INTRODUCTION, Per DOM 2300

Designated Department of Parks and Recreation personnel are a uniformed force of the State of California, not only by administrative directive, but also in that the public respects and accepts them as such. The purpose of the uniform is to identify the wearer as a member of the Department of Parks and

Recreation, to uphold the Department’s public image by achieving high standards of uniform appearance, and to promote pride within the organization. When the uniform is worn by personnel assigned to headquarters or service centers, all standards appropriate to their respective classes shall apply.

1. RESPONSIBILITIES - MANAGERS AND SUPERVISORS, Per DOM 2301

The Division Chief is responsible for ensuring the policies on uniforms and personal appearance outlined in this chapter are understood and followed by all field employees wearing uniforms. The District Superintendent is delegated the authority to enforce these policies in the District. Uniform options and policies not specified in this chapter shall be decided by the

Deputy Director of Park Operations in consultation with the Park Operations

Policy Group. The supervisor is responsible for administering these policies on a day-to-day basis ensuring compliance by employees under his/her supervision. The Training Center Manager is responsible for enforcing uniform policies for employees while in training at the Mott Training Center.

District Superintendents may conduct uniform inspections. Uniform inspections are intended for management to review each employee attired in the uniform of the day to determine if he/she meets uniform requirements.

2. PROFESSIONAL APPEARANCE, Per DOM 2302

The following are general rules concerning the use and wearing of any

Departmental Uniform:

1. Uniforms shall be kept clean, have a well pressed appearance, and shall fit properly at all times. Uniform clothing items with visible areas of disrepair including snags, holes, tears, and noticeable wear such as fraying, stains, and fading shall not be worn.

2. All uniform articles shall be neatly worn; fully buttoned, shirt tucked in, sleeves not rolled up. Only the top button of the shirt may be left unbuttoned when the tie is not worn. Pocket flaps shall be buttoned down at all times.

3. All hats/caps shall be worn with the front of the hat/cap to the front of the body. Hats/caps shall not be worn indoors, except for presentations.

5. Undershirts, if showing, shall be crew neck style, navy blue in color, clean and neat, and free from fraying or holes. The sleeve length of the undershirt shall not exceed the sleeve length of the uniform shirt.

6. Black dyed leather items shall be kept shined. Patent leather or patent leather appearance is not acceptable. Any metal shall be kept polished.

7. Unless otherwise covered by bargaining unit contract and consistent with the specifications for individual classifications within DOM 2300, no jewelry shall be worn other than wristwatches, rings, the “Golden

Bear” tie tack, plain earrings, or special act medals or service pins.

No jewelry shall be worn which presents an unprofessional image.

8. Employees shall have no visible body decorations that present an unprofessional image. If worn, cosmetics shall be subdued and blended to match the natural skin color of the individual. False eyelashes are prohibited.

9. Large items shall not be carried in pockets. No visible item may be carried in the shirt pocket except a maximum of two writing implements, plain in style. A pocket-sized notebook and/or tape recorder may be carried. Keys and keyholders, if worn, shall be unobtrusive.

10. Dark glasses may be worn only when necessary. The frames and lenses of all eyeglasses shall be of a conservative style and color.

“Mirror” style glasses shall not be worn. “Glass leashes”, if worn, shall be of a conservative style, and solid colored in either black, navy blue, brown, or tan.

3. PERSONAL GROOMING STANDARDS, Per DOM 2303

11. Uniform accessory items, such as fanny packs, day packs, back packs, utility vests, etc., may be worn if approved by the District

Personal appearance is of great importance when dealing with the public. The professional bearing and appearance expected of all uniformed field employees requires that each employee, supervisor, and manager assume the responsibility for maintaining high standards of personal grooming, hygiene, and cleanliness.

Appearance shall be such that there would be no hesitancy on the part of the public to seek assistance and that they readily accept the employee as a person of authority. In addition, it shall not interfere with our ability to communicate effectively in all visitor contacts.

The following personal grooming standards shall apply for all Lifeguards:

A. Personal Grooming Standards - Male. The following standards for grooming shall be complied with by each male uniformed employee:

1. Hair. While on duty, or in uniform, hair shall be neat, clean, trimmed, and present a groomed professional appearance.

Hair shall not interfere with the proper wearing of the uniform hat/cap. a. Hair shall be worn so that the hair does not extend below the top of the uniform shirt collar while sitting or standing in an erect position. b. Hair shall be worn so that it does not extend below the middle of the ear. Pony tails or braided hair are not permitted. c. Hair which is styled or combed forward shall be no lower on the forehead than the eyebrows of the individual, measured from the high point of the eyebrow, and shall not be visible on the forehead while the uniform hat/cap is worn. d. Moderate “natural” type haircuts are permitted if they qualify within the limits described above; however, the maximum extension from the scalp shall not exceed 2

. e. No decorations shall be worn in the hair. f. A natural looking wig or hairpiece may be worn if it qualifies within the limits described above. g. The finished effect of all hair color processes shall be natural looking.

