
within 30 minutes of the initial announcement of Official Results. (Refer to Rule 3, Section 5 of the National
Federation of State High School Associations Rulebook).
5.
Please caution all athletes that qualified judges will be conducting the meet. Any rule violation will be
reported by Event Judges and may result in a disqualification, including Lane and Relay Exchange Violations.
6.
Warmups: All Warm-ups will take place on the grass fields directly behind the North of the Stadium. No
warm-ups are allowed on the Track or Infield. Athletes in uniform with their number on can be on the infield
no earlier than 1 hour prior to their event. After participating in their event, athletes must retire to the
stands. Coaches are not allowed on the infield during any running event.
7.
Athlete Check-In: Athletes in ALL events must check in at the Check-In Tent, at the North West entrance to
the track. Uniforms and Spikes will be checked at that time. After successful check-in, Athletes will be
presented a wrist band (Each Day), signifying they have checked in for their event. Athletes in Running
Events must listen for announcements at the Warm-up Area. They will be called to the Corral area
approximately 15 minutes prior to their event, and will be escorted onto the Track by Heat.
8.
Contestants with numbers will be admitted free. Five passes will be in each packet for coaches, trainers,
managers, etc. No additional passes will be honored. No district passes will be honored.
9.
Packets with meet information, numbers, etc., may be picked up Thursday, April 24th beginning at 4 p.m. at
Maverick Stadium Gilstrap Room. Packets on Friday/Saturday may be picked up at the Gilstrap room starting
at 7:30am. Signage to tell you where to pick up the packets will be posted.
10.
Only athletic tape may be used for relay marks.

Scratches and adds are to be made through Jordan Durham. See section above for further details on the
procedure to make changes and scratches. DEADLINE for scratches and adds will be on Tuesday, April 22 at
12:00 pm (noon). Heats and lane assignments are finalized on Wednesday, April 23. Changes on meet day
will only be made due to extreme circumstances and will have to be approved by the Meet Referee or his
assigned administrative representative.