2. Sideburns, Mustaches and Beards. Male employees may wear neatly trimmed sideburns, mustaches, and beards within the following guidelines: a. Sideburns shall not extend below the bottom of the ear and shall end with a clean-shaven horizontal line. The maximum width at the bottom of the sideburns shall not exceed 1

3. Jewelry. No jewelry shall be worn other than wristwatches, rings, the “Golden Bear” tie tack and special act medals or service pins . No jewelry shall be worn which presents an unprofessional image.

4. Fingernails shall be clean and trimmed and shall not extend beyond the tip of the fingers. Fingernail polish is not permitted.

B. Personal Grooming Standards - Female. The following standards for grooming shall be complied with by each female uniformed employee:

1. Hair. While on duty, or in uniform, hair shall be clean, trimmed, and present a neat professional look. Style shall have a controlled appearance. a. Hair shall be cut or securely fastened away from the face in such a way that it cannot fall in the eyes, over the face, or into the work area. Bangs shall not extend past the bottom of the eyebrow. b. The finished effect of all hair color processes shall be natural looking. c. Hairstyles that preclude the wearing of the uniform hat/cap in the accepted manner are not permitted. No decorations shall be worn in the hair. Hair clips or pins matching the hair color or of a solid silver or gold metallic finish may be worn. d. Moderate “natural” type haircuts are permitted if they qualify within the limits described above; however, the maximum extension from the scalp shall not exceed 2

. e. A natural looking wig or hairpiece may be worn if it qualifies within the limits described above.

2. Jewelry. No jewelry shall be worn other than wristwatches, rings, the “Golden Bear” tie tack and special act medals or service pins.

4. UNIFORM STANDARDS , Per DOM 2304

Uniforms shall be worn at all times by Lifeguard personnel while performing assigned duties and only in his/her official capacity. Disciplinary action may be imposed against any employee who fails to meet Departmental uniform standards.

Under certain circumstances when uniforms are not necessary or appropriate, the District Superintendent may authorize non-uniform work clothing. Some of these circumstances include:

1. At certain social activities, inside or outside the park unit, where civilian clothing may be more appropriate. the activities or create undesirable impressions on the public.

3. Appearance at hearings, in courts, or at meetings when it would not be necessary to appear in uniform.

5. INSIGNIA AND IDENTIFICATION, Per DOM 2305

4. During pregnancy when assignment does not require the wearing of the uniform.

The following sections contain guidelines concerning the assignment and wearing of insignia and identification.

5.1 BADGE, Per DOM 2305.11

The badge is issued only to personnel designated as Peace Officers and shall be worn on the outer garment of uniformed personnel at all times.

The badge shall be inscribed with the words “California State Park

Peace Officer” and employee’s badge number.

Additional curved or flat official badges may be purchased by peace officers in accordance with Department procedures. The following are authorized:

Badge identical to Department issue.

Badge with employee’s title “Lifeguard” in place of the word

“California”.

5.2 BADGE (SILK-SCREEN/CLOTH), Per DOM 2305.12

A black, blue and silver silk-screened image of the badge shall be used on the navy lifeguard uniform knit shirt. This silk-screened image shall be 3

Specifications for where emblems are to be applied are found in the uniform descriptions. The bear emblem shall always face left.

5.4 NAMEPLATE, Per DOM 2305.16

The first and last name or first and second initial(s) and last name shall be shown on the nameplate. The nameplate shall be centered above the right breast pocket with the bottom of the nameplate touching the top edge of the pocket.

Permanent Lifeguard Classes shall wear the nameplate on the outer uniform garment (jacket or Flying Cross shirt). Initial purchase and replacement of nameplates shall be the employee’s responsibility and replacement is authorized for reimbursement by the Uniform

Replacement Allowance.

5.5 CLOTH NAME TAG, Per DOM 2305.17

When coveralls are authorized, cloth name tags shall be used in place of the nameplate. The first and last name or first and second initial(s) and last name shall be centered on the name tag. Initial purchase and replacement of name tags shall be the employee’s responsibility and are authorized for reimbursement by the Uniform Replacement

Allowance. The 1

5.6 SPECIAL ACT MEDALS AND SERVICE PINS, Per DOM 2305.18

The Deputy Director of Park Operations in consultation with the Park

Operations Policy Group may authorize buttons or pins to be worn by

Lifeguards when the button or pin represents the Department’s mission, vision, and goals and there is a business necessity for its wear. Any authorization shall include the time period of the authorization and the specific geographic location where the button or pin may be worn.

The wearing of special act medals, buttons, and pins shall be at the employee’s option.

Special act medals, buttons, and pins authorized by the Department shall be worn on the right pocket flap of the uniform jacket or shirt, ½” below the top edge of the pocket flap, and centered above the button.

RANK INSIGNIA, Per DOM 2305.19

Rank insignia are to be worn by all Supervisory Peace Officer personnel on the uniform shirt and outerwear with epaulets. Proper orientation of the rank insignia on the uniform shirt is depicted below:

6. REQUIRED ITEMS FOR UNIFORM REPLACEMENT ALLOWANCE, Per DOM 2306

The following is a listing of the required items, and quantity, for each of the

Uniform Replacement Allowance divisions. All employees in lifeguard classifications shall report to work in the uniform of the day, but to be eligible for the uniform allowance all of the listed required items and quantity must be owned and maintained. 7. CLAIMS FOR DAMAGE TO EMPLOYEES' PERSONAL PROPERTY, Per DOM 2307

Government Code Section 19849.8 permits agencies to pay for the repair or replacement of various articles of personal property necessarily worn by employees in the course of their employment, when such property is damaged or destroyed through no fault of the employee. Such articles include eyeglasses, hearing aids, wristwatches, and clothing. Government Code Section 19528 permits agencies to reimburse or provide an employee with replacement of stolen personal property required for the performance of work (see DPA Rule 599.725).

Refer to DAM Chapter 0660.3 for additional instructions.

8. LIFEGUARD PEACE OFFICER UNIFORM

8.1 DRESS UNIFORM

The Dress Uniform is the highest type of uniform, and shall be owned and worn by Cadets (Lifeguard), Lifeguards, and Lifeguard Supervisors as directed by the

Department.

Permanent Lifeguard classes shall, prior to appointment, obtain a complete uniform appropriate to their assignment. The employee shall obtain the full uniform complement in accordance with uniform requirements upon completion of Peace Officer training. This does not preclude earlier purchases of the

Lifeguard Uniform if the employee wishes to do so.

8.2 WEARING OF THE DRESS UNIFORM

The Lifeguard Dress Uniform shall be worn at all official Department functions, when representing the Department outside the park unit or District, and in all official circumstances unless otherwise specified.

8.3 DESCRIPTION OF DRESS UNIFORM

Hat/Hatband/Hat Cover

Felt Hat - Stratton Hat Company Model #F40 “Campaign Hat”, felt, stiff brim, color #11 midnight blue. Crown to be factory shaped on top, with four indentations, without ribbon hat band. Single vent eyelet located on front, sides, and back. The official felt hat is available with grommets for the hat strap. The hat strap shall be worn only during periods of high wind.

Care should be taken in selecting the correct hat size and shape. The hat is available in “regular”, “long oval”, “wide oval”, or “extra long oval”. If the hat is received with a cloth hatband it shall be removed and not worn under the regulation uniform hatband.

wide, embossed with poppies and bears; the words “STATE OF CALIFORNIA” also embossed on the band. Two nickel silver rings to be secured to hatband, one ring having a tie-strap attached. This is the only band prescribed for wear with the regulation uniform felt hat. The hatband is to be neat and polished, with the tie-strap centered on the left side of hat.

How to Tie a Hatband - The hatband is to be worn with “State of

California” centered in the front. The leather shall be shined and the metal rings shall be polished. The ties shall be wrapped according to the illustration shown below.

Hat Cover - A translucent plastic hat cover for the protection of the hat may be worn during periods of precipitation.

Jacket - All jackets shall have a large Department Lifeguard patch centered and sewn on each sleeve,

” below the shoulder seam. The nameplate shall be worn centered above the right breast pocket with the bottom of the nameplate touching the top edge of the pocket, or in a comparable location on garments without breast pockets (see section 5.4). The jacket shall be equipped with a badge holder, made of the same material as the jacket or blued metal, on the left breast . The jacket shall be worn fully zipped.

The Field Uniform shall be worn by permanent Lifeguards in accordance with tasks assigned for the day whenever the Dress Uniform is unsuitable.

In order to compensate for varying weather conditions and job duties, long or short sleeved shirts and dress or field footwear may be worn at the employee’s discretion. The Field Uniform with field trousers, long or short sleeved Elbeco or Flying Cross shirt, and Dress Uniform footwear shall be worn at the Mott Training Center. Normally the tie/tie tack is not worn with the Field Uniform. The tie/tie tack shall only be worn with the long sleeved shirt. Black leather clip-on badge holder (provided by the Department) and badge shall be worn on the belt, trunks, or POPE when wearing trunks or when the T-shirt or knit shirt is worn as an outer garment.

Special uniform items are authorized for those engaged in bicycle patrol

8.82 Wearing of the Bicycle Patrol Uniform duties. The purpose of these items is to continue uniformity, yet allow the job to be accomplished with safety and comfort.

Three levels of bicycle patrol have been identified. The District

Superintendent, if authorizing bicycle patrol, shall identify the level of uniform that may be worn by employees, by specific park unit. This flexibility recognizes the potential differences between units within the same District. The helmet shall be worn while on bicycle patrol.

Level I (Standard) - For routine or low level activities. Same as Field uniform.

9. SEASONAL LIFEGUARD/POOL LIFEGUARD UNIFORM

All seasonal Lifeguard classes and Pool Lifeguard classes shall wear the prescribed Seasonal Lifeguard/Pool Lifeguard Uniform when reporting for duty.

9.1 WEARING OF THE UNIFORM

The seasonal lifeguard/pool lifeguard uniform shall be worn in accordance with the tasks assigned for the day.

The aquatics operation supervisor may designate the required uniform be worn at events such as, but not limited to, hiring appointments, uniform inspections, court appearances, meetings, conferences, office assignments, training, and interpretive or safety presentations.

Department lifeguard emblem shall be embroidered on the front center of the crown.

Note: California Headwear “Low Profile” cloth and cloth/mesh caps are no longer manufactured. It shall not be worn after July 1,

Jacket - Jackets shall have a large Department lifeguard patch centered and sewn on each sleeve,

Shirt - Permanent Pool Lifeguards only.

In order to compensate for changing weather conditions, long or short sleeved shirt may be worn at the employee’s discretion. A large Department Lifeguard patch shall be centered and sewn on each sleeve,

Swimsuit - A swimsuit with Department lifeguard patch shall be worn at all times as part of all lifeguard uniforms. Employee shall select the appropriate swimsuit from the following:

Trunks (Men/Women) – Boxer or surf trunks, nylon or nylon blend, red in color, inseam shall be no longer than 1” above the knee, with or without a liner. Racing suit shall be worn with trunks without a liner. Medium Department lifeguard patch shall be sewn

above hem on front of left leg. Women shall wear one or two piece suit when trunks are worn.

Swimsuit (Women) - One piece racing suit, nylon or nylon blend, solid red in color. A medium Department lifeguard patch shall be sewn on lower front left,

above hem in a location consistent with that of the trunks. OR

Two-piece swimsuit, conservative in style with over-the-shoulder straps, nylon or nylon blend, solid red. Shoulder straps shall be no less than 1

wide. Sides under the arms and across the back shall be no less than 2

wide. Bottom piece shall have sides no less than

wide. The bottom piece shall have a small Department lifeguard patch sewn on front left in a location consistent with the trunks.

Racing Suit – Racing suit shall be worn at all times beneath trunks without liners. Racing suit shall not be worn as outer garment while on duty except during swimming exercise periods. They may be worn under swimsuit for extra support or comfort. Racing suit may be worn in lieu of the swimsuit with Department lifeguard patch only when strictly assigned to office duties.

Men - nylon or nylon blend racing suit of standard cut, capable of rapid drying, solid red, black, or navy blue.

Women - One-piece racing suit or two-piece swimsuit described above, red in color, without Department lifeguard patch.

Footwear/Socks

Navy blue deck or athletic shoes. Shoes shall be of a conservative style with navy blue as the predominant color, and white, black, gray, or blue as the only additional colors. The District Superintendent shall approve style and color. Solid white crew length socks shall be worn with deck or athletic shoes. Laces shall be solid white or navy blue. AND

Rubber thong type sandals, black, dark brown, or dark blue soles and straps. Shall be worn only with lifeguard trunks or sweat pants. The

District Superintendent shall approve style and color.

9.3 EMPLOYEE AUTHORIZED OPTIONS

Cap - Knit Cap - Wool or polyester pull-over cap, navy blue. Authorized for wear when assigned to open boats or vehicles when temperature or wind chill fall below 55° F.

Shirt - Suggested for wear by seasonal lifeguards when a more professional appearance is desirable such as court appearances, interpretive programs, speaking engagements, and dispatch. In order to compensate for changing weather conditions, long or short sleeved shirt may be worn at the employee’s discretion. A large Department

Lifeguard patch shall be centered and sewn on each sleeve,

Polyester/Cotton - 50% polyester/50% cotton knit, black, long sleeved, permanent press. OR

Cotton or Polyester/Cotton – 100% 6.3 ounce cotton, black, long sleeved, with bear logo embroidered on collar.

Shorts – Elbeco/Flying Cross/5.11 Tactical or knit shirt, belt, deck or athletic shoes, and solid white crew length socks shall be worn with the shorts. The Field

Uniform Jacket may be worn as an outer garment. When the navy shorts are worn, trunk legs shall not extend below the leg of the shorts.

Under no circumstances should patches or nameplate holder be sewn through the waterproof/breathable inner liner (e.g.

WeatherTech

). The nameplate shall be worn (see section 5.4).
